The impact of intergovernmental fiscal tools on local service decision: the Nebraska case for water and wastewater systems

ABSTRACT This study examines the impact of federal funding on local spending for water and wastewater infrastructure (hereafter ‘W&WI’) in Nebraska. The recent deterioration of W&WI creates potential risks to citizens’ lives. The federal government operates several programmes to assist with W&WI improvements. However, funding is limited, while there are substantial demands for funding. To understand the fiscal impact of intergovernmental aid on local expenditures, this study utilised panel data from 2010 to 2018 for 129 Nebraska municipalities with population over 800 that have water and wastewater systems. This study finds some evidence of the stimulating (‘flypaper’) effect of federal aid on local expenditures. However, in disaggregated models, the aid has crowd-out effects on specific types of spending (e.g. operating expenses). The findings can contribute to policymakers’ understanding of the impact of federal funding programmes and suggest directions for improvement of these tools.

Long-term impact of basin-wide wastewater management on faecal pollution levels along the entire Danube River

The Danube River is, at 2857 km, the second longest river in Europe and the most international river in the world with 19 countries in its catchment. Along the entire river, faecal pollution levels are mainly influenced by point-source emissions from treated and untreated sewage of municipal origin under base-flow conditions. In the past 2 decades, large investments in wastewater collection and treatment infrastructure were made in the European Union (EU) Member States located in the Danube River Basin (DRB). Overall, the share of population equivalents with appropriately biologically treated wastewater (without disinfection) has increased from 69% to more than 85%. The proportion of tertiary treatment has risen from 46 to 73%. In contrast, no comparable improvements of wastewater infrastructure took place in non-EU Member States in the middle and lower DRB, where a substantial amount of untreated wastewater is still directly discharged into the Danube River. Faecal pollution levels along the whole Danube River and the confluence sites of the most important tributaries were monitored during four Danube River expeditions, the Joint Danube Surveys (JDS). During all four surveys, the longitudinal patterns of faecal pollution were highly consistent, with generally lower levels in the upper section and elevated levels and major hotspots in the middle and lower sections of the Danube River. From 2001 to 2019, a significant decrease in faecal pollution levels could be observed in all three sections with average reduction rates between 72 and 86%. Despite this general improvement in microbiological water quality, no such decreases were observed for the highly polluted stretch in Central Serbia. Further improvements in microbiological water quality can be expected for the next decades on the basis of further investments in wastewater infrastructure in the EU Member States, in the middle and lower DRB. In the upper DRB, and due to the high compliance level as regards collection and treatment, improvements can further be achieved by upgrading sewage treatment plants with quaternary treatment steps as well as by preventing combined sewer overflows. The accession of the Western Balkan countries to the EU would also significantly boost investments in wastewater infrastructure and water quality improvements in the middle section of the Danube. Continuing whole-river expeditions such as the Joint Danube Surveys is highly recommended to monitor the developments in water quality in the future.

Feasibility of Wastewater‐based Public Health Monitoring Systems in Texas’ Small Rural Communities

AbstractIn recent years, there has been much focus on the use of wastewater‐based epidemiology (WBE) in urban centers, particularly for SARS‐CoV‐2 monitoring. However, less is known about the application of WBE in rural settings or in areas of limited resources. Most WBE programs in low‐resource communities have occurred outside the United States. To reap the benefits, WBE would need to be tailored to better reflect the socioeconomic challenges, technical barriers, communication limitations, and variable wastewater infrastructures associated with rural communities. The objective of this review is to evaluate the potential opportunities and challenges of deploying the current SARS‐CoV‐2 monitoring methodologies in small, rural communities, with a particular focus on rural Texas. For this, we conducted an inventory of rural communities in the state of Texas and their wastewater infrastructure. Based on specific rural examples, we evaluated the potential of current WBE methodologies used in urban settings to monitor for emerging biological agents of concern such as SARS‐CoV‐2. Our findings include an overview of rural wastewater capacity across rural Texas, a look at current WBE efforts to detect SARS‐CoV‐2, and recommendations for future implementation in two cities in rural counties, Kerrville and Valentine. WBE is a rapidly evolving public health tool with several notable advantages associated with cost, access, and adaptability. It is of particular use in resource‐limited communities that often exhibit healthcare disparities. This study presents the first overview of the feasibility of implementing WBE in the rural settings of Texas. We provide several recommendations and suggest alternatives that may be of use when planning an expansion of WBE into these areas.

Multi-criteria analysis of strategies towards sustainable recycling of phosphorus from sewage sludge in Austria

To promote optimal phosphorus (P) recovery from municipal wastewater and sewage sludge with viable legal instruments, it is imperative to understand the regional and national consequences of different legal requirements for recycling. In this study we develop a scenario-based analysis to assess the environmental and economic impact of different national P recovery strategies in the context of a detailed representation of the existing Austrian wastewater infrastructure. This assessment combines material flow analysis, life cycle assessment and life cycle costing and includes the indicators P recycling rate, P utilization degree, heavy metal removal rate, share of heavy metals’ content in wastewater redirected to agricultural soils, global warming potential, cumulated energy demand, terrestrial acidification potential, volume of freight transport and annual costs. The following main conclusions can be drawn. P recovery from ash shows the highest potential regarding the utilization of P from wastewater. A high P utilization from wastewater should rely on recovery technologies that decontaminate products, otherwise pollutant loads to agricultural soils might increase. P recovery to the extent of 60–85 % of P in WWTPs influent can be achieved by savings/costs of −0.8 to +4.7 EUR inhabitant−1 yr−1 in addition to current cost of the wastewater treatment/sludge disposal system. Key factors to be considered for costs are the choice of recovery process, revenues from products, and the use of existing incineration infrastructure. P recovery can lead to the reduction of greenhouse gas emissions in Austria if nitrous oxide emissions from sludge incineration are limited and efficient heat utilization strategies are implemented. There is a trade-off in terms of environmental and economic costs in choosing a more centralized or decentralized mono-incineration strategy.

Geospatial Variability of Fluorescent Dissolved Organic Matter in Urban Watersheds: Relationships with Land Cover and Wastewater Infrastructure.

We investigated the fluorescent dissolved organic matter (FDOM) composition in two watersheds with variable land cover and wastewater infrastructure, including sanitary sewers and septic systems. A four-component parallel factor analysis model was constructed from 295 excitation-emission matrices recorded for stream samples to examine relationships between FDOM and geospatial parameters. The contributions of humic acid- and fulvic acid-like fluorescence components (e.g., C1, C2, C3) were fairly consistent across a 12 month period for the 27 sampling sites. In contrast, the protein-like fluorescence component (C4) and a related ratiometric wastewater indicator (C4/C3) exhibited high variability in urban tributaries, suggesting that some sites were impacted by leaking sewer infrastructure. Principal component analysis indicated that urban areas clustered with impervious surfaces and sanitary sewer density, and cross-covariance analysis identified strong positive correlations between C4, impervious surfaces, and sanitary sewer density at short lag distances. The presence of wastewater was confirmed by detection of sucralose (up to 1,660 ng L-1) and caffeine (up to 1,740 ng L-1). Our findings not only highlight the potential for C4 to serve as an indicator of nearby, compromised sanitary sewer infrastructure, but also suggest that geospatial data can be used to predict areas vulnerable to wastewater contamination.

Ethics and ambiguity in wastewater development on the Placencia Peninsula, Belize

AbstractDevelopment projects present ambiguous ethical terrain for anthropologists to navigate. Particularly in relation to WaSH (Water, Sanitation, Hygiene) infrastructures which mediate human and environmental health. Our interdisciplinary team of anthropologists and engineers initially set out to design context‐sensitive on‐site wastewater treatment infrastructures for homes along Belize's Placencia Peninsula. The project's beginning coincided with the announcements of a government sponsored centralized wastewater infrastructure project and the construction of a cruise ship port on a nearby island, however. Soon the wastewater project's promises—economic opportunity, improved human and environmental health, modernization ‐ came crashing into its pratfalls—exacerbating existing inequalities, loss of livelihoods, and diminished local governance. Our team was left with uncertain decisions about how to engage with improving infrastructure, given the emerging community dynamics. By detailing the imperfect trade‐offs at play, we highlight ethical complexities inherent when communities’ development futures are at stake. Anthropology's fraught history includes legacies of unintended harms from entanglement in others’ inequities. However, avoiding involvement out of excessive caution risks leaving marginalized voices unheard and extant problems unresolved. This case immersed our team in the inherent optimism and ethical experimentation which underlie development contexts. Our analysis adopts the structure from Whiteford and Trotters’ (2008) “Ethical‐Problem Solving Guide” to reveal the layered tensions that underly critical WaSH infrastructures.

Exploring transitions of sewer wastewater infrastructure towards decentralisation using the modular model TURN-Sewers

We present a new modular model called TURN-Sewers for exploring different adaptations of centralised wastewater infrastructure towards more decentralised wastewater systems under different urban development scenarios. The modular model is flexible and computationally efficient in exploring transitions at the city scale, allowing for the comparison of different policies and management strategies for sanitary wastewater infrastructure. TURN-Sewers includes independent modules that simulate the generation, dimensioning, deterioration, management, and calculation of performance indicators for different wastewater systems. This model can use readily available spatial information to support infrastructure planners and other stakeholders in exploring different transition pathways from centralised to decentralised wastewater infrastructure. An illustrative example demonstrates how TURN-Sewers can generate multiple future alternatives, define different infrastructure management strategies regarding system expansion, rehabilitation and transition, and assess the economic, hydraulic and structural impacts.

Monitoring SARS-CoV-2 RNA in wastewater from a shared septic system and sub-sewershed sites to expand COVID-19 disease surveillance

ABSTRACT Wastewater-based epidemiology has expanded as a tool for collecting COVID-19 surveillance data, but there is limited information on the feasibility of this form of surveillance within decentralized wastewater systems (e.g., septic systems). This study assessed SARS-CoV-2 RNA concentrations in wastewater samples from a septic system servicing a mobile home park (66 households) and from two pumping stations serving a similarly sized (71 households) and a larger (1,000 households) neighborhood within a nearby sewershed over 35 weeks in 2020. Also, raw wastewater from a hospital in the same sewershed was sampled. The mobile home park samples had the highest detection frequency (39/39 days) and mean concentration of SARS-CoV-2 RNA (2.7 × 107 gene copies/person/day for the N1) among the four sampling sites. N1 gene and N2 gene copies were highly correlated across mobile home park samples (Pearson's r = 0.93, p < 0.0001). In the larger neighborhood, new COVID-19 cases were reported every week during the sampling period; however, we detected SARS-CoV-2 RNA in 12% of the corresponding wastewater samples. The results of this study suggest that sampling from decentralized wastewater infrastructure can be used for continuous monitoring of SARS-CoV-2 infections.

Planning for wastewater infrastructure adaptation under deep uncertainty

Infrastructure in low-lying coastal areas faces challenges from climate change, sea level rise, and the impact of compound hazards. Dynamic adaptive pathways planning (DAPP) is increasingly being applied as a way of planning under deep uncertainty. Stress testing for robustness is an integral part of DAPP which provides decision-makers with confidence. We outline a seven-step approach—combining scoping workshops, systems mapping, DAPP, exploratory modelling, robust decision-making, real options analysis and validation workshops—to support decision-making for infrastructure in low-lying coastal areas. We apply the seven steps to two wastewater treatment plant (WWTP) case studies in New Zealand to quantify indicators, signals, triggers and adaptation thresholds within DAPP plans and to identify adaptation pathways that are robust against future uncertainty. Case study one focuses on the implementation of an existing DAPP at Helensville WWTP. Our modelling enabled the challenge of quantifying indicators for adaptation thresholds and triggers to be overcome. We show that an adaptation threshold occurs at 31 cm of RSLR, the trigger point is sufficient lead time to enable relocation, and the indicator is the rate of observed RSLR. Case study one demonstrates in a quantitative way how an existing DAPP can be functionally implemented by a water management agency. Modelling for case study two, the Seaview WWTP, showed that 26 cm and 56 cm of RSLR are key thresholds. Nuisance flooding may occur after 26 cm of RSLR, which could happen as early as 2040 under a high emissions scenario. Inundation of plant assets may occur after 56 cm of RSLR, which could occur as early as 2060. Modelling showed that implementing changes to plant layout would allow the plant to remain on site for its design life (until 2080). Five adaptation archetypes were developed—sequences of adaptive actions that achieve the performance objective of continuing levels of service and avoid inundation of WWTPs. The seven-step approach is a way to stress-test a DAPP, to quantify signals, triggers and adaptation thresholds and to simulate implementation of a DAPP under a range of scenarios. This can facilitate more robust decision-making for wastewater infrastructure assets under future uncertainty.

Performance evaluation and parameter estimation of the advanced primary filtration (APF) process in wastewater treatment plants

Conventional technologies employed in wastewater treatment plants (WWTPs) demand significant energy consumption. Concurrently, the wastewater infrastructure is experiencing a heavy strain as a result of the increased influent loads and pollutants. Advanced primary filtration (APF) is an emerging wastewater treatment process for early removal of suspended solids from raw wastewater. In this work, the APF process comprises of a two-stage filtration system, consisting of a proprietary rotating belt filter (RBF) (collectively known as microsieve) followed by a proprietary continuous backwash upflow media filter (CBUMF). The principal focus of this study is the assessment of the APF process performance, and the prediction of the total suspended solids (TSS) effluent concentrations of the APF process, using a parameter estimation method. According to pilot scale experimental results, the percentages of TSS (average TSS removal rate of 51 %) and biological oxygen demand (BOD5) (average BOD5 removal rate of 30 %), removed by the microsieve were notably higher compared to conventional primary treatment (sedimentation). The removal efficiency of the APF process during stable operation, varied from 69 to 86 % for TSS, as compared to 50–70 % typically achieved with primary sedimentation. The removal performance of BOD5 varied from 44 to 82 %, as compared to 25 to 40 % typically achieved with primary sedimentation. The chemical oxygen demand (COD) removal rates for the APF process ranged between 62 and 90%, as compared to 25–40 % typically achieved with primary sedimentation. The early removal of TSS prior to aeration tank has the potential to significantly enhance the capacity of the WWTP and decrease the energy requirements of the aeration tank. A high degree of concordance between model predictions and experimental data was observed. This study demonstrated the potential of using the APF process for the early removal of TSS from raw municipal wastewater just upstream of the aeration tank.

Infrastructure System Obstacles and Technology Adoption by Firms in Transition Countries

Abstract This study uses business survey data to analyze firm perceptions of infrastructure systems in transition countries as obstacles to conducting business. Factors that contribute to reported perceptions are modeled, including country macroeconomic conditions, firm characteristics, and measures of overall reforms and infrastructure system reforms. Identified obstacles arise from binding constraints that limit economic growth, reflect implicit shadow costs, and signal areas in need of policy reform or infrastructure investment. The analysis covers electric power, telecommunications, transportation, and water and wastewater infrastructure systems. Also examined is whether transition indicators of reforms, intended to reflect improvements, are associated with perceptions of obstacles. Beyond identifying infrastructure obstacles and the effects of reforms during the transition process, we also explore firm adoptions of new electronic technologies, essentially a new infrastructure system, as they use email, websites, cell phones, and high-speed Internet in their business activity.

Preliminary Planning and Optimization Approach for Wastewater Infrastructure for Regions with Low Data Availability

For decades, there has been ongoing discussion about whether centralized or decentralized wastewater management systems are better. Decision-makers need to define the best option but do not always have the necessary tools to develop, compare, and identify the most appropriate solution. To address this, studies have been conducted on a settlement level. In this study, the main focus was to develop and optimize wastewater management scenarios for a region containing rural areas, where data scarcity was an issue, by extracting scenario-relevant information from the region using a satellite image and its calibration using locally available data. We selected a study region in India containing 184 villages with a total population of around 210,000 and covering an area of around 400 km2. The study considered three different scenarios for the study area: centralized, decentralized, and an optimized scenario, which consists of a hybrid system involving partly decentralized and partly semi-centralized (clustered) infrastructure. The study developed a systematic approach for defining an optimized cluster of villages by considering the cost trade-off between the wastewater treatment plant (WWTP) capacity and sewer network layout. The results showed that the clustered and decentralized scenarios were nearly equal in terms of cost (around EUR 118 million), while the centralized scenario showed a relatively high cost of EUR 168 million. Potential applications and further development of the method were also considered. The proposed methodology may aid global wastewater management by estimating and optimizing infrastructure costs needed to fulfill Sustainable Development Goal 6 (SDG#6) in rural regions.

The water flow diagram

IntroductionThe Water Flow Diagram (WFD) is a novel advocacy and communication tool that presents urban water supply and management in a simple visualization. Rapid urbanization, growing populations, and the climate crisis increase the pressure on water resources, particularly in urbanized areas. The WFD aims to foster a dialogue around conflict of interests and opportunities among different stakeholders, and trigger actions toward more sustainable urban water management (UWM), as well as a water secure future.MethodThe WFD is produced from data on water abstraction, water use of different sectors, water treatment, water recycling and contamination risks. The data were obtained from government services, wastewater and water utilities, large industries, universities and reports of intergovernmental organizations. If these sources did not have data, reports from NGOs or consultants, comparable contexts, default values or expert judgements were considered. The annual water flows are presented in a Sankey Diagram. An intuitive color code highlights the flows as “problematic” or “appropriate” and points to areas where UWM practices should be improved.Results and conclusionsThe final diagrams are a concise instrument that identifies challenges of UWM in the four application cases presented in this article. Key challenges that became evident included: pollution from agricultural production, the lack of wastewater and sanitation infrastructure, high water losses in the distribution networks, water exports leading to a lack in local supply and sewer overflows during heavy rainfalls. Opportunities identified were the need to: invest in sanitation and wastewater to protect resources, create coordination bodies to align conflict of interests, and/or invest in blue-green infrastructure for rainwater retention. The WFD triggered local actions, such as in-depth discussions between relevant actors, the formation of integrated water use committees and the interest of the national ministry in Senegal to replicate the diagram for other locations. This article presents the methodology, discusses the four case studies and deliberates on the prospective use of the WFD.

When does infrastructure hybridisation outperform centralised infrastructure paradigms? – Exploring economic and hydraulic impacts of decentralised urban wastewater system expansion

We explore the dynamics of centralised and decentralised wastewater infrastructure across various scenarios and introduce novel insights into their performance regarding structural vulnerability, hydraulic capacity, and costs. This study determines circumstances under which infrastructure hybridisation outperforms traditional centralised infrastructure paradigms. We combined system analysis to map out the modelling problem with the model-based exploration of the transition space using the novel TURN-Sewers model. System diagramming was used to identify the parameters or combinations of parameters that significantly influence the performance indicators being assessed. This allowed the creation of relevant simulation scenarios to identify circumstances where a decentralised sewer system could outperform a centralised one. TURN-Sewers was applied to model the infrastructure maintenance and generation of new infrastructure over 20 years for a municipality on the Swiss Plateau, considering a population growth rate of 0.03 a−1. Results show that decentralisation in expansion areas with higher densification can outperform the hydraulic performance and structural vulnerability of expanding centralised sanitary wastewater infrastructure. Decentralised systems can also offer economic advantages when capital expenditure costs for small-scale wastewater treatment plants are significantly reduced compared to current costs, particularly at higher discount rates, e.g. reaping effects of economies of scale. The findings of this study emphasise the potential of transition pathways towards decentralisation in urban water infrastructures and the value of models that allow the exploration of this transition space.

Determining the connectivity of tribal communities to wastewater treatment facilities for use in environmental contamination and exposure assessments by wastewater-based surveillance.

Limited information is available on the connectivity of Tribal communities to wastewater treatment facilities (WWTFs). This is important for understanding current sanitation infrastructure which drives public health and community construction, knowledge of potential routes of exposure through lack of infrastructure and/or discharging facilities, and opportunities to assess community health through wastewater-based surveillance (WBS). The objective of this work was to assess current wastewater infrastructure for 574 Federally Recognized Indian Tribes (FRITs) in the United States (US) to determine the number and location of facilities on or adjacent to Tribal reservations and Off-Reservation Trust Lands, with the goal of determining the feasibility of employing wastewater-based surveillance within these communities and to identify areas with inadequate sanitation infrastructure. Here, we identified available National Pollutant Discharge Elimination System (NPDES) wastewater discharge permits in the Environmental Protection Agency's Environmental Compliance History Online database to assess proximity to and within spatial boundaries of Tribal lands. These data were coupled to race data and tribal spatial boundary information from the US Census Bureau. 94 FRITs have registered NPDES permits within Tribal boundaries including a total of 522 facilities. 210 of these are American Indian (AI)-serving (>50% AI) with the ability to reach 135,000 AI-people through the wastewater network to provide community health assessments via WBS. Of the remaining facilities, 153 predominantly serve non-Tribal populations raising concerns about infrastructure placement and indigenous sovereignty. 523 FRITs were identified as without permitted discharging WWTFs, which may suggest inadequate or alternative infrastructure. Here, multiple data sources including permit information from the Environmental Protection Agency's National Pollution Discharge Elimination System and US Census Bureau data were used to determine the number of wastewater treatment facilities on or adjacent to Tribal lands and how many community members were connected to those municipal systems. This information was used to assess which Tribal communities may be a viable option for wastewater public health surveillance techniques and were used to answer supplemental questions related to basic sanitation and environmental justice concerns.

Assessment of the Impact of War on Concentrations of Pollutants and Heavy Metals and Their Seasonal Variations in Water and Sediments of the Tigris River in Mosul/Iraq

The war-related contamination of water and sediment of the Tigris River within the urban area of Mosul leads to seasonally independent exceedances of the WHO limit values for Cd, Pb, Cr, and Ni in water and sediments. Furthermore, exceedances consistently occur for conductivity, PO43−, and SO42−, as well as sporadically for salinity and COD in water samples, and consistently for salinity in sediment samples, highlighting the direct impact of war (ammunition, ignition of sulfur fields), as well as indirect effects (destroyed wastewater infrastructure). Conflict-related emissions from the former conflict zone (S5–S7) are highlighted by the sudden increases in load from S4 to S5, although partially masked by the discharge of highly polluted water from the Khosr River (between S3 and S4). Due to the sorption of sediments and the presumed wind-borne discharge of highly polluted particles into the Tigris River, sediments at S10 on the southern edge of Mosul showed the highest pollutant loads. Significant statistical differences were observed through T-test analyses for E.C., TDS, salinity, COD, PO43−, NO3−, SO42−, Cd, Pb, Zn, Cr, and Ni for water samples, as well as salinity, Cd, Pb, Zn, and Cr for the sediment samples for seasonal comparison. Since the percentage difference of water samples at S4–S7 is smaller than upstream and downstream, contaminant input is not limited to rainwater but also occurs via the year-round infiltration of highly polluted wastewater from the surrounding valleys or suburban areas, as well as presumably polluted groundwater or windblown particulate input.

Inactivation of Escherichia coli in domestic wastewater by modified septic tank treatment

The Sustainable Development Goals (SDGs) targets for the improvement of drinking water, sanitation, and hygiene (WASH) makes the development of wastewater infrastructure in many countries is increasing. In Indonesia, the development of sewer connections remained limited nationally, most households still rely on on-site sanitation systems that mainly use septic tanks technology. Septic tank as watertight containment itself cannot provide the treatment to comply with the effluent standard of domestic wastewater, while a lot of application of septic tank do not follow by suggested technology for further treatment. That makes the need of septic tank improvement as modified septic tank (MST) system. One of parameters removed by MST better is microbial content. This research aims to identify Escherichia coli inactivation in MST, how the process along the treatment impact E. coli concentration and identification the effectiveness of trichloroisocyanuric acid (TCCA) tablet application as disinfectant in E. coli inactivation, and concurrently safe to environment. This research was conducted in laboratory using MST reactor set-up consists of pre-sedimentation chamber, fixed bed anoxic chamber, and MBBR chamber to treat synthetic wastewater. The synthetic wastewater, composed by C6H12O6, NH4Cl, KH2PO4 and E. coli culture is used. With influent E. coli concentration was 108-109, it was reduced to 108 in pre sedimentation chamber, 106-107 in fixed bed anoxic chamber, 105-106 in MBBR chamber and final effluent, all in MPN/100 ml unit. E. coli was inactivated 99.84% along MST process but with relative high concentration to be discharged. Application of TCCA tablet 90% active chlorine with contact time 15 minutes is adequate to inactivate E. coli completely but generates high concentration of chlorine residual.

Success Factors in Managing Wastewater Infrastructure through Community Participation (Case Study: Wastewater Infrastructure in Residential Areas of Medan Deli Subdistrict, Medan)

Both central and local governments strive to implement sanitation programs, especially in the management of wastewater infrastructure, with a focus on community involvement from planning to maintenance. The Medan Deli Subdistrict, engaged in wastewater infrastructure management through community participation, faces challenges, including a decline in users and dysfunctional management groups. The limited community involvement also impacts the failure of management. The research was conducted in the Medan Deli Subdistrict using survey and exploration methods. The analysis of survey questionnaire data with the Relative Importance Index (RII) method identified five key success factors, used as research indicators to identify obstacles through structured interviews. The research results show that these factors involve the choice of technology, organization, and leadership, which have proven to have a significant impact. Additionally, service convenience, operator performance, and clean and healthy living habits also prove to be drivers of success in this management. In this context, it can be concluded that technical factors, especially the selection of technology and organization, dominate the success of wastewater management. The success of wastewater infrastructure development through community participation also heavily depends on institutional elements and social approaches. However, after identifying success elements, some analyzed obstacles include the process of selecting technology means that are not in line with the needs and preferences of the community, managers responsible for wastewater infrastructure management often relocating without replacement, hindering the administrative process of management, infrastructure maintenance requiring operators to routinely perform operational functions, and a community that is not fully committed to implementing clean water infrastructure management.

Evaluating Urban Water-Energy Systems Based on UN Sustainable Development Goals (SDGs) Water, food, and energy are three of the major resource issues facing the world today. To help address these issues, urban wastewater is now being considered as a renewable resource than as a waste- a resource for water, for energy, and fertilizers. It is now well recognized that the traditional urban wastewater infrastructure needs to be re-engineered for improved environmental, social, and economic sustainability by minimizing the energy input for treating the wastewaters and by recovering water, energy, and fertilizers from the wastewater for beneficial reuse. In recent years, several alternate technologies have been proposed to take advantage of the water-energy nexus in urban wastewater infrastructure systems. This paper presents a case study evaluating sustainability of four urban water-energy nexus based on the 17 United Nations Sustainable Development Goals (SDGs) that have been unanimously endorsed by all 193 member countries. A multi-criteria decision making (MCDM) approach is used in this study to evaluate the four alternate urban water-energy systems in terms of 30 criteria spanning environmental, social, and economic sustainability. The 30 criteria selected here were derived from the 17 SDGs. The MCDM approach was selected in this study because of its ability to handle quantitative and qualitative criteria and rank the options on a numerical scale. The four wastewater treatment alternatives were evaluated under 12 different scenarios considering high/low priorities of decision-makers towards six different water-energy nexus attributes (pathogen removal, energy consumption, gaseous emission, resource recovery, footprint, and past records).
