Resource flows and land use in Austria 1950–2000: using the MEFA framework to monitor society–nature interaction for sustainability

This paper presents the ‘MEFA toolbox’, which is designed to measure society–nature interaction. MEFA stands for ‘material and energy flow accounting’ and refers to a set of quantitative methods to trace the materials and energy throughput of societies in a way that can be readily linked to established socio-economic data sets on a national and sub-national level. Within the MEFA framework, accounts of socio-economic material and energy stocks and flows can be linked to land use and its impact on material and energy stocks and flows in terrestrial ecosystems. Using Austria 1950–2000 as an empirical example, we demonstrate how MEFA tools can be used to assess the correlation of physical and monetary growth, and we discuss how changes in socio-economic metabolism and land use are related. We also outline some possible future research directions.

Exploiting the Medium Term Biomass Energy Potentials in Austria: A Comparison of Costs and Macroeconomic Impact

The transition to an implicitly solar-basedenergy system can make use of various specificbiomass energy systems. This paper provideseconomic and environmental indicators forevaluating alternative options.The paper proceeds in three empirical steps.First, an expert survey supplies the primarybiomass potentials available for non-food usein Austria and their respective costs. Second,an inquiry into investment, operating andfinancing costs of 30 different biomass energyuse systems allows a standardized comparisonamong them and their relationship to fossilreference technologies. Third, a computablegeneral equilibrium model of the Austrianeconomy is employed to quantify the impacts offostering the use of distinct biomass energytechnologies.The results allow us to distinguish betweenthose technologies that tend to lead to anincrease in both GDP and employment (e.g.,combined heat and power production from sewagesludge biogas), to an increase only inemployment, while GDP tends to diminish (e.g.,district heating based on agricultural pellets)or to a decline in both (e.g., co-firing basedon wood-chips, bark or industrial pellets).Individual technologies could account for up toone third of Austrias Kyoto obligation, whilecombinations of technologies, triggered by acombined CO2 tax and biomass energysubsidy for example, could almost fully lead toAustrian Kyoto-compliance.

Hip ultrasonography. Basic principles and current aspects

Hip sonography is the subject of controversial discussion in several countries. This is because of the different demands made on the diagnosis. In principle the techniques described by Harke, Terjesen and Suzuki are satisfied by a differentiation of luxation from non-luxated joints. An evaluation of the hyalin cartilaginous preformed acetabular roof does not exist. Physiological variations dependent on age cannot be differentiated from real dysplasias by the techniques mentioned above. The sonographic examination technique in German-speaking countries evaluates the maturation of the joint and quantifies the cartilage and the bony acetabular roof. Additionally, this coverage is seen in relation to the age, and the deformation of the acetabulum in luxated joints is analysed. Physiological elastic deflection of the hyalin cartilaginous part of the acetabulum can be separated from real instability signs. Oblique positions of the probe during examination of the baby can lead to diagnostic errors, so special examination techniques have to be used. 3D-sonograms may improve the diagnostic possibilities. A general screening of newborns in use in Austria since 1992 has demonstrated that the rate of treatment can be decreased by about 50% and sonography, used correctly, can avoid overtreatment.

Austria III: A Satellite to the Inforum System of I–O Models

AUSTRIA III is a satellite of the interlinked Inforum system in the sense that it draws upon the system for its projections of exports and of foreign prices without, however, letting events in the Austrian model feed back to affect the interlinked system. The model distinguishes seven destinations for its exports. The treatment of both exports and imports are described here, as well as several other unique features of the model. Because of its widespread use in Austria, an unusal degree of cooperation with industry in forecasting technological change is possible. Information more detailed than that in the table is also often used to identify effects of changes in product mix. The paper discusses the advantages and the limitations of the satellite approach to participating in the Inforum international system of models.
