Abstract

The article develops a set of indicators and criteria that must be used in the course of the development of rational options for the evacuation of special contingents from penal institutions by the military administration of the National Guard of Ukraine in the event of an accident at a chemical industry facility. Taking into account that evacuation is a multi-stage process, the article develops a number of indicators and criteria characterizing options for evacuation actions at each of the stages, namely: concentration of the necessary forces and means of the National Guard of Ukraine in the area of evacuation measures; the distribution and concentration of the forces and means of the National Guard of Ukraine in the relevant penal institutions in the pollution zone; evacuation of the special contingent from the contamination zone. The set of indicators included: quantitative indicators characterizing the need for automobile and landing resources for evacuating a certain number of prisoners; time indicators that provide an idea of the time of each of the stages and the evacuation as a whole; indicators in the form of distributions of transport and landing resources by certain points of entry (exit) into (from) the pollution zone, which characterize the spatial scale of evacuation actions; indicator of estimated financial costs for evacuation. On the basis of the developed indicators, a reasonable criterion for the implementation of a certain variant of the evacuation action plan is substantiated, which enables the commander (head) of the military management body of the National Guard of Ukraine to choose a rational variant of the evacuation measures among the set of developed alternatives. The developed set of indicators and criteria has a universal character and can be used when developing options for evacuation measures under different operational conditions, both during man-made emergencies and during the introduction of a special legal regime of martial law on the territory of Ukraine. The direction of further research should be the development of methods for the development of options for the evacuation of a special contingent simultaneously from several penal institutions in the event of an emergency at the regional level due to an accident at a chemical industry facility.
