Abstract

The current issues of the development of the concept of rationalization of the formation of socio-natural resources and reserves of sustainable spatial development of the agro-industrial complex and rural areas, taking into account the impact of the COVID-19 coronavirus pandemic, are considered. Special attention is paid to the methodology of developing and improving mechanisms for regulating the use of resources of the socio-natural and economic space of agro-food systems and agro-industrial complexes in achieving the goals of sustainable development of rural territories (SDGS). The necessity of developing and implementing resource-saving and resource-restoring policies in the concept of sustainable development and Spatial development Strategy is substantiated. The author's recommendations on the main issues of the upcoming UN Summit on Food Systems are formulated: measures to ensure compromises between current and long-term SDGs, synergy in integrated urban-rural systems, the formation of a system of interests in the process of transformation (transformation) of food systems and rural areas for their sustainable development. The methodology of formation of the basic principles and mechanisms of management of social resources of spatial development of the agro-industrial complex is proposed. The complex of response measures of the Russian agro-food complex to modern global challenges caused by the COVID-19 coronavirus pandemics is considered. The position stated in the materials of the UN Summit on Food Systems on the allocation of measures in the system to ensure the effectiveness of the management of "fair" agro-industrial production of such target categories as "economic sustainability", "social sustainability", "environmental sustainability"was supported. The main provisions of the effective implementation of a comprehensive resource–saving policy in the structure of the concept of sustainable development of integrated systems "city-village"are substantiated. The regularity of agro-food systems associated with the principle of equifinality, representing the marginal reserves of spatial development of the agro-industrial complex and rural areas, is highlighted.
