ИНТЕГРАЦИЯ СИСТЕМ УПРАВЛЕНИЯ КАЧЕСТВОМ УЧРЕЖДЕНИЙ ПРИ ОКАЗАНИИ МЕДИЦИНСКОЙ ПОМОЩИ – ВОЗМОЖНОСТИ И ПЕРСПЕКТИВЫ

Significance. Development of integrated quality management systems is a key direction in the development of management activity, ensuring achievement of the organization goals. For the first time ever, analysis of the experience of a federal medical research institution and a state clinical cardiology dispensary in the integration of quality management systems using project management approach has been undertaken. The results show practicability of the integration approach and synergy effect in achieving common goals. The limitations of the project approach can be eliminated along with accumulation of experts' experience and monitoring over effectiveness of activities. The purpose of the study was to present the experience of integrating quality management systems of two institutions providing medical care to patients with cardiovascular diseases. Material and methods. The base of the present study was the Research Institute for Complex Issues of Cardiovascular Diseases and Kuzbass Clinical Cardiology Dispensary named after Academician L.S. Barbarash. The objects of the study were the quality management systems of the two institutions. In order to achieve the intended goal, the project and system approaches were applied. Results. Cooperation between the two institutions made it possible to attain the target indicator of the regional program “Control over Cardiovascular Diseases” in terms of the number of coronary artery X-ray endovascular interventions (5,335 interventions in 2022 against the planed 5,721). An organizational and functional model has been developed to provide care to the most difficult category of patients requiring heart transplantation. Joint comprehensive audits have been organized in accordance with the requirements of international standards for quality management systems and internal quality and safety control of medical activities. The corporate culture of the institutions develops on the basis of common professional, social and cultural values through joint events (e.g. “Gifts of Nature” contest, courage insights, New Year, sports days, etc.). A unified procedure for personnel actions in various conditions of both peacetime and high readiness has been determined. Conclusion. The project made it possible for the first time ever to receive evidence of practicability of the integration approach to improve performance of several institutions complying with the requirements of the international standard series 9001:2015 “Quality Management Systems”. Administration of the two quality management systems provides a synergy effect in achieving common goals. They become interrelated elements of the system of medical care for circulatory diseases. Scope of application. The obtained results can be used by medical organizations, organizationally and functionally united by common goals and objectives.

An investigation of the contribution of vibration duration on subjective response to horizontal building vibration

As an evaluation method for evaluating the habitability to building vibration, the ISO 2031 series of international standards defines the VDV for transient vibration, in which the vibration duration is considered by time integration. The evaluation method for non-stationary-like vibrations in the guidelines for the evaluation of habitability to building vibration of the Architectural Institute of Japan (AIJ) also specifies a method to consider the effect of vibration duration on the evaluation. In this paper, laboratory experiments using an electrodynamic shaker were conducted to investigate the relationship between the subjective response regarding occupant habitability and the horizontal vibration of buildings caused by external vibration sources such as road traffic and railways. Binomial logistic regression analysis was used to quantify the effects of acceleration magnitude and vibration duration on the exposure-response relationship. The comparison of models with different proportions of occurrence (cutoff values) of subjective responses showed different effects of acceleration magnitude and vibration duration.

Toxic or not toxic? The specifications of the standard ISO 10993-5 are not explicit enough to yield comparable results in the cytotoxicity assessment of an identical medical device.

Medical device manufacturers are obliged to prove the biocompatibility of their products when they come into contact with the human body. The requirements for the biological evaluation of medical devices are specified by the international standard series ISO 10993. Part five of this series describes the performance of in vitro cytotoxicity tests. This test evaluates the effects of medical device use on cell health. The existence of the specific standard suggests that the tests will produce reliable and comparable results. However, the ISO 10993-5 offers wide latitude in the test specifications. In the past, we noticed inconsistencies of the results from different laboratories. To determine if the specifications of the standard ISO 10993-5 are explicit to ensure the comparability of test results and, if not, identify potential influencing factors. An interlaboratory comparison was conducted for the in vitro cytotoxicity test according to ISO 10993-5. Fifty-two international laboratories evaluated the cytotoxicity for two unknown samples. One was polyethylene (PE) tubing, which is expected to be non-cytotoxic and the other was polyvinyl chloride (PVC) tubing, for which a cytotoxic potential was presumed. All laboratories were asked to perform an elution test with predefined extraction specifications. The other test parameters were freely chosen by the laboratories according to the guidelines set by the standard. To our surprise only 58 percent of the participating laboratories identified the cytotoxic potential of both materials as expected. Particularly for PVC a considerable variation of the results between the laboratories was observed [mean = 43 ± 30 (SD), min = 0, max = 100]. We showed that ten percent serum supplementation to the extraction medium, as well as longer incubation of the cells with the extract, greatly increased the test sensitivity for PVC. The results clearly show that the specifications set by the ISO 10993-5 are not explicit enough to obtain comparable results for an identical medical device. To set requirements that ensure reliable cytotoxicity assessments, further research will be necessary to identify the best test conditions for specific materials and/or devices and the standard needs to be revised accordingly.

EURAMET supplementary comparison of personal dose equivalent rate at 0.07 mm and 3 mm depth, H p(0.07) and H p(3), for beta radiation

Main textFor quality assurance in the realization and transfer of the unit of the absorbed dose rate at 0.07 mm tissue depth for beta radiation by the national standard laboratories, comparison measurements, especially between the primary standard facilities are needed. A corresponding comparison took place from 2004 to 2007 as EUROMET project No. 739. The comparison described in this report took place from 2018 to 2023 with the following extensions:instead of only eight laboratories, this time 16 participants from all parts of the world (five continents) were included;besides the absorbed dose rate at 0.07 mm tissue depth, 3 mm tissue depth was included for the first time;three different types of primary standards and radiation sources of four differing design types were used;one laboratory participated at an extreme altitude of 3000 m above sea level which required a very significant correction for air density to the dose rate;finally, besides the long-established beta reference radiation fields from the three radio nuclides 1. 147Pm with E̅ = 0.07 MeV and E max = 0.22 MeV,2. 85Kr with E̅ = 0.25 MeV and E max = 0.7 MeV, and3. 90Sr/90Y with E̅ = 0.8 MeV and E max = 2.3 MeV, also a fourth, i.e., a high-energy radiation field utilizing4. 106Ru/106Rh with E̅ = 1.2 MeV and E max = 3.5 MeV, was included for the first time;all four in accordance with the international standard series ISO 6980 from the International Organization for Standardization (ISO).A flat ionization chamber accompanied by a complete measurement system was used as the transfer instrument for the comparison. The calibration coefficients of this chamber were compared in the reference fields listed above. The 16 participants were from Germany (PTB), Portugal (IST-LPSR), Spain (CIEMAT), Hungary (BFKH), Sweden (SSM), Finland (STUK), France (LNE-LNHB), China (NIM), Republic of Korea (KRISS), Taiwan (INER), Japan (NMIJ), South Africa (NMISA), Mexico (ININ), Canada (NRC), United States of America (NIST), and Cuba (CPHR). The PTB was the pilot laboratory, and the comparison ran under EURAMET Project No. 1398 and BIPM KCDB: EURAMET.RI(I)-S16. The results from 13 of the 16 participants are consistent with the stated uncertainties while one participant's results agree for normal radiation incidence (0°) but not for oblique angles, one participant's results agree for the quantity H p(0.07) but not for H p(3) and one participant's results agree for the 90Sr/90Y radiation quality but not for 85K.To reach the main text of this paper, click on Final Report. Benefits of Quality Assurance and Control in Construction Industry

Quality assurance and control has been established by researchers to provide guidance for establishing an appropriate quality management procedure, in order to lower cost, increase productivity and customer's satisfaction, as well as market share in construction. This can assist construction industry to achieve successfully, their objectives, and ensure that all phases of construction projects consistently meet client's requirements. Basically, the objective of the study is to assess the level of quality assurance and control in construction through compliance evaluation and assessing the benefits and factors of implementing quality assurance and control on construction projects in Abuja and Environs. The research methodology adopted was an in-depth literature review and questionnaire administration while the data collected were subjected to descriptive statistical analysis through the application of percentage, frequency, mean and score. The findings have shown that construction firm’s adherence and compliance to International Standard Organisation series is low. The benefits of adopting Quality assurance and control are to improve site management, enhance reputation for good design and proper effective planning. It also highlighted factors affecting quality assurance and control implementation to be incompatible tendering procedure, design complexity, poor performance of quality and low tendency for team work. Finally, the measures for improving quality standard are enforcement of quality standard by agency of government and regulatory bodies and provision of training service on quality assurance. The study also recommends that all stakeholders need to understand the importance of quality assurance and control standards and also inculcate them throughout the design productive phase of their projects.

Beyond factors that motivate the adoption of the ISO/IEC 29110 in Mexico: An exploratory study of the implementation pace of this standard and the benefits observed

Around the world, the importance of Very Small Entities (VSEs), organisations having up to 25 people, has been constantly increasing. Worldwide, VSEs represent over 92% of the software industry. Therefore, two main needs can be highlighted: a) providing VSEs with resources to produce high-quality software, and b) training software engineering undergraduates in proven practices to produce high-quality software within the given schedule and budget. A logical way to meet these needs is transfering proven practices provided by software engineering standards. However, transferring the knowledge of software engineering standards is not always an easy task. The ISO/IEC 29110 is a series of international standards and guides that provide codified knowledge related to the software development process. The series was specifically developed to be used by VSEs. This study presents an exploratory analysis, conducted in 12 Mexican VSEs, which implemented the software Basic profile of the ISO/IEC 29110, to identify the pace at which they can adopt this standard to their environment. Besides, the benefits and difficulties encountered are provided. The results can be relevant for other VSEs interested in implementing this standard. Even if the exploratory analysis was performed in the VSEs of Mexico, this analysis can be of interest in other countries. The results obtained can help other VSEs that are interested in the adoption of this international standard to reduce the barriers to a successful implementation.

Laptop displays performance: Compliance assessment with visual ergonomics requirements

The use of display devices such as smartphones, tablets, laptops is now massive and continuous in everyday life. It, therefore, becomes increasingly important to be aware of the performance of these devices, not only in terms of the tasks to be performed but also in terms of interaction with humans and therefore knows any possible effect on the ergonomics of vision. Following previous research activities conducted by the authors on the assessment of the visual ergonomics at video display terminal workstations, the aim of this study is to evaluate the ergonomics of human-system interaction of laptop displays. In details, a sample of 57 laptop displays is analyzed in accordance with the requirements of the EN ISO 9241-3xx series of international standards related to the display luminance, luminance ratio, contrast non-uniformity. An extensive luminance measurement campaign was carried out using a special pattern that allowed to measure the luminance in 13 different areas of the displays. The results obtained with this activity showed a great luminance variability between different displays. Almost all the displays are able to emit high levels of display luminance, and almost all the displays meet the requirement of contrast non-uniformity. However, several devices did not meet the recommended values of luminance ratio. Furthermore, the authors created a simplified graph to allow a rapid evaluation of the performance of the displays. This method could be periodically used in practice in order to evaluate the residual performance level.

Key factors influencing the TCM nomenclature in international standards

Amid the globalization of traditional Chinese medicine (TCM), the English translation of related texts is in full swing. Several representative international organizations in fields regarding standardization and healthcare, one after another, have published a series of international standards for TCM nomenclature. With these efforts, the internationalization of TCM has been dramatically advanced. When selecting parallel texts for reference, translators need to be aware of key factors influencing the English translation of TCM terms in international standards, including the distinctive characteristics of this discipline and relevant influences of international standard makers. In this way, proper standards and reasonable English expression can be chosen for specific terms, thus stimulating the effective use of TCM nomenclature with consensus.

ЖИТТЄЗАБЕЗПЕЧЕННЯ ЯК ОСНОВА РОЗВИТКУ ПІДПРИЄМСТВ ХАРЧОВОЇ ПРОМИСЛОВОСТІ

The article investigates modern trends in the development of the food industry and the production and consumption of bread, bread products in Ukraine. It is determined that the population is gradually decreasing, as well as the aging processes of the nation are taking place, which will subsequently lead to a decrease in productivity. Since the number of people who will have the ability to perform work qualitatively is significantly reduced compared to the present time. So, to create a basis for people to qualitatively continue all processes related to the creation, production of goods and services is possible due to favorable living conditions. It is noted that nutrition is one of the most important factors in ensuring and improving public health. It is analyzed according to statistics that citizens of Ukraine do not receive a significant amount of necessary food for the normal life support of their own activities. At the same time, food industry trends in food supply to domestic consumers were studied. It was found that in recent years the tendencies to increase grain production prevailed, a high level of export orientation of this production was formed, while the consumption of bread and bread products gradually decreases. It is noted that in Ukraine the consumption of bread and other food is insufficient, and a significant amount of necessary food is not received for the normal life support of its own activities. Attention is paid to the viability of food production enterprises due to the use of production factors. Ways of intensification of strategic vectors of viability of enterprises in order to ensure high-quality domestic demand, increase of innovation and investment activity in the industry are proposed. production of complex modernization of food production aimed at intensification of reproducilic processes, control over the quality and safety of food products on the basis of methods of the quality management system according to the international standard series, systems of environmental management of food production, development and implementation of effective mechanisms for increasing the competitiveness of products.

A reference measurement framework of software security product quality (SPQ NFSR )

Currently, the customer's demands have expressively amplified their expectations of getting software at a high-quality level. However, the non-functional requirements of the software products attention have been expanded in both the academic and the industrial fields; so, there is no framework for specifying and measuring such kinds of quality constraints for the security requirements of software product quality. This paper presents an integrated framework of the early specification and measurement of the functional and non-functional software security requirements. Such a measurement framework would help software and systems engineers to improve product qualities whether the software has already been delivered or has yet to be built. The main steps that have been followed include: identify, specify and measure the software security requirements based on ISO/IEC SQuaRE series of international standards for software product quality. A standard measurement framework used to measure the functional size of the software product quality to develop a functional size measurement of the functional and non-functional security requirements is described. As a result, a functional size measurement framework of the functional and non-functional security requirements (SPQNFSR) using international standards is proposed. An automatic teller machine case study for the measurement of security requirements based on perspectives of a software functional user requirements is presented. Finally, it is concluded that it is essential to develop such a functional size measurement framework for functional and non-functional security requirements to support developers to face the challenges derived from early dealing with such requirements.

Asset management system (ISO 55001) and Total Productive Maintenance (TPM): a discussion of interfaces for maintenance management

In the current globalized scenario, high productivity is a competitive factor for the survival and success of organizations. Ensuring the physical assets of the company is performing its functions while minimizing the occurrences of quality defects and breakdowns is a challenge in the maintenance management. Among the diffused approaches is Total Productive Maintenance (TPM) and, more recently, the asset management system (AMS) of the international standard series ISO 55000. The objective of this work, therefore, is to discuss the interfaces between the approaches in order to clarify the correlations and sufficiency of the TPM for an AMS. For this, a three-part methodology was structured: content review, correlation of the themes and discussion of interfaces. It was observed that TPM is a model for maintenance management and widely used in the manufacturing industries, while the AMS is a broader approach. Therefore, it was evidenced TPM can be an applicable management model to handle the maintenance requirements of ISO 55001, although it is not sufficient by itself. Thus, it is expected that this work will clarify the organizations on the non-exclusive nature of two themes.

Sound reduction index prediction of double-layer gypsum panels through the transfer matrix method

Gypsum board walls are widely used in today’s buildings. A possible way to considerably increase the sound insulation performances of such lightweight walls is to apply double-layer gypsum panels screwed together. Being the boards separated by a thin air gap, there is no shift of the critical frequency from the single-layer case. Moreover, it is possible to obtain an improvement of the sound insulation performances provided by the additional mass given by the double layer. The thin air layer is, however, responsible for a loss of acoustic performance due to the cavity resonance effect in the frequency range between 800 and 1600 Hz. In this article, the increase in the acoustic insulation achieved through the use of coupled gypsum boards is studied and a modelling technique based on the transfer matrix method is used to simulate the acoustic behaviour of the resulting structure; in particular, the thin air layer between the coupled boards is modelled. The simulations are compared with laboratory measurements carried out according to the international standard series ISO 10140. The transfer matrix approach is found to be suitable to describe the problem, provided that a modified model for the air gap between the boards is applied.

European standards of food safety and consumer protection

In this work, the authors explored the concepts of «consumption» and «consumer» in the context of food safety and consumer protection. It also set out the main objectives of European consumer policy and the ways in which they can be implemented. Based on an analysis of European legislation aimed at ensuring the health, economic and legal interests of consumers, it was determined how the European Union provides a general level of legal protection in the field of consumer policy. The authors found that each member state of the European Union has an obligation to implement generally accepted norms and standards in national law, in order to ensure a high level of protection of the rights of its citizens in the consumer sphere. In addition, the article provides an explanation of the terms «food safety» and «safe food», as well as identifies the main factors for maintaining food safety for the human body. The authors analyzed the concepts, purpose and role of European standardization in the context of consolidation of the united European market; the concepts of «standard» and «European standard» are explored, as well as the main ways of their creation and use. This article also outlines the legal status of the European Committee for Standardization, its key areas of activity and its impact on the European market. In addition, the process of creating a series of international ISO standards was investigated and its purpose established. Much attention was paid to the EU-wide HACCP system, its features and benefits. The GFSI International Standards and Certification System and its individual representatives were characterized, including the Food Safety System Certification 22000 (FSSC 22000), the British Retail Consortium Global Standard for Food Safety (BRCGS) and the International Food Standard (IFS). Requirements for implementation of these standards, their purpose, features and advantages were also identified. The authors found that in order to ensure a high level of consumer protection, it is advisable to simultaneously implement several European standards, along with the HACCP system, the most appropriate of which were proposed in the article presented.

New matrix for geometrical product specifications on coordinate basis

This study is devoted to the recent problem of quality assurance of technical products in the design process. However, it is impossible to solve this problem by using international standards ISO and geometrical product specifications developed by ISO technical Committee ISO/TC 213. They lack a reference system of geometrical characteristics, i.e. the coordinate systems of the products are not applied. On the other hand, the technical committee ISO/TC 184 – "Industrial automation systems and integration" introduced in their standards coordinate systems for the design of machine tools with numerical control, which made parts of products, 40 years ago, since neither design nor manufacture, nor the development of control programs or the control of parts after processing can be without coordinate systems. At the beginning of the XXI century, the same technical committee developed a series of international standards for the implementation of electronic geometrical 3D models of products, in the structure of which coordinate systems were introduced. Consequently, the coordinate system of products should be introduced in the standards for geometrical specifications ISO-GPS. With that study purpose, a new matrix of common GPS standards of a higher level on a coordinate basis was recommended.

EVOLUTION OF THE BACKGROUND SYSTEM OF INTEGRATION OF DOMESTIC ENTERPRISES INTO THE WORLD ECONOMY: THEORETICAL PROBLEMS

Modern civilization processes are due to production processes. In any management system, the enterprise is its key element. The theoretical definitions of the essence of “production” and “enterprise” concepts in certain aspects do not coincide with the corresponding legal definitions. This clearly illustrates the dynamics of domestic legislation at the stages of the adoption of relevant laws of Ukraine from the “Law on Enterprises” to the Economic Code of Ukraine. Prospects for the integration of domestic enterprises into international production networks are significantly dependent on their ability to move to modern management standards, systematically coordinated with sustainable development processes based on innovatization, focused on the requirements of entry into the information society space. In Ukraine, during the period of state independence, the adoption as a national series of key international standards is implemented. But the unevenness of the evolution of the components of both constant and technological development is also determined. This gives rise to corresponding negative consequences and requires a search for mechanisms by which the characteristics of the harmony of the above components will be determined, on the basis of which it will be possible to effectively manage them in order to bring them to the desired state.

Dominant factors influencing project quality in the radioactive minerals processing pilot plant construction

Monitoring and supervision of factors that predominantly affect the successful implementation of quality management systems on the project will improve the quality of construction that provides a safety factor in the construction of a pilot plant nuclear fuel processing, to determine those factors is the aim of this research. The separation of Uranium, Thorium, and Rare Earth Metals Pilot Plant was used as a case of the research. Adopted descriptive research design were the primary data collected using questionnaires. Data collected analysed thought multiple linear regressions that only done on factors that have correlation strong – very strong. International Standard Organisation series 9001:2015 and International Atomic Energy Agency safety standards series No. GS-R3 were used as independent variables (X), contamination level was used as dependent variable (Y) that reflected project quality. The result is there are three factors that statistically significant influencing project quality: leadership and commitment, project planning, and safety culture. Those factors influencing the achievement of construction quality of the pilot plant uranium, thorium and rare earth element i.e. 92.3%, while the remaining 7.7% (100-92.3%) is determined by other variables.

Life Cycle Assessment of Air-Rock Packed Bed Storage System and Its Comparison with Other Available Storage Technologies for Concentrating Solar Power Plants

Recently, packed bed of rocks using air as heat transfer fluid has been considered a promising alternative solution for thermal energy storage (TES) able to work in high temperature concentrating solar plants. In fact, the large amounts of mine by-product could be major source of cost-effective and eco-friendly filler materials. The present research work aims to quantify the environmental impact of air-basalt packed bed storage system. A comparative life cycle analyses were performed to give factual criteria to decision-makers for proper choices of TES materials. The embodied energy, GHG emissions and water consumption of the storage system during its whole life cycle have been presented. The following work is in accordance with the international standard series ISO 14040. By comparing with other TES technologies, “two tanks molten salts”, “thermocline/molten salts with recycled ceramic”, “thermocline/molten salts with Mullite”, the “thermocline/air with basalt” showed a significant reduction in environmental impacts. These were reduced by 65% for primary energy demand, 60% for potential climate change and 80% for water consumption compared to the conventional two tanks molten salt storage system. The energy and global warming payback times of the proposed storage technology were very low (about 2 months) for a more than 25 years of expected lifetime.

Organizational paradigm for providing of information security

The theoretical and methodological bases of application of organizational governance theories for ensuring information security are researched. The basic terms concerning systems and their classifications, process of governance and its function, theory, process and organization are considered. The main provisions concerning the theory of governance, the theory of systems, the theory of organizations, which give the opportunity to establish the basis of a scientific approach for the sustainable functioning of organizations, in particular those working in the field of information security, are generalized. The classical approaches to the formation of the scientific fundamentals of the theory of systems, the theory of organizations and the theory of governance for ensuring information security are analyzed. The focus is on the combination of the indicated theories. This formulates the requirements and documented the rules for effective and resultative management of information security organizations of different types, different status, any sphere of activity. The peculiarities of the application of organizational theories of governance to information security management are established. For information classified in Ukraine as restricted information, the best and most effective mechanisms for protecting critical information should be applied. The combination of classical theories enables it to be realized in the information security policies (rules). To date, two organizational governance theories are well-known in Ukraine, which are implemented by organizations in support of the implementation of the rules for the protection of critical information. The first is the information security management system, developed on the basis of a series of international standards ISO/IEC 27k. Another is the comprehensive information security system, which must be applied by Ukrainian enterprises of all forms of ownership and subordination, where circulating information with restricted access. Unlawful access to the specified information may harm citizens, organizations (legal entities) and the state. These systems are an effective tool used by organizations where there are particularly high requirements for working with documents containing critical information. The result of the practical application of organizational governance theories for the organizations of Ukraine's sphere of information protection is a more efficient and effective provision of information security.

Integrated information support for the production and services on the basis of open technical vocabulary

Among the various directions in the development of Russian processes for standardizing products, both military and civilian, taking into account the international system for standardizing the information flow of data on products and technologies, the questions of improving of master data as a material carrier of information. The problem of data quality is payed increased attention, especially in countries of Western Europe, and primarily the United States. Developed and implemented are the corresponding series of international standards - ISO-8000, regulating the structure, syntax, semantics, portability and other attributes of data, and ISO-22745, determining their quality. Both standards were proposed by the US Defense Logistics Agency (DLA).
