Abstract

The article discusses the results of assessing the impact of sanctions pressure on some aspects of the socio-economic development of municipalities in the northern and Arctic regions of the Russian Federation. The study is based on the results of an expert study that was conducted among the heads of 37 municipalities with the participation of 48 experts from some regions of the North and the Arctic zone of the Russian Federation (AZ RF). A comparison of estimates for the Arctic and northern municipalities as a whole was carried out with one of the most economically and infrastructurally developed regions of the Arctic - the Murmansk region. It was revealed that among the significant challenges for the socio-economic development of the analyzed municipalities, experts identify two main problems that are associated with insufficient financial resources and a reduction in budget revenues, caused in part by a decrease in investment attractiveness, as well as the outflow of population and the use of shift work in municipalities. formations. It was concluded that the main risks include insufficient resources for development, and the threats include sanctions pressure, the need for import substitution in basic industries, a decrease in investment attractiveness, outflow of personnel, and the transition to a rotational method of developing territories.
