The sustainable development of regional economies directly depends on the stability of systems (political, social, economic and environmental) both in international terms and by the subjects of any country. In the constituent entities of the Russian Federation, the stability of regions is primarily determined by science-based state policy, the priority of which is aimed at improving the standard of living of the population. A highly effective state policy makes it possible to improve the quality of life of the population, economic growth, and solve social problems of society, regional and municipal entities. The social sphere in the modern market environment is one of the largest segments of regional economic development. The economic role of the social sphere consists in the ability to increase the per capita monetary income of the population, reduce the share of the population with incomes below the subsistence minimum, the level of unemployment, morbidity, etc. A well-developed social mechanism is necessary for the effective implementation of all social processes. Thus, the article examines theoretical approaches to the concept of a social mechanism for sustainable development of the region's economy in a market environment, which allowed us to formulate the author's definition and recognize the "social mechanism" as a planned impact on each individual in social processes, in order to achieve significant results aimed at stable economic development. It is highlighted that a mechanism is a system that has a negative and positive impact, has a certain structure and performs clearly defined functions. A structural and functional model of the social mechanism is proposed, which includes five elements, each of which is necessary to achieve the goal of regional development. Based on the structural and functional model, the authors propose the features of the influence of the social mechanism on the solution of urgent problems of regional economic development in the market environment. The priorities of state support for the regions are justified, which should be based on the formation of an effective functioning of the social mechanism, which will contribute to the sustainable development of the region's economy and make them financially stable and independent.

ГЕНЕТИЧЕСКИЙ ПОДХОД В ИССЛЕДОВАНИЯХ УСТОЙЧИВОГО ЭКОНОМИЧЕСКОГО РАЗВИТИЯ РЕГИОНОВ

The article discusses a new, genetic approach to problems of sustainable regional economic development. The article describes the methodological aspects of this approach and shows how it can be applied for meso-economic studies and search for solutions to sustainable development problems. Social defense mechanisms provide social cohesion and enable the society to resist internal and external economic shocks. The hypothesis tested in the article is that the social immunity of a territory (or the territory’s defense mechanisms) affects its sustainable economic development. To test this hypothesis, we developed a methodological framework for evaluating the social immunity of a territory. This methodology was then applied to the case of the Ural Federal District, more specifically, Sverdlovsk, Chelyabinsk and Tyumen regions in the period between 2010 and 2018. It was shown that the proposed methodology can be applied to model the core of social immunity of any region by using the Frobenius norms, reflecting positive and negative social transformations. The hypothesis was thus confirmed and the conclusion was made that the lack of social immunity in a territory results in its increased vulnerability to external shocks, both random and regular, and in economic entities’ diminished ability to benefit from the economic effects.

Study on the formation mechanism of the landslide in the old cellar in Wanzhou

The natural geological conditions in the Three Gorges Reservoir Area are complex, which are the frequent and severe geological hazards in China. With the operation of reservoirs, the occurrence of geological hazards is aggravated. This not only causes great loss of life and property, but also destroys the geological environment and hinders the sustainable development of regional economy. Since the formation of Laojiaolin landslide in Wanzhou District, there have been many landslides and deformations, and the landslide body is densely populated and houses are dense. Deformation bodies often cause cracks and dislocations of main road facilities and residential buildings, triggered by extreme rainstorms, floods and other factors, which can cause sustained and rapid deformations, which will directly promote the inclination of residential buildings. The collapse has resulted in major disasters and accidents, which have posed a serious threat to the lives and property safety of the people in the region. It is of great practical significance to study the formation mechanism of landslides.

The Use of Sholl and Kolmogorov Complexity Analysis in Researching on the Sustainable Development of Creative Economies in the Development Region of Bucharest‒Ilfov, Romania

Nowadays, creative economies stand as a relevant indicator of the sustainable development of local and regional ones. The study aims to highlight the spatial behaviour of creative economies in the Bucharest‒Ilfov Development Region, the most dynamic and complex regional economy in Romania. In order to assess the spatial dynamics of creative economies in the region, an economic database was created, at the level of the territorial administrative unit, for the two economic indicators considered important for the study, number of employees and turnover, under the auspices of the Classification of National Economy Activities (NACE). The establishment of creative economies was made following the Government Decision no. 859 of 2014, with 66 codes for this sector. Annual cartographic models were developed for each indicator in QGIS (a free and open–source cross–platform desktop geographic information system application that supports viewing, editing, and analysis of geospatial data), for the period 2000–2016. For a relevant analysis of spatial behaviour, we used Sholl and Kolmogorov complexity, which highlighted specific patterns of spatial dynamics that help us to understand the role of creative economies in the sustainable development of regional economies. The results highlighted the role of accessibility corridors in the development of the regional economy.

Equilibrium cost of water environmental protection based on watershed sustainability

There are multiple relationship curves between watershed socioeconomic development and water environmental conservation. The goal of this paper is to present a theoretical pattern of economic activities and water environmental improvement by incorporating their bidirectional causality relationship. The Environmental Kuznets Curve (EKC) has been useful in connecting economic and environmental concepts, thus becoming an important tool for evaluating watershed sustainability. The high governance cost makes water pollution-intensive goods relatively expensive to produce. According to the EKC, there is an inverted U‐shaped relationship between water environment deterioration and the level of social and economic improvement. Based on EKC hypothesis, we studied the coordinated relationship between environmental protection of water and economic and social sustainable development in the Huntai River Watershed from 2003 to 2012 by means of a panel threshold data. The EKC is an empirical curve that describes the relationship between economic restructuring and water environmental conditions improvement. The Green Environmental Kuznets Curve (GEKC) is used to describe the relationship among watershed pollution emissions, the environmental quality and income per capita. However, according to the GEKC, U‐shaped relationship exists between the coordination of water environmental protection and the level of social economic development (SED). The GEKC is affected by water resource consumption, the regional trade situation (T), the per capita gross domestic product level (Y), and controls on the total amount of water pollution discharge. We try to adjust to the type of GEKC curve and apply dataset of water pollutant emission reduction cost control to fit main characteristic of equilibrium cost. In accordance with Fully Modified Ordinary Least Squares (FMOLS) and Dynamic Ordinary Least Squares (DOLS) data statistical analysis, the value of the GEKC regression equation independent variables Y, Y2, per capita water resources consumption (E), T, adding value of production (AVP) and modified socioeconomic development index (MSDI) were 1.988, −0.150, 0.720, 0.216, 0.070, and 1.890, respectively. In the long-term, the correlation formula of watershed per capita sewage discharge (C) to Y was 2.090–0.300Y. For every 1% increase in E, T, AVP, and MSDI, C increased by approximately 0.720%, 0.216%, 0.072%, and 1.890%, respectively. The E, T and MSDI are key factors in developing an effective way to control the levels of water pollution discharge. Pollution is endogenous, so water environment pollution is not necessarily caused by economic growth. According to the total amount control of water pollution discharge, the GEKC equilibrium optimization calculation results can be used to effectively control watershed pollutant emissions and improve water environmental quality. Through the adjustment of industrial structure or industrial transformation and technological progress, it is possible to change the relationship between current economic growth and water environment. With GEKC related Curve characteristic and indicator classes, it is possible to realize harmonious and sustainable development of regional economy and society in the Huntai River Watershed.

Review of Studies on Risk Early Warning of Public-Private Partnership Projects in Characteristic Town

Under the new normal background of China’s economy, the construction of characteristic towns is of great significance for promoting the supply-side reform and also the sustainable development of regional economy. In recent years, the construction of characteristic towns is in full swing, and the PPP financing–model has been introduced to various places due to the difficulty of financing. However, the projects combining a characteristic town with a PPP model are more likely to create risks. Based on literature analysis, this paper summarized the current status of risk identification, risk assessment and risk early warning research of PPP infrastructure projects, in order to draw on the existing research results, construct a theoretical framework for risk analysis and early warning of PPP projects in characteristic towns, which might benefit the future research.

Spatio-Temporal Distributions of the Land Use Efficiency Coupling Coordination Degree in Mining Cities of Western China

A high coupling coordination degree of urban land use efficiency promotes sustainable regional economic development. In this study, land use efficiency coupling coordination degrees were calculated for 36 mining cities of western China, with a focus on economic, social, and ecological benefits for land use efficiency. Four years (2000, 2005, 2010, and 2015) of data were selected. A land use efficiency index system was generated and the improved entropy method was used to calculate the index weights of land use efficiency for each year. The spatial distributions of the coupling coordination degree were assessed by the ArcGIS spatial analysis tool. Spatial correlation analysis was conducted for the coupling coordination degree. The following conclusions could be drawn: (1) According to the composite index results, urban land use efficiency could be divided into three stages and showed several different time patterns in mining cities of western China; (2) analysis of the spatial and temporal distributions of the land use efficiency coupling coordination degree identified a low level of coupling coordination and reluctant coupling coordination. An obvious core-periphery and gradual trickle-down trend was observed; (3) the land use efficiency of western mining cities presents negative and positive spatial autocorrelation characteristics. Shizuishan city, Ordos city, Jinchang city, and Wuhai city have significant aggregation types. Therefore, the western mining cities were subjected to different complex time and space characteristics.

Innovation, Network Capabilities, and Sustainable Development of Regional Economies in China

This paper studies the relationships between network capabilities and innovation development in the context of two types of innovation networks: scientific knowledge networks (SKN) and technological knowledge networks (TKN). Focusing on two types of network capabilities, namely acquisition capability and control capability, the paper uses spatial regime models to compare the impacts of multiple factors on different spatial regimes. The main conclusions are the following. First, as regards SKN, the political-administrative hierarchy has shaped the spatial evolution of acquisition capacity, forming a pattern consisting of three dominant cities (Beijing, Shanghai, Nanjing), three subsidiary cities (Guangzhou, Hangzhou, Wuhan), and multiple lesser centers (Tianjin, Chengdu, Xi’an). Moreover, high control capability cities are mainly clustered in the coastal areas, specifically, one monocentric city (Beijing) and two polycentric metropolises (Shanghai, Wuhan). Second, for TKN, cities with high acquisition and control also are mainly found in coastal areas, with Shanghai and Beijing dominating network capabilities. The model’s analysis confirms the positive effect of network capabilities on innovation development, especially in scientific knowledge networks, and the driver for regional innovation development appears to have shifted from global pipeline (globalization) to local buzz (localized talents). This paper concludes with suggestions regarding network capabilities’ potential to reduce regional inequality and achieve sustainable development of regional economies.

Nexus of FDI, population, energy production, and water resources in South Asia: a fresh insight from dynamic common correlated effects (DCCE).

The purpose of this study is to explore the empirical relationship between foreign direct investment (FDI), population, energy production, and water resources in South Asia. The newly developed approach dynamic common correlated effects (DCCE) by Chudik and Pesaran (Journal of Econometrics 188:393-420, 2015a) for measuring co-integration has been applied in the present study. This procedure provides significant robust outcomes in the presence of cross-sectional dependence among the cross-sectional units. The findings confirmed that earlier models, such as mean group (MG), pooled mean group (PMG), and augmented mean group (AMG), which have been used in the literature for long data, provide misleading results in the presence of cross-sectional dependence among the cross-sectional units. A statistically significant and negative result has been observed between FDI, population, energy production, and water resources in South Asia. The governments of South Asian economies must encourage green FDI initiatives for water management, ensuring water security, securing natural resources for enhancing the sustainable development of regional economies.

Research on Spatial Correlation Network Structure of Inter-Provincial Electronic Information Manufacturing Industry in China

Electronic information manufacturing industry is the pillar industry of China’s economic development. It is of great significance to promote the optimal allocation of national resources and to realize the sustainable development of regional economy by deeply analyzing the spatial correlation structure characteristics of inter-provincial electronic information manufacturing industry, clarifying the status and role of each province in the overall network, and exploring the spillover effect of network space. Based on the panel data of China’s inter-provincial electronic information manufacturing industry from 2007 to 2016, this paper constructs a spatial correlation network by using gravity model and deconstructs the spatial network correlation characteristics of inter-provincial electronic information manufacturing industry by using social network analysis. The research shows that the spatial network connectedness of inter-provincial electronic information manufacturing industry is on the rise during the sample period, but the density value is low. The network accessibility and robustness is strong. Compared with the central and western regions, the eastern coastal provinces have stronger control and the ability to attract external resources. Finally, from the perspective of overall situation, differences, and resource support, the paper puts forward some countermeasures and suggestions to promote the sustainable and coordinated development of China’s region.

The impact of climate change on the sustainable development of regional economy

Global warming has aroused the attention all over the world, because not only can it directly damage the living environment, but it can also impact on the social and economic development, of a region in an obvious and far-reaching way. In this paper, we builded a trans-log production function model incorporating variables, such as rainfall, labor force, technology and temperature to simulate how climate changes impacted on the regional economics. Time series data of the domestic economy of Nanjing, a city in the southeast China, between 1996 and 2017, were used to verify the production theory of trans-log production frontier. The results showed that: with the rainfall increased and the temperature declined, the climate impact on the economy and the absolute value of the output elasticity of the frontier diminished. In addtion, the climate change was also positively related to the capital investment. The larger variation of temperature negatively impacted on the economic development.

Research on Spatial Correlations and Influencing Factors of Logistics Industry Development Level

The logistics industry plays a greater role in the sustainable development of regional economies. The development of the logistics industry between regions is not independent, and there is a spatial correlation due to the existence of spatial spillover effect or spatial expansion among regions. This paper uses the method of entropy weight to evaluate the development level of the logistics industry in 31 provinces in China. On this basis, Moran’s index (Moran’s I), Moran’s I scatter plot, and local indicators of spatial association (LISA) agglomeration plot are used to analyze the overall and local spatial agglomeration characteristics of the logistics industry. Four main factors affecting the spatial relationship of the logistics industry are analyzed by choosing the fixed effect of the spatial error model. We find that: (i) There is spatial agglomeration effect in the development level of the logistics industry from the overall perspective; (ii) regional differentiation of the spatial agglomeration effect of logistics industry development level is obvious from the local perspective; and (iii) the influence of human resource factors on the spatial relationship of logistics development level is declining.

Comprehensive Evaluation of Geological Environment Carrying Capacity for Lintong District, Xi’an

Geological environment carrying capacity is one of the standards that judges the human activities and geological environment whether or not compatible. Carrying out geological environment carrying capacity evaluation and adjusting human activity intensity is the key to achieve sustainable development of regional economy. Based on the variation coefficient method, the paper used the comprehensive evaluation model to evaluate the geological environment carrying capacity of Lintong district, Xi’an. The results show that the carrying capacity of 4 sub-districts excellent, 7 sub-districts is good, 8 sub-districts is medium, and 4 sub-districts is poor. The results can provide references for the development of study area, and achieve the goals of making full use of land resources, regulating the geological environment changing trend and reducing disasters.

The present study used the trial carbon emissions trading market (CETM) policies of five provinces and two cities, which had been proposed by the National Development and Reform Commission in 2012, and a Difference-in-Differences approach to analyse the effect of the CETM on voluntary clean production by enterprises in various regions of China. This pilot project, which established an account of carbon emission in total volume control and quota trading, will facilitate the formulation of scientific, targeted, and differentiated carbon emission reduction policies and estimation of appropriate emission reduction space throughout China. The findings of this study indicate that 22% more enterprises willingly conduct clean production in pilot areas than in non-pilot areas. The annual mean concentrations of PM10, SO2, and NO2 in pilot areas were 0.0288, 0.0170, and 0.0105 mg/m3 lower, respectively, than those of the non-pilot areas. In addition, quantile regression and differential decomposition analyses indicated that CETM trial policies are more effective in regions where lower proportions of enterprises voluntarily carry out cleaner production. These conclusions will help the Chinese government implement CETM policy in a scientifically and orderly manner, so as to promote the will of enterprises to conduct clean production and improve air quality. These findings support several suggestions. First, priority should be given to the promotion of Clean development mechanism (CDM) projects in more populated areas (e.g., Sichuan, Yunnan, inner Mongolia, Gansu, and Hebei). Second, in areas where relatively fewer enterprises carry out cleaner production (e.g., Hainan, Xinjiang, Qinghai, Guizhou, and Shanxi), the government should improve the enterprise awareness of energy conservation, environmental protection, and cooperation with developed industrial countries about the propaganda of CDM projects. Finally, each region should accelerate its industrial and economic restructuring, alter the mode of its economic growth, optimize the energy structure, reduce energy consumption, and increase investments in environmental governance, in order to promote sustainable development. 参考文献 相似文献 引证文献

Discussion on the Ecological Compensation in the Yangtze River Economic Belt

In recent years, the ecological environment of the Yangtze River Basin has become increasingly prominent, and the sustainable development of regional economy, society and environment is facing severe challenges. As an important means to alleviate the contradiction between environment and economic development, the ecological compensation mechanism is an important link in the ecological protection of the Yangtze River Economic Belt. Therefore, doing a good job of cross-border ecological compensation in the Yangtze River Basin is of great significance to the construction of the Yangtze River Economic Belt. Many foreign countries, such as the European Union countries, the United States and Australia, have extensively established and implemented the basin ecological compensation mechanism, which has achieved good results in practice, and its experience is worth to learn. In view of the transboundary characteristics of the Yangtze River Basin, through the combing of the three major river basin profiles, management models and ecological compensation related practices, the article summarizes the ecological compensation models of three international transboundary basins by comparing the three typical transboundary basins (Rhine River Basin, Tennessee River Basin, Murray-Darling River Basin). The experience of ecological compensation promotes the establishment and implementation of the ecological compensation mechanism in the Yangtze River Basin.

Research on Spatial Correlation in Regional Innovation Spillover in China Based on Patents

Regional innovation is very important for the sustainable development of regional economies. Innovation development between regions is not independent, and there is spatial correlation in innovation spillover. This paper uses the total amount of regional patent authorization as the measure of regional innovation and uses network analysis to study the spatial relationships among different regions. An unstructured vector autoregressive model is established to determine whether there is an association between any two regions, the causal relationship between which is tested by a Granger causality test. Having established the spatial network relationship, network analysis is used to further analyze the overall characteristics of the network, the individual characteristics of the network, and the block model of the network. We find that the provinces are closely related regarding regional innovation spillovers. However, the spatial correlation between the provinces differs greatly. Also, there is an obvious hierarchy between blocks that have different orientations and functions. Finally, the relationship between the interior of each block differs greatly in closeness degree.

Based on Strategic Emerging Economy Study on Eco-environment Model and Countermeasures of Petrochemical Industry Cluster in Jiangxi Province

The development of strategic emerging industries is another major strategic decision for China to cope with the international financial crisis, comply with the trend of world science and technology revolution, and grasp the future development initiative. Through the discussion of the connotation of industrial clusters’ ecological, Jiangxi Province put forward the development model of industrial clusters’ ecological. Combined with the practice of petrochemical industry clusters, it confirms that this development model can effectively promote the sustainable development of regional economy, and is expected to be a petrochemical industry cluster. Ecological model provides reference.

Preliminary research on quantitative methods of water resources carrying capacity based on water resources balance sheet

Abstract. Water resources are not only basic natural resources, but also strategic economic resources and ecological control factors. Water resources carrying capacity constrains the sustainable development of regional economy and society. Studies of water resources carrying capacity can provide helpful information about how the socioeconomic system is both supported and restrained by the water resources system. Based on the research of different scholars, major problems in the study of water resources carrying capacity were summarized as follows: the definition of water resources carrying capacity is not yet unified; the methods of carrying capacity quantification based on the definition of inconsistency are poor in operability; the current quantitative research methods of water resources carrying capacity did not fully reflect the principles of sustainable development; it is difficult to quantify the relationship among the water resources, economic society and ecological environment. Therefore, it is necessary to develop a better quantitative evaluation method to determine the regional water resources carrying capacity. This paper proposes a new approach to quantifying water resources carrying capacity (that is, through the compilation of the water resources balance sheet) to get a grasp of the regional water resources depletion and water environmental degradation (as well as regional water resources stock assets and liabilities), figure out the squeeze of socioeconomic activities on the environment, and discuss the quantitative calculation methods and technical route of water resources carrying capacity which are able to embody the substance of sustainable development.
