Current trends in regional endogenous development in the context of influence of the globalization factors

The administrative-territorial reform, which is being carried out in Ukraine, has updated the search for new ways of endogenous development of its regions. Now, the real decentralization of power is one of the main priorities of the initiated changes. This should increase the institutional and managerial capacity of local governments in both individual communities and regions. At the same time, achieving this goal will be difficult if we ignore the current trends of globalization and the impact of globalization factors on the endogenous development of regions. However, recent practices show that globalization factors can have not only stimulating but also limiting effects. These factors can also reduce the efficiency of regional development potential. The case of the spread of quarantine restrictions in many countries caused by the COVID-19 coronavirus pandemic can serve as an example. As a result, the government institutions of different states and their regional local governments face a number of serious challenges of socio-economic nature. The negative factors of globalization impact on the endogenous development of regions in modern conditions include: non-tariff restrictions generated by environmental, security or socio-psychological motives; opportunistic behavior of residents or businesses; corruption and the shadow economy; insufficient quality of human and social capital. It results in restrictions on the free movement of people, goods and capital under the pretext of protecting citizens from viral threats or from potentially harmful consumer goods. Another argument is the ban on using dishonestly acquired financial resources. As opposed, the main positive aspects of globalization’s impact on endogenous development of regions include: activation of interregional and cross-border cooperation, improvement of regional institutional and information infrastructure, local governments’ openness to cooperate with foreign investors and international donor organizations, cultural integration and implementation of democratic practices of public administration in regions, including instruments of participatory governance.

Regional Endogenous Development Based on Conceptualizing a Regional Productivity Model for Application in Iran

This paper attempts to conceptualize and examine regional productivity in terms of the regional endogenous development of Iran’s regions. The paper introduces a conceptual model for the study and then develops and tests the model with data for the primary regions of Iran. Large and positive correlation is found between measures of latent and explanatory independent and dependent variables in the regional productivity model. Specifically it is found that such endogenous factors as agglomeration and clustering is a critical driving force for achieving increased regional productivity and thus the tailoring of polices to support regional endogenous development and growth.

Mobilizing leadership in cities and regions

Increasing attention has been given to the role of leadership as an important determinant of growth at the regional or local scale (Organisation for Economic Co-operation and Development (OECD), [2010]. Regions matter. Paris: OECD, [2012]. Growth in all regions. Paris: OECD). Scholarship on the leadership of places, however, remains an under-developed field, with much research either overly reliant upon perspectives drawn from management disciplines or limited to case study analysis of ‘success’ stories. While there have been significant exceptions (Stimson, Stough, with Salazar, [2009]. Leadership and institutions in regional endogenous development. Cheltenham: Edward Elgar), too little attention has been paid to developing a systematic approach to understanding place leadership. This paper reviews the literature on the leadership of places and argues there is now a sufficient body of scholarship to enable the development of more analytically rigorous approaches. It also posits that effective leadership is now more important for the success of places than in the past and that contemporary growth dynamics are likely to raise its significance further. The paper argues that governments and communities alike can encourage the development of local leadership and that the steps needed to achieve this objective are already well known.

Jazz in the Time of Globalisation: the Bolivarian Alliance for the Peoples of Our America

The hegemony of globalisation has visited poverty, ecological destruction, illiteracy and sickness, on the marginalised and impoverished masses in Latin America, who have been powerless to advance or protect their well-being, and have reacted and protested against the local effects of global exploitation within social movements. However, the construction of an alternative existence in a globalised world requires the emergence of a regional, collective consciousness, and a commitment to addressing local needs. That such a consciousness is emerging is suggested by the sea-change in Latin American politics since Hugo Chávez became president of Venezuela in 1998. A commitment to endogenous development and human need over corporate profits is being effected within the Bolivarian Alliance for the Peoples of Our America (ALBA). The epochal significance of ALBA is emphasised by posing an analogy between the narrative of Gabriel Garcia Marquez's novel Love in the Time of Cholera, where the transcendental power of love overcomes the oppressive forces of cholera and unrequited love, and the ALBA process of regional endogenous development promoting social improvisation to address the devastation of international competitive exchange.

The decentralization and the construction of the geometry of the social-territorial networks, founded in attributives gentilitious or land property, they are necessary aims to the overcoming of the impact of the processes of fragmentation of the globalization. This allows the territory to conceive as a mesh networking socio-territorial generated by synergies between actors concerted identified among themselves, primarily by ties of neighbourhood or proximity. The city, still more systems o region-cities or metropolitan region, were erected in areas conducive to motorized dynamic processes of local endogenous and sustainable development, around a strategic and collective vision territory negotiated between the municipality, private enterprise, civil society and academia. The intelligent territories, upper stage and regional endogenous development, are real expectations for their institutional strength to support the sustainable balance economic, social and environmental. Venezuela, a modern country with resources to detect, adding, encourage, multiply and map, can opt for the global architecture of the geometry of the socio-territorial networks of a smart territory.

Regional innovation policy and venturing clusters in Japan

Summary This paper reviews regional innovation policy in Japan. “Technopolis” policy, the first technology‐based regional development policy in the world, was implemented in Japan. Nonetheless, technology‐based regional endogenous development did not occur. Then, regional technology transfer was pursued. In order to make use of universities and public research institutes in a region for development, university‐industry collaboration and cross‐over, such as university spin‐offs, were promoted. Within this background, new technology‐based regional development policies have been introduced based on a cluster approach. These policies are the knowledge cluster Initiative and the industrial cluster program. However, existing companies have difficulty in carrying out innovation. This paper argues that a cluster to create new start‐ups that carry out innovation is also needed and explains a new concept of venturing cluster. Based on this new cluster concept, this paper analyzes the situation of Sapporo in Japan, where many university spin‐offs are being created in the biotechnology field.

Island Communities and Biotechnology

In the run-up to the year 2000 and beyond, several island countries, especially in the Caribbean and Pacific regions, are confronted by the challenges and threats of globalization. In response, several island countries are initiating self-reliant strategies aimed at national and regional endogenous development. Amongst these strategies, the potential of biotechnology for economic development and technological growth is being tapped.

Financing regional endogenous development: The role of proximity capital in the age of globalization

Today, financial activities become more and more integrated at a global scale. Nevertheless, SMEs have no access to these circuits. Consequently, one can ask how do they find their equity capital? This paper presents the concept of ‘proximity capital’ which articulates informal capital and proximity relations between demander and supplier of capital. A typology of spatial forms of financial circuits of industrial activities is built by contrasting proximity capital and financial cores which link the largest firms and banks together.
