Abstract

The research is aimed at revealing the features of ensuring national and public safety in the People’s Republic of China, as a unified system for managing forces and means used in emergency situations. The emphasis is placed on considering the Unified management system as a set of unique programs to ensure national and public safety based on the innovative technologies, taking into account social and state mentality. The comparative analysis with the concept of ensuring public safety implemented in the Russian Federation through the hardware and software complex “Safe City” is conducted. Conclusions and proposals are being formed to improve public safety by transforming the hardware and software complex “Safe City” into a “Smart City” system. The article uses normative legal acts aimed at regulating administrative, information, digital and other branches of law, defining the procedure for using advanced technologies in the field of public and national security, as well as similar sources of law of foreign countries.The research was based on general scientific and private scientific methods of scientific cognition, analysis of theoretical and normative legal sources.
