The management methods in the sphere of state security in conditions of social transformation

The article is dedicated to the investigation of management methods in the field of state security during periods of social transformation. It addresses the importance of adapting governance strategies to contemporary challenges, especially in the context of Ukraine’s ongoing crisis and global instability. Emphasis is placed on the development of comprehensive management approaches that not only react to current threats but also anticipate future challenges. The relevance of the study is underlined by the need for strategic planning and proactive implementation of policies to safeguard national interests and ensure long-term stability. The article emphasizes the necessity of effective cooperation between public administration entities to guarantee the resilience of the national security system. The author notes that the success of state security management heavily depends on the integration of political, legal, and organizational mechanisms. The focus is on how these mechanisms contribute to the implementation of Ukraine’s National Security Strategy, aiming to protect the country’s territorial integrity and facilitate its European integration efforts. Special attention is given to the reform of public administration, stressing the importance of transparency and professionalism in law enforcement and strategic management. The author indicates that effective governance in the security sector requires enhanced coordination among various governmental bodies. The importance of information exchange, joint training, and the development of new technological solutions is highlighted as key methods for addressing modern security threats such as terrorism, cyberattacks, and organized crime. The study also points out the need for continuous professional development and reform in public administration to ensure that national security objectives are met in a timely and effective manner. Particular attention is paid to the interaction between different state institutions and the importance of coordinated efforts to respond to security threats. The article underscores the need for a dynamic and adaptable governance system, one that can respond swiftly to both domestic and international challenges. This includes the development of innovative approaches to governance, strategic planning, and the use of cutting-edge technologies. Ultimately, the study calls for the continuous improvement of public administration in the security sector, to build a sustainable and secure future for Ukraine.

PROSPECTS FOR THE INTEGRATION OF UKRAINE'S NATIONAL SECURITY MECHANISMS WITH THE COLLECTIVE SECURITY SYSTEMS OF THE EU AND NATO

This article examines the prospects for integrating Ukraine's national security mechanisms with the collective security systems of the European Union and NATO. The study addresses the current challenges and opportunities arising from Ukraine's efforts to align its national security policy with the standards and requirements of international security organizations. The analysis underscores the significance of this integration in the context of ongoing geopolitical tensions and the necessity for enhanced cooperation in safeguarding national and regional security. Utilizing a qualitative research methodology, the article employs a comprehensive literature review, analyzing existing frameworks, policies, and strategic documents relevant to Ukraine's security landscape. Comparative analysis is also applied to assess the effectiveness of Ukraine's security initiatives against those of EU and NATO member states, identifying best practices that can be adapted to the Ukrainian context. The findings reveal critical areas of cooperation, including military interoperability, intelligence sharing, and joint training exercises, which are essential for strengthening Ukraine's defense capabilities. The article further explores the legal, institutional, and operational frameworks necessary for harmonizing Ukraine's security strategies with those of its partners, emphasizing the importance of aligning legislative measures and defense policies with EU and NATO standards. In conclusion, the article advocates for a strategic approach to integration that prioritizes resilience and adaptability within Ukraine's national security mechanisms. By enhancing collaboration with EU and NATO, Ukraine can bolster its security architecture, thereby contributing to regional stability and collective defense initiatives. The recommendations presented aim to guide policymakers in implementing effective strategies for fostering greater alignment with international security frameworks, ensuring a robust response to evolving threats in the region. Through these measures, Ukraine can not only advance its national security objectives but also play a pivotal role in the broader European security landscape.

Navigating the legal uncertainty around the governance of an integrated energy system using the values of the energy transition and energy justice

AbstractIn order to realise the European Union's (EU) transition to clean and carbon‐neutral energy systems, various individual infrastructure systems and energy networks will have to coordinate and operate as an integrated energy system. Traditionally, these different infrastructure systems operate within their own sectors and are governed by separate legal regimes. The intersection of these different legal rules and interests creates regulatory uncertainty and risk for infrastructure operators and can dissuade operators from participating in system integration. This paper explores how infrastructure operators can overcome the legal uncertainty and regulatory risks of operating as an integrated system, whilst also ensuring that the policy objectives of the energy transition are realised. This paper argues that, by pursuing public values and energy justice principles, infrastructure operators will overcome the legal uncertainty surrounding system integration. By doing so, infrastructure operators will facilitate the realisation of an energy transition that is just, inclusive and in the public interest.

Harnessing big data for national security: A review of information systems and emerging technologies in the U.S

The rapid growth of big data and emerging technologies has fundamentally transformed the national security landscape, enabling governments to leverage vast amounts of information for decision-making, threat detection, and operational effectiveness. This review explores the integration of big data analytics into U.S. national security systems, focusing on the technological innovations that facilitate real-time data processing, secure communications, and predictive analytics. Key emerging technologies, such as artificial intelligence, blockchain, and the Internet of Things, are evaluated for their role in enhancing intelligence gathering, cybersecurity, and surveillance operations. Furthermore, the paper examines the foundational principles of big data in national security, detailing its data sources, types, and uses in both structured and unstructured forms. While these advancements present significant opportunities, they also pose challenges related to privacy, ethics, policy, and legal frameworks, which are critical for ensuring that the implementation of such technologies aligns with democratic values and security objectives. The paper concludes by highlighting future research directions, emphasizing the need for continued development in big data infrastructure, governance, and ethical considerations to fully harness its potential in protecting national interests.

A review of time-series analysis for cyber security analytics: from intrusion detection to attack prediction

Understanding the current threat landscape as well as timely detection of imminent attacks are primary objectives of cyber security. Through time-series modeling of security data, such as event logs, alerts, or incidents, analysts take a step towards these goals. On the one hand, extrapolating time-series to predict future occurrences of attacks and vulnerabilities is able to support decision-making and preparation against threats. On the other hand, detection of model deviations as anomalies can point to suspicious outliers and thereby disclose cyber attacks. However, since the set of available techniques for time-series analysis is just as diverse as the research domains in the area of cyber security analytics, it can be difficult for analysts to understand which approaches fit the properties of security data at hand. This paper therefore conducts a broad literature review in research domains that leverage time-series analysis for cyber security analytics, with focus on available techniques, data sets, and challenges imposed by applications or feature properties. The results of our study indicate that relevant approaches range from detective systems ingesting short-term and low-level events to models that produce long-term forecasts of high-level attack cases.

Determining optimal parameters of algebraic fractals in zero-knowledge authentication protocols

Most information systems, especially on the Internet, have a distributed architecture with remote access and an insecure communication channel. In such systems, the tasks of permanent authorization mean implementing time intervals of user work without re-authentication are especially actual. The problem is that repeatedly sending a password increases the likelihood of it corruption. One solution is to use zero-knowledge protocols. In these protocols, passwords are not transmitted over the channel but are included in the algorithms as parameters. However, the computational complexity, as well as the finite number of passwords, limit their use, ensuring the relevance of further research. Focusing on object of the exchange protocols security, the use of algebraic fractal sets has been proposed as a potentially infinite source of data for passwords. In this work, algorithms were developed, implemented, and tested, which proved the higher reliability of fractal protocols in comparison with the reference generator of random bits (with an error probability of 0.5). It was also noted that the calculation operations have an insignificant influence on the overall time complexity of the exchange protocol as a whole. Practical recommendations for the use of fractals with a Hausdorff dimensionally of about 1.6 on the boundary of the Mandelbrot set are given. The paper also highlights the advantages of including color information in fractal sets, which gives about 3 times improving of confidential security indicators of communication protocol. The proposed algorithms do not require specialized software and can be implemented in the majority of network information systems as an additional module.

The fast rise of the unusual type IIL/IIb SN 2018ivc

We present an analysis of the photometric and spectroscopic dataset of the type II supernova (SN) 2018ivc in the nearby (10 Mpc) galaxy Messier 77. Thanks to our high-cadence data, we observed the SN rising very rapidly by nearly three magnitudes in five hours (or 18 mag d$^ $). The $r$-band light curve presents four distinct phases: the maximum light, which was reached in just one day, followed by a first, rapid linear decline and a short-duration plateau. Finally, the long, slower linear decline lasted for one year. Thanks to the ensuing radio re-brightening, we were able to detect SN 2018ivc four years after the explosion. The early spectra show a blue, nearly featureless continuum, but the spectra go on to evolve rapidly; after about ten days, a prominent Halpha line starts to emerge, characterised by a peculiar profile. However, the spectra are heavily contaminated by emission lines from the host galaxy. The He I lines, namely $ are also strong. In addition, strong absorption from the Na I doublet is evident and indicative of a non-negligible internal reddening. From its equivalent width, we derived a lower limit on the host reddening of $A_V mag. From the Balmer decrement and a match of the $B-V$ colour curve of SN 2018ivc to that of the comparison objects, we obtained a host reddening of $A_V mag. The spectra are similar to those of SNe II, but with strong He lines. Given the peculiar light curve and spectral features, we suggest SN 2018ivc could be a transitional object between the type IIL and type IIb SNe classes. In addition, we found signs of an interaction with the circum-stellar medium (CSM) in the light curve, also making SN 2018ivc an interacting event. Finally, we modelled the early multi-band light curves and photospheric velocity of SN 2018ivc to estimate the physical parameters of the explosion and CSM.

Data retention in the light of copyright infringements: Protecting the status quo or seeking a third way? (Case C-470/21 La Quadrature du Net II)

In La Quadrature du Net II, the EU Court of Justice addressed – once again – the issue of the application of national retention legislation providing for the generalized retention of telecommunications data. This time, unlike in the previous cases, the problem was examined not in relation to measures used in the areas of combating serious crime or pursuing national security objectives, but in relation to counteracting online copyright infringements. Hence the case, decided by the CJEU sitting as the Full Court, concerned an important and topical issue, namely the possibility of countering mass copyright infringements in a situation where, according to a strict reading of the previous case law, the permissibility of imposing an obligation on telecommunications operators to collect information on users’ IP addresses was questioned. The LQDN II judgment – commented on by some as diverging from previous case law – is an important and necessary complement to the Court's earlier interpretation and, at the same time, a guideline on how to design retention laws to be applied not only in the area of countering copyright infringements, but also in other important areas, such as the fight against hate speech.

Securing Democracy? The National Security State Revisited

ABSTRACT The “national security state” concept traditionally examines the interplay between security imperatives and democratic governance in the United States. While research has expanded it, further refinement is needed. This paper advocates for its universal relevance to democracies, shedding light on political reorganization driven by national security objectives. A qualitative analysis of prior studies reveals six core attributes of the concept, enhanced to formulate a robust definition that embodies its theoretical and analytical complexities in the disciplinary history of security studies. The resulting framework is instrumental in exploring how states balance the quest for security with democratic principles.

Comprehensive Analysis of Security Requirements Engineering Approaches with Assurance Perspective

Given the wide distribution of software and its current growth, security is inevitable, and software systems have become more complex. To avoid the complexity and protect valuable assets of software systems, researchers, and practitioners in the fields of security requirement engineering (SRE) and security assurance advise incorporating security requirements early in software development life cycle (SDLC). Nowadays, security requirements specification and identification are an active research area for ensuring the effectiveness of software systems. However, security requirement identification is a challenging task due to sheer numbers of threats and attacks to a software system. Previous researchers have identified different SRE techniques, each looking at the same problem from a different perspective. Therefore, a literature review conducted on SRE techniques. We compared and analyzed different SRE techniques to find the most suitable SRE techniques for researchers and practitioners. Selected SRE techniques compared based on various parameters, such as different attributes, requirement elicitation, requirement analysis, project size, and integration of standards. The literature also indicates that among SRE approaches, security quality requirements engineering (SQAURE), secure tropos, security requirements engineering process (SREP), and comprehensive lightweight application security process (CLASP) are the most used SRE approaches that focus on activities such as threats, security requirements identification, and security objectives identification. Unfortunately, several SRE approaches fail to explicitly integrate the security standard and security assurance perspective. Three questions developed for this study: Question 1 is based on comparison of existing SRE approaches, Question 2 is based on SRE with security requirements elicitation and analysis, and Question 3 highlights the incorporation of security requirements assurance by SRE approaches implicitly or explicitly. The researcher must work with the developer to easily adopt SRE approaches to elicit and ensure security requirements for the software system.

Characterizing the Rapid Hydrogen Disappearance in SN 2022crv: Evidence of a Continuum between Type Ib and IIb Supernova Properties

We present optical and near-infrared (NIR) observations of SN 2022crv, a stripped-envelope supernova in NGC 3054, discovered within 12 hr of explosion by the Distance Less Than 40 Mpc Survey. We suggest that SN 2022crv is a transitional object on the continuum between Type Ib supernovae (SNe Ib) and Type IIb supernovae (SNe IIb). A high-velocity hydrogen feature (∼ −20,000 to −16,000 km s−1) was conspicuous in SN 2022crv at early phases, and then quickly disappeared. We find that a hydrogen envelope of ∼10−3 M ⊙ can reproduce the observed behavior of the hydrogen feature. The lack of early envelope cooling emission implies that SN 2022crv had a compact progenitor with an extremely low amount of hydrogen. A nebular spectral analysis shows that SN 2022crv is consistent with the explosion of a He star with a final mass of ∼4.5–5.6 M ⊙ that evolved from a ∼16 to 22 M ⊙ zero-age main-sequence star in a binary system with ∼1.0–1.7 M ⊙ of oxygen finally synthesized in the core. In order to retain such a small amount of hydrogen, the initial orbital separation of the binary system is likely larger than ∼1000 R ⊙. The NIR spectra of SN 2022crv show a unique absorption feature on the blue side of the He i line at ∼1.005 μm. This is the first time such a feature has been observed in SNe Ib/IIb, and it could be due to Sr II. Further detailed modeling of SN 2022crv can shed light on the progenitor and the origin of the mysterious absorption feature in the NIR.

This paper aims to understand how cybersecurity professionals work alongside C-level executives to ensure security mirrors organizational goals and objectives. By beginning with business objectives in mind, emphasizing communication, and incorporating security into transformation projects, cybersecurity can be positioned to align with business goals to support business advancement. The paper also identifies Risk management according to business risk appetite, business continuity management, and regulatory compliance as essential framework components. Rapid threat intelligence and innovative tools such as cloud security and Zero Trust Network Access (ZTNA) are key examples of how protection can precede business initiatives. This collaboration shields business operations against cyber risk and advances competitive advantage by strengthening consumers' perceptions and optimizing business functions. Therefore, with the ever-advancing threat environment to its systems, organizations must embrace AI-driven threat sensors, automated compliance solutions, and effective incident response. Finally, cybersecurity must be recognized as one of the main enablers that drive innovation and business growth and allow companies to succeed in safe digital environments. The paper offers practical advice to cybersecurity professionals on communicating with the board and other executives, thereby achieving the organizational security culture necessary to succeed in the long run.

Assessing the Sustainability of Agricultural Bioenergy Potential in the European Union

The present study aims to assess the sustainability of bioenergy potential from agriculture in the European Union in the period 2012–2021, with a particular focus on material flow and emissions management, bioenergy and recycling impacts, while assessing the potential of bioenergy from agriculture and analyzing the degree of self-sufficiency and import dependency in the biomass economy. While biomass has significant potential in the EU energy transition, its use is accompanied by challenges related to sustainability, carbon neutrality, efficiency and economic viability. Using a quantitative approach based on official statistical data, this research tracked the evolution of biomass imports, exports, domestic extraction and consumption, providing a comprehensive picture of the stability and adaptability of the biomass economy in the European Union. The results indicate a steady increase in domestic extraction and a stability in consumption, reflecting a high capacity of the European Union to manage biomass resources; thus, the degree of self-sufficiency has been high throughout the period, with a moderate dependence on imports, showing an adaptable economy. The conclusions suggest that in order to maintain this stability, the European Union must continue to develop balanced economic and environmental policies that support the sustainable use of biomass and contribute to the energy transition and environmental objectives.

Rethinking Human Security Through Feminist Lenses

At the beginning of the 2000s, the increased salience of the concept of human security was a welcome development both in academic and policy circles. Problematizing the state's central role as the principal object of security allowed human beings' security needs and concerns to be put in front and center, at least in theory, if not necessarily in practice. The increasing traction the concept got also allowed several non-traditional security threats, such as environment, health and migration, to be approached through security lenses and put on security agendas. Despite the burgeoning literature and the notable frequency at which the concept of human security got incorporated into policy discussions, it has lost, at least partially, its analytical traction and policy saliency. The lack of a clear definition as well as vague and tactical use of the concept by policymakers have raised concerns about the human security concept turning into an empty signifier. While the human security concept was welcome by some feminist approaches, it is also criticized by others. This article aims to discuss the human security concept through different feminist perspectives and understand its adaptability in the field based on a comparative interpretive analysis of feminist foreign policy initiatives by Sweden, Canada, Mexico, France, Germany, Spain, Chile and Luxembourg. To realize this aim, we analyze the conceptualization and implementation of feminist foreign policies and how they put the human security approach into practice. We seek to problematize how feminist foreign policies tackle the ambiguities and limitations within the human security framework, and to what degree these policies confront or maintain current power dynamics and state-centered security models. We argue that feminist foreign policies do highlight the problems related to gender equality and contribute to their solutions, but do not challenge patriarchy and the power relations behind it. As such, while they contribute to better implementation of human security as a guiding principle for foreign policy, conventional foreign policy concerns limit the change they can create on the ground.

Evaluation of Health Service Quality in City Hospitals

In Turkey, city hospitals play a significant role in the provision of healthcare services. This survey looked at the level of satisfaction with various hospitals. In the study, social media was one of the tools. The hospitals' websites were used to compile satisfaction ratings. After that, content analysis was used to look at the hospitals' indicators for technological, communicative, and physical quality. The study considered hospitals with 1200 beds or greater as a sampling factor in hospital selection. Hospitals are classified with the designation "Hospital" in objectives of information security and ethics. Encoding was carried out like Hos1, Hos2, Hos3, etc. for every hospital. The results of this article, which are considered significant research findings, are believed to had an important effect on improving hospital service requirements. Additionally, improvements can be made in health service delivery in line with the opinions of stakeholders. Additionally, the importance of patient satisfaction in terms of health tourism was emphasized.

Public Perception of the Food Estate Program of Cassava Cultivation as a Strategic Logistic Reserve in Realizing Regional Food Security in Gunung Mas Regency, Central Kalimantan

This research examines the implementation challenges of Indonesia’s Strategic Logistics Reserve Development Program (CLS), specifically focusing on cassava cultivation in Gunung Mas Regency. Launched as part of the 2020-2024 National Strategic Program (PSN), the initiative aims to address potential food security issues exacerbated by the COVID-19 pandemic, land degradation, and climate change. The program's primary goal is to develop food estates to enhance national food security. The study employs a mixed-methods approach, including interviews with key stakeholders, analysis of program documentation, and community surveys to assess the program’s effectiveness and impact. Key findings reveal significant obstacles, including policy misalignment, unsuitable land conditions for cassava, inadequate infrastructure, and a top-down implementation strategy that lacks local community involvement. Results indicate that while the program has led to some positive outcomes, such as job creation and increased food independence, it has also faced severe criticism. Issues such as suboptimal cassava growth, environmental damage, and socio-cultural impacts have led to negative public perceptions. The failure to issue a crucial Presidential Decree, poor inter-governmental coordination, and inadequate understanding of the program by local communities have compounded these challenges. Analysis suggests that the program’s shortcomings are due to a combination of regulatory delays, environmental mismatches, and insufficient stakeholder engagement. To address these issues, the research recommends a comprehensive evaluation of the program, restoration of damaged lands, enhanced community participation, and stronger environmental safeguards. Improved collaboration between central and regional governments and better alignment of policies and infrastructure are essential for the program’s success in achieving its food security objectives.

Privacy-Preserving Authentication Based on PUF for VANETs

The secret key is stored in an ideal tamper-proof device so that a vehicle can implement a secure authentication with the road-side units (RSUs) and other drivers. However, some adversaries can capture the secret key by physical attacks. To resist physical attacks, we propose a physical-preserving authentication based on a physical unclonable function for vehicular ad hoc networks. In the proposed scheme, a physical unclonable function is deployed on the vehicle and the RSU to provide a challenge–response mechanism. A secret key is only generated by the challenge–response mechanism when it is needed, which eliminates the need to store a long-term secret key. As a result, this prevents secret keys from being captured by adversaries, improving system security. In addition, route planning is introduced into the proposed scheme so that a vehicle can obtain the authentication key of RSUs on its route before vehicle-to-infrastructure authentication, which greatly speeds up the authentication when the vehicle enters the RSUs’ coverage. Furthermore, a detailed analysis demonstrates that the proposed scheme achieves security objectives in vehicular ad hoc networks. Ultimately, when contrasted with similar schemes, the performance assessment demonstrates that our proposed scheme surpasses others in terms of computational overhead, communication overhead and packet loss rate.

Understanding the EU’s Competence to Harmonise Space Law Amid Publication Delays

In response to the European Commission’s unexpected decision on 9 April 2024 to indefinitely postpone the publication of the first draft of the European Union Space Law (EUSL), this article takes a critical look at the EU’s competence under the Treaty of the Functioning of the European Union (TFEU) and Treaty of the European Union (TEU) to establish an EUSL that seeks to harmonize the national space laws of the Member States in the space security, safety, and sustainability domains. This article specifically examines the complexities around the Union’s competence to adopt space legislation in Articles 4(3) and 189 TFEU as one of the possible factors explaining the delay. It does this by analysing the legal foundations on which the EU has historically relied to pass space legislation and harmonize national laws. The article aims to address the concerns Member States may have regarding whether the Union must depend on its ‘space competence’ in Article 189 TFEU to achieve its security, safety, and sustainability objectives or if there is legal precedent allowing it to use a mix-and-match approach of its various competencies under the TEU and TFEU. The article concludes that the Union is competent to adopt an EUSL and suggests that it could employ various binding and non-binding strategies by relying on its competencies in overlapping domains, including inter alia, Articles 11, 114, 115, 167, 170–173, and 191–193 TFEU.

Insider threat mitigation: Systematic literature review

The increasing prevalence of cybercrime necessitates the implementation of robust security measures. The majority of these attacks are initiated by authorized users who possess knowledge of the system vulnerabilities. Thus, insider attack prevention (ITP) strategies need to be explored to ensure the security of organizations. This review comprehensively examines the existing literature on ITP methods, focusing on recent developments and their implementation in various corporations. This review categorizes and classifies different types of insider attacks and their corresponding prevention and detection techniques. This paper also introduces a multi-tiered activity monitoring model that integrates network, system, and physical security measures to provide comprehensive defense against insider threats. This review also provides a detailed taxonomy that classifies insider threats based on insider type, access level, and targeted security objectives. Finally, future directions for ITP are explored, highlighting the open issues and challenges that need to be addressed.
