This research provides a comprehensive analysis of the Al-Azhar International Center for Electronic Fatwa, based on a descriptive analytical study. The Center was established in 2016 as a strategic initiative by Al-Azhar to serve as the preeminent, reliable authority for Islamic legal rulings (fatwas) in the digital age. Its core mission is to counter the global proliferation of extremist, unqualified, and contradictory fatwas by providing accessible, well-researched guidance grounded in Al-Azhar's moderate, mainstream methodology. The Center operates on a fully "born-digital" model, creating and managing all documents electronically with no paper-based workflows. It leverages a sophisticated technical infrastructure to receive, process, classify, and archive millions of fatwa requests from around the world. Key services extend beyond simple Q&A to include proactive community awareness programs and social intervention via specialized units. Of note are the "Lam Al-Shaml" (Family Reunification) unit, which has handled over 150,000 family dispute cases to mitigate divorce, and the "Bayan" unit, which actively engages youth to counter atheistic and extremist ideologies. With a global reach facilitated by operations in 13 languages, the Center utilizes a multi-platform strategy encompassing a dedicated telephone hotline, a mobile application, a comprehensive website, and a strong presence on all major social media channels. Its public "Fatwa Bank" serves as a major digital repository, containing over 1.77 million indexed and searchable rulings. The Center stands as a critical institutional response to the challenges of religious discourse in the internet era, acting as a bridge between sacred texts and the practical, contemporary concerns of Muslims worldwide.

While digital transformation in education is accelerating, academic libraries will reorganize their roles to support further information needs in an interactive e-learning environment. In this article, we will explore how libraries can manage and adapt information services for future users using information and communication technology (ICT) integration. The focus is on the development of response-user-centric services that meet the requirements of digital learners in both formal and informal educational attitudes. This study explores the application of ICT tools, including AI-controlled search engines, virtual reference services, learning analytics, immersive technologies to promote access to information, promoting digital literacy, and supporting collaborative learning. Additionally, strategies for embedding library resources into learning management systems and e-learning platforms are being considered to provide seamless academic support. The results highlight the importance of adaptability, employee training, and political development to ensure that they remain a key partner in the education ecosystem. Ultimately, this study illuminates the potential for transformation of ICT-enabled library services in maintaining dynamic, integrated, and future learning environments.

This proposed draft law for public libraries in Egypt addresses the urgent need for a legislative framework to govern public libraries in Egypt. Despite the recent growth in the number and reach of public libraries, there remains a significant legislative vacuum that hinders their optimal operation, equitable distribution, and integration into national development efforts. The document outlines the justifications for enacting such a law, emphasizing the evolving role of public libraries as dynamic community centers that support lifelong learning, promote digital literacy, enhance employability, preserve local heritage, and contribute to sustainable development. It also discusses the inconsistencies and inequalities in the current public library landscape in Egypt, including the lack of standardization, poor coordination among supervising bodies, and inadequate access in rural and underdeveloped regions. The proposed law is grounded in foundational principles such as accessibility, equity, modernity, professionalism, community engagement, and integration with national goals. It draws from international experiences and aligns with global best practices, particularly those outlined in UNESCO's comparative studies. The proposed legislative text sets out clear definitions, mandates every governorate to establish a networked system of libraries, and details the structure, services, governance, funding, and oversight mechanisms for these systems. A special emphasis is placed on decentralization, community representation, technical standards, and national collaboration through a unified national library network led by Egypt Public Library (Maktabet Misr Al-Amma). Overall, the proposal aims to institutionalize the role of public libraries as essential public services that contribute meaningfully to Egypt's social, cultural, and economic development within the framework of the "New Republic" and its vision for human development and sustainability.

This study explores the impact of generative artificial intelligence on knowledge production through a new framework called "Genognosis." It examines the philosophical and historical dimensions of knowledge while addressing challenges such as forced knowledge standardization, algorithmic and linguistic bias. The study aims to analyze the transformations in human knowledge structures and introduce a model explaining the dynamic interaction between humans and AI in generating knowledge. The discussion highlights the necessity of establishing standards to ensure knowledge equity and balance between human and AI-driven knowledge production. The study recommends strengthening human oversight, diversifying data sources, promoting cultural and linguistic diversity in AI systems, and implementing ethical guidelines to regulate digital knowledge creation.

The study aimed to explore how Egyptian public libraries could benefit from podcasting services and to develop audio content for the Egypt Public Libraries system, accessible through digital streaming platforms. The study aimed to accomplish various secondary objectives, including identifying and evaluating podcast initiatives in both foreign and Arab public libraries, examining how Egyptian public libraries could leverage podcasting technology to enhance their service quality, establishing standards for evaluating podcasts in public libraries, and identifying the essential skills required for librarians and information specialists to create and manage podcasting platforms. The researcher employed a descriptive survey approach to analyse the present implementation of this service in foreign public libraries and to investigate strategies for incorporating it within the Arab community. Various data collection tools were used, including direct observation to assess the feasibility of implementing these applications in Egyptian public libraries, along with a checklist as a primary tool to evaluate podcasting services in Egypt’s public libraries. The study recommended raising public awareness of podcasting technology in information institutions to maximize its benefits, organizing roundtable discussions to explore skill development for librarians in the digital and AI era, and creating job opportunities that integrate library science with podcast production. The study also emphasized the importance of participating in local and international events and conferences to stay updated on podcasting advancements, advising managers to use the checklist to assess service quality, standardizing new job titles related to podcasting, and adjusting the job title of content creators working as library specialists to “Podcast Librarian” to position Egypt’s public libraries at the forefront of adopting global naming conventions.

The research utilizes a descriptive analytical approach, gathering data through interviews and reviews of central library managers and officials. The findings reveal a disparity in marketing approaches among libraries, highlighting the need for innovative and comprehensive strategies that leverage technology and increase awareness about the importance of marketing in libraries.

Design: The authors scrutinize online Content Management Systems (CMS) that can be used to empower librarians to become web designers. It examines how Google Blogger can be a CMS for librarians to create and manage library websites. The article highlights the benefits of using Blogger, such as its ability to integrate with other Google tools, its cost-effectiveness, and its flexibility in design and customization, are highlighted. Overall, the article argues that Google Blogger is an excellent option for librarians to become web designers, and it provides tips and examples for getting started. Purpose: This article examines how Google Blogger can be a content management system (CMS) for librarians to create and manage library websites. The report provides praxis-oriented solutions to enable libraries to innovate with the armor of digital technologies for the benefit of users. Findings: The study found that, while many CMS platforms are available in the market, Blogger is a very user-friendly online CMS. From a cost-benefit analysis, Google Blogger provides numerous benefits; for example, there is no need for installation or a personalized server; it only needs an electronic device with an internet connection and a web browser. Google Blogger is more convenient for libraries that are reeling under budgetary constraints. Using Google Blogger, librarians can develop websites for their Libraries and independently share Library e-resources, valuable links, and information. Libraries do not need a web designer to upload, edit, modify, and design a library’s web content. Blogger provides simple and friendly features for the above works. Originality/ Value: There has been little attention given to the use of Google Blogger by librarians as a tool for creating websites for their libraries and allowing them to share library-based e-resources, valuable links, and information independently. Libraries Transform – an initiative launched by the American Library Association – aims to enhance the role of librarians as key leaders responsible for driving societal change. The initiative responds to a pressing need in the library sector by developing and distributing new tools, providing support and resources to librarians to engage with their communities in new ways. Libraries Transform helps libraries become more expressive and connected with their communities, achieving a greater impact on positive outcomes. This includes stronger relationships with local civil society organizations, nonprofits, funders, and businesses, increased investment in communities, and collaboration in several areas such as education, health, well-being, and community service. The American Library Association also hopes to transform libraries into tools for positive community change (ALA, 2022). Most American libraries have found the Libraries Transform campaign to be an innovative and effective solution for increasing support for U.S. public libraries, achieving their goals, and turning libraries into centers of cultural and social support for communities. Since its launch in October 2015, more than 6,900 libraries have joined the campaign through advocacy meetings and library transformation efforts, as well as by leveraging social media. Many libraries continue to use the tools to demonstrate the power of the campaign, delivering a unified, dynamic voice for the library profession worldwide (Julian, 2017).

The daily press plays a vital role in raising awareness among individuals in the community about ongoing local and global events. It also serves as a crucial platform for conveying the opinions and ideas of its members to the largest possible number of interested readers who follow current happenings. The study derives its significance from the importance of journalism in providing information and news to readers, as well as from the significance of library and information science in the creation, collection, organization, provision, retrieval, and utilization of information. This, in turn, enhances scientific research and culture within society. Therefore, the study's importance lies in understanding the information provided by daily newspapers regarding library and information science, as well as in identifying the types of issues that occupy Arab newspapers and the role these publications play in addressing them. This is based on what is published for all members and categories of society across various geographic areas, and it helps in monitoring the public's perception of library and information science among readers. The study aimed to identify the mental image and attitudes formed among readers toward this field. The study employed the descriptive-analytical survey method, using the descriptive approach to explore readers' perceptions of library and information science. Data collection tools included a questionnaire directed at a sample of newspaper readers, which covered four key areas. The study yielded several results, including a finding that 67.4% of the sample expressed interest in library and information science. Additionally, 57.4% held a positive view of the field, while 39.8% sometimes followed library and information issues through the press, whether in print or electronic form. "Al-Youm Al-Sabea" was the most preferred newspaper among the sample members, with 63.9% indicating it as their choice. This newspaper is considered one of the most significant Egyptian private electronic publications. Furthermore, 55.7% of the study sample agreed that journalistic content effectively presents the role played by libraries in society. Additionally, 57.2% recognized the "cultural role" that journalistic content about libraries contributes to society. Finally, 45.0% of the sample appreciated the press's coverage of library and information issues as complementary to what other media outlets offer.
