Migration and Hybrid Political Regimes: Navigating the Legal Landscape in Russia

In recent years, migration, foreign, and domestic policies to regulate movement and international relations have become embedded fields of study. Myron Weiner examined state-to-state relations depending on actions or inactions vis-a-vis international migration and concluded that the internationalization of migration highlighted “new and conflicting interests into considerations of policies affecting migration in both sending and receiving countries.” Stephen Castles, Mark J. Miller, and Ammendola Giuseppe wrote about “globalization of migration,” which is “the tendency” of getting the countries’ foreign and national politics “crucially affected by migratory movements.” Some scholars tried to theorize the relationship between migration, foreign, and domestic policies. Kelly Greenhill investigated widely deployed but largely unrecognized instruments of state influence on “cross-border population movements that are deliberately created or manipulated in order to induce political, military and/or economic concessions from a target state or states.” Andrew Geddes determined that migration is shaped not only by states’ foreign policy interests but also by changes in states’ domestic politics.

Plasticity of Contemporary Racism: Postcolonial Model Anomalies and Emergence of Castles-Kosack 1973 Analysis

Although contemporary racism has been interpreted from a large number of perspectives, since the end of World War II, its nature was associated with Colonialism, a type of analysis based on the approach of race relations and complemented by the approach of the world-system. The present study develops a comparative analysis between the postcolonial model and the model generated by Stephen Castles and Godula Kosack in 1973 (occasionally Migrant labor theory or Political economy of migration theory). The conclusions of our research suggest that the second model supports an adequate investigative capacity in its analysis, by focusing its explanations on the mobility of the massive flows of the non-spontaneous labor force (large masses of reserve workers) that arise from the capitalist needs. In this way, this paper offers guidelines that can help future research on explanatory models of contemporary racism.

The Coloniality of Migration and the “Refugee Crisis”: On the Asylum-Migration Nexus, the Transatlantic White European Settler Colonialism-Migration and Racial Capitalism

This article departs from the discussion by Stephen Castles on the migration-asylum nexus by focusing on the political and cultural effects of the summer of immigration in 2015. It argues for a conceptualization of the asylum-migration nexus within the framework of Anibal Quijano’s “coloniality of power” by developing the analytical framework of the “coloniality of migration.” Through the analytical framework of the “coloniality of migration” the connection between racial capitalism and the asylum-migration nexus is explored. It does so by first focusing on the economic and political links between asylum and migration, and how both constitute each other. On these grounds, it discusses how asylum and migration policies produce hierarchical categories of migrants and refugees, producing a nomenclature drawing on an imaginary reminiscent of the orientalist and racialized practices of European colonialism and imperialism. In a second step, it focuses on migration and asylum policies as inherent to a logic of racialization of the workforce. It does so by first exploring the racial coding of immigration policies within the context of settler colonial-ism and transatlantic White European migration to the Américas and Oceania in the nineteenth and twentieth centuries, and second, by discussing migration policies in post-1945 Western Europe.

Migration, Citizenship and the Global Refugee Crisis

ABSTRACTThe author suggests that Stephen Castles’ contributions to migration studies are threefold: an analytical investigation of the nexus between migration and citizenship, a global approach to migration with a particular emphasis on new migration regions and finally a sustained critical perspective towards refugee and migration policies that are implemented in Western countries. Applying Stephen Castles’ ideas to the French case, the author argues that the French model of migrant incorporation would benefit from an acknowledgment of the ‘multicultural reality’ in France, a balance between the will to control immigration and the demand for immigrant workers and finally a critical assessment of the immigration laws and their outcomes.

On the Theory and Practice of Migration and Development: A Southern Perspective

ABSTRACTThis article is centred on an analysis of the relationship between migration and development. It offers a critical overview of this increasingly important field of study, which is gaining growing interest in the political sphere. A focal point of the analysis refers to a position developed by Stephen Castles and I in opposition to the mainstream discourse: what we conceptualise as the Southern Perspective. This perspective envisages the nexus between migration and development as a dialectical and contextualised relationship, that takes into consideration the main characteristics and challenges faced by human mobility under contemporary capitalism. Special emphasis is given to the need to broaden the notion of forced migration and to develop strategic indicators for demystifying the dominant narrative regarding migration and development. An important complementary part of the analysis concerns the theory and practice in the field, which are closely related and mutually reinforced spheres, where both Stephen Castles and I have been involved. In this regard, the participation of civil society in the incipient and fragile process of the global governance of migration is briefly analysed through the lens of two different and contrasting spaces: The Global Forum on Migration and Development and the World Social Forum on Migration.

Stephen Castles and Australian Immigration Policies, Politics and Possibilities

ABSTRACTStephen Castles has been a cutting-edge migration scholar and migration theorist since the 1970s. An Australian by birth, Castles’ retirement from the University of Sydney in 2017 provides a moment to reflect on his legacy in the field of global and Australian immigration scholarship. In this paper, I first present some personal reflections on the profound way that Stephen has shaped my own career as an Australian immigration scholar. The paper then situates Stephen Castles within the field of Australian immigration scholarship and situates his legacy of the giants in this field, including Charles Price, WD Borrie, Graeme Hugo and James Jupp. The paper then shifts to assess Stephen Castles’ contributions to the international migration literature.

Reflections on South Korean Immigration Studies and the Interrelationship Between Immigration and Social Transformation

ABSTRACTThe purposes of this paper are twofold: the first being to recognize the enormous influence Dr. Stephen Castles has had on migration studies in South Korea, and the second being the exploration of the interaction between social transformation and migration in Korea. The role played by Dr. Castles in the organization of a research network on immigration in Korea, the activities of this research network, and its eventual expansion into a pivotal research association are highlighted. The second aspect of this paper relates to the application of one of Dr. Castles' principle themes to the Korean case. This section focuses on the interaction between social transformation and migration, which Dr. Castles and his research team had previously explored at a local level, with the novelty of this study being the focus on the national perspective. In so doing, the trends of immigration and policy change in Korea are explored. In particular, whether Korea’s immigration policy is ethno-centric and/or multicultural are examined, and the importance of trigger and resonance, with a certain affinity at each stage over the past several decades, are brought to the fore.

Is Migration a Form of Development Aid Given by Poor to Rich Countries?

ABSTRACTThis paper traces the evolution of Stephen Castles’ writing on the theme of migration and development, using this as a mirror to reflect my own thinking on this subject. I start with his inaugural landmark volume Immigrant Workers and Class Structure in Western Europe, where an explicit Marxist reading of the role of migration is presented, and evaluate the continuing relevance of this framework against the changing nature both of migration and development themselves, and of the conceptual and ideological debate surrounding these two complexly linked phenomena. In Castles’ more recent writings, notably later editions of The Age of Migration, a somewhat different perspective emerges, more nuanced and more wide-ranging, set within broader debates on global social transformation and restructuring. From time to time, I bring in my own research on Albanian migration and development in order to illustrate different theoretical standpoints.

Social Transformation and the Individual: Opportunities and Limitations

ABSTRACTGerman poet Rilke observed that ‘life is lived in transformation’ but that ‘the only journey is the one within’. These reflections on the everyday, lived experience of change, mobility and identity (trans)formation offer an interesting counterpoint to Stephen Castles’ meso and macro level analyses of migration and social transformation. Using data from life narrative interviews, this paper seeks to understand the relationship between identity formation and mobility, through the lens of some of the theoretical and conceptual frameworks identified in Castles’ highly influential body of work. It asks to what extent the nation-state represents the limit to the parameters of identity formation, how such limitations are generated and perpetuated and what are the prospects for future identity transformations.
