Abstract
In this article the principles of forming the staff of executive power organs of subjects of the Russian Federation are considered. The authors have compared the dynamics of dismissing of region state employees in North-West Federal District (NWFD) and the facts of appointments of main officials of the executive bodies. The conclusion is made that spoils system is used in the subjects of the Russian Federation extensively.
