Strategic Environmental Engineering Impact Assessment for analyzing carrying capacity of Water resources

Water assets are the fundamental and essential regular assets for creaturebreathing, most significant components for confining common habitat, human endurance and advancement. World is confronting genuine hose contamination and dampen deficiencies. In this paper, in light of "Natural Engineering Impact Assessment", assessment and investigation techniques in arranging venture on Strategic assets conveying limit were investigated. It had extraordinary centrality on executing the Environmental Impact Assessment Law, understanding water assets and water condition issues looked by the world, and accomplishing supportable utilization of water assets.

The process of implementation of European legislation in the sphere of environmental protection of Ukraine

The article analyzes the process of adaptation of the national legislation to the European standards in accordance with the Association Agreement between Ukraine and the EU. In particular, in the sector “Environmental management and integration of environmental policy in other sectoral policies”, the implementation of Directive 2001/42/EC on the assessment of the effects of certain plans and programs for the environment and Directive 2011/92/EC on the assessment of the impact of certain public and private projects on the environment was considered. The influence of environmental management tools and the integration of environmental policy on other sectoral policies have been determined and their interrelation with the rest of the sectors in the field of environmental protection has been established. It has been established that environmental assessment is the main instrument for ensuring environmental considerations in the development of plans and programs and contributes to sustainable development through the promotion of environmental protection issues in economic and social development.The procedures of strategic environmental assessment and environmental impact assessment have been characterized; their subjects and objects have been clarified. The peculiarities of these procedures, stages and advantages of their application in the national practice of public environmental management are presented. The way of implementation of strategic environmental assessment and environmental impact assessment at the level of the European community is considered, and examples of their practical application at the level of the EU member states are presented.It is indicated that strategic environmental assessment and environmental impact assessment are procedural tools used to prevent any possible negative effects of economic activity on the environment and public health. A comparative analysis of these procedures was carried out and links and differences were identified. It has been proved that the effectiveness of strategic environmental assessment in preventing environmental hazards is significantly higher than environmental impact assessments. The problem aspects and perspectives in the field of practical implementation of legislation in the field of environmental assessment in Ukraine are highlighted.

The environmental impact assessment process for oil and gas extraction projects in the Russian Federation: possibilities for improvement

This paper considers how the environmental impact assessment (EIA) process in Russia (OVOS) could benefit from incorporating some of the process and documentary features of European strategic environmental assessment (SEA) and US Environmental Impact Statements respectively. While the strategic level is addressed in the National Environmental Policy Act (NEPA, the USA system of Environmental Assessment) and in the European Directive on SEA implemented in 2004, SEA is not currently undertaken in the Russian system in terms of legislation or practice. The first section of the paper describes the present state of the OVOS process, through presentation of the relevant legislation in Russia, taking into account European Union (EIA and SEA Directives) and US (Policy Act EIS/EA) experiences. In the second section, the Irkutsk case study (an OVOS report for the gas exploration and extraction project in the Irkutsk Region of Russia) is compared with the EIA undertaken for the Cook Inlet oil and gas lease sales in Alaska (planned activities under the considered projects are quite similar) to show differences between the two documents. In the third section the current situation with Irkutsk case study is presented and an example of how SEA tools could be integrated in the report is provided.

Strategic Routeing and Environmental Impact Assessment for Overhead Electrical Transmission Lines

High-voltage, high-capacity overhead lines are the economic and reliable choice for the bulk transmission of electricity throughout the world. The routeing of transmission lines is a complex process, and in the UK requires a balance to be struck between statutory obligations, engineering requirements, economic viability, land use and the environment. Transmission line routeing projects can rightly generate considerable public interest and debate, but issues often focus on local effects such as visual amenity rather than the wider benefits of the project to society as a whole. Given the extent of their public and regulatory scrutiny, the environmental statements of such schemes must be objective and transparent in the approach adopted to the routeing strategy. The approach outlined is based on the premise that the major effect of an overhead transmission line is visual and the degree of visual intrusion can be reduced through careful routeing.

Environmental Assessment and Sustainability: Are We Ready for the Challenge?

This article reports on a review and analysis of the role of strategic environmental assessment (SEA) and cumulative impact assessment (CIA) in the overall framework of environmental impact assessment (EIA). It is argued that to pursue the nationally agreed goal of ecologically sustainable development (ESD), it is essential to incorporate SEA and CIA into the EIA process. The article examines how SEA and CIA might be applied and addresses the implications. It notes that there are significant challenges in science, assessment technique and administration. Two specific areas of difficulty are highlighted, these being the lack of adequate information about environmental components and processes, and the likelihood of significant institutional impediments, both intergovernmental and within the bureaucracy. The discussion identifies approaches to assist in resolving these difficulties.
