Financial and security factors of competitiveness of agricultural enterprises under martial law

The subject of the study is to determine the impact of military destruction, risks and threats and the resulting changes in the role of factors of functioning and competitiveness of domestic agricultural enterprises. The purpose of the article is to identify and evaluate financial and security factors as the main ones for survival, achievement of competitive advantages and competitiveness of domestic agricultural enterprises in the conditions of war. The methodological basis of the article is the theoretical provisions of enterprise economics, a set of general scientific and special research methods, including: systematic approach, monographic, statistical and economic, analysis and synthesis of economic information. Results of the article. It is substantiated that the formation of competitive advantages and competitiveness of agricultural enterprises is formed by groups of factors of internal organisation and resource potential; customer orientation; competitors; and prospects. However, in the context of martial law, the factors of finance and security of agricultural enterprises have become of paramount importance. Security is understood as protection from missile attacks, invasion, mine contamination and mine explosions, safe accommodation and protection of people. The priorities of agribusinesses are to recover costs before generating profits. Financial performance remains a priority for innovation, staff development, and social responsibility and inclusion programmes. Field of application of results. The conclusions and results of the article can be used in the educational process in the training of students of economic specialities. Conclusions. Domestic agribusiness forms the food security of the state and affects the food security of the world, and the state, with limited budgetary resources of direct support, is the key to the security and competitiveness of agricultural enterprises under martial law.

AN ASSESSMENT OF THE FINANCIAL AND ECONOMIC SECURITY OF THE AGRICULTURAL SECTOR IN UKRAINE

Abstract. The article states that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities; protection from external and internal dangers, improvement of financial firmness, and stability. It is established that one of the ways to solve these problems is the application of modern approaches to determining the level of financial and economic security of agricultural sector entities in order to identify the most significant threats to the market, as well as the application of modern approaches to improving the level of financial and economic security of the Ukrainian agricultural sector. It was found that the financial security of the country directly and proportionally affects the financial and economic security of the agricultural sector, and the presence of problems can prevent the agricultural sector from reaching the desired economic level. The basic elements of financial and economic security in agricultural entities are identified as financial resources, financial stability (solvency), and profitability of operating activities, effectiveness of financial and economic activities, the possibility and cost of attracting external financial resources. The indicators for financial and economic security of agricultural enterprises in Mykolayiv region are assessed and a model of factors influencing the indicator, which is the profitability of operating activity, is developed. General and specialist research methods were used to study theoretical, and methodological issues of financial and economic security in the agricultural sector; monographic, causal relationships, and logical modeling are also used in determining the indicators of assessing the level of financial and economic security in the agricultural sector; method of dynamic analysis and — in order to assess the rate of economic growth of the main macroeconomic indicators of the country, taking into account the dynamics of their change in the market environment; calculation-constructive, graphic — when assessing the level of financial and economic security. It is proved that the financial and economic security of the agricultural sector is aimed at ensuring a sufficient level of efficiency of financial and economic activities in the market environment, protection from external and internal dangers, as well as creating conditions for long-term development, given globalization challenges. Economic security of agricultural enterprises in the trajectory of resource flow

The article considers theoretical, methodological, and practical aspects of increasing the level of economic security of agricultural enterprises as a system that embodies the state of stable equilibrium of its components in the trajectory of resource flow when the environment changes, taking into account the restructuring of amplification factors. The necessity of a synergetic approach to balancing the state of stable equilibrium of functional components of economic security is proved. It is substantiated that economic security creates such a “security corridor” of the enterprise, which ensures its long-term progressive development, embodying it as a system that changes in response to any changes in the environment; forming a stable trajectory of resource flows; maintaining their synchronicity and rhythm by restructuring the random factors of influence, reducing bifurcation (state of unstable equilibrium), determining the critical point and increasing the amplification (action) of system parameters for further formation of new order imperatives. A methodical approach to the diagnosis of forming components of economic security of agricultural enterprises, which minimizes their number, avoids double counting of coefficients by forming a system of indicators for each component, taking into account the contour of the amplification (bifurcation) of the system equilibrium. The indicators of functional components of economic security of agricultural enterprises were combined. Diagnosis of economic security is carried out and indicators of functional components of agroholdings of Ukraine are identified. The level of economic security and its functional components is forecasted. The model of the optimal level of economic security of agricultural enterprises (agroholdings) in the interaction of isolated parts of components and their agreed indicators is presented.

Analysis and assessment of personnel security of agricultural enterprises

The article deals with the analysis and assessment of personnel security at enterprises of the agro-industrial complex. A system of indicators of personnel security is proposed to assess its level and use in the development of personnel policy. The results obtained can be used in the implementation of a system for ensuring economic security for the sustainable development of organizations in the agricultural sector.

Improving the Methodology for Assessing the Level of Financial Security of Agricultural companies

The paper is devoted to the study of approaches to assessing the financial security level of agricultural companies and their improvement. The methodological base of the research is a modern concept of financial security and enterprise sustainability. The methods review for assessing financial security is carried out, also industry characteristics of enterprises are studied. The result of the work is the development of a methodology for assessing the financial security level of organizations. Such methodology’s topicality is represented in the additive model, which includes four integral indicators: profitability, financial sustainability, solvency and business activity. The total of all integral indicators, taking into account the coefficients, is the final rate of an organization’s financial security. The authors distinguish three financial security levels, which are: critical, medium and high. The minimal coefficients, suggested by the legislation and minimal indicators adjusted according to the agricultural enterprises’ specificity have been given to calculate the critical level. The medium level is determined by the calculation of the agricultural producers’ financial security industry average over the last 5 years. The high financial security group includes the enterprises with the indicators exceeding the medium indicators. The theoretical and practical significance of the study lies in the fact that the proposed methodology makes it possible to assess the level of financial security of agricultural enterprises taking into account the industry specifics of their activities, including for further competitive analysis.

The article investigates and generalizes the interpretations of scientists and practitioners on such categories as “national security”, “economic security”, “foreign economic security” in order to form a systematic understanding of the essence of foreign economic security of agricultural enterprises and to determine appropriate security characteristics. The role of the external economic component in the activities of agricultural enterprises has been updated because they are subject to the influence of a wide range of exogenous factors due to the development of internationalization and globalization processes. The system of national security with reflection of logical connections between its main components was formed and the place of foreign economic security of agricultural enterprises was determined.

Кадрово-інтелектуальна складова економічної безпеки аграрного сектору: сутність і значення

The economic security of the agricultural sector is related to the economic security of the state and the economic security of individual enterprises operating in this sector of the economy. The important component of economic security of agricultural sector is personnel and intellectual security, which should be ensured through the preservation and development of the intellectual potential of the enterprise and the effective work of the staff. The aim of the study is to develop theoretical and methodological foundations of the formation of personnel and intellectual component of economic security of the agricultural sector. The following methods were used in the study: dialectical method of cognition of economic phenomena, abstract and logical, analysis and synthesis, generalization. The article uses the results of expert assessment, which was conducted in accordance with the Methodology of expert assessment of the impact of individual factors on the economic security of agricultural enterprises, which has been developed by the author. The obtained results show that among the internal threats to economic security, threats related to the personnel and intellectual component (nonprofessional management of the enterprise; low level of qualification of employees; low level of employee motivation; outflow of skilled workers) occupy a prominent place. Theoretical bases of forming the mechanism of regulation of personnel and intellectual safety of the enterprise are offered. Counteraction to the threats of the personnel and intellectual component of economic security should be based on the following measures: raising the professional level of management of agricultural enterprises; provision of qualified personnel; stimulating the staff to self-development; conducting an effective youth policy with the aim of attracting young professionals in the agricultural sector; forming a sense of a unified team in employees; creation of an effective system of social support for employees; introduction of an effective and transparent system of motivation and incentives for employees, based on clear criteria for evaluating the activities of employees. Further perspectives for research in this direction should be the formation of the strategy for economic security of the agricultural sector of Ukraine, which is based on the study devoted to the management of the mechanism of regulating personnel, intellectual and other components of economic security.

УПРАВЛІННЯ ЕКОНОМІЧНОЮ БЕЗПЕКОЮ АГРАРНИХ ПІДПРИЄМСТВ РЕГІОНУ

The purpose of this article is to study theoretical approaches to definition of economic essence and directions of economic security formation of agricultural enterprises at the region. Analysis of the theoretical aspects of the research object showed that currently there are different approaches to the economic security interpretation. It is considered as a process of meeting public needs, protection of the state national interests, the economic stability, the state of the national economy, in which the country provides its own sovereignty, a state of protection against a certain type of threats. Certain realities of a market economy require fundamentally new approaches to the formation and increase of efficiency of agrarian enterprises functioning, and thus ensure their economic security. In the context of the latest scientific dimensions, it has been found out that the economic security of agricultural enterprises is a complex of sophisticated branched processes, methods, tools, levers of influence on activity for the purpose of increasing the economic activity efficiency of entities. In this regard, there are many different opinions regarding the components of enterprises economic security. It is proved that the economic security of enterprises is characterized by certain features in the regional context of their formation and application to agricultural production. The proposed model Forsythe technology modernization of a regional mechanism of economic security at agricultural enterprises will allow to determine more efficiently the volume of investments, tax burden on the industry and crediting enterprises, depreciation deductions etc., which will effectively affect the activity of the enterprise, and hence ensure its basic – economic security. РОЗРОБКА МЕТОДОЛОГІЧНИХ ЗАСАД ОЦІНЮВАННЯ ТА ДІАГНОСТИКИ ІНФОРМАЦІЙНОЇ БЕЗПЕКИ ПІДПРИЄМСТВ АГРОПРОДОВОЛЬЧОЇ СФЕРИ

Introduction. The purpose of the article was to develop methodological foundations for assessing and diagnosing the information security of agricultural enterprises. Methods of research. The tasks of the article were solved by means of general and special methods of research: analysis and synthesis, systematization and generalization, method of grouping, dialectical approach. Results. The ways and methods of the information security assessment of the enterprise were defined and characterized. Among them are: standard-based assessment, risk-oriented assessment and economic indicators. Much of the methodology for assessing the level of an enterprise information security, agrarian enterprise in particular, were based on the identification of information risks based on US and British methods CRAMM, FRAP, OCTAVE, NIST, MSAT, COBRA and Russian GRIF 2006 methodology. Originality. It was proved that for methodological bases development of estimation and diagnostics of enterprise information security level it is expedient to use advantages of estimation methods by standard, at risk of information system and using group and private indicators of economic component of information security estimation. Practical importance. The concept of the methodology development for economic assessment and information security diagnostics of agri-food enterprises was proposed, which takes into account the advantages of the considered diagnostics and assessment methods of the information security level of agricultural enterprises, offers a quantitative and qualitative assessment of its components, determines the impact of integrated indexes on the performance indicators and safety of subjects agricultural business, and, as a result, offer effective ways to optimize the management of information security companies in agri-food sector. The main scientific provisions of the article can be used in the practice of agricultural enterprises. Economic mechanism of safety agricultural enterprises

Subject of research – theoretical and applied aspects of formation and improvement of economic mechanism of management of safety of agrarian enterprises. The purpose of the article is to identify threats and challenges of the safety of agrarian enterprises and to justify the tools and components of the economic mechanism for managing its preservation and enhancement. The methodology of the work is the use of general scientific and special methods and methods of research based on modern scientific concepts of managerial, economic and related sciences and the main provisions of economic theory, scientific works of domestic and foreign scientists on the problems of theory and practice of management of the safety of agrarian enterprises. The results of the work – considered the main challenges, problems and priorities of the formation of the security of agricultural enterprises and management. According to them, the components of the mechanism for its implementation are proposed. Particular attention is paid to the need to address the problems of rural areas, the possible monopolization of agrarian markets by large agricultural corporations, and to overcome the corruption of the economy in the agro-sphere. The important role of the influence of factors of national and regional security on the mechanism of management of safety of agrarian enterprises is determined. The directions of improvement of the economic mechanism of management of safety of agrarian enterprises are grounded. Conclusions – considering the main problems of socioeconomic security and their solution in the long term, the focus should be focused on such challenges as: depression of rural areas; poverty of the rural population; the presence of refugees, the criminalization of the economy and society. Their overcoming is not only within the competence of the mechanism of management of agrarian enterprises, but also of the activities of rural communities.

ECONOMIC SECURITY OF AGRICULTURAL ENTERPRISES

The article reveals the results of theoretical generalization and suggests proposals to strengthen the level of economic security of agricultural enterprises. It is proved that the determining condition for the effective functioning of the agricultural enterprise is to support its economic security. The authors note that the state creates and regulates the economic conditions of agricultural enterprises. The article presents the author's position on the need to develop a set of measures to strengthen the economic security of agricultural enterprises at the macro and micro levels, timely detection and identification of threats, and the development of measures to address them.

MONITORING AND CONTROL OF FINANCIAL STABILITY AND ECONOMIC SECURITY OF AGRICULTURAL ENTERPRISES

Abstract Introduction. Food businesses are constantly experiencing financial difficulties due to untimely activity results analysis. The financial stability support program is a key objective of the agricultural enterprise. It is possible to ensure its effective functioning through the introduction of an appropriate internal control system. In today's volatile economic environment, only businesses with the proper level of competitiveness and financial sustainability can function productively. The purpose of the article is to substantiate the need and to find ways to implement monitoring and control of financial stability and economic security in the management of agricultural enterprises. Results. The purpose and the most effective means of ensuring Ukraine's food policy in the current economic conditions are determined. The stages of economic monitoring (preparatory stage, research and analysis of the obtained results) are presented. The economic monitoring scheme of financial and economic situation at the enterprise is presented. Possible types of financial condition of agrarian enterprise are described. The interdependence of the financial stability type and the concept of competitive advantages development in food industry enterprises at different stages of their life cycle are presented. The comparative assessment of the existing ways and methods of monitoring financial stability have been shown in the context of conducting an internal analysis of the agricultural enterprises financial stability. The characteristic of financial stability monitoring of agrarian enterprise production on the basis of matrix method is given. The results of the financial sustainability assessment of the enterprise «Kulindorovsky» are presented based on the matrix scheme. The conformity of the integral indicator of the enterprises financial stability type of the food industry in the Odessa region is estimated. The realization directions of the algorithm of internal systematic analysis implementation of agricultural enterprises financial stability are indicated. Conclusions. Analysis of agrarian enterprise financial stability it is advisable to carry out using the matrix algorithm. The proposed methodology will allow to anticipate possible threats to the financial activity of the agricultural enterprise. The results obtained will help to make management decisions aimed at stable activity of the enterprise. Кадры среднего звена сельскохозяйственного сектора регионального АПК: современное состояние и перспективы развития

Кадры в сельском хозяйстве являются одним из основных компонентов аграрной политики, нацеленной на надежное продовольственное обеспечение как страны в целом, так и отдельно взятого региона; на развитие эффективного устойчивого производства сельхозпродукции, формирование развитых продовольственных рынков, рост уровня доходов и качества жизни сельского населения, а также на решение других жизненно важных задач. В статье акцентируется внимание на проблемах и перспективах формирования кадров среднего звена в аграрном секторе экономики Орловской области. Анализируется уровень обеспеченности сельскохозяйственных предприятий региона руководителями и специалистами среднего уровня и их качественные характеристики. При рассмотрении обеспеченности сельскохозяйственных предприятий Орловской области специалистами среднего звена следует отметить, что наибольший дефицит наблюдается по следующим специалистам: энергетикам и электрикам, по охране окружающей среды, агрономам, зоотехникам, по воспроизводству стада. Предложен комплекс мер, направленных на совершенствование системы обеспечения организаций аграрного сектора Орловской области кадровым потенциалом. Весь комплекс мероприятий предлагается проводить по трем основным направлениям: мероприятия по совершенствованию системы обеспечения организаций АПК кадровым потенциалом; реализация приоритетных направлений социально-экономического развития сельских территорий, способствующих формированию кадрового потенциала отрасли, закреплению молодых специалистов на селе; совершенствование технологий системы непрерывного аграрного образования: последовательная интеграция всех сельскохозяйственных учебных заведений, научно-исследовательских учреждений, учебно-опытных хозяйств в единую систему подготовки и переподготовки кадров для АПК, разработка механизма прогнозирования потребности в квалифицированных кадрах на перспективу и др.
