본 연구는 지방자치단체로부터 단위학교로 직접 지원된 교육경비보조금 등 비법정이전수입 금액에 대하여 학교급별, 소재지별 격차를 토대로 교육재정 공평성을 평가하고 향후 개선방안을 모색하는 데 목적이 있다. 이를 위해서 2014∼2016년 결산 기준 지방교육재정알리미와 학교알리미 총 7,004개교의 자료를 활용하여 주요 변수별 차이분석과 변이계수, 지니계수를 통한 교육재정 공평성을 분석하였다. 주요 분석결과는 다음과 같다. 첫째, 모든 시·도교육청에서 학교급별 공평성 지수의 격차가 큰 것으로 나타났다. 둘째, 학생 1인당 단위학교 교육경비보조금은 학교급별, 학교 소재지별로 유의미한 차이를 보였다. 모든 학교급에서 특수지역(도서/벽지)의 학생 1인당 단위학교 교육경비보조금 수준이 높았으며, 일반계 고교와 특성화 고교의 경우 광역으로 갈수록 학생 1인당 단위학교 교육경비보조금 수준이 낮았다. 셋째, 특별·광역시와 도지역으로 구분하여 각각 학교급별 학생 1인당 단위학교 교육경비보조금의 교육재정 공평성을 분석한 결과, 학교급 간에 격차가 큰 것으로 나타났다. 넷째, 동일한 학교급이더라도 특별·광역시 및 도지역에 따라서 교육재정 공평성 지수에서 차이가 있었으며, 특히 특별·광역시 대비 도지역의 교육재정 공평성이 낮은 것으로 나타났다. 분석 결과를 토대로 본 연구에서는 교육경비보조금 제도의 개선방안을 다음과 같이 제시하였다. 첫째, 교육경비보조금이 학교회계를 통해 단위학교에 직접적으로 지원할 수 있는 자율적 성격의 재원이라 하더라도 연도별, 학교급별, 지역별 격차가 매년 크게 나타나고 있으므로 학교급, 소재지, 특별·광역시/도지역 구분 및 학교규모를 고려하여 격차를 완화시킬 수 있는 방안을 적극 강구할 필요가 있다. 둘째, 교육경비보조금이 특정학교에 집중되지 않고 지역 내 학교 간에 공평하게 배분될 수 있도록 배분과정을 주민참여예산제도와 연계시키고 지방교육재정 분석지표에 교육경비보조금 배분 및 운영의 투명성을 평가할 수 있는 지표를 추가할 필요가 있다.The purpose of this study is to evaluate the equity in the educational finance based on the gap of the non-regulated transfer revenue such as the education expense grant, that is directly supported by the local government to each school, between the schools and between the school locations, and seek an improvement proposal. The conclusion drawn from the analysis is as follows. First, in all the Metropolitan and Provincial Offices of Education, the gap between the schools is huge in terms of the equity index. Second, in regard to the education expense grant per student of each school, there is a significant difference between the schools and between the school locations. In all the schools, the education expense grant per student of each school located in the special region(island/remote area) is higher than any other region. In case of the general high school and the specialized high school, the larger the district that the school is located in is, the lower education expense grant per student of each school is. Third, we evaluate the equity in the education finance by analyzing the education expense grant per student of each school after dividing the schools depending on the school location into Seoul metropolitan city, other metropolitan cities and the provinces. As a result of it, there is a huge gap between the schools. Fourth, though respectively different schools belong to a same categorized level, there is a difference in the equity index of the education finance depending on whether the school is located in Seoul metropolitan city or other metropolitan cities or the provinces. In particular, compared with Seoul metropolitan city and other metropolitan cities, the provinces are lower in terms of the equity index of the education finance. Though the education expense grant is the financial resource that the local government can spend at its discretion, namely can directly provide for each school, because the horizontal equality in the education finance is seriously damaged owing to the gap between years, schools, regions, thus based on the findings, this study suggests as follows. It is required that the scheme for stably managing the financial resource for a certain period of time is devised in order to ensure the equity, in addition, it is needed to consider the school category, the school location, the classification such as Seoul metropolitan city, other metropolitan city and the province, and the school size in the process of the finance management.

Direct EFL Instruction for Gifted Students: A Case Study

This study aimed to describe the use of direct instruction in English learning for gifted students. This research applied a case study approach. The participants of this study were an English teacher and five students of a special junior high school for gifted students of grades 7 and 8 in the acceleration program. The data were collected through in-depth interview, focused-group interview, observation, and document analysis. The data were qualitatively analyzed through transcribing, data condensing, data displaying through a matrix, and conclusion drawing. The result showed that the teacher used the teaching strategies for direct instruction which were supported by some appropriate teaching aids. The impact of the strategies on the students were the students were actively involved in the teaching-learning process although they still encountered some difficulties in their English learning process. However, the teacher needed to employ other strategies which could meet the other needs of the gifted students in the teaching-learning process.

A Study on the Development and Operation of Integrated Assessment System for National Competency Standard Professional Basic

This paper develops and builds an Integrated Assessment System for National Competency Standard Professional Basic. The integrated evaluation system for basic job competency in the National Competency Standards is developed to conduct examination by means of computers, smartphones and tablet PCs. The system can be used for the basic job competency test, examination for online cyber universities, job competency examination for enterprises, and the listening, reading, and speaking test in the foreign language proficiency examination and is even better in terms of facility investment and saved operating costs as well as efficient use of spaces in comparison with conventional evaluation schemes. Even greater synergy effects can be achieved by providing support for the integrated evaluation system for basic job competency in connection with the NCS qualification system. The evaluation system has been tested and practiced at a specialized high school and can be applied to the NCS education evaluation of the college and four-year college and to the selection examination of new employees of the company.

The School Curriculum Organization and Teacher’s Perceptions about Test Subjects in Vocational Education Division of the College Scholastic Ability Test Based in the 2015 Revised National Curriculum

이 연구는 2015 개정 교육과정이 고등학교 1학년에 적용됨에 따라 대학수학능력시험 직업탐구영역의 시험과목에 대한 학교 교육과정 편성과 시험과목에 대한 교사의 인식을 살펴보고 향후 수능 직업탐구영역의 발전 방안을 제시하는 것이다. 이를 위해 전국 특성과고, 마이스터고, 직업계열 일반고를 17개 시·도 지역별, 계열별로 1∼2학교 선정하여 해당 고등학교에서 수능 직업탐구영역 관련 교사 한명이 답변하도록 설계하였다. 총 92개교를 대상으로 설문조사를 실시하였고, 농생명 산업 계열 4개교, 공업 계열 15개교, 상업 정보 계열 22개교, 수산·해운 계열 3개교, 가사·실업계열 14개교 등 총 58개교가 설문에 응답하여 63%의 학교가 설문에 참여하였으며, 그 결과는 다음과 같다. 첫째, 2015개정 교육과정에서 전문공통과목으로 처음 도입된 ‘성공적인 직업생활’은 1학년에 31개교, 53.5%로 가장 많이 편성하였고, 다음은 3학년으로 나타났다. 2009개정 교육과정 필수과목이면서 수능 직업탐구영역의 계열별 과목인 ‘선택과목 1’과 ‘선택과목 2’는 모두 1학년에 각각 32개교 55.2%와 42개교, 72.4%로 가장 많이 편성되었고, 다음은 2학년으로 나타나 전문공통과목의 편성과 차이가 있었다. 둘째, 수능 직업탐구영역 선택과목에 대한 의견으로는, 계열별 2과목인 현행 유지가 36개교로 가장 높았으며, 다음은 ‘성공적인 직업생활’ 1과목이 12개교, ‘성공적인 직업생활’과 계열별 1과목을 포함하여 총 2과목이 8개교로 나타나, 교사들은 현재의 수능 직업탐구영역의 계열별 두 과목이 타당하다고 인식하였다. 셋째, 직업탐구영역의 응시자 수 변화에 대한 의견으로는 ‘현행 유지’가 31개교로 가장 높았고 다음은 ‘약간 감소’가 17개교로 나타났다. 계열별 난이도 요구 결과는 ‘현행 유지’가 38개교로 가장 높았으며, 난이도에 영향을 미치는 요인들의 영향 정도는 ‘교육부 수능 정책의 변화’가 가장 높았으며 다음은 ‘직업탐구영역의 응시자 수 변화’가 높게 나타났다.The study tried to investigate the school curriculum organization and teacher’s perceptions about test subjects in vocational education division of the college scholastic ability test based in the 2015 revised national curriculum. This study asked vocational teachers to fill in basic questionnaire that consists of 9 relevant and subjective items for the school curriculum organization and test subjects in vocational education division of the college scholastic ability test based in the 2015 revised national curriculum. For this, the survey was conducted 58 schools of 92 schools in technical specialized high schools, meister high schools and vocational high schools about test subjects of 2015 revised national curriculum. As a result, the ‘Successful career life’ subject was 53.5%, the most organized in the first grade. ‘test course 1’ was 55.2% and ‘test course 2’ was 72.4% the most organized in the first grade. The Opinions on the test courses were the highest in the two subjects in the same series as the present. The teacher’s perceptions showed that the current test subjects in vocational education division of the college scholastic ability test are valid. The most important factor affecting difficulty was ’The Ministry Education’s policy’ in vocational education division of the college scholastic ability test.

본 연구에서는 서울교육종단연구(SELS)의 4차 년도부터 6차 년도까지 자료를 활용하여 특목고 진 학계획의 사교육비 지출에 대한 인과효과의 실재를 분석하였다. 특히, 벌점화 회귀모형을 사용하여 특목고 진학계획과 수학 및 영어 사교육비에 영향을 미치는 사전 공변량을 탐색하였고, 선택된 공변 량을 고려한 경향점수를 추정하였다. 역확률가중치방법을 활용하여 선택편의를 조정한 후에 특목고 진학계획의 사교육비 지출에 대한 평균처치효과(ATE)를 추정하였다. 연구의 결과는 중학생의 특목고 진학계획 집단과 일반고 진학계획 집단 간에 사전 공변량을 동등 화한 이후에 특목고 진학계획의 영어 사교육비 지출에 대한 인과효과는 존재하지 않는 것으로 나타 났고, 수학 사교육비 지출은 동등화 이전보다 감소했지만 특목고 진학계획의 수학 사교육비 지출에 대한 인과관계가 존재하는 것으로 나타났다. 또한, 부모의 경제적․교육적 지원이 학생의 고교진학계 획과 사교육 참여에 대한 직접적인 변수인 동시에 매개변수로도 작용하고 있는 것을 확인하였으며, 특목고 진학계획의 사교육비 지출 인과효과에 대한 분석에서 공변량의 동등성 확보 중요성이 논의되 었다

내수기업 수출활성화를 위한 무역전문인력 양성 방안에 대한 연구

In all countries of theworld, the development of trade is an important factor for the survival of the national economy. Increased export will lead to national economic growth. Export is directly linked to employment, and the industrial structurewill be developed in the direction to produce products of comparative advantages. Therefore, every country around the world is trying to promote export regardless of the size of its economy.Accordingly, this paper focused on the promotion of export of domestic companies. It proposed to cultivate trade experts to promote export of domestic companies. The following five methods were proposed to materialize the proposal.First, it is important to foster trade experts to expand and foster the one-person creative companies. In particular, it is important to develop a professional education curriculum. It is necessary to design and conduct a systematic curriculum throughout the process including follow-up after education such as teaching detailed procedures for establishing a trade business, identification of relevant regulations and related organizations, understanding of special features of each exporting country, and details of exporting procedures through specialist training for the individual industries, helping themto keep their network steady so that they can easily get help from consultants.Second, it is necessary to educate tradersworking in the field tomake them trade experts and utilize themin on-the-job training and consulting. To do this, it is necessary to introduce systematic consultant selection process, and to introduce a systemto educate andmanage them. It is because,wemust select themost appropriate candidates, educate themto be lecturers and consultants, and dispatch themto the field, in order tomake the best achievement in export. Nurturing trading professionals utilizing the current tradingworkers to activate export of domestic companies can be more efficient through cooperation of trading education agencies and related agencies in various industries.Third, it is also proposed to cultivate female trade experts by educating female tradeworkerswhose career has been disrupted. It is to provide career disrupted women with opportunities to work after training them as trade professionals and to give manpower pool to domestic companies that are preparing for export.Fourth, it is also proposed to educate foreign students living in Korea to be trading experts and to utilize them as trading infra. They can be trading professionalswhowill contribute to the promotion of export. In the short term, theywill be providedwith opportunities for employment and start-upin the field of trade, and in themid- to long-term, theymay develop a business network between Korea and their own countries. To this end, we need to improve the visa system, expand free trade education opportunities, and support themso that they can establish small but strong enterprises.Fifth, it is proposed to proactively expand trade education to specialized high school students. Considering that most of domestic companies pursuing activation of export are small but strong companies or small andmediumsized companies, they may prefer high school graduates rather than university graduates because of financial limitations. Besides, the specialized high school studentsmay occupy better position in the jobmarket if they are equippedwith expertise in trading.This study can bemeaningful, in that it is the first research that focuses on cultivating trading experts to contribute to the export activation of domestic companies. However, it also has a limitation that it has failed to reflect themore specific field voices. It is hoped that detailed plans will be derived from the opinions of the employees of domestic companiesmaking efforts to become an export company in the related researches in the future.

EMOCIONALNA INTELIGENCIJA DAROVITIH UČENIKA

Polazeći od savremenog shvatanja darovitosti kao domenospecifičnog kvaliteta, koji se ne ogleda samo u razvijenosti određenih vrsta sposobnosti već i u različitim kombinacijama vansposobnosnih karakteristika, sprovedena je empirijska studija kojom se nastoje upotpuniti saznanja o emocionalnoj sferi darovitih u različitim domenima. Cilj istraživanja je da se utvrde distinktivne karakteristike muzički, likovno, sportski i matematički darovitih učenika u prostoru sledećih aspekata emocionalne inteligencije: samosvest, vladanje samim sobom, društvena svest i upravljanje odnosima. Na prigodnom uzorku od 473 ispitanika, koji pohađaju specijalizovane srednje škole za darovite iz Novog Sada, Beograda i Kraljeva, primenjena je skala emocionalnih kompetencija, konstruisana za potrebe ovog istgraživanja.
 Nakon ispitivanja razlika između četiri grupe ispitanika pronađena su dva distinktivna obeležja u setu specifikovanih aspekata emocionalne inteligencije, a to su vladanje samim sobom i samosvest. Prvo svojstvo je najizraženije kod sportski darovitih učenika i po njemu se ova grupa ispitanika statistički značajno razlikuje od likovno i matematički darovitih ispitanika. Ovakvi nalazi protumačeni su osobenostima datih domena odnosno činjenicom da domen sporta odlikuje veća fokusiranost na spoljnu realnost, dok domeni slikarstva i matematike podstiču introspektivnost i upućenost na intrapsihički plan, što prouzrokuje razlike u njihovoj emocionalnoj sferi. Kada je u pitanju samosvest, uočeno je da se likovno daroviti učenici statistički značajno razlikuju od preostale tri grupe ispitanika, te da je ovo svojstvo kod njih najmanje izraženo. Najizraženije je kod muzičara, zatim slede sportisti, pa matematičari. Ovi nalazi su dovedeni u vezu sa ranijim istraživanja slične problematike koja su pokazala da likovno daroviti učenici pokazuju mnogo veće smetnje u aspektu socijalne prilagođenosti, najverovatnije zbog toga što društvo, te konsekventno i školski sistem, manje vrednuju darovitost u ovom domenu, što se verovatno negativno odražava i na njihovo samopouzdanje. S druge strane, izraženost ovog svojstva kod muzički darovitih učenika jasno ukazuje da je visoko vrednovanje vlastitih sposobnosti neobično važno za ovladavanje domenom muzike.
 U celini posmatrano, rezultati istraživanja upućuju na značaj domena u nastanku specifične konstelacije emocionalnih kompetencija koja se u njemu manifestuje. Stoga se zaključuje da se emocionalno funkcionisanje darovitih može precizno sagledati jedino ako se locira u okvire pojedinačnih domena.

Self-efficacy and School-Related Adjustment of Specialized High School Students

이 연구의 목적은 특성화고 학생들의 자기효능감과 학교생활적응간의 관계를 구명하는데 있었다. 이 연구의 모집단은 특성화고 1학년 학생들이며, 학과계열을 고려하여 482명의 특성화고 1학년 학생들을 표본으로 선정하였다. 자료수집은 우편을 이용하여 2017년 8월 18일부터 9월 8일까지 이루어졌으며, 최종분석에는 일부 문항에 무응답하거나 불성실한 자료를 제외하고, 392부가 활용되었다. 이 연구의 결과는 다음과 같다. 첫째, 특성화고 학생들의 자기효능감은 보통이며, 자기효능감의 구성요인 중 자기조절효능감이 가장 높았으며, 과제난이도선호가 상대적으로 가장 낮았다. 그리고 특성화고 학생들의 자기효능감은 성별, 학교소재지, 학업성적에 따라 차이가 있었다. 그러나 학과계열에 따른 자기효능감의 차이는 없었다. 둘째, 특성화고 학생들은 학교생활에 대체로 잘 적응하고 있으며, 특히 학교규칙에 대한 적응이 가장 높으며, 학교수업에 대한 적응이 상대적으로 가장 낮았다. 그리고 특성화고 학생들의 학교생활적응은 성별, 학교소재지, 학업성적에 따라 차이가 있었다. 그러나 학과계열에 따른 학교생활적응의 차이는 없었다. 셋째, 특성화고 학생들의 자기효능감 전체와 학교생활적응 전체 사이에는 높은 상관이 있었다. 자기효능감의 구성요인 중 자기조절효능감이 학생들의 학교생활적응과 가장 높은 상관이 있었다.The purpose of this study was to analyze self-efficacy and school-related adjustment of specialized high school students. The population was 1st grade of specialized high school. Three hundred ninety two out of 482 questionnaires were used for analysis after eliminating unreliable responses and incomplete responses. Major findings of this study were as follows: First, self-efficacy level of specialized high school students was normal level. In the factors of self-efficacy, ‘self-regulatory efficacy’ was the highest, and ‘task-difficulty preference’ was the lowest. And three related variables were found to be significant in affecting the self-efficacy of the students. They were gender difference of students, student’s grades, and school location. However, major field of the students had no appreciable effect on the self-efficacy. Second, school-related adjustment of specialized high school students was moderately high. In the factors of school-related adjustment, ‘compliance with the rule’ was the highest, and ‘school classes’ was the lowest. And three related variables were found to be significant in affecting the school-related adjustment of the students. They were gender difference of students, student’s grades, and school location. However, major field of the students had no appreciable effect on the school-related adjustment. Third, there was a significant relationship between self-efficacy and school-related adjustment of specialized high school students. And ‘self-regulatory efficacy’ is the most highly related to school-related adjustment of specialized high school students among the self-efficacy.

특성화고 전문교과형 거꾸로 수업 모형 개발에 대한 연구

The most important feature of the revised education curriculum in 2015 will be to emphasize the process rather than the results and the discussion · participation type lessons. In other words, instead of infusing knowledge into students, it is necessary to introduce flipped learning that can reconstruct knowledge through their own experiences. In this research, we tried to develop a flipped learning model to apply to specialized subjects for specialized high school. We analyzed the cases of flipped learning and designed a model of flipped learning. The results were as follows. Firstly, specialized high schools must do classes focusing on improving practical skills required of vocational competencies. Secondly, we designed a flipped learning model to apply to specialized subjects for specialized high schools. As a result, it was thought that it was possible to carry out learning of job-oriented practical type to meet the purpose of specialized high schools.

이 연구의 목적은 특성화고 예비교사에게 요구되는 일반적인 교직 인성 요소들을 탐구하고, 이를 토대로 특성화고 예비교사의 교직 인성 요소를 측정할 수 있는 평가 도구를 개발 및 타당화하는 것이다. 이를 위해 먼저 문헌고찰을 통해 특성화고 예비교사의 교직 인성 구인을 도출하였고, 이에 대한 내용타당도를 확보한 다음, 요인분석 과정을 거쳐 구인타당도를 확보하였고, 마지막으로 신뢰도 검증을 실시하였다. 이 연구의 모집단은 전국 직업교육 관련 학과에 재학 중인 학생과 직업교육 관련 교육대학원에 재학 중인 학생이다. 이에 대전, 충남, 전남 소재 3개 대학의 특성화고 예비교사 400명을 대상으로 설문조사를 실시하였고, 이 가운데 회수된 350부의 설문지 중 미응답 및 불성실 응답 설문지를 제외한 210부를 분석 자료로 이용하였다. 평가 도구 개발은 문헌고찰을 통한 1차 평가 도구 개발 후, 특성화고 현직 교사 10인에게 자문을 구하여 특성화고 현실에 맞도록 문항을 재구성하거나 추가하여 2차 평가 도구를 개발 하였다. 또한 직업교육 교수 1인, 특성화고 교직경력 15년 이상의 석사 혹은 박사학위 소지자 7인에게 내용 타당도 검증을 실시하였고, 그 결과, 77개 문항이 개발되었다. 설문도구의 구인타당도를 확보하기 위해 탐색적 요인분석을 실시한 결과, 10개 요인의 59개 항목이 적절함을 확인하였다. 또한 모형 적합도를 확인하기 위해 확인적 요인분석을 실사한 결과, NC(Normed Chi square)값은 1.871, CFI값은 .889, RMSEA값은 .065, RMR(SRMR)값은 .045(.0717)로 나타나 본 연구 모형이 적합함을 알 수 있었다. 마지막으로 본 설문도구의 신뢰도 검증 결과, `부정적 교직 인성` 항목이 임계치 이하의 수치가 나타나 최종 검사도구에서 제외하였다. 이에 최종적으로 특성화고 예비교사의 교직 인성 평가 도구는 9개 요인으로 이루어진 56문항이 개발되었다. 교사는 단순히 자신의 교과지식을 전달하는 자가 아닌 교과를 매개로 하여 인간의 전인적 발달을 돕는 자이다. 이때 학생의 전인적 발달을 돕는 것은 지식만으로는 부족하며, 교사의 지속적인 관심과 노력이 필요하다. 이러한 관점에서 볼 때 앞으로 특성화고 예비교사의 교직 인성이 중요하게 다루어질 필요가 있으며, 본 연구는 그 출발점이 될 수 있을 것이다.The purpose of this study is to research on the general teacher character factors that are required for pre-service teachers for specialized high school, and based on this, develop and validate an evaluation tool that can measure the teacher character factors for pre-service teachers for specialized high schools. For this purpose, firstly, we have derived teacher character factors for pre-service teachers for specialized high schools through investigating the literatures, and after ensuring the validity on the contents, and we have ensured the construct validity through a factor analysis process, and lastly we have conducted a reliability test. The recruited group for this study are students who attend the related departments of vocational education nationwide and graduate students who attend vocational education related graduate schools nationwide. We have conducted a survey of 400 pre-service teachers for specialized high school from 3 universities of located in Daejeon, Chungnam, and Jeonnam, and have used the 210 responded surveys as our analysis data after excluding unresponsive and insincere responses from the 350 collected surveys. As for evaluation tool development, after developing the first evaluation tool through reviewing the literatures, we have restructured or added question items to fit the reality of specialized high schools by asking for advices from 10 currently working teachers of specialized high schools. In addition, the content validity test was conducted by one vocational education professor and seven masters or doctoral degree holders with more than 15 years of professional career experiences of teaching at specialized high schools, and as a result, 77 question items were developed. As a result of exploratory factor analysis in order to secure the construct validity of the questionnaire tool, 59 items of 10 factors were found to be appropriate. Additionally, as a result of confirmatory factor analysis in order to test the model validity, NC(Normed Chi square) value of 1.871, CFI value of .889, RMSEA value of .65 and RMS(SRMR) value of 0.45(.717) were shown to confirmed that this study model was appropriate. Finally, as a result of the reliability test of the questionnaire tool, `negative teacher character` item showed a value below the threshold level, so we have excluded from the final evaluation tool. As a result, finally 56 question items consisting of 9 factors were developed for teacher character assessment tool for pre-service teachers of specialized high schools.
