Cluster approach in the design of spatial development of the region

The rationale for the cluster approach in the formation of a policy for spatial development of a territory is presented using the example of the Samara region. The advantages of the cluster approach for designing the spatial development of the Samara region are determined. The role of the construction cluster in the spatial development of the region is substantiated, the main advantages and problems in the development of the construction cluster are named. One of the significant problems identified is the personnel shortage in the construction industry, to solve which it is proposed to use a cluster approach in the spatial development of the Samara region and the formation of a regional policy for the development of human resources in the construction industry, which will help retain and attract labor resources to the region.

Poverty rate as an indicator of disproportions in the spatial development of territories

Subject. The article addresses the relationship between the poverty rate of the population and sustainable and balanced spatial development of territories. Objectives. The study aims at scientific substantiation of the need to reduce the rate of poverty of the population as an imperative to achieve balanced spatial development of territories; indicative analysis of spatial development of territories in the projection "poverty rate of the population" based on statistical data from the Rosstat. Methods. I employed the indicative analysis, index method, and "zone theory". Results. The study demonstrated that poverty is one of the key indicators of disproportions in spatial development of territories, which, in accordance with the concept of "geography of poverty", is due to a lack of investment, remoteness from sources of natural resources, population density, and insufficient spread of innovations. An indicative analysis of the poverty rate in two regions of the Volga Federal District showed the relationship between the spatial development of the regions and the factors of the "geography of poverty". Conclusions. To ensure sustainable and balanced spatial development of regions characterized by a high rate of poverty, the paper offers a number of strategic directions.

Analysis of the impact of mechanisms of integration of university science into the regional innovation system on the spatial development of the Voronezh region

Relevance. University science is the basis for the progressive development of the regions of the Russian Federation, providing new knowledge and ideas, turning knowledge into technology and accelerated development of the cultural environment. The introduction of scientific research into the educational process is necessary and important conditions for maintaining the high professional level of teachers, the formation of professional competencies, and advanced training of future specialists. In the last few years, the main economic processes have demonstrated positive dynamics, which indicates the effectiveness of the implemented strategy of socio-economic development of the region, as well as an effective policy of spatial development of the territory are key factors in achieving a positive trend in the development of the region. Minister of Science and Higher Education V.N. Falkov in April 2024 He stated the need to transform the higher education system, focusing on specialized higher education based on an interdisciplinary approach that will more effectively integrate university science into regional spatial development and the national innovation system.The purpose of the study is to determine the mechanisms of integration of university science in the spatial development of the Voronezh region through the innovation system.Objectives: to analyze the impact of the mechanisms of integration of university science on the trends of spatial development; to analyze scientific and technological development; to formulate the main conclusions about university science as part of the socio-economic system of the territory.Methodology. The general scientific methods of logical analysis, method of desk research, method of systematization, descriptive method were used in the study. Results. The study revealed the key factors that contributed to the positive dynamics of the economy of the Voronezh region and considered the mechanisms of integration of university science into the regional innovation system.Conclusions. In the realities of scientific and technological development there is a need to improve the methods of integration of university science into the regional innovation system, and recommendations related to the optimization of spatial development of the Voronezh region in order to improve the quality and attractiveness of university science on the basis of innovative aspects functioning in the region have been proposed.

This paper is devoted to the analysis of problems and prospects of strengthening interregional interactions. The strengthening of cooperative ties between regions has a beneficial effect not only on technological, but also on the socio- economic and spatial development of regions, thus, it can be considered as a tool to reduce spatial polarization. The article describes the regions of the Northwestern Federal District in the context of spatial polarization, analyzes the instrument of indus- trial and spatial policy – interregional clusters, analyzes the potential for the creation of new interregional clusters in the regions of the Northwestern Federal District based on the current industry specialization and, in general, to strengthen interactions between regions.

Spatial-Temporal Coupling Coordination Relationship between Urban Green Infrastructure Construction and Economic Development in China

Urban green infrastructure construction and economic growth are necessary ways and important supports to promote sustainable development. Exploring their coupling coordination relationship is important for achieving high-quality economic development. This study uses the entropy method, coupling coordination degree, kernel density estimation, the Dagum Gini coefficient, and spatial autocorrelation to explore the spatial-temporal pattern characteristics and coupling coordination relationship between green infrastructure construction and economic development for 273 cities in Chinese mainland in 2010–2020. The results show that the level of China’s green infrastructure construction and economic development gradually increased during 2010–2020. There were significant regional differences in space, exhibiting a decreasing spatial pattern from east to west. The coupling coordination degree was constantly improving. The overall Gini coefficient shows an upward trend. Among the four regions, eastern China has the greatest intraregional variation. The uneven level of coupled coordination is mainly from interregional variation. There was a significant positive spatial autocorrelation relationship, and cities that had a higher degree of coupling coordination tended to agglomeration development. Meanwhile, it also had certain spatial heterogeneity. China’s entire level of coupling coordination degree still has much room for improvement. The study is of great significance in reducing disparities between regions and strengthening regional spatial coordination development.

Methodological approaches to the assessment of balanced spatial development of regions

Subject. This article discusses the problem of uneven development of regions. Objectives. The article aims to analyze the methods of smoothing spatial polarization and develop an algorithm for assessing the balance of regional development. Methods. For the study, we used a comparative analysis, and the tabular and graphic visualization techniques. Results. The article finds that the processes of polarization are due to socio-economic inequality, and it presents an original methodology for assessing the balance of spatial development, developed on the basis of the cluster approach. Conclusions. At the State level, it is necessary to approve a unified methodology for assessing the balance of Russia's spatial development. When developing programmes for the development of regions, it is necessary to be guided by the concept of leveling spatial imbalances.

Navigating governance with sticks, carrots, and sermons: Paving paths for sustainable development goals through local spatial planning

AbstractThe 2030 Agenda underscores the vital role of local authorities and civil society in implementing sustainable development goals (SDGs). Aligning with this agenda, the EU's spatial development framework imparts normative values, emphasizing sustainable territorial development, participatory governance, and multi‐level cooperation. This framework serves as a potential facilitator for spatial planning to ensure policy coherence in SDG implementation. Despite its potential, mainstreaming the 2030 Agenda through spatial planning encounters challenges, particularly navigating unresolved tensions between global SDG formulation and local ownership. These challenges are accentuated in countries with conformative planning systems and weak governance structures, requiring a specific methodological approach. To address these complexities, this study investigates the opportunities for leveraging SDGs within the multi‐level governance arena of spatial planning. Employing mixed quantitative and qualitative data analysis methods in a local planning context, the research explores key concerns arising from regional, national, and EU spatial development policies. The study delves into their potential leverage capacity for guiding and funding SDGs within a specific local context. Results suggest that using different policy mechanisms, spatial planning can better address the holistic nature of the 2030 Agenda. Although not all SDGs can be leveraged, a substantial part can be addressed whenever a broader multi‐level governance perspective is considered within local planning contexts.

A Complex of Management Tools to Overcome Differentiation of Region’s Spatial Development

A key direction of the state regional policy is sustainable socio-economic development of the regions of the Russian Federation. However, the solution of this issue is significantly complicated by a number of problems associated with the spatial heterogeneity of the country and further inequality in the level of socio-economic development of Russian regions. The relevance of this study is determined by the necessity to solve the problem of systematization of theoretical approaches to the description of mechanisms of socio-economic development of the subjects of the Russian Federation, aimed to overcome the spatial differentiation of territories by basic indicators. The object of the study is the regions of the Far Eastern and Siberian Federal Districts. The aim of the study is to develop the principles of systematization of tools for spatial development of the subjects of the Russian Federation depending on the level of differentiation of regions by basic principles. To achieve the aim, the authors used the following research methods: comparative analysis, empirical analysis, synthesis, statistical method, graphic research methods. Based on the comparative analysis of the existing causes of differentiation of spatial development of the subjects of the Siberian and Far Eastern Federal Districts, the objective and subjective factors of regional inequality were identified. The analysis of existing mechanisms of spatial development of the regions of the Siberian and Far Eastern Federal Districts revealed their insufficient efficiency in solving the problem of smoothing regional socio-economic inequality. The author’s approach to the formation of a set of management tools to overcome the differentiation of spatial development of regions on the example of the Siberian and Far Eastern Federal Districts on the basis of grouping the subjects according to the studied groups of basic indicators is proposed. The paper proposes the definition of individual characteristics of each subject of the Russian Federation as a basis for the formation of tools for spatial development of the region.

Towards a better psychological satisfaction: developing a mixed multi-criteria evaluation system to urban ‘Not in my back yard’ facilities siting

‘Not in My Back Yard (NIMBY)’ facilities are psychologically sensitive to urban and regional development. Multi-criteria evaluation (MCE) method has been widely used for the decision-making of optimum siting of urban NIMBY facilities which aim to improve residents’ psychological satisfaction. However, the evaluation of qualitative criteria in siting analysis remains under researched, such as the insufficient focus on urban and regional spatial development, social public opinion, and psychological factors. Thus, the effective improvement of MCE method through an interdisciplinary view can optimise the decision process and advance the factor assessment system of siting, which helps to supplement qualitative criteria evaluation. The specific improvement steps are as follows. The first step is to introduce the mixed MCE method to improve the qualitative criteria evaluation method by pre-processing qualitative criteria with min–max standardisation and normalization. This process transfers all negative factors to positive ones and transforms the F function to linear functions. The second step is to optimise the existing two-phase siting decision-making including the feasibility evaluation phase and the MCE phase. The third step is to propose a modular criteria system composed of urban and regional spatial planning, social psychological factors and the corresponding improvement strategy of this system from three perspectives of composition, measure, and weight. We argue that the improved method could be broadly applied to optimum siting decision of urban NIMBY facilities and enhance the psychological satisfaction of residents.

In modern Russia, effective tools for influencing socio-economic processes in the regions are the Spatial Development Strategy of the Russian Federation for the period up to 2025, a program-oriented approach to the development of rural areas of the regions. The purpose of the study is to determine the role of life cycle management of construction facilities in the conditions of spatial development of regions in modern Russia. The paper uses methods for analyzing the results of management of modern organizations located in the territories of spatial development of Russian regions, including life cycle management of construction facilities, methods of logical, system analysis, and the method of expert assessments. This article is devoted to determining the role of life cycle management of construction facilities in the conditions of spatial development of regions in modern Russia. It is very important to understand the role of life cycle management of construction facilities in the spatial development of regions is the conclusion that the territory in market conditions is a subject of economic relations. The further development of the Russian economy is largely due to the increasing level of clustering of high-tech industries, which is an important prerequisite for the country's scientific and technological competitiveness. The centers of new knowledge generation, commercialization and diffusion of innovations to other regions of the country are the territories of spatial localization of manufacturing enterprises (special economic zones, industrial technoparks, etc.). The results of managing the life cycle of construction facilities in the conditions of spatial development of the regions of modern Russia depend on a combination of external and internal factors that have developed in the conditions of a specific spatial localization of industrial enterprises (special economic zones, industrial technoparks, etc. etc.), as well as depending on the factors generated by the activity of the economic entity itself. The role of life cycle management of construction facilities identified by the authors of the article in the development of regions allows economic entities in modern conditions to conduct a detailed analysis of the performance indicators of investment management in real estate based on an appropriate set of tools for each phase of the cycle, and the practical application of the concept of property value management will maximize its value at all stages of its implementation, and also maximizing profits and minimizing costs during the operation of the property.

Trajectories and problems of the current spatial development of Russia’s European Near North regions

This article employs a comprehensive economic and geographical approach to examine the extensive European segment of Russia that extends north of the Moscow region – the area commonly known as Blizhny Sever (Near North). New challenges require an improvement of Russia’s spatial development strategy. The case of the region is used to illustrate the possibility of a multiscale approach to identifying socioeconomic contrasts within regions and describing the interdependent development of their parts. The study analyses population change trends from 1990 to 2022 alongside the territory’s migration patterns, employment trends and infrastructure development. The spatial approach is crucial in this context, owing to the natural variations within the macroregion, the suburban-peripheral contrasts and the growing role of the central cities. The study closely examines the eastern part of the macro-region, from Yaroslavl to Kirov. The compression of developed areas and the degradation of essential living conditions have been the most pronounced trends in the post-Soviet period, along with organisational and economic changes in key economic sectors. The study also explores how the impact of regional centres on surrounding areas changes with distance. It places emphasis on the shifting paradigm of agricultural land use under new institutional and economic conditions, the increasingly patchwork character of farming and the implications of the focus on animal husbandry. The work relies on analysing municipal-level statistical information and the extensive use of maps. Identifying both relatively successful and highly problematic areas within this vast macro-region can aid in devising new visions to enhance national and regional spatial development strategies.

Theoretical model of "smart" urban planning as a cyber-physical complex

A theoretical model of "smart" urban planning is presented. The model demonstrates the possibility of integrating modern universal and specialized information platforms with appropriate planning programs and methods, "digital twins", and modeling automation technologies into the methodology of advanced spatial planning of complex urban systems. The methodology of strategic urban planning for regions and macroregions is based on a system of laws and principles of dialectical unity in goal-setting, forecasting, programming, and design and implementation of solutions for their development. In total, ten paired groups of principles are presented, taking into account five patterns, each of which includes three principles. Within the framework of this study, a synthesis of specialized concepts is used in the areas of strategic urban planning and information planning and modeling, and the notion of strong artificial urban intelligence is defined. The composition of urban planning information platforms includes heuristic, simulation, software, design, and implementation automonitoring platforms, as well as their most important modeling functions based on the "digital twin" of the object planned, introduction of appropriate advanced scientific and technological knowledge, integration of successful practices, and mechanisms for diagnosing and monitoring the implementation of solutions for the development of regional settlement systems. The theoretical and diagnostic structure of criteria for assessing the territorial and spatial development of regions is demonstrated.

Analysis of the driving factors of the change of erosion-deposition in the Minjiang Estuary, Southeast China

Understanding the evolution and driving factors of sedimentation and erosion at the mouths of small and medium-sized mountain streams during various periods is essential for regional spatial utilization, development, and sustainable economic growth. This is particularly important when considering the combined impact of climate change and human activities. This paper presents an analysis of the changes in sedimentation and erosion of mouth isobaths and underwater deltas over different periods using nautical chart data (1950-2019) and analyzes the factors driving changes in sedimentation and erosion during different periods from 1950 to 2020 based on the runoff-sediment discharge of the Minjiang River (MR) and extreme climate factors such as typhoons, especially the driving factors that caused a sudden change in the sedimentation and erosion process between 1998 and 2005. The results indicate that runoff-sediment characteristics are crucial in driving sedimentation and erosion changes. In the past 70 years, the underwater delta of the MRE has mainly experienced four stages: deposition (1950-1992) -erosion (1993-1998) -deposition (1998-2011) -erosion (2011-2019). Taking the impoundment operation of the Shuikou Reservoir in 1993 as the node, the sediment load of the Minjiang River into the sea began to decrease sharply, and then the estuary quickly showed a state of erosion. The change of sediment flux into the sea is the main driving factor for the evolution of erosion and deposition in the Minjiang River Estuary (MRE). The critical value of the erosion-deposition transition is about 570.3 × 104 t/yr. After the estuary entered a state of erosion in 1993-1998, significant siltation suddenly occurred in 1998-2005. The reason for the siltation in this period may be related to the frequent transit typhoons and flood events in 1998-2005. Therefore, the change of river sediment supply into the sea is the main driving factor controlling the erosion and deposition evolution of the Minjiang River estuary on a long time scale of more than 10 years, which reflects the influence of large-scale human activities on the river and estuary area in the past half century. Extreme climate events are the incentive to adjust the estuary landform in the short term. Extreme climate events will not fundamentally change the process of estuarine geomorphological evolution under the background of sediment supply reduction.

ИНДИКАТОРЫ ТЕРРИТОРИАЛЬНОГО И ПРОСТРАНСТВЕННОГО РАЗВИТИЯ РЕГИОНОВ

A cross-section of modern evaluation scales of the spatial organization of regional and urban systems is presented, focused on ensuring sustainable, information technology, architectural and urban development of the living environment of people. Theoretical models of unified indexing of the territorial and spatial organization of regions are proposed, corresponding to the current regulatory framework and priority scientific research in the field of criteria of spatial development of regions and their parts, as well as a table of correlation of differences in the conditions of spatial development of regions. The task of "developing the scientific foundations and methodology of the human habitat quality assessment system", including at the regional level, is included in the List of priority areas for the development of applied sciences and exploratory research of the RAASN and the Ministry of Construction of Russia. The methodological basis of the research is the principles of a systematic approach to urban planning, corresponding to the laws of goal-setting, construction and development (implementation) of complex systems. The practical significance of the research lies in the use of the main results of the work in the urban planning support of the spatial development strategy of Russia in terms of the application of its provisions in the preparation of regulatory requirements for urban planning documentation in the field of spatial and territorial planning of the development of regions and agglomeration forms of settlement; in the educational process of preparation in the areas of "Architecture" and "Urban Planning".

Action-oriented planning methods as a tool for improving regional governance in Switzerland: Evidence from the Sisslerfeld area

Faced with challenges such as rapid transformation of existing settlements, reorganisation of mobility patterns, and climate change mitigation management, the governance of spatial development in Switzerland demands institutional and procedural innovations, particularly noticeable at the regional scale. Although cantons, the middle-governmental tier between the federal and communal authorities (municipalities), play a coordinating role supported by numerous formal and informal planning instruments, the small size of the institutional territory, coupled with administrative decentralisation of the country and autonomy of the lowest administrative levels, often challenges a multi-governmental and multi-sectorial approach to regional spatial development. Against the concepts of regional governance, regional planning and the action-oriented planning, and using the mixed-method research approach (focusing on documentary analysis and ethnographic methods), the article critically assesses a planning method – test planning – applied in the process of creating a development vision of Sisslerfeld, the largest land reserve in the Swiss canton of Aargau. Research results highlight the potential and limitations of informal collaborative procedures and elucidate the approaches of critical actors in an effort to achieve joint institutional action.

Integrated methodology for assessing the readiness of a territory for the creation of a transport cluster

The process of transport clustering is a tool for the regional spatial development of the country, since it contributes to the elimination of infrastructural constraints, increasing the availability and quality of the main transport infrastructure and increasing the competitiveness of the territory. The choice of a territory for the creation of a transport and logistics cluster (hereinafter - TLC) is an important stage in the development of the clustering process, but there is no methodology that assesses the conditions of the region for the creation of a TLC. The aim of the work is to develop a methodology for assessing the readiness of the territory to create a TLC. To achieve this goal, the following tasks were completed: indicators were developed that characterize the conditions for the creation of a TLC; mathematical tools of the methodology were developed; three groups of regions were identified according to the value of assessing readiness for the creation of a TLC; the methodology was tested in the regions of the Russian Federation and subjects ready to create a transport cluster were identified. As a result of the methodology approbation the regions of the Russian Federation were assessed according to the degree of readiness for transport clustering, which forms the basis for the spatial development of the territory.

Spatio-Temporal Difference in Agricultural Eco-Efficiency and Its Influencing Factors Based on the SBM-Tobit Models in the Yangtze River Delta, China

In the Yangtze River Delta region, where the agricultural economy is well developed and agricultural pollution and carbon emissions are significant, a regional study of AEE (Agricultural Eco-Efficiency) is crucial to reducing agricultural environmental pollution, improving the rationalization of agricultural production layout, and promoting the realization of low-carbon goals. The SBM-Tobit model and GIS were employed to analyze AEE based on the carbon emission evaluation system in the spatial and temporal characteristics, as well as the influencing factors and the migration path of the center of gravity in the "low carbon" context. A rational plan of agricultural production was proposed according to the results. The following results were obtained: (1) The level of AEE in the Yangtze River Delta region was high, and the region exhibited a U-shaped curve change from 2000 to 2020, with a fluctuating decrease from 2000 to 2003 and a fluctuating increase from 2004 to 2020. The regional spatial development balance was enhanced, while there was a spatial incongruity in the development process of AEE enhancement, high in the southwest and low in the northeast; (2) AEE generally had a high regionalized agglomeration of low-low in the southwest and high-high in the northeast. Nonetheless, temporal heterogeneity was observed in spatial correlation, and the correlation weakened with time variation; (3) Urbanization level, agricultural production structure, crop cultivation structure, and fertilizer application intensity were the main factors influencing AEE in the Yangtze River Delta region; (4) The center of gravity of AEE in the Yangtze River Delta region shifted to the southwest under the influence of "low-carbon" related policies. Therefore, the improvement of AEE in the Yangtze River Delta region should focus on inter-regional coordination and linkages, rational planning of production factors, and the formulation of measures under relevant carbon policies.

Use of GIS technology and cellular automata for modeling multiple socio-economic scenarios of regional spatial development and inter-regional cooperation

ABSTRACT The advancement of effective spatial planning to support sustainable development and inter-regional cooperation has become an issue of serious concern for regional authorities. Spatial planning research helps to identify economic clusters and analyze their changing spatial patterns, which is important for understanding regional economic space dynamics and potential inter-regional cooperation. To support decision-makers in the development of efficient plans of spatial development encompassing the identification of the best-suited territories, a combined Geographic Information System (GIS) based approach to interpret qualitatively expressed multiple socio-economic scenarios in quantitative map-based terms of graded suitability, and a formalized approach to the socio-economic evaluation of the territory is offered. Based on GIS technology coupled with integrated cellular automata decision analysis techniques, the study provides a method that performs socio-economic assessment of the study area according to the generated scenarios of regional spatial and socio-economic development. The proposed method is applied to Primorsky and Khabarovsk Krais, located in the Russian Far East. Socio-economic scenarios of spatial development initiated by investors and regional authorities were assessed and evaluated. The generated socio-economic scenarios illustrate how the unified set of spatial and socio-economic variables can be linked and used to gain insights into inter-regional socio-economic and spatial development. The application results demonstrate the advantage of the proposed method in identifying the best-suited unit areas for targeted regional development.
