West Java is one of the areas in Indonesia that is most likely to experience geological disasters. This means that government agencies and the community must communicate risks clearly and effectively. In this case, the Geological Agency plays a key role in providing scientific data and distributing disaster mitigation information through its public relations function. This study aims to examine the application of the Two-Way Symmetric Model of communication in the performance of the Public Relations Unit of the Geological Agency in disaster mitigation efforts in West Java, Indonesia. In particular, this study explores the forms of communication applied, the role of symmetrical communication in building public trust and participation, and the supporting and inhibiting factors that influence its implementation. This study adopted a qualitative approach. Data were collected through field observations, comprehensive interviews with Geological Agency Public Relations personnel, and documentation studies derived from press-release manuscripts, social media content, and institutional communication materials related to disaster mitigation. Interactive models that include data reduction, data presentation, and conclusion drawing are used to evaluate the data. Triangulation of sources and methods is used to ensure the validity of the research. The results of the study show that the Public Relations of the Geological Agency has begun to use two-way symmetrical communication by mixing formal communication channels, such as press releases, and collaborating with government agencies, with informal and digital media that allow the public to provide feedback. This method helps build public trust and involves people in disaster relief initiatives, especially when the material is easy to understand and there are opportunities for people to talk about it. However, the application of symmetrical communication is still partial and situational. This is due to the bureaucratic structure, lack of communication resources, and the fact that technocratic techniques are often used to write messages. Research shows that strengthening institutional commitments, improving communication capabilities, and incorporating public input into strategic decision-making are critical for maximizing the application of the Two-Way Symmetric Model in disaster mitigation communication.

Public trust has emerged as a critical challenge for Private Islamic Universities (PTIS) in the digital era, particularly regarding the translation of Islamic ethical values from symbolic claims into concrete institutional practices. This study examines how the value of Amanah (trust) is internalized within Public Relations (PR) practices at PTIS in Jambi, positioning trust as both a religious-ethical principle and a professional standard that guides governance, communication, and digital engagement. Using a qualitative multi-site case study design, data were collected through in-depth interviews with institutional leaders, PR personnel, academic staff, administrative officers, and students, complemented by observation of institutional digital platforms. Data were analysed using the interactive model of Miles, Huberman, and Saldaña. The findings reveal that Amanah functions as an internal governing logic, shaping leadership integrity, policy transparency, participatory communication, and digital accountability. Trust is further strengthened through inclusive leadership, open communication channels, transparent academic and administrative policies, and responsible digital governance. However, the study also identifies persistent challenges, including inconsistent leadership modelling, weak oversight mechanisms, limited digital literacy, and concerns regarding academic data security. These results indicate that ethical values alone are insufficient to sustain digital trust without structural reinforcement and accountable digital systems. Ultimately, this study contributes to the field by conceptualizing Amanah as an operational PR principle that integrates Islamic ethics with contemporary digital trust governance in higher education.

Governance thrives on a robust relationship between government and the governed. Such relationships essentially count on good communication to ensure adequate comprehension of both parties’ perspectives, emotions and needs, to foster trust and mutual understanding. It is a given that communication management is a public relations (PR) specialty hence PR is all government needs to ensure good governance. Based on this given, the paper estimates the public relations deficit in the administration of the Nigerian state between 2015 and 2024. It spotlights amongst others, the unsavoury aftermaths of the Naira notes’ redesign programme and fuel subsidy removal issue as key indices of the public relations privation in governance. The paper highlights government’s shortcomings on one hand and on the other, some of the uncelebrated achievements of government within this period, as ameliorating circumstances lost on the citizens. It holds that given its pride of place in the scheme of things, public relations could have enabled Nigerian citizens to appreciate government’s current image other than the blighted representations it got in the said period. It thus enjoins adequate use of PR in governance going forward and recommends the deployment of seasoned public relations personnel in their rightful places for optimum results in governance. The work adopted the library research approach entailing advertent data sourcing from apposite authorities in the internet and physical libraries.

This paper discusses results of a study which explored corporate reputation management as a critical strategic asset for public utilities whose survival and legitimacy depend on sustained public trust, service reliability and transparent stakeholder engagement. The data were collected from 50 residents of Kapiri District in the Central Province of Zambia by means of structured questionnaires. This data were subjected to quantitative analysis using the Social Sciences Statistics Package. The study adopted a pragmatic research philosophy and employed a sequential explanatory mixed-methods design to enhance the depth and validity of findings. At the qualitative phase semi-structured interviews with seven ZESCO Public Relations personnel and two commercial farmers who relied heavily on electricity for production activities were conducted. These qualitative data were analysed thematically to explore internal reputation management practices, institutional constraints and stakeholder experiences during the crisis. The results of the study demonstrated that frequent load shedding, delayed fault resolution, inadequate transparency and continued billing during outages significantly undermined stakeholder trust and organisational credibility of ZESCO. The main conclusion of the study was that ZESCO’s reputational challenges were driven primarily by misalignment between service delivery and communication strategies rather than the absence of reputation management mechanisms while recommending that the organization needed to decentralise communication structures, enhance operational responsiveness and institutionalise customer service charter to restore stakeholder trust and strengthen public utility legitimacy.

This research stems from the urgency of the role of public relations in Islamic educational institutions, particularly madrasas, which is increasingly complex and strategic in the current digital and information era. Public relations is not only tasked with disseminating information but also with building an image, maintaining public trust, and managing effective communication between the madrasa and various stakeholders such as students, parents, teachers, and the wider community. This study aims to identify and analyze the application of ethics and professionalism in public relations at SMP Plus Darus Sholah in Jember and its impact on the institution's image and public trust. Using a qualitative case study approach, data were collected through in-depth interviews, participatory observation, and documentation. The findings indicate that the application of Islamic ethical values—such as shiddiq (honesty), amanah (trustworthiness), and tabligh (transparency)—in public relations practices significantly enhances the madrasa's credibility and public trust. Additionally, the professionalism of public relations officers, characterized by structured communication planning and interpersonal ethics, plays a crucial role in building a positive institutional image. However, challenges such as a lack of formal training and understanding of ethical standards remain. The implications of this study highlight the need for policy recommendations to enhance the capacity and integrity of public relations personnel in Islamic educational institutions to support their role as the forefront of institutional communication.

This study is designed to examine how Public Relations management is implemented in improving the institutional image and strengthening the relationship between schools and their stakeholders at MTs Ar-Rois Cendekia Semarang. In the context of contemporary education, Public Relations serves as a strategic bridge that connects educational institutions with the community through communication, publications, and collaborative efforts that foster public trust. At MTs Ar-Rois Cendekia, PR management is based on Islamic values, with a strong emphasis on ethical communication, information transparency, and service practices that reflect the character of the religion. This research uses a qualitative approach, collecting data through direct observation and structured interviews involving madrasah leaders, public relations personnel, teachers, and school committee members. The results of the study show that the PR strategies implemented include personal branding initiatives, the use of digital media platforms, and collaborative programs with stakeholders such as local authorities and the surrounding community. Islamic principles serve as the ethical foundation for all Public Relations activities. Although there are still challenges, including limitations in the management of human resources and digital media, Public Relations at MTs Ar-Rois Cendekia continues to carry out its functions effectively in strengthening a positive image and fostering harmonious relationships between schools and communities. This research also speculates on the contribution to the development of Islamic educational management studies by enriching the conceptual framework of educational PR management that integrates with Islamic values in institutional practice.

This study examined The Role of Public Relations (PR) in Organizational Performance with specific focus on the Federal Inland Revenue Service (FIRS). Public Relations plays a strategic role in building corporate image, fostering stakeholder trust, enhancing communication flow, and ensuring organizational goals are effectively communicated to the public. The study adopted a descriptive survey research design, using both primary and secondary sources of data. Questionnaires were distributed to selected staff members across departments within the FIRS to gather insights into the role of PR in improving institutional performance and credibility. The study covered a total population of 120 respondents, selected purposively from junior, middle, and senior staff members of the Federal Inland Revenue Service to ensure representation of diverse perspectives. The findings revealed that PR significantly contributes to organizational performance by promoting transparency, enhancing stakeholder engagement, and building public trust in the operations of FIRS. It was also found that digital platforms and community outreach programs were more effective than traditional channels in fostering communication. However, challenges such as inadequate funding, limited skilled PR personnel, bureaucratic bottlenecks, and weak integration of PR strategies into policy implementation hindered optimal performance. The study concluded that PR is an indispensable tool for organizational success in FIRS, as it facilitates stakeholder relations, improves service delivery, and enhances institutional credibility. Effective PR strategies directly influence the performance of the agency by strengthening public confidence and cooperation. The study recommends that FIRS should strengthen its PR units by training personnel in modern communication skills, increase investment in digital PR tools for wider reach, and integrate PR into core policy and decision-making processes

This study discusses the communication strategy implemented by the Karanganyar Police Public Relations Department in delivering an anti-hoax campaign during the 2024 Regional Head Election (Pilkada) through the Instagram platform. The background of this study departs from the phenomenon of the rampant spread of false information ahead of the election, which has the potential to trigger disinformation, polarization, and disrupt social order and stability. Hoaxes during political periods can erode public trust in state institutions, so strategic efforts are needed to address this through effective public communication. The purpose of this study is to analyze the effectiveness of the digital communication strategy used by the Karanganyar Police Public Relations Department in increasing public literacy, encouraging public participation, and maintaining the quality and stability of information circulating in the digital space. This study uses a descriptive qualitative method with data collection techniques through in-depth interviews with Public Relations personnel, direct observation of campaign activities on Instagram, and documentation of published content. The strategy analysis refers to the Cutlip, Center, and Broom model which includes four stages: fact-collecting, planning, implementing communication actions, and evaluation. The results show that the use of Instagram was chosen because of its ability to reach a young audience, the flexibility of content formats, and opportunities for two-way interaction. The campaign content was dominated by educational materials presented visually through infographics, digital posters, and short videos, ensuring the anti-hoax message was clearly and persuasively conveyed and easily shared by users. Evaluations showed an increase in public engagement, including comments, content sharing, and participation in online discussions, as well as a significant decrease in the number of hoax reports circulating in the Karanganyar region during the campaign period. This study recommends optimizing the use of Instagram features such as live broadcasts, reels, and interactions through polls or quizzes, along with increasing the creativity of the Public Relations team to further enhance the effectiveness of digital public communication in the future.

Given the rise in the frequency and cost of data security threats, it is critical to understand whether and how companies strategically adapt their operational workforce in response to data breaches. We study hiring in the aftermath of data breaches by combining information on data breach events with detailed firm-level job posting data. Using a staggered difference-in-differences approach, we show that breached firms significantly increase their demand for cybersecurity workers. Furthermore, firms’ responses to data breaches extend to promptly recruiting public relations personnel—an act aimed at managing trust and alleviating negative publicity—often ahead of cybersecurity hires. Following a breach, the likelihood of firms posting a cybersecurity job rises by approximately two percentage points, which translates to an average willingness to spend an additional $61,961 in annual wages on cybersecurity, public relations, and legal workers. While these hiring adjustments are small for affected firms, they represent a large potential impact of over $300 million on the overall economy. Our findings underscore the vital role of human capital investments in shaping firms’ cyber defenses and provide a valuable roadmap for managers and firms navigating cyberthreats in an increasingly digital age.

This study is motivated by the significant challenges faced by the Indonesian National Police (Polri) in the Post Truth era, where public opinion is often influenced by misinformation and hoaxes. Polri's Public Relations Division must manage public communication with quick and transparent responses, control the narrative, and ensure accurate information to build public trust. Therefore, this research aims to analyze the issues faced by Polri's Public Relations Division in managing misinformation, disinformation, and hoaxes that harm Polri's interests in the Post Truth era and to formulate strategies for the Division to maintain and improve public trust. The theories used in this study are mass communication effects theory, agenda-setting theory, confirmation bias theory, crisis communication theory, and social construction of reality theory. The research method employed is a qualitative approach with field research. The findings show that Polri's Public Relations Division faces significant challenges in the Post Truth era, such as misinformation, disinformation, and hoaxes, exacerbated by low digital literacy, dependence on social media, and the "No Viral No Justice" phenomenon. To address this, proactive strategies are needed, including digital literacy enhancement, the use of data analytics, and the development of consistent and emotional communication campaigns. Strengthening collaboration with the media, influencers, and local communities is crucial in countering hoaxes, while improving digital communication training for Polri’s Public Relations personnel is also necessary. With this approach, Polri can strengthen its image as a professional institution trusted amid digital challenges.

This study aims to analyze the strategic role of the Public Relations Bureau in reproducing public image and seeking political legitimacy for local government amidst dynamic socio-political change, focusing on the Provincial Government of Maluku. Employing a qualitative approach, the research was conducted in Ambon City through in-depth interviews, participatory observation, and document analysis within the Public Relations Bureau of the Maluku Governor's Office. The findings reveal that the Bureau has not effectively implemented public relations strategies to maintain and enhance the government’s image. Key obstacles include the inability to translate policies into public narratives, failure to adapt to evolving social dynamics, and weak two-way communication with stakeholders. Additionally, public relations personnel lack the analytical capacity to interpret socio-political trends or provide strategic recommendations to leadership. These shortcomings indicate that the Bureau’s role as a key actor in perception management and legitimacy-building remains suboptimal. The novelty of this study lies in its integrative approach, combining political communication theory and institutional dynamics at the local level, offering fresh insights into state-society relations through strategic communication. The study recommends strengthening institutional capacity and professionalizing public relations functions to meet the demands of contemporary political communication in local governance.

In the midst of the development of digital era communication, the ability of public relations personnel to manage information is very much needed, considering that public relations have the goal of creating, maintaining, and protecting the good name of the organization. Public relations are also tasked with displaying ideals that support, developing relationships and "good will" through a two-way communication process in order to achieve mutual understanding, changing negative things that the community projects towards the organization into positive things. Police Media Hub is a digital communication channel between the police and the community. Through the content presented, the community is expected to be able to understand how the Police work in handling various crime problems, from street crimes to cybercrimes or international crimes. Police Media Hub also provides a clear picture of police actions in maintaining public order which helps the community understand the important role of the Police in protecting and serving the community. Therefore, providing training to improve the competence of public relations personnel is very much needed as a strategic and effective step in conveying information to the community.
