ABSTRACT The study examined Nigerian Library and Information Science (LIS) academics participating in professional networking/collaboration on research and scholarly publishing during COVID-19 (November 2019 to December 2021). Quantitative and qualitative methods were adopted and data were collected through a review of recent articles in scientific journals; the broader public domain of media, newspapers, and blogs; and databases such as Web of Science and Scopus. An open-ended survey in form of interviews was conducted for LIS academics. The results revealed that 66.6% of the respondents that took part in the study participated in networking/collaboration in research and scholarly publishing during COVID-19. Networking/collaboration has impacted research and scholarly publishing in terms of making data available for sharing by research and increasing Open Access, thereby making more content open and available to researchers. There are now available datasets or data banks that researchers can access to harvest relevant data for their research. There are more published reference texts in LIS that are outcomes of networking and collaboration by LIS academics. Local/local networking/collaboration was more prevalent than local/foreign networking and collaboration among Nigerian LIS academics. The challenges LIS academics encountered in networking and collaboration during the pandemic ranged, for example, from lack of support, inadequate funds, reluctance to participate, limited ability to engage one-on-one or in a group using video instead of chat, and informal meet-ups, to social interaction, poor connectivity, power failure, and fear of uncertainty.

The presidential system of government in Indonesia faces various challenges, particularly the fragmentation of power between the executive and legislative branches, which hampers the effectiveness of public policy implementation. This study aims to analyze the legal challenges confronting the presidential system and explore how institutional redesign can strengthen the checks and balances mechanism between these branches. The research method employed is qualitative, utilizing a literature study approach, where data is collected from various sources, including books, scientific journals, and official documents. The findings indicate that the existing power imbalance complicates the president's ability to implement government programs effectively, often leading to policy stagnation and inefficiency. Proposed institutional redesigns include clarifying the president's authority, reducing dependence on the House of Representatives (DPR) for approvals, and simplifying the structure of the presidential institution to enhance operational efficiency. The discussion emphasizes the importance of inter-institutional coordination and structured institutional reform to achieve greater government stability and effectiveness. By addressing these critical issues, the proposed reforms aim to create a more responsive and accountable government that prioritizes national interests. Ultimately, this study concludes that appropriate institutional reforms can significantly strengthen the presidential system and improve governance in Indonesia, ensuring adherence to democratic principles and enhancing public trust in government institutions.

This study analyzes the role of constitutional courts in maintaining the rule of law through a comparative study between the Constitutional Court of Indonesia and the Federal Constitutional Court of Germany (Bundesverfassungsgericht). Using a juridical-normative approach with comparative methods, the research examines legal documents, court decisions, and academic literature related to the rule of law and constitutionalism. Secondary data were sourced from scientific journals, laws, and key court decisions, including the Lüth Case (1958), Brokdorf Case (1985), and Lisbon Treaty Case (2009) in Germany, as well as Indonesia's Constitutional Court Decision No. 91/PUU-XVIII/2020 on the Job Creation Law. The study shows that both countries consider the constitution as the highest norm and position their constitutional courts as guardians of the rule of law. However, Germany’s court enjoys high compliance, whereas Indonesia faces challenges due to weak legal culture, political intervention, and low integrity in law enforcement. The German court has developed the living constitution doctrine, while Indonesia remains more formalistic and reactive. This study concludes that the success of constitutional courts depends on institutional independence, compliance by state institutions, and a societal legal culture that respects the constitution.

Indonesia, as the largest archipelagic country in the world, structurally faces acute connectivity challenges, resulting in high national logistics costs and significant price disparities between production centers in Western Indonesia and consumer regions in Eastern Indonesia. This study aims to analyze the Sea Toll Concept, a strategic maritime policy of the Indonesian Government designed to realize efficient and sustainable maritime connectivity, with the primary objective of reducing price disparities between regions. Using the Systematic Literature Review (SLR) Method and a Descriptive Qualitative approach, this study synthesizes findings from national scientific journals published between 2020 and 2025. The analysis was conducted using three theoretical frameworks: Logistics and SCM Theory, Regional Economics and Trade Theory, and Regional Development and Balance Theory. The analysis found that the Sea Toll program is strategically effective in reducing price disparities. With recorded price reductions ranging from 8% to 30% in destination areas. This success is driven by mitigating distance barriers and increasing supply stability. However, the program faces systemic constraints related to the Total Cost Concept Theory, as evidenced by statistically insignificant price changes at the retail level, indicating that front-haul savings are being absorbed by structural constraints on ground infrastructure (last-mile) and the Imperfect Market Theory. To achieve total efficiency, integrated multi-modal policies that focus on developing the back-haul economic base and addressing local market competition are required.

This paper explores the thematic classification of scientific journals using the example of the "White List"—the Unified State Register of Scientific Journals. The study aims to automate the analysis of journal thematic orientations. For this purpose, the State Rubricator of Scientific and Technical Information (SRSTI), classifiers such as the Universal Decimal Classification (UDC) and the Mathematics Subject Classification (MSC), as well as the ontology of the SciLibRu semantic library of subject domains, are utilized. Based on data from journals included in the "White List" and from sources within the SciLibRu library, a generalized index has been developed and integrated into the SciLibRu knowledge graph. This enables users of the SciLibRu library to navigate various journal attributes, such as subject area and category, thus facilitating the selection of appropriate publication venues. An example is provided of how semantic analysis of an article can be used to assess its thematic relevance to journals from the "White List." The generalized index incorporated into SciLibRu also allows users to formulate natural language queries to identify suitable journals for publication. The proposed methodology can be extended to other domains, such as conferences proceedings. The practical significance of the study lies in the automation of journal topic selection for scientific manuscripts.

This study aims to analyze tax incentive policies that can encourage investment in the development of the Nusantara Capital City (IKN). This study employs a qualitative research method with a descriptive approach, utilizing secondary data gathered from a range of sources, including literature, documents, scientific journals, official government websites, and other reliable sources. The study's results indicate that the government provides various types of tax incentive policies to encourage investment in the development of the IKN. These various tax incentives have a positive impact on increasing investment in the IKN. However, this policy faces challenges due to the existence of global minimum tax provisions, as implemented through Pillar 2 of the Base Erosion and Profit Shifting (BEPS) 2.0 initiative. Additionally, tax incentives are not the primary factor that encourages investment. Therefore, the government can immediately formulate further regulations related to tax incentive policies by adjusting the provisions of Pillar 2 BEPS 2.0. For further researchers, it is advisable to develop more concrete and specific tax incentive policies in the IKN.

This study investigates the differences in Environmental, Social, and Governance (ESG) disclosures and financial disclosures between developed and developing countries, with a focus on the integration of ESG elements into corporate reporting practices. Drawing on key theoretical perspectives—namely Corporate Social Responsibility (CSR), stakeholder theory, and corporate governance—the study also examines the underlying conceptual frameworks guiding ESG and financial reporting. A systematic-ic literature review using the PRISMA method was conducted on publications indexed in the Web of Science and Scopus databases up to 2024. From an initial pool of 1,622 ESG-related and 1,423 financial disclosure publications, a final dataset comprising 72 FT50 articles (26 on ESG and 46 on financial disclosure) was analyzed using bibliometric and comparative methods. The findings reveal substantial differences in disclosure practices: developed countries commonly adopt standardized frameworks such as IFRS and EU CSRD, while developing nations rely on fragmented, voluntary reporting. Notably, 21% of reviewed studies lack explicit theoretical grounding. Journals such as Journal of Business Ethics and Management Science dominate financial disclosure discussions, while ESG topics are increasingly explored in Review of Accounting Studies. The analy-sis highlights dominant themes and evolving research trends through co-word and thematic mapping. This study provides a unique comparative and bibliometric perspective, identifying current practices, theoretical gaps, and areas for future research. It offers valuable insights for policymakers, investors, and scholars aiming to enhance ESG integration and disclosure quality across diverse economic contexts.

The objective of this paper is to undertake a bibliometric assessment to identify and interpret global patterns within the scientific literature related to geomechanical strength parameters and slope stability using the Dimensions database from 2016 to June 2025. VOSviewer 1.6.20 tool was employed to generate visualization networks for the most prolific authors, documents, and journals on the topic. Further analysis was done to examine both the institutional and country co-authorship patterns as well as keyword co-occurrence and thematic clusters. Results indicated a steady growth in scholarly output especially between 2023 and 2024, with increased participation from newer researchers. Citation metrics results further showed that the International Journal of Rock Mechanics and Mining Sciences was the most prolific journal, while the State Key Laboratory of Geomechanics and Geotechnical Engineering emerged the most prominent institution on the topic. Country co-authorship collaborations revealed China as the leading country in both global collaborations and research productivity, supported by strong bonds with the United States, Australia, and Canada. In contrast, the absence of African countries and institutions in the collaboration networks was striking, highlighting geographic and structural disparities in the global research sphere. The study recommends stronger global research integration, particularly inclusion of underrepresented regions, and strengthening links between emerging and pioneering researchers.
