Shipping Safety Innovation: The Role of Big Data and IoT in Reducing Risk

Shipping safety is a crucial aspect in the maritime industry which faces various risks of accidents. This research aims to examine the innovative role of Big Data and the Internet of Things (IoT) in improving shipping safety through accident prediction and prevention. The research method used is qualitative using secondary data from industry reports, journal articles and related publications. The research results show that Big Data can improve the ability to predict and prevent shipping accidents by analyzing weather data, ship movements and sea conditions to produce accurate predictive models. In addition, IoT makes a specific contribution in real-time monitoring and risk mitigation through sensors and AIS systems that provide real-time data for fast and informed decision making. However, the integration of Big Data and IoT faces major challenges such as cybersecurity, implementation costs, and the need for adequate infrastructure. Nevertheless, the prospects for developing this technology are very promising with increased security protocols, reduced costs through innovation, and development of maritime telecommunications infrastructure. In conclusion, Big Data and IoT have great potential to improve shipping safety, but require attention to existing challenges to realize their full benefits.

5G Opportunities in the South Pacific: Leveraging Low-Band Spectrum for Socio-Economic Development

This paper explores the potential for deployment of 5G communication in the South Pacific, with a particular focus on leveraging the low-band spectrum for socio-economic development. The purpose of this study is to assess the feasibility of deploying 5G infrastructure in the South Pacific region, analyze the socio-economic benefits it may bring, and propose strategies to maximize these benefits. The research methodology includes a comprehensive review of existing literature on 5G deployment strategies, the socio-economic impacts of telecommunications infrastructure, and case studies of similar initiatives in other regions. The findings show that the deployment of 5G technology using low-band spectrum has the potential to significantly improve connectivity, healthcare, education, and economic opportunities in the South Pacific. Additionally, the paper proposes innovative approaches to address challenges such as infrastructure development in remote areas and affordability for marginalized communities. This study contributes to existing literature by providing tailored recommendations for leveraging 5G technology to address socio-economic inequalities in the South Pacific, thereby contributing to the development of telecommunications infrastructure in the region. Analysis Of The Impact Of Telecommunications Infrastructure And Goods Expenditure On Gross Domestic Product ( Period 2000-2023)

This research aims to analyze the influence of telecommunications infrastructure and government spending on goods on gross domestic product (GDP) in Indonesia in the period 2000-2023. The analysis method used is linear regression. The dependent variable for this research is the Gross Domestic Product (GDP); the independent variables are the number of broadband network users, cell phone users, and goods expenditure. The results of the research show that cell phone use and shopping for goods have a positive and significant effect on gross domestic product in Indonesia, while the broadband network user variable does not have a significant effect on gross domestic product. This research provides new insight into the importance of digital economic integration and telecommunications infrastructure development as supporting factors for gross domestic product (GDP) development.

Building Tana Toraja Towards a Smart City

Tana Toraja is one of the districts located in the northern part of South Sulawesi. Currently, the Tana Toraja District plans to build at least 31 4G cellular network towers in 10 sub-districts to equalize the development of telecommunication infrastructure in the area. Therefore, this research is conducted to provide recommendations to the Tana Toraja District Government regarding the optimization of village development policies using information and communication technology approaches and to encourage the implementation of digital empowerment in public services. The results of this study indicate that the approach that can be used by the Tana Toraja District Government in building towards a smart city includes: developing infrastructure that can support smooth internet connectivity throughout the area and developing public services towards digitalization, such as e-Administration, e-Transportation, e-Health, e-Money, and e-Report. However, the increasing offering of technology-based public services to be developed in the Tana Toraja District will pose significant challenges, particularly in terms of human resources, financing, and data security.

Prototype Design of a Fishing Boat Safety Monitoring System Using LoRa and Microsensor Devices

This paper reports a prototype of a low-cost tracking and monitoring system to address the challenges faced by Indonesian fishermen. The lack of safety equipment in their boats exposes them to high risks of work-related accidents and illnesses. Data from the National Basarnas Center reveals a staggering 24,000 annual fatalities among fishermen during their activities. These issues stem from a combination of factors: poorly designed boats, low prioritization of safety, and the lack of readily available preventive measures. Moreover, the development of telecommunications infrastructure in aquatic areas presents its unique obstacles. In response, this study proposes a prototype design for a "Fishing Boat Safety Monitoring System" utilizing LoRa and Microsensors for proactive and preventive measurement by tracking the boat position and sending the data via a long-distance wireless transmission with Low-Power Wide Area Network (LPWAN) scheme based on frequency-spread spectrum technology. This LPWAN serves as the substitution for cellular network which is usually not available in the ocean. The tracking system uses a low-cost TTGO T-Beam LoRa32 V1.1 Microcontroller Unit (MCU) board that has an embedded SX1276 LoRa module and Neo-6M GPS module. The system also uses a GY-25 gyroscope microsensor. The system implemented a 923 MHz LoRa signal for point-to-point communication between the transmitter to receiver. This research has successfully yielded a developed device capable of tracking the location of boats up to 2 km from the shoreline with -113 dBm received signal strength indicator (RSSI) and around 60% of data quality of service (QoS). Further research will explore the use of high-gain antennas and signal amplifiers integration with embedded LoRa on the MCU board to expand the coverage area of the LoRa signal.

E-government’s role in enhancing foreign direct investment to sub-Saharan African countries: An application of system GMM

In recent years, the provision of government services through electronic platforms has significantly increased due to the rapid development of digital technologies. The significant shift in digital governance is expected to have an effect on key macroeconomic variables through its speed, efficiency, and convenience. Therefore, this study empirically evaluates the effects of e-government development on foreign direct investment inflows by targeting sub-Saharan African (SSA) countries. The study covers the panel data of periods 2003–2022 for 44 SSA countries. The data were analyzed using both descriptive and econometric techniques with STATA 17 software. According to the System GMM model used in the study, e-government is a significant factor that positively affects FDI inflows, and scale neutral that significantly benefits both less growing and more growing economies. Furthermore, the result from threshold analysis shows that the positive effect of e-government on FDI inflows is influenced by the development of telecommunication infrastructure. The key insight for policy arising from this paper is that in addition to the macroeconomic factors, FDI inflows are affected by digital transformation and technology-augmented government services. Therefore, development interventions should emphasize the improvement of such institutional and technological systems to enhance FDI inflows to the region.

Effect of PNBP Policy on The financial Performance of Cellular Mobile Network Operators

Digital transformation is one of the programs initiated by the Government, which in practice requires the support of healthy mobile network operators through financial performance indicators, to fulfill the development of telecommunications infrastructure in all regions. Mobile network operators require significant capital to provide telecommunications infrastructure, including payment of Non-Tax State Revenue (PNBP) to the government every year, which continues to increase due to frequency allocation and telecommunications activities. The aim of this research is to measure the estimated influence of PNBP policy on the financial performance of mobile network operators in Indonesia, while considering several other control variables such as investment costs (CAPEX), number of subscribers, liabilities, number of base transceiver stations (BTS), and number of mobile network operators. This research uses panel data regression with a fixed effect model approach, covering four mobile network operators from 2010 to 2022. The results show that PNBP, sourced from the obligation to pay Spectrum Frequency Usage Fee, has a significant negative impact on financial performance. These findings are also consistent with the research conducted by Katz and Jung (2023)

Spatial justice, mobile futures and First Nations telecommunications landscapes in regional and rural Australia

In an Australian regional and rural context, inequalities in the location of telecommunications infrastructure and uneven development pose urgent spatial justice questions for policy and planning. These spatial injustices are reinforced by the imaginaries and ideologies of telecommunications development and which populations and locations can benefit from the growth gains attributed to enhanced telecommunications infrastructures. First Nations contributions to telecommunications planning and development are marginalised within the imagined futures and current experiences of internet and mobile coverage in regional and rural towns. Drawing on data from a project focused on regional and rural consumer understandings of smart technologies in North West New South Wales, Australia, we suggest that in order to more substantively position First Nations as growth contributors to telecommunications futures, a re-orientation of place, connectivity, and mobility in planning and engagement is necessary.

Legal support for the development of sustainable and secure information and telecommunications infrastructure

The relevance of the work is due to the need to adapt regulatory mechanisms to the actively developing digitalization processes. On the other hand, in the context of growing cyber threats and increasing dependence of public relations on information and telecommunications technologies, the directions for the development of legislation that ensure stability and security of the relevant infrastructure are subject to a certain rethinking in the legal aspect. The subject of the study is the legal support for the development of a sustainable and secure information and telecommunications infrastructure. The purpose of the work is to identify key areas for improving legal regulation in the field of functioning and development of sustainable and secure information and telecommunications infrastructure. The study applies methods of analysis, synthesis and comparison, as well as literal and systematic interpretation of the norms of the current legislation in the field of functioning and developing sustainable and secure information and telecommunications infrastructure. Finally, conclusions are formulated regarding the need for the development of legal regulation in this area. The research outlines the specific directions for changing the legal field, which ensure the sustainable development of information and telecommunications infrastructure in the Russian Federation.

Electronic Ukraine in the digital world

Since the beginning of the 21st century, e-government has transformed from a separate auxiliary tool in a number of isolated high-income countries into a factor that has forced almost all governments in the world to radically change the way they work through the total introduction of digital solutions, as a result of which government bodies have irrevocably changed both structurally and in working with the citizens they serve. Ukraine has traveled this path together with others, achieving certain results and experiencing failures. Another large-scale study of the level of development of e-government in all countries of the world, conducted by the UN Department of Economic and Social Affairs, published in 2022, showed significant progress in Ukraine. In the global ranking of e-governments, our country has almost reached the average European level; it has risen by 23 positions, ahead of a number of geographical neighbors and for the first time entered the elite club of leaders. This was mainly due to the rapid expansion of online services and the development of telecommunications infrastructure. Global trends generally indicate that the digitalization of public administration requires significant capital investments, however, Ukraine, which (according to the UN) is classified as a country with an income level below the world average, with rather limited funding over the past 4 years has been able to improve its indicators in absolute terms by more than 30%. In the field of electronic participation, Ukraine in 2020 for the first time became one of the most developed countries in the world as to the development of active communication services between citizens and the state. However, in 2022 years instead of the expected improvement, there was a significant deterioration in indicators, and as a result, the loss of 11 positions in the world ranking. In this regard, the greatest problems arise in relation to electronic decision-making – the «partnership option», where citizens become people, leading the policy development process. It is here that, in quantitative terms, Ukraine’s indicators are several times lower compared to the leaders. According to the results of the assessment of the most populous city of each of the 193 UN member countries, Kyiv’s indicators over the past 2 years have improved by almost 2.5 times, that allowed it to take 21st place in the world.

Telecommunication Infrastructure Development and Economic Growth: A Panel Data Approach

World is going to be global village due to the introduction of new and advanced technology and new innovations in technology make it more possible day by day. The widely spread economic activities both in real as well as in credit market is possible when they use advance technology to communicate. This is a fact that the world is rapidly moving towards an economic system based on the continuous and ubiquitous availability of information. Developing countries try to maintain and develop their technology in such a way that they can become a part of this global village. Recent developments in telecommunication technology have been an important tool to exchange the information to develop a sharp and valuable commodity market. During 21st century to move into post-industrial, information based economic growth, countries and sector try to equip themselves with the necessary telecommunication system. A modern telecommunication infrastructure is not only important for economic growth but also to connect domestic market of commodities as well as credit with international commodity and financial markets. This would develop the smooth flow of foreign investment, positive value of net exports, increase the value addition in GDP of an economy etc. Once the industrial and agriculture development was considered to be a best tool to enhance economic growth of a country, every country gave more importance to these sectors in its plans and policies, but now the trend has changed because the advancement and development of these two major sector of an economy sustain on the development of other factors, the role of service sector, advancement in technology, and the contribution of foreign sector in economic growth by different ways increases, and the major area of interest for foreign sector or investment was service sector and still it is, countries with the existence of GATS, started to privatise their set up, and after realising the importance of communications, the telecommunication sector is now on their main priorities. With the advancement of telecommunication services, a new market mechanism, low cost structure and expanded value chain of firms is possible [Kambil and Short (1994)], on other hand in developing countries, the average price of agricultural commodities is high in the area where there is telephone facilities available than the area where there is no facilities to communicate [Bayes, et al. (1999)].

Human capital as an effective resource contributing to the region's entry into the trajectory of balanced development

This study is devoted to the problem of ensuring a balanced innovative development of the region in the current conditions of digitalization based on the development of the most important resource of the economy human capital. The subject of the study is the quality of human capital on the example of the selected region, as well as organizational and economic relations in terms of human capital management, aimed at achieving a balance in the development of the region. The balanced economic development of the region largely depends on the factors of interest of the economic entities themselves, both moral and material, in achieving an effective result. The main component of economic growth aimed at achieving balanced development is the human resource. Achieving a balanced development in the production, economic and environmental spheres is impossible without achieving a balance in the social aspect, where human capital occupies a key place. Considering a person as the most important factor in achieving a balanced regional development, it is necessary to identify indicators of the balanced development of human capital itself. This study assessed the quality of human capital on the example of the Russian region, the Orenburg region, from the standpoint of balance. The assessment is based on a study of three components: standard of living, education and length of years. Based on the results of the assessment, imbalances in the development of the constituent parts of the human potential of the Orenburg region were revealed: high indicators of income and education indices and a low index of longevity. The low index of longevity is explained by the presence of an imbalance in the level of development of medicine and the unhealthy lifestyle of the population of the region, which is influenced by economic and environmental components, due to the fact that the Orenburg region is an export raw material region. The study analyzed the human development indices of the Orenburg region in comparison with other regions of the Volga Federal District of Russia, established a downward trend in this indicator, which negatively affects economic development indicators and which, of course, was affected by the situation with the Covid-19 pandemic, noted the role of the influence of digital and virtual space on the level of development of human capital in the region under study, the following problems are highlighted: digital inequality, departmental nature of the introduction of information and communication technologies, insufficient development of telecommunications infrastructure in rural areas, which indicates a lack of balance in the development of information literacy of society in a digital economy. Theresults of the study are of theoretical and practical significance for the regional authorities in terms of developing strategic and policy documents in the field of economics, education, healthcare, aimed at improving the welfare of the population, which will create the necessary prerequisites for the formation of high-quality human capital in the region and the effective use of this resource. In the context of digital integration, when a person serves as a leading link, we consider it necessary to develop a mechanism for regulating a balanced system of health and education indicators by the regional authorities, which, in general, will help the region to reach a common trajectory of balanced innovative development.

E-Government Development Index (EGDI) and its relationship with the economic development level in the EAEU countries

Modern digital technologies have become an important factor in improving the quality of public administration in the services provision by government bodies and structures and in ensuring sustainable development and economic growth. There is a certain relationship between the level of the government digitalization and the economic development level of the country. The scale and speed of the digital technology introduction is largely determined by the level of economic development. In turn, the quality and volume of public services provided make it possible to more fully and efficiently use the society potential in the economic development interests of the country and its citizens. The article is devoted to the analysis and identification of the relationship nature between the development of e-government and the economic development level in the Eurasian Economic Union (EAEU) countries, and the assessment of these characteristics’ interconnection closeness. The article was applied methodological approaches and key indicators used by the United Nations (UN) to assess the information society development level. A comparative analysis of the e-government development indices (EGDI) and gross domestic product per capita in the EAEU countries from 2010 to 2020 was carried out. The dynamics of change and the relationship of these indicators was investigated. The Electronic Government Index (EGDI) is considered in terms of its three main components (subindices): the online public services development level (Online Service Index), the telecommunications infrastructure development level (Telecommunication Infrastructure Index), the human capital development level (Human Capital Component). Based on the results obtained, conclusions were formulated and the prospects for further changes in these indicators in the new social and economic conditions were considered.

ANALYSIS OF THE STATE AND TRENDS OF DEVELOPMENT OF E-BUSINESS AND E-COMMERCE IN UKRAINE

The study is devoted to the analysis of the state and trends of e-business and e-commerce in Ukraine. The data of Ukraine’s positions among the other 37 countries of the European continent on the ratings of e-business infrastructure development and logistics are analyzed. Indices of the level of infrastructure development and logistics of e-business are considered, their characteristics are given, namely: Index of logistics efficiency; Index of ease of doing business; E-Government Development Index; Inclusive Internet index; Reliability indicator of the Universal Postal Union; Environmental efficiency index; Global Cyber Security Index. The main areas in which the Ministry of Finance performs tasks for the formation and implementation of public policy are identified: digitalization, digital development, digital economy, digital innovation, e-government and e-democracy, information society development; the field of development of digital skills and digital rights of citizens; open data, development of national electronic information resources and interoperability, development of broadband Internet and telecommunications infrastructure, e-commerce and business; sphere of providing electronic and administrative services; sphere of electronic trust services and electronic identification; sphere of development of the IT industry. The spheres in which the Ministry of Finance performs tasks on formation and realization of the state policy are defined. The directions of e-government development should be not only infrastructure development projects, but also educational and cultural projects to develop trust in obtaining public services via the Internet. The indicators of public access to the Internet are analyzed, so the domestic e-business has the prospect of development by connecting new consumers to the Internet. Online platforms are becoming a useful mechanism for small and medium enterprises, as they help to reach customers online without having to invest in a web store or branding.

Правовое обеспечение условий развития безопасной информационно-телекоммуникационной инфраструктуры для субъектов малого и среднего предпринимательства

The subject of the study is a system of regulatory legal acts regulating public relations that are developing regarding the provision of conditions for the use and development of information and telecommunications infrastructure in small and medium—sized businesses. The purpose of the work is to analyze the directions and possibilities of legal regulation of institutional conditions for the development of secure information and telecommunications infrastructure in the field of small and medium—sized businesses and formulate practical recommendations on this basis to improve the legal conditions for the development of secure information and telecommunications infrastructure for small and medium-sized businesses. As a result of the study, it was found that the effective activity of small and medium-sized businesses in modern conditions is impossible without the use of information and telecommunications infrastructure and digital marketing rules. Today, the state, through legal support, implements various support programs (through digital platforms) and provides preferential conditions for small and medium-sized businesses in the context of the digital transformation of the economy. At the same time, the main problems hindering the successful functioning of digital marketing of economic entities are numerous cyber threats, the minimization of which requires not only the adoption of appropriate regulatory legal acts, the use of domestic software, but also following the established recommendations for the implementation of entrepreneurial activities using information and telecommunications infrastructure. Proposals have been made to ensure the development of a secure information and telecommunications infrastructure in the Russian Federation.

STATE AND FEATURES OF E-GOVERNMENT DEVELOPMENT IN THE WORLD

Objective. The objective of the article is the analysis of the state and features of e-government development in the world in 2010-2020. Methods. The following methods and techniques of cognition are used in the research process: theoretical generalization and comparison, analysis and synthesis, induction and deduction, grouping. Results. According to the results of the study, it is substantiated that the most representative and authoritative among the indicators that allow to assess the level of development of e-government is the indicator of EGDI; this indicator is calculated on the basis of three complex indicators: the volume and quality of online services, the development of online services (OSI), the state of development of telecommunications infrastructure (TII), human capital (HCI); the EGDI value varies from 0 to 1, where 0 is the minimum value, and 1 is the maximum one. Countries of the world are differentiated according to the value of EGDI into four groups: countries with a very high and high level of e-government development, countries with medium and low level of e-government development. It is established that in 2010-2020: the level of development of e-government in the world increased (if in 2010 the average EGDI in the world was 0,45, in 2020 it was 0,6); there were significant country and macro-regional asymmetries and disparities in the development of e-government. It is substantiated that the undisputed leader among macro-regions in terms of development and speed of transformations aimed at the development of e-government was Europe, the outsider was Africa; the most significant success in the development of e-government in the world was achieved in ensuring the development of human capital, the least — in ensuring the development of telecommunications infrastructure, although the most dynamic transformations in macro-regions were in this direction. Among the countries with the greatest success in the development of e-government were Denmark, the Republic of Korea, Australia, the United Kingdom, the United States and the Netherlands; the smallest — Eritrea, CAR, Chad, Niger, Guinea-Bissau.

Evaluation of MVNO model implementation in remote and border areas using the consistent fuzzy preference relations method

Law No. 36 of 1999 concerning Telecommunication has brought many changes, especially in the development of telecommunications infrastructure in Indonesia. However, the penetration of telecommunications services in the forefront, outermost, and backward regions is still relatively low. The government has made various efforts in terms of minimizing the gap in telecommunication services between urban and rural areas through various programs. However, an acceleration is needed so that the service disparity can be immediately overcome. One of the telecommunications products that can be applied to overcome these barriers is the Mobile Virtual Network Operator (MVNO). This study evaluates the most appropriate type of MVNO model to be applied in Indonesia by implementing the Consistent Fuzzy Preference Relations (CFPR) method. This method is able to accommodate expert opinion through a series of scientific steps so as to produce weights for each alternative type of MVNO model. The results obtained are that the most appropriate model to be applied in Indonesia by taking into account the criteria given. The implementation of this model is expected to be able to encourage the optimization of BTS USO that has been declared by the government.

Telecommunication Infrastructure Development and FDI into Asian Developing Nations

This study strives to evaluate the effects of infrastructure availability and development on foreign direct investment (FDI) in host developing nations.Employing fixed effects panel estimation technique, panel data for 23 Asian developing countries, from 1990-2009 is used with heteroscedasticity corrected standard errors. The results reveal a strong favourable impact of telecom infrastructure (measured by mobile subscriptions) in drawing inward FDI. Therefore, it is concluded that a country with improved infrastructure in general and telecom infrastructure in particular is likely to pull in more FDI. Other variables such as market size, economic development, and currency valuation (measured by exchange rate) appear important in captivating multinational investors, as they exhibit significant coefficients. On the contrary, high-inflation significantly deters inward FDI.

The article is devoted to the problems of the information services market formation in the context of the implementation of the Digital Agenda of the Eurasian Economic Union. The dynamics of the introduction of information and communication technologies (ICT) and the degree of readiness for e-government of the EAEU member states are analyzed. A structural analysis of the international rating assessment of the development of telecommunications infrastructure, human capital, online services is carried out, their advantages and problem areas are determined.

The article describes the geographical approaches to the study of mass media. The main directions of mapping the media sphere are defined and described: maps of the development of telecommunications infrastructure, maps of media production, maps of population provision and availability of media products, cartographic technologies in media activities, mapping of mass information and big data. The essence of the concept of geographical media market is considered. The research interest of this paper is focused on mapping traditional media, namely regional newspaper publications and television channels. The methods of mapping and geographical segmentation of the regional market of newspaper publications and television media are described and tested on the example of Crimea. The article presents cartographic works that reflect the territorial differentiation of local newspapers and their sales, the level of development of digital television broadcasting infrastructure, and the nature of localization and scope of local television activities in Crimea. The article describes the segment of national and religious mass media, which are an important element of the social development of the polyethnic and polyconfessional Crimean region. The geographical segmentation of the print and television media market of the Republic of Crimea and the federal city of Sevastopol was performed. As a result, the main media centers, acceptor-creative and acceptor territories were identified. The use of the cartographic method allowed us to identify the type of territorial structure of the geographical media market of Crimea. It is concluded that this area of activity in the region develops according to the “center–periphery” model, which is complicated by the split in the level of telecommunications development in the “city–village” direction. Despite a fairly extensive network of media enterprises in Crimea, a number of cities and districts do not implement the potential for creating local media on their territory.
