Abstract

The general articulation of the issue and its relation to the important research and practice tasks. One of the priority areas of Ukraine's Euro-Atlantic integration policy is the provision of the restricted information exchange between Ukraine and NATO. This includes, inter alia, accreditation of communications and information systems in accordance with the national law and NATO Security Policy SM (2002) 49, which determines the development and implementation of appropriate legal mechanisms. The analysis of recent publications regarding the issues. This article indicates that applicability of the provisions of individual NATO, ISO/IEC and US instruments is fragmented in the scope of their possible practical application to response partial challenges without identification of the general problem that has not been previously addressed. The purpose (the objective) of this article is analysis and evaluation of the experience of Ukraine and NATO on the use of organizational and legal mechanisms of public administration to conduct CIS accreditation for the exchange of NATO restricted information including the requirements of the fundamental NATO directives. The key results and the background of research. The identification of organizational and legal mechanisms of public administration in this area in Ukraine is analyzed; the entities (units) within the relevant military formations, their governing bodies and state bodies in Ukraine that can fulfill the tasks of CIS accreditation are identified. On the basis of the results of the comparative analysis, priority directions for the development of these mechanisms in Ukraine have been proposed to public authorities. The prospects of further research are in comparative analysis of the provisions of directives and guidelines that support NATO's Security Policy and the IPPC Primary Directive with the provisions of open regulatory framework in this area.
