Abstract
The article presents the main problems that arise when ensuring the implementation of the plan for the recruitment of federal state organizations engaged in educational activities and under the jurisdiction of the Federal Penitentiary Service for educational programs of higher education: bachelor's degree, specialty, master's degree, consequences and ways to overcome them. In addition, the measures aimed at increasing the prestige of the service in the penal system, on which the recruitment of these educational organizations depends, are briefly outlined.
