58. Psychological health care service model and legal policy support in grassroots community governance

Abstract Background As mental health issues increasingly become an important factor affecting public health and social harmony, China is gradually promoting the sinking of mental health services to grassroots communities. However, there are still fragmented, non-standard, and insufficient sustainability issues in the supply mode of mental health care services in grassroots communities, and the relevant legal and policy support system is not yet sound, which restricts service coverage and intervention effectiveness. Therefore, this study systematically sorts out the existing mental health care service models in grassroots communities, analyzes their legal and policy support status and bottlenecks, in order to provide theoretical and practical basis for building a standardized and sustainable community mental health service system. Methods The study selected 24 urban and rural communities from six provinces in eastern, central, and western China as survey subjects, covering three types of institutions: community health service centers, street social workstations, and community mental health service points. Conduct a systematic review and content analysis of community mental health related policy documents issued by the national and local governments since 2015. A questionnaire survey was conducted on 320 community mental health service providers, including general practitioners, social workers, and psychological counselors, to investigate service models, resource allocation, policy awareness, and implementation barriers. Finally, 36 policy makers, institutional managers, and service users were selected for semi-structured interviews to understand the service operation mechanism and policy implementation effectiveness. The study used SPSS 26.0 for descriptive and comparative analysis of questionnaire data, and Nvivo 12.0 for topic coding and qualitative analysis of interview texts. Results The study identified four main service models, with the "medical social collaboration" integrated service model accounting for 35.4% of the sample communities. The community health service center collaborated with community organizations to conduct psychological assessments and referrals. The "social worker led" supportive service model accounts for 29.2%, relying on community social work stations to carry out mental health education and group counseling. The "family neighborhood" mutual aid model accounts for 20.8%, based on community volunteers and neighborhood networks for psychological companionship and crisis warning. The "digital platform+" remote service model accounts for 14.6%, providing psychological assessment and counseling through online platforms. Policy analysis shows that the national level has issued the "Mental Health Law of the People's Republic of China" and relevant guidance on mental health services, but only 41.7% of communities in local supporting policies have clear service implementation guidelines and funding guarantee measures. The survey results show that 67.3% of service providers believe that the lack of specialized legal basis is the main obstacle to service development, and 71.5% reflect that the training time is less than 20 hours per year, and the standardization of services needs to be improved. Discussion The current grassroots community mental health care has formed a prototype of a diversified service model, but due to insufficient legal and policy support, lack of cross departmental collaboration mechanisms, and unsustainable resource guarantees, the overall service is still in a fragmented stage. The study provides a model reference and policy recommendations for improving the grassroots psychological service system, and further comparative research and long-term impact assessment of different regional models should be carried out in the future.

OpenDDF Advances Knowledge Service‐Oriented Disaster Data Governance

ABSTRACT The integration of multi‐source heterogeneous data, inconsistent metadata standards, and limited knowledge service capabilities remains major challenges in building open science platforms for disaster risk reduction (DRR). This study proposes the Open and Extensible Disaster Data Governance Framework (OpenDDF), an innovative framework designed to enhance FAIR principles (Findable, Accessible, Interoperable, and Reusable) disaster data governance and knowledge services capacity. This framework integrates the development of disaster data classification systems, metadata standards, data management protocols, and online knowledge service modes, encompassing the entire data lifecycle of collection, processing, storage, and sharing. Guided by this framework, the Disaster Risk Reduction Knowledge Service system (DRRKS) has been developed and applied internationally, showcasing DRR data governance technologies and knowledge service contributions. DRRKS established four data types disaster data classification system, adopted 17 metadata and disaster data management standards, and developed four types of data processing and storage workflows. In addition, 25 software functions have been independently developed to support four online knowledge service modes implementation. OpenDDF bridges semantic and procedural gaps between raw disaster data to disaster knowledge data, lays the foundation for next‐generation big data–and artificial intelligence–oriented disaster risk reduction knowledge services.

Service Model Selection for “Internet + Recycling” Platforms: A Game-Theoretic Analysis of Door-to-Door vs. Fixed-Point Collection

The rise of “Internet + Recycling” platforms is transforming the domestic waste management landscape, creating dual-channel reverse supply chains where new platforms interact with traditional recyclers. However, these platforms face critical strategic decisions regarding their service portfolios (convenient but costly door-to-door vs. economical fixed-point drop-off) and their relationship with incumbents (cooperation vs. competition). This study aims to determine the optimal pricing, service level, and relationship strategies for an “Internet + Recycling” center to maximize profitability under the influence of consumer channel preferences and government subsidies. We developed four Stackelberg game-theoretic models representing different scenarios of service modes (fixed-point only vs. fixed-point with door-to-door) and relationship structures (cooperation vs. competition). We derived equilibrium solutions for recycling prices, service levels, and profits. Our results reveal that while cooperation generally leads to higher systemic profits, the addition of a door-to-door service significantly alters the strategic landscape. We find that a higher consumer preference for the platform channel allows the center to lower prices while increasing profits, and that government subsidies are the most effective at enhancing service levels in cooperative models. Crucially, intense competition incentivizes recycling centers to reduce rather than increase their service levels to cut costs. This research provides a decision-making framework for recycling enterprises to select optimal service and competitive strategies. It also offers insights for policymakers on how to design subsidies to effectively promote high-convenience recycling services and foster a more efficient circular economy.

A Vehicle Routing Optimization Framework of a Property City Based on an Intelligent Algorithm and Its Application

Property city is a newly emerging property service mode attracting widespread attention. Addressing the gap in quantitative analysis of the vehicle routing problem (VRP) of a property city based on quantitative analysis in existing studies, this study introduces the single-loop traveling salesman problem (TSP) and multi-loop VRP models for different service scenarios of a property city. An intelligent optimization framework combining the nearest insertion method and genetic algorithm was constructed to solve these problems. The example analysis results show that the intelligent algorithm is feasible, outperforming the nearest insertion method in designing reasonable operational schemes, while the total operational cost of the multi-loop scenario was lower than that of the single-loop scenario. This study enriches the theoretical system of property city and provides references for its service practice.

ObjectiveTo describe the need for specialised women's mental health services and the development of Australia's first women's mental health hospital service in the 21st century.ConclusionWomen in Australia experience a high level of violence and trauma. Compounding their past experiences with sexual violence, Australian and United States data indicate that a significant percentage of inpatients experience sexual violence during a psychiatric admission. Despite many reviews of mental health service provision, co-gendered wards, with noted incidents of assault against women inpatients, continue to be the usual mode of service in both the public and private healthcare sectors in Australia. Inpatient and community therapeutic programmes have not met the special needs of women. The establishment of Australia's first women-only mental health hospital at Cabrini Health in 2021 demonstrates the feasibility and value of a specialised, trauma-focused and holistic model of care. These developments highlight the urgent need for broader service reform to ensure safe inpatient facilities and gender-focused therapeutic programs for women.

In the context of global carbon neutrality and circular economy, this study proposes a circular furniture trading service model driven by user needs to address the underutilization of furniture waste, promote resource efficiency, and support carbon peaking and neutrality goals. Drawing on SIVA theory, circular economy principles, the Kano model, and Analytic Hierarchy Process (AHP), this study establishes a research framework to obtain, classify, and prioritize user needs through surveys, interviews, and mixed qualitative-quantitative methods. Based on these analyses, an optimized recycled furniture service system was designed to enhance information access, value perception, and the purchasing process. The Kano and AHP analyses identified price, environmental friendliness, and service convenience as core priorities. The model integrates green and information technologies to deliver a convenient, efficient, and eco-friendly service via trade-in, refurbishment, and one-stop solutions, thereby significantly enhancing user satisfaction and resource utilization efficiency. The findings provide a reference for green transformation of the furniture industry and the development of a low-carbon economy.

Stellar Rotation in an Old Solar Twin Using ESPRESSO/VLT Validates Gyrochronology

Abstract We report the detection of rotation in the old (∼7 Gyr) solar twin HIP 73815. This result provides new insight into the validity of gyrochronology beyond the solar age, a subject of intense debate in recent years. Previous claims in the literature often relied on merged or fragmented time series or on model-dependent proxies, leading to ambiguous interpretations. Thanks to ESPRESSO’s service mode, we obtained an unprecedented, single, coherent data set spanning over 80 days and covering more than two full rotation cycles of this old solar twin. We measure a rotation period of P GP = 31 . 1 − 1.1 + 1.3 days, consistent with predictions from gyrochronology, in contrast with recent studies suggesting that these relations break down past the solar age. Our result demonstrates that gyrochronology remains a reliable method for estimating stellar ages for Sun-like stars at least up to ∼7 Gyr, beyond the solar age, where its validity has been under debate. Moreover, we show that with a carefully designed ground-based observational strategy, precise and accurate rotation periods can be measured even in old stars, enabling robust age determinations for Sun-like stars and providing critical calibration for independent dating methods.

Analysis of the Optimization Path of Library and Information Service Mode under the Background of Big Data

This study investigates the fundamental transformations and challenges posed by big data environments to document service models in library and information institutions, proposing systematic optimization strategies. The research reveals that traditional models demonstrate limitations in data processing, knowledge mining, and demand response, necessitating a deep paradigm shift-from document management to data governance, from information services to knowledge services, and from universal provision to scenario-integrated solutions. To address core issues including technological lag, superficial content, and interaction barriers, the optimization strategy focuses on establishing an intelligent resource foundation integrating multi-source data, designing personalized knowledge service pathways guided by user needs, and creating cross-domain collaborative embedded service mechanisms. The final conclusion emphasizes that library and information institutions must undergo structural innovation to transform from information managers into core knowledge enablers within the knowledge ecosystem, thereby achieving a fundamental leap in service value.

The Impact of Electronic Payment on Banking: Policy Transmission, Payment Infrastructure and Risk Management

Since the end of covid-19, in the post epidemic era, the payment mode based on electronic payment is constantly replacing the payment mode based on traditional currency. This study mainly analyzes the relationship between electronic currency and banking industry in recent years We define electronic money payment as several payment methods, including fast payment track, account to account instant transfer, token deposit and central bank digital currency (CBDC). According to the latest international institutions and industry reports, the accelerated adoption of instant and open payment is constantly reshaping the service mode, competition and cost structure of banks, and the CBDC plans of various countries are being carefully promoted. At the same time, intermediary design is adopted to reduce the risk of inter mediation. There are three opinions in this paper. First, the main transformation of retail payment is to turn to an interoperable, API supporting and account based infrastructure, rather than just replacing it in a single way. Secondly, the impact of the banking industry depends on the design options of CBDC, such as hierarchical shareholding and no interest payment, which can protect deposits and maintain the transmission of monetary policy. Third, banks that combine operational flexibility and data governance with embedded financing strategies can expand revenue and protect the liability side. These insights ultimately serve the bank's management, that is, to invest in real-time capabilities, strengthen network operation risk control, and make governance consistent with the evolving CBDC and open financial rules.

This paper conducts a review study focusing on cultural adaptation and consumer recognition in the process of brand globalization. In the context of the rise of trade protectionism in the post-pandemic era and the enhanced cultural confidence of consumers in emerging markets, the strategic value of cultural adaptation for brand globalization has become increasingly prominent. The study first sorts out the theoretical foundations of brand, brand globalization, cultural adaptation, and consumer recognition, and analyzes the impact of brands on consumer behavior through dimensions such as image, risk, emotion, and culture. On this basis, it reveals the root causes of cross-cultural conflicts in brand globalization — the structural differences between the home country culture of multinational corporations and the culture of the host country, as well as their specific manifestations in the level of consumer behavior, employee interaction, and cultural concepts. Subsequently, it systematically elaborates on cultural adaptation strategies from three dimensions: brand cultural positioning (cultural integration, localization, and innovation), products and services (design, function, and service mode), and marketing channels (channel selection and cooperation mode). At the same time, it analyzes the influencing factors (cultural and brand factors), construction paths, and significance of consumer recognition. It clarifies the dynamic relationship through which cultural adaptation affects consumer recognition at the cognitive, emotional, and behavioral levels. The research shows that cultural adaptation is an important antecedent variable of consumer recognition, and both are crucial to the success of brand globalization, which can provide theoretical and practical references for the globalization practice of brands from emerging markets such as China.

Comprehensive evaluation of performance of vaccination services based on game theory combinatorial weighting-Technique for Order Preference by Similarity to Ideal Solution method

Objective: To refine the indicator weights of performance evaluation tool for vaccination service and comprehensively evaluate the service performance of vaccination units in some provinces of China. Methods: A total of 156 vaccination units from six provinces of China were selected. A combined weighting method based on the game theory was applied to assign weights to the evaluation indicators of the performance of vaccination service. The Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) was used to rank the vaccination service performance of each vaccination unit. Results: The results of the combined weighting showed that the subjective weighting ratio α1 was 44.20% and the objective weighting ratio α2 was 55.80%. Among the first-level indicators, the highest combined weighting was given to the operational performance (42.73), followed by the configuration performance (40.60). Among the secondary indicators, the three indicators of vaccination service, financial guarantee and human resource had the highest weights, which were 18.66, 16.88 and 11.68, respectively. TOPSIS analysis indicated that the relative closeness index of each province ranged from 0.45 to 0.51, and the vaccination units of Zhejiang Province showed the best immunization service perfprmance, followed by Shaanxi Province. Conclusions: The combined weighting method based on game theory integrating subjective and objective weights could make the final weight results more representative and scientific. The gap inthe levels of vaccination service performance of indirect vaccination units among the provinces have been narrowed, but the unbalanced regional development still persist. It is recommended that each region optimize the allocation of resources to vaccination units, innovate the service mode, and actively learn from the advanced experience of each region to improve their own service performance according to the contextual needs.

Objective: Through in-depth interviews with cancer patients and/or family caregivers who have received or are currently receiving community hospice care services, this study aimed to explore their views on the current community hospice care services in Macao, summarizes the content of the current services, identifies their strengths and weaknesses, and provides suggestions for the future development of community hospice care in Macao. Methods: This study was a qualitative interview study. From October 2023 to May 2024, 12 cancer patients and/or family caregivers who have received or are currently receiving community hospice care in Macao were interviewed one-to-one using a targeted sampling method. Among them, 8 were cancer patients and 4 were family caregivers. Before the interview, the researcher conducted relevant interview training and prepared the interview outline. After the interview, data analysis was guided by interpretative phenomenology and analysed using Colaizzi 7-step data analysis method, with theoretical guidance provided by Haggerty’s continuity of care framework. Results: (1) Community hospice care in Macao is experiencing a mismatch of supply and demand in service mode; (2) Community hospice care has overlapping services. Discussion: Examining the current situation of community hospice care in Macao according to Haggerty’s (2003) continuity of care framework, there are deficiencies in management, informational and relational continuity, which fail to provide continuity of care. Therefore, the following recommendations are made: (1) Clear membership guidelines for community services; (2) Strengthen the medical level of community hospice care; (3) Form a continuity of care system; (4) Promote information sharing.

In recent years, there has been a significant acceleration of the Earth’s rotation, manifested in the growth of the difference between universal and coordinated time UT1–UTC, which, according to some authors, may lead to the need for the first time in history to introduce a negative leap second into the UTC scale. In 2024, based on an analysis of the available data on the Earth’s rotation and two predictions of universal time, the author suggested that within two or three years the rotation of the Earth will most likely return to slowing down. In this paper, a comparison of these predictions with the observed variations of universal time after a year has passed since the publication of these predictions is made. This comparison has shown that so far the prediction made in the regular service mode is justified at the level of average several-year errors of universal time prediction, while the prediction based on the model of long-term variations of universal time showed better agreement with observations.

Geometric Error Analysis and Correction of Long-Term In-Orbit Measured Calibration Data of the LuTan-1 SAR Satellite

LuTan-1 (LT-1) is China’s first L-band differential interferometric synthetic aperture radar system, comprising two multi-polarization SAR satellites, LT-1A and LT-1B. The satellite uses differential deformation measurement and interferometric altimetry technology to realize surface deformation monitoring and topographic mapping in designated areas. It has the characteristics of all-weather, all-time, and multi-polarization and can be applied to military and civilian fields. In order to further improve the accuracy of image geometric positioning, this paper analyzes the error sources of geometric positioning for the differential deformation measurement mode (strip 1) of the satellite service. The in-orbit data of three years since the launch (2022–2024) are selected to analyze the positioning accuracy and stability of the uncontrolled plane based on the corner reflector and active calibrator deployed in the calibration field. The experimental results show that the positioning accuracy of the satellite strip 1 image without a control plane meets the requirements of the in-orbit index and remains relatively stable. The geometric precision correction positioning accuracy after error source compensation is better than 3.0 m, providing a favorable support for the subsequent application.

Analysis of the Application Effect of Multi-Role Positioning Service Model in Hypertensive Patients in Health Examination Center

Objective: To study the application effect of the multi-role positioning service model in hypertensive patients in the health examination center. Methods: A total of 152 hypertensive patients admitted to the hospital’s health examination center from January 2024 to January 2025 were selected as the subjects. They were randomly divided into two groups using a random number table method. The control group (76 cases) received conventional physical examination service mode, while the observation group (76 cases) adopted the multi-role positioning service model. The nurse proficiency and physical examination quality were compared between the two groups. Results: The nurse proficiency scores in the observation group were higher than those in the control group (P < 0.05). The physical examination quality scores in the observation group were higher than those in the control group (P < 0.05). Conclusion: The adoption of the multi-role positioning service model for hypertensive patients in the health examination center can improve nurse proficiency and physical examination quality.
