Implementation of Pancasila On Prisoners At The Medan City Polrestabes

Pancasila is a way of life in society and nation and the implementation of the values of Pancasila is not yet optimal. It is hoped that through this writing, we will be able to understand the meaning of Pancasila values and be able to apply them to prisoners at Polrestabes better and to love their nation and state with Pancasila characteristics more. In a general context, the impact of violations of Pancasila Values can cause social, political and economic damage which ultimately affects the welfare of society. Therefore, it is important for every individual and society to maintain and commemorate Pancasila Values in everyday life. This writing research has had a positive impact on the prisoners themselves. The results of this writing research are the role of the Medan Police in implementing the application of Pancasila which is interconnected with the rule of law and restorative justice. The democratic values in Pancasila must also be implemented in prison institutions. Prisoners' participation in making decisions that affect their lives needs to be accommodated. Restorative Justice finds its footing in the basic philosophy of the fourth principle of Pancasila.

Governing hybrid organisations: Lessons from the provision of local sports facility services in 2020s Finland

AbstractThe Finnish welfare society is based on strong public and civic sectors with an emerging private sector. In the context of sports, the public sector's statutory task has been to provide opportunities and facilities for citizens, whereas the civic sector has been responsible for organising activities. However, since the 1990s, economic recessions, new public management doctrines, and other societal changes have mixed this institutionalised setting and increased hybridity in the provision of public services. This study examines how hybridity is manifested and governed in the provision of local sports facility services in contemporary Finland through a literature review and a multiple case study focusing on three sports facility construction projects. The projects had partners from all societal sectors and, organisationally, assumed different forms: privately owned, sports clubs co‐owned, and municipally owned enterprises. The case data consist of thematic interviews and project documentation and are analysed with theory‐driven content analysis. The study deepens understanding of the mixed ownership structures, various funding arrangements, control mechanisms, and management of goal incongruency found in hybrid facility‐provider organisations. Additionally, it describes changing roles and challenges that municipalities face in hybrid settings and develops recommendations for future research on hybridity and sports policy.Points for practitioners Note that the capacity to steer the operations of hybrids in municipal services provision can be obtained in various ways which do not entail formal ownership. Analisis Maslahah dalam Konsep Perwalian Pernikahan Anak Luar Nikah Berdasarkan Kompilasi Hukum Islam

This research examines Maslahah in the concept of Islamic law. In the context of guardianship of children out of wedlock in a marriage bond according to the compilation of Islamic law, the substance of this maslahah is very relevant. However, sometimes situations where a child is born outside of marriage can occur. The research method used is Normative/Doctrinal/Literature Research The findings of this study indicate that the concept of guardianship of children out of wedlock in the perspective of the Islamic compilation has been listed in Law No. 1 of 1974 concerning marriage, Article 19 of the Compilation of Islamic Law, Article 53 paragraph 3 of the Compilation of Islamic Law, and Article 75 letter (b) of the Compilation of Islamic Law. That maslahah plays an important role in determining the view of Islamic law on this issue. In this context, it is found that a proper understanding of maslahah, which includes the protection of individual rights and the welfare of society, is essential in dealing with the guardianship of out-of-wedlock children. In this scientific work, several important aspects related to the concept of guardianship of extra-marital children have been discussed. Firstly, there are differences of opinion among scholars regarding the halal or haram guardianship of out-of-wedlock children, Secondly, the importance of paying attention to the values and principles of Islamic law underlying the concept of guardianship of out-of-wedlock children. Third, the a need for a clear and effective regulatory framework to regulate the practice of guardianship of out-of-wedlock children.

From Fiqh al-Ibadat to Muamalat: Repositioning Zakat Management in Indonesia in the Perspective of Maqāṣid Al-Sharī’ah

Zakat is one of the pillars of Islam and is considered an instrument that can potentially contribute to the economic development of the Muslim community in Indonesia. However, the current system and management of zakat have not been able to minimize the gap between the potential zakat that exists and the actual zakat that can be collected. This paper aims to examine zakat in its position as fiqh al-ibadat (Islamic jurisprudence of worship) and the consequences of its limited application, if not non-existent. Therefore, the purpose of this paper is to complement existing literature by proposing a new solution to the problem of zakat. This empirical legal study employed the maqāṣid al-sharī’ah (objectives of Islamic law) approach. Data were collected by means of interview and literature review from relevant journal articles, books, and websites. The results of the study revealed that there is a need to reposition zakat from fiqh al-ibadat to fiqh muamalat. This will allow for more flexible zakat management that will have a maximum impact on the welfare of the Muslim community. Therefore, it can be argued that from the perspective of maqāṣid al-sharī’ah, zakat is not only an act of worship related to the purification of wealth, but more than that, zakat can also be an instrument to promote the welfare and economic development of society if it is managed effectively and properly. The change in meaning and paradigm is significant to ensure that the maqāṣid al-sharī’ah can be achieved effectively.

While new interest in the sleep of college athletes could be seen as compassionate, it is vital for coaches to be aware of the politics and consequences of sleep-enhancement frameworks. Issues around rest and recovery can reveal the limits of care and how well-intended coaching strategies that incorporate sleep may ultimately undermine athlete welfare and deflect attention from the systematic and ecological foundations of wellbeing in sport and society.

Maqāṣid Al-Sharīʿa-Based Analysis of Learning Modules For Muslim Reverts in East Coast Malaysia

Purpose: This paper proposes the effectiveness of the Maqāṣid al-Sharīʿa as a reliable approach for the thence reason; a set of Islamic laws, which aims to promote the welfare of individuals and society, particularly the reverts. There are five basic elements in human needs; amongst are the preservation of religion, life, lineage/dignity, intellectualism, and property. Theoretical framework: Islam is one of the fastest-growing beliefs and is expected to become the world’s dominant religion by 2070. For those who embraced Islam and identified as Muslim reverts, there is a willingness for them to adapt to an Islamic lifestyle, but it does not come without challenges. Conversion to Islam has been tarnished by claims of extremism (violent and non-violent), radicalization, and sadly, terrorism. They are also torn between being rejected by family and original society. Design/methodology/approach: It used content analysis to evaluate the contents of the proposed learning modules and ATLAS.ti version 22 for the analysis and findings. The study took place at three institutions that are responsible for the reverts on the East Coast of Malaysia. It is where they are guided by values and principles that underlie Islamic teachings. The module among others enables the reverts to connect themselves with the essence of their new faith and develop a balanced approach to such practice and assist with the challenges they face as a Muslim. Findings: The finding of the study revealed the learning modules were compatible in line with the Maqāṣid al-Sharīʿa approach and at the same time managed to give strength to the learners/reverts in the Muslim society without putting aside their non-Muslim families. Discussion: Nevertheless, to say, this philosophical approach is a multidisciplinary discipline that gives a place and right of the reverts in Islam and society as a whole. Such modules can be used as a bridge to give a better understanding to other counterparts, so Islam can be seen with a simple dichotomy that promotes justice and welcomes all and love for all at the same time.

Oxymatrine Modulation of TLR3 Signaling: A Dual-Action Mechanism for H9N2 Avian Influenza Virus Defense and Immune Regulation.

In our research, we explored a natural substance called Oxymatrine, found in a traditional Chinese medicinal plant, to fight against a common bird flu virus known as H9N2. This virus not only affects birds but can also pose a threat to human health. We focused on how this natural compound can help in stopping the virus from spreading in cells that line the lungs of birds and potentially humans. Our findings show that Oxymatrine can both directly block the virus and boost the body's immune response against it. This dual-action mechanism is particularly interesting because it indicates that Oxymatrine might be a useful tool in developing new ways to prevent and treat this type of bird flu. Understanding how Oxymatrine works against the H9N2 virus could lead to safer and more natural ways to combat viral infections in animals and humans, contributing to the health and well-being of society. The H9N2 Avian Influenza Virus (AIV) is a persistent health threat because of its rapid mutation rate and the limited efficacy of vaccines, underscoring the urgent need for innovative therapies. This study investigated the H9N2 AIV antiviral properties of Oxymatrine (OMT), a compound derived from traditional Chinese medicine, particularly focusing on its interaction with pulmonary microvascular endothelial cells (PMVECs). Employing an array of in vitro assays, including 50% tissue culture infectious dose, Cell Counting Kit-8, reverse transcription-quantitative polymerase chain reaction, enzyme-linked immunosorbent assay, and Western blot, we systematically elucidated the multifaceted effects of OMT. OMT dose-dependently inhibited critical antiviral proteins (PKR and Mx1) and modulated the expression of type I interferons and key cytokines (IFN-α, IFN-β, IL-6, and TNF-α), thereby affecting TLR3 signaling and its downstream elements (NF-κB and IRF-3). OMT's antiviral efficacy extended beyond TLR3-mediated responses, suggesting its potential as a versatile antiviral agent. This study not only contributes to the growing body of research on the use of natural compounds as antiviral agents but also underscores the importance of further investigating the broader application of OMT for combating viral infections.

Development of communication skills of older preschoolers in the conditions of updated educational content

Relevance. The relevance of the research in this article is conditioned upon the problem of developing communication skills in the conditions of the new format of the education programme of Kazakhstan, which implies that children learn three languages already at the stage of preschool education. Purpose. The purpose of the article is to develop a model for organising the expansion of communication skills with the study of three languages in the framework of preschool education, considering the psychophysiological development of children. Methodology. The leading method for the study of this problem is a diagnostic drawing method for determining the emotional background of a child, pedagogical observation for influencing factors on the expansion of the sphere of communication while maintaining a health-preserving atmosphere by educators during training and stay of children in preschool institutions. Results. The article presents a model for organising the expansion of communication skills in preschoolers based on methods that take into account their psychophysiological development, enabling them to arouse interest and develop motivation to learn languages in a health-preserving environment, considering age-related features such as musical and literary evenings, puppet theatre, dance and musical evenings, learning songs, etiquette, watching movies and small interviews, playing "Around the World", virtual excursions to museum complexes, holidays and fairs of different countries with the preparation of crafts for them. Conclusions. The formed model of organising the development of communication skills in preschoolers contributes to the development of their communication skills in different languages, considering the preservation of their harmonious development and health, as well as with the establishmentment of a model of their creative, cultural behaviour within social life, which is of practical importance for the education system and the well-being of society. The Glorious Qur’an recognizes the challenges faced by humanity and encourages efforts towards global human development. It however harps on the cultivation of moral virtues and ethical behavior thereby promoting justice, honesty, compassion, humility, patience and generosity. Principles of social justice and equality and the calls for eradication of discrimination based on race, gender as well as social status have aptly been captured in a plethora of Qur’anic verses. It is thus in line with this backdrop that this article intends to assess the impact of Qur’anic moral excellence on the lives of Muslim society towards human moral development. However, to achieve the objectives of the research, the article attempts to answer some basic questions. How did the Qur’an emphasize the need for social cohesion and working together to address societal challenges? What efforts are necessary for enhancing human moral development? What are the contributing factors toward promoting justice, peace and well-being of human society? What are the principles the Qur’an provides for effective navigation towards a better future for all? The article adopts analytical methodology.

The study's significance lies in the multitude of challenges facing individuals today, such as the COVID-19 pandemic, military conflicts like the war in Ukraine, and the escalating rates of cancer morbidity and mortality. These factors contribute to the onset of anxiety and depressive disorders, disrupting various aspects of individuals' mental functioning and social interactions. Addressing these disorders effectively necessitates a comprehensive approach, combining pharmacological interventions with psychotherapeutic strategies under the guidance of specialized professionals. In this regard, the study is aimed at identifying aspects and features of the development of psychological problems and personality disorders in the modern world filled with various stressors. The leading methods of studying this problem are analysis, synthesis, induction, deduction, comparison, experiment and systematisation of approaches that will help determine a wide range of mental disorders. Theoretical methods were used to analyze the literature and summarize theoretical material on anxiety and depressive disorders. Diagnostic methods were used to assess the psychological state of the study population. The study examines significant clinical syndromes and vegetative disorders that disrupt normal lifestyle, hinder daily activities, and impede professional growth. It evaluates the roles of psychologists, psychiatrists, and social workers in assisting individuals with anxiety disorders. It outlines preventive measures for anxiety and depression, while also delving into various types of anxiety disorders. The research proposes diverse methods to prevent emotional anxiety and instability. It underscores the importance of devising novel strategies for diagnosis and therapy, emphasizing a comprehensive approach involving psychotherapeutic support, medical intervention, and adaptive behavioral techniques. The findings of the study hold both practical and theoretical significance for professionals in psychology, psychiatry, psychoanalysis, and sociology who provide support for individuals with anxiety and depressive disorders. Furthermore, the insights provided may be pertinent to researchers and scholars investigating the psychological well-being of contemporary society amidst adverse external circumstances.

Income inequality of tribal households in Bangladesh: A decomposition analysis

This paper uses field survey data to examine farm and non-farm income to reduce income inequality among tribal households in Sylhet district, Bangladesh. It uses a decomposition method and a regression-based decomposition method to measure income and expenditure inequality by source of income as well as by household and family characteristics. For this, non-farm income was considered as an external transfer of total income to decompose the Gini index and as a potential substitute for farm income, taking into account household preferences. The results indicate that income differences exist between farm and non-farm income, thereby increasing income inequality. The endowment effect on household characteristics was positive and significant, directly supporting the increase in non-farm income per capita daily household expenditure. On the other hand, in terms of its components, non-farm self-employment income reduces income inequality, while non-farm wage income increases income inequality. At the 50th quantile results, an additional year of age of the household head increases the per capita expenditure of farm and non-farm households by BDT 300 to BDT 400, respectively. Moreover, the education of household heads also positively and significantly affects the per capita expenditure of non-farm households. As estimated by the 50th quantile, farm and non-farm households with graduation had higher per capita daily expenditure than household heads with primary education. Raising household education level and total farm household income to a better level, adopting farm-income enhancement programs, and enacting policies to increase alternative income opportunities that will shift income from non-agricultural to agricultural tribal households, reduce income inequality, and bring about the well-being of tribal society.

Scientific and methodological features of the development of quantum-text tasks in chemical and environmental disciplines

Relevance. The relevance of the study is conditioned by the improvement of the qualitative component of methodological foundations for the development of evaluation material in chemical and environmental disciplines. Purpose. The purpose of the study is to develop methodological foundations of quantum-text tasks in chemical and environmental subjects. Methodology. The leading approach to the investigation of this issue was a diagnostic survey of students on the subject of influencing factors on the assimilation and understanding of the material by solving text tasks that would allow them not only to check the degree of their knowledge but also to activate their mental activity, deepen cognitive processes. Results. The study presents a model of methodological foundations for the development of functional quantum-text tasks in the framework of chemical disciplines with an ecological orientation, which includes the factors of the selection and compilation of text tasks in the sustained parameters of the presentation of the basics of concepts in a short and simple form, excluding philosophical and literary statements, and logic, which is expressed by one semantic component in the factor of the establishment of a unit of text tasks at the level of cognition in response to many questions. Conclusions. The study results assist with forming a base of scientific information on the development of text tasks with a semantic structure within their quantum text section based on the details of the influence of the field of chemical disciplines on the overall ecological balance, which will be of practical importance for the field of education and the well-being of society. IMPROVING COMMUNITY WELFARE THROUGH THE IMPLEMENTATION OF CORPORATE SOCIAL RESPONSIBILITY

Objectives: This paper aimed to analyze the influence of corporate social responsibility (CSR) and social capital on community welfare and the influence of corporate social responsibility (CSR) through social capital on community welfare. Theoretical Framework: The focus of this research was to examine the direct and indirect influence of CSR implementation on community welfare. The direct influence of social capital was community welfare. Some of the concepts used are welfare, social capital and CSR, as well as several empirical studies to support the model. Research Methodology: This research applied a quantitative research design with an inferential statistical approach. Data was collected in the form of secondary and primary data. Data was collected through in-depth interviews based on questionnaires, observation and literature review. The sample used was 97 people. Data analysis applied SmartPLS version 3. Findings: The study found that CSR has a positive and significant effect on community welfare and social capital. Social capital had a positive but insignificant effect on community welfare, and CSR had a positive but insignificant effect on community welfare through social capital. Research, Practical & Social Implications: This research focused on community welfare, CSR and social capital that influence it. Originality/Value: This study provided additional value for those who were active in improving welfare through community empowerment. CSR is a form of community empowerment that has a positive and significant effect on social capital and welfare. For this reason, social capital could be utilized optimally for the welfare of society.

The awareness about the importance of sharing among the society has become a motivation for the Teras Komunal Community in the Province of Lampung to cultivate compassion towards others. Society often perceives sharing as something that only wealthy people do, and this cannot be denied due to people’s economic conditions and lack of knowledge. Teras Komunal, as a driver of social activities, strives to enhance the compassion and well-being of the community through a religious-based social movement called “One Donors One Space.” This research is conducted as a qualitative descriptive study using observation, interviews, and focus group discussions (FGD) as research methods. This research aims to analyze the communication movement of the Teras Komunal Community’s Da’wah based on the concept of “One Donor One Space” in the Province of Lampung, to enhance the awareness of the importance of sharing and the well-being of society. The research findings indicate that the da’wah communication movement carried out by Teras Komunal, based on the concept of “One Donor One Space” in the Province of Lampung, involves community empowerment through training and mentoring programs as efforts to improve the economy and raise awareness among the people regarding the significance of maximizing the potential of zakat, infaq, and sedekah.

On the other hand, the Prosecutor's Office can also act as a state attorney who has the authority to represent the state or state agency in a case. From the research results, it can be concluded that the authority of the State Attorney to represent the state/state agencies in commercial cases is different from civil cases in general as regulated by Law No. 37 of 2004 concerning Bankruptcy and postponement of debt payment obligations.

Digital Transformation of Local Government: Design and Development of the Pakuhaji District Community Service Information System Website

In the era of digital transformation, local governments are increasingly pursuing innovation to improve the quality of public services. This research aims to carry out digital transformation in the government of Pakuhaji District, Tangerang Regency, by designing and building an efficient and responsive public service information system website. Through a systems development approach, this research identifies community needs, evaluates existing service processes, and designs information technology-based solutions. The designed information system covers various aspects of community services, such as submitting correspondence, public service information, and managing population data. The use of web technology enables better accessibility for the public, increases administrative efficiency, and speeds up the handling of service requests. The application of responsive design principles and intuitive interfaces is also a focus in website development to ensure optimal user experience. The research methodology includes a community needs survey, analysis of existing service processes, and development of a website prototype. It is hoped that the results of this research can make a positive contribution to the effectiveness and efficiency of community services in Pakuhaji District, creating a local government that is more responsive and connected to the needs of its citizens. The role of the organizational management system in the fiscal services in Romania

This article describes the role of the organizational management system in Romanian fiscal institutions and its impact on the welfare of society. The author also presents the analysis of the dynamics of some taxes and fees administered by the Fiscal Service in Romania. The authors also study and analyze the share of these revenues and taxes in the gross domestic product for the period of 2018-2022. Based on this analytical approach, the authors highlight the most pressing problems that stand in the way of the efficient administration of the tax system, while also offering measures to improve this system. This article will be useful for teachers, students and researchers in the field of fiscal management who deal with the sciences of the given field.
