Subject. The article addresses economic and managerial relations arising in the process of building the innovative climate of the region. Objectives. The study aims to develop methodological provisions for assessing the innovative climate of the region in the formation of innovative development programs. Methods. We employ methods of systems analysis, comparison, abstraction, synthesis, generalization, structuring, and formalization. Results. We analyzed the existing methods for assessing the innovation climate in the region, proposed methodological provisions for this purpose. Our own algorithm to assess the innovation climate in the region considers stages of formation of innovative development programs. The paper offers a methodological approach to innovation climate assessment from a regional perspective. Conclusions. The formation of a favorable innovation climate in the region enables to enhance its competitiveness, improve the socio-economic situation, increase the share of domestic companies in the high-tech markets, ensure the implementation of innovative programs. Regular assessment of innovation climate is an essential procedure within the framework of managing the innovative development of the region.
