PRINCIPLES OF OPEN SCIENCE IN THE ACTIVITIES OF A TECHNICAL UNIVERSITY

The purpose of the article is to analyse and present the use of Open Science principles and their implementation in the activities of Lutsk National Technical University. Methodology. The main provisions of the Open Science concept and their implementation in European and Ukrainian official documents are analysed. It has been found that at Lutsk National Technical University (LNTU) the principles of Open Science are implemented in three main areas: in the educational process; in research activities; in informal promotion among students and other stakeholders. As a result, the authors found that participation in international projects, in particular ERASMUS+, causes changes in educational and scientific activities towards the creation of a fair and competitive educational space. New disciplines, such as Open Scientific Foundations and Information Management Practice, have been introduced into the educational process of masters and postgraduate students. The implementation of the policy of openness of scientific research is mainly limited to open publications in scientific journals and public discussion of research results at conferences and seminars. Informal trainings on academic integrity and Open Science involving students and teachers help to promote the principles of Open Science. The effectiveness of the training for LNTU students has been experimentally established. After the training, most students understood the basic principles of Open Science and were able to give examples of their use at LNTU, but they are not yet ready to apply them in their first scientific or academic achievements. Practical implications. These examples of implementation of Open Science principles in educational and scientific activities of LNTU illustrate an important vector of development of the technical university towards joining the European higher education area. At the same time, the authors came to the conclusion that it is necessary to conduct a broad information campaign among research and teaching staff for their further implementation.

The Role of the University of Rijeka Library in the Promotion of Open Science

This paper analyses the concept of open science and the role of the University of Rijeka Library in the context of preconditions to implement open science in practice, raising awareness, and conducting scientific research in an open and collaborative way.
 Promoting advances in science and the dissemination of knowledge for the benefit of society, with development and focus based on relevant national and European Union documents, and strongly supporting the view that scientific information and research data produced in the course of publicly funded scientific activities must have open access, the University of Rijeka adopted the Open Science Policy of the University of Rijeka in September 2021. In order to get actively involved in the implementation of the Open Science Policy, the University of Rijeka Library has established the Centre for Open Science and Management of Scientific Information. The Open Science Centre continuously works on raising awareness and strengthening the knowledge of the University’s research stakeholders about the significance of open scientific information and research data as the key research outcome.
 Based on a case study of the University of Rijeka Library, the objective of this paper is to present the role of an academic library as an important stakeholder in providing support to open up the entire research process and implementation of open science practices. The article gives a comprehensive overview of the activities carried out by the University of Rijeka Library together with the University of Rijeka to achieve openness of scientific research through the active inclusion of all research stakeholders.
 This kind of presentation of good practice may serve other academic and university libraries as an example of different ways in which they can foster open science in the environment in which they are active.

Estado del arte sobre el pago por servicios ambientales en Paraguay: Dieciséis años de gestión

Due to the increasing academic interest in Payment for Environmental Services (PES) globally and the scattered state of PES in Paraguay, this paper presents a review of Paraguay to provide an overview of the current state of the subject at the national level and develop new theoretical and methodological approaches. The main objectives of this article are to compile the history of management and systematization of technical, academic, and scientific information on PES in Paraguay and contribute to defining economic valuation methods to enhance PES at the local and regional levels. This will serve as a strategy for designing environmental management models that guarantee the provision of long-term environmental services (16 years of analysis).The study design was qualitative, documentary, bibliographic and descriptive, based on the preparation and analysis of a database with 41 technical documents that facilitated the systematization and mapping of the information. Results show that 46% of the documents analyzed correspond to peer-reviewed literature, with five identified management periods. The most worked aspect was the economic valuation of environmental goods and services, especially those derived from the forest, where market-based valuation techniques based have been applied to a greater extent. As for the valuation of environmental damage, no publications or works were found during the studied period. Economic valuation studies were important for the current PES regulation process in Paraguay. that the Payment for Environmental Services (PES) mechanism in Paraguay has made significant progress over the past 16 years. However, both the market and policies related to PES are still not fully established due to critical issues identified, primarily the lack of regulation of other certification modalities that contribute to both sustainable production and conservation strategies. National Scientific Information Infrastructure: Problems, Tasks and Prospects

Introduction. Large volumes of scientific data and the development of the Data-Driven Science paradigm create a need for fundamentally new tools with which to work with information and conduct scientific communication. The emergence of such tools is only possible given the prerequisite technological foundation – a well-developed digital infrastructure for the storage and exchange of a large variety of scientific data, intended for use not only by researchers but also by software agents. The article analyzes the problems in the established practices of scientific information management in Russia and the existing barriers that prevent the creation of a new generation of tools. Overcoming them is a very complex and large-scale task, due to the diversity of actors involved in scientific information, the types of scientific information, the specificity of various subject areas, and other factors. To do so, we need a Strategy for the Development of a National Scientific Information Infrastructure, a set of systemic changes in the standards and practices for working with scientific information which will affect a significant part of the scientific community. Results and Discussion. The main provisions of the Strategy are formulated, including the goal, objectives and principles of development, its main mission (creating an environment for the formation of value chains of scientific information) and key results – new highly intelligent services for informational support of various types of scientific activity. Conclusion. The implementation of the proposed Strategy should result in new highly intelligent services offering informational support for various types of scientific activity; development of digital competencies among researchers; a significant increase in the use of scientific content; development of the market for scientific information services; improvements in the system of division of scientific labor.

Design and Application of Land Resource Management System Based on Internet of Things

In order to further solve the problems existing in the process of land resource management of relevant departments of land and resource management, realize the information management of land resources, and promote the efficient utilization of land resources and scientific information management, this paper proposes a land resource management system based on Internet of things technology. With the help of resource allocation and management algorithm based on the needs of Internet of things users and land resource management requirements, this paper constructs a land resource management system based on Web and mobile network platform. The system development takes Java as the background programming language, constructs the database based on Oracle 9i, and uses GIS/GPS and other electronic map functions to realize the accurate display and resource sharing of land resource information. In the system test, 60, 120, 240, and 360 concurrent users are simulated to access the system at the same time. The connection success rates of the corresponding system are 97.2%, 97.5%, 98.3%, and 96.6%, respectively, which fully verifies the good performance of the system; it can be widely used in land resource information management.

Demonstration of application program of logistics public information management platform based on fuzzy constrained programming mathematical model

Abstract As the main development direction of the new era, it not only makes rational use of modern technology and information resources, but also optimizes the overall level of urban logistics planning, construction and management. Now, with the continuous improvement of residents’ living standards, it has gradually become the focus of attention. The difference between the Internet of Things and the digital city’s public information platform based on the comprehensive perception of urban information resources allows in-depth exploration and analysis, and ultimately improves the overall urban logistics construction management service level. On the basis of understanding the current scientific research results and public information management platform construction experience, starting from the construction of the current public information management platform, based on the information cloud service architecture, verify and analyze the operation of the public information management platform of the information cloud service architecture. Can lay the foundation for construction. From the perspective of logistics, this paper makes an in-depth exploration of the uncertainty of production and customer demand in public system management, and gives a mathematical model of fuzzy constrained programming combined with the characteristics of the information cloud structure to solve the detailed aspects of the system at a higher level.

Current Trends in the Development of Higher Library and Information Education in Germany

The purpose of the article is to explore the experience and identify best practices for modernizing the content and organizational structure of the librarians’ graduate training in Germany.
 The methodology. The research was conducted using a set of theoretical and empirical methods of scientific knowledge. These allowed to identify the main stages of evolution of the higher library education system in Germany, the establishment of classical and innovative models of its modern development. The following scientific approaches were cognitive tools for achieving this goal: system, historical, comparative, as well as research methods: statistical, modelling, content analysis of the 19 German Universities’ 30 educational programs for Bachelors, Masters and Doctors of Philosophy in “Library and Information Sciences”.
 The results. The generalization of the study’s empirical basis allowed us to conclude that 19 German Universities offer more than 30 educational programs to their applicants for “Library and Information Sciences” higher education at various levels, including 45% bachelor’s, 35% master’s, and 20% doctoral degrees. Terms of bachelor’s educational programs are 3–3.5 years, master’s — 2–2.5 years, doctoral — 3–4 years. In the context of the global communication space digitalization the most popular are universal educational programs in “Information Systems”, “Information Science”, and “Information Management”, which train professionals for all types of information institutions and provide extensive opportunities for profiling with a focus on scientific information management or solutions tasks of library, cultural and educational management with a focus on work in school, university and public libraries.
 The topicality. Germany has a long tradition of forming a national book culture and training high-quality librarians, which contributed to the development of one of Europe’s most powerful library, publishing and bookselling industries. Germany’s accession to the Bologna Process made adjustments to the national system of training librarians, identified new vectors of its European integration development, formed modern models for the educational process optimization through the implementation of levelling, succession, flexibility, and interdisciplinarity of education programs in library. In the context of the higher library education system modernization in Ukraine, these innovative practices need to be studied to determine the possibilities of borrowing the most effective of them.
 The practical significance. The results of the analysis of the profiling of modern bachelor’s and master’s degrees in German universities show their interdisciplinarity and focus on training a universal information specialist capable of performing professional tasks in all types of document communication institutions (libraries, archives, media libraries, publishing houses, news agencies, mass media, etc.). Starting with the 3rd semester most bachelor’s degree programs provide their applicants with a choice of a particular specialization, deepening professional competencies through a wide range of optional disciplines and training through participation in the implementation of real interdisciplinary projects. This experience of German colleagues should be borrowed by Ukraine as well.

Research on Enterprise Value Chain Management Based on Competitive Strategy

With the rising cost of labor factors in China, several multinational companies that rely on labor-intensive industries have withdrawn their production lines from China, which has had a huge impact on the development of Chinese enterprises. Under the guidance of national policies, many enterprises have begun to climb to the high end of the value chain. This paper analyzes the main function of value chain management by studying the composition of industry value chain management from the perspective of competitive strategy. In view of the lack of enterprise value chain management, this paper discusses from three aspects: product, technology, and price. Product homogeneity has been found to greatly reduce the market competitiveness of products, which is not conducive to the value-added and sustainable development of enterprises. Based on this, corresponding strategies have been proposed, in which enterprises should maximize the advantages of value chain management through scientific and efficient information management techniques.

Scientific research information management based on blockchain technology

As a supporting technology of Bitcoin to achieve the function of account management, blockchain technology has received extensive attention from all walks of life, especially in the financial field. Based on the successful experience of blockchain in the application of digital cryptocurrency, blockchain technology has also exerted an important influence on some aspects of scientific research information management, such as declaration, implementation, and conclusion. Thus, for resolving the problems of academic misconduct in scientific research information management, blockchain technology can be targeted for improvement according to each link of information management to improve the security of the management system. Combining the existing achievements and requirements in real applications, this paper explains characteristics of the blockchain technology and analyzes its disadvantages in scientific research information management compared with the traditional methods. Finally, this paper puts forward some suggestions for applications to provide a reference for the effective application of blockchain technology in scientific research information management.

Impact of control technology on fight against COVID-19

Since the outbreak of COVID-19, all countries have taken certain measures to restrain the spread of COVID-19. It is a complex and practical issue to study the measures and effects of the epidemic prevention and control. The spread of the epidemic in different countries has certain characteristics, and the prevention and control models and effects in different countries are also different. In this paper, the key factors affecting the prevention effect of COVID-19 were analyzed by integrating multiple data and using interdisciplinary methods of mathematics, statistics and information management science on the basis of public management, and the system model of influencing factors of COVID-19 was constructed.

Implementation of support-vector machine algorithm to develop a model for electronic commerce energy regulatory system

In the current stage, China has paid special focuses to the data and information utilization of the Electronic-commerce (e-commerce) energy regulatory system. However, it is difficult to guarantee the scientific data information management of the energy regulatory system at present. It was considering how to use the scientific framework for data mining has been the recent hot spot. Under this condition, this manuscript analysis the e-commerce energy regulatory system model based on data mining. This paper begins with the discussions on the current models of the energy regulatory system at home and abroad, enhances the methodology combined with the shortage of data mining, and then applies support-vector machine (SVM) algorithm in the e-commerce energy regulatory model. The experimental analysis shows that the revised SVM algorithm can realize the objective evaluation of regulatory efficiency based on data mining and can lead to the optimal strategy according to the scenarios in the actual application steps of the energy supervision system. The performance is satisfactory, which means the energy supervision system can reach more than 97%, this performance is better than most of the latest approaches.

Use of technological tools in information management in ISFODOSU graduate students

The objective of the study was to determine the technological tools most used for the management of scientific information by students studying postgraduate degrees at the Salomé Ureña Higher Teacher Training Institute, in the Dominican Republic. A quantitative approach was used, an exploratory-descriptive research, with a non-experimental design. The sample was made up of 109 postgraduate students. The results indicate that (32.11%) of the students use Scielo, (17.43%) DOAJ, and Redalyc, (29.61%), for the management of scientific information. (88.07%) of the subjects use academic networks. It is concluded that students efficiently use technological tools in the scientific information management process in ISFODOSU postgraduate activities. The study showed that 98.17% use specialized Internet tools, which allow them to access relevant scientific literature and strengthen their research.

Sustainability in the management of scientific information

The sustainability in the management of scientific information is becoming compromised in this new age of Big Data. Herein, I present and discuss some of the main challenges of this situation in both scientific practice and scientific communication. A major challenge is trying to fill the growing gap between the rate at which new data accumulated and the rate at which these yield new knowledge. Another major challenge is the current hypertrophy of science publications contributing to the Red Queen effect in the scientific activity and to the publish or perish policy. All the previously mentioned circumstances contribute to the imposition of urgency and immediacy in the practice of science, leaving too little time to reflect what, why, and how we are researching.

WTO, an ontology for wheat traits and phenotypes in scientific publications.

Phenotyping is a major issue for wheat agriculture to meet the challenges of adaptation of wheat varieties to climate change and chemical input reduction in crop. The need to improve the reuse of observations and experimental data has led to the creation of reference ontologies to standardize descriptions of phenotypes and to facilitate their comparison. The scientific literature is largely under-exploited, although extremely rich in phenotype descriptions associated with cultivars and genetic information. In this paper we propose the Wheat Trait Ontology (WTO) that is suitable for the extraction and management of scientific information from scientific papers, and its combination with data from genomic and experimental databases. We describe the principles of WTO construction and show examples of WTO use for the extraction and management of phenotype descriptions obtained from scientific documents.

Gestão da informação científica e tecnológica: relações temáticas dos projetos de iniciação científica da Universidade Federal do Ceará

A produção do conhecimento científico se dá pela interação entre pesquisadores, tendo por objetivo a socialização das informações, com o intuito de auxiliar o desenvolvimento da ciência e da tecnologia visando o desenvolvimento social. No âmbito universitário, a produção do conhecimento científico se dá em diversas modalidades, neste artigo abordaremos as relações estabelecidas pelos projetos do Programa Institucional de Bolsas de Iniciação Científica da Universidade Federal do Ceará. Tais colocações nos impulsionou a desenvolver uma pesquisa visando responder a seguinte questão de partida: Os projetos de pesquisa vinculados ao Programa Institucional de Bolsas de Iniciação Científica da Universidade Federal do Ceará possuem interações entre si permitindo estabelecer relações temáticas entre as comunidades, proporcionando a formação de uma rede de conhecimento científico? Hipótese: Os projetos do Programa Institucional de Bolsas de Iniciação Científica podem gerar conhecimento estratégico que beneficie a produção científica e tecnológica da instituição por meio de suas interações, para atender as demandas no âmbito da pesquisa. Objetivo básico: Identificar a existência de redes de conhecimento científico da Universidade Federal do Ceará, por meio do mapeamento dos projetos visando apresentar as interações temáticas entre as comunidades. Trata-se de uma pesquisa teórica-conceitual e do ponto de vista metodológico a pesquisa é descritiva-exploratória, com abordagem quanti-qualitativa, do tipo documental por trabalhar com os projetos científicos. Os resultados permitem inferir que a relação das temáticas abordadas nos projetos científicos, apresentou-se inúmeras possibilidades de dinâmicas de relacionamentos entre as comunidades científicas. Conclui que a análise das características e relações intrínsecas na rede de colaboração poderá servir de subsídios para a comunicação entre os pesquisadores que atuam com temas relacionados, bem como novas possibilidades de relação fortalecendo assim a produção científica e construção do conhecimento visando uma gestão de informação científica que contemple as relações entre as pesquisas e seus benefícios, independente da área de concentração.

Percepción y actitudes de los estudiantes sobre el m-learning en la asignatura Ingeniería del software

Los dispositivos móviles, son una herramienta de gran importancia en el ámbito educativo. El presente artículo tiene como objetivo determinar la percepción y actitud de los alumnos para valorar la implementación del uso de los móviles en la asignatura Ingeniería del Software en la carrera en de Ingeniería en Sistemas Computacionales, de la Universidad Estatal del Sur de Manabí, Ecuador. El tipo de investigación fue exploratorio-descriptivo, con un diseño no experimental. La muestra estuvo conformada por 42 estudiantes que formaron parte de la investigación, en el curso 2018-2019. Dentro de los resultados se destaca que los alumnos en un 95,23% consideran una mayor utilidad del dispositivo móvil, como medio de comunicación. Un 88, 09% lo utilizan para revisar el correo y el 78,57% lo emplean para la gestión de información científica y académica. Para el análisis de resultados se empleó el programa SPSS. Los resultados alcanzados permiten concluir que se logró determinar la percepción y actitud de los educandos y docentes, para la posible implementación del aprendizaje móvil en la asignatura Ingeniería del Software, de la carrera de Ingeniería en Sistemas Computacionales, de la Universidad Estatal del Sur de Manabí, Ecuador y de acuerdo con la información obtenida los estudiantes cuentan con los dispositivos móviles, manifiestan buena disposición para usar los dispositivos móviles en sus prácticas educativas.

TODOS as digital science-support environment to provide STEM-education

The amount of scientific information has been growing exponentially. It became more complicated to process and systemize this amount of unstructured data. The approach to systematization of scientific information based on the ontological IT platform Transdisciplinary Ontological Dialogs of Object-Oriented Systems (TODOS) has many benefits. It has been proposed to select semantic characteristics of each work for their further introduction into the IT platform TODOS. An ontological graph with a ranking function for previous scientific research and for a system of selection of journals has been worked out. These systems provide high performance of information management of scientific information.

Turning a library into a skill center for scientific information and knowledge management

In the past, library users had to come to the library. Today, the library has to approach their possible clients, with interactions and services that prove the value of the engagement, especially in higher education. Libraries must be recognized and acknowledged as skills centers for dealing with scientific information.
 Since 2013, we have gradually transformed our library into a multifunctional learning space, but also into a center that scouts, evaluates and selects information management solutions for life sciences and chemistry, develops own solutions and keeps their patrons tuned to the latest developments. We reach out to our clients in multiple ways. We raise awareness for selected new tools and databases through Infocus, a personalized e-mail newsletter, which is created based on users’ interest profiles. Infocus is complemented by Infozine, a magazine for users of scientific information, which is sent to all members of the departments we serve and also to external subscribers. Community building is also done through various F2F outreach formats, classical courses that are part of bachelor and master students’ curricula, and courses with workshops for PhD students. There are also new formats such as Coffee Lectures (10-min presentations on tools, databases and services) or Menu Card Seminars that are tailored to the needs of an individual research group. Through these intensified interactions, we, in turn, learn a lot about current research processes and problems and thus understand better our client’s information needs.
