The article draws attention to the problems of management and ensuring sustainable stable functioning and development of enterprises specializing in the provision of air transportation services for both passengers and cargo. The aim of the article is to generalize and further develop the theoretical, methodological and applied foundations of analysis and ensuring the economic security of enterprises in the aviation industry. The author’s own definition of the concept of economic security of aviation industry enterprises is provided. It is stated that the leading aspects of this concept are the state of protection and implementation of economic interests of stakeholders from internal and external threats, implementation of tasks of functioning and development of enterprises. The specific characteristic features of the economic security of enterprises in the aviation industry, which has its own specificity in comparison with other types of economic activity, have been identified. Such elements of economic security of an enterprise in the aviation industry as the content characteristics of security, its concepts, components, methods of analysis, identification of risks and threats, construction of a management system and security assurance are analyzed. It is shown that the algorithm for analyzing the economic security of air transport enterprises involves the following stages: setting a goal, calculating indicators of the current state, forming indicators and setting their limit values, assessing internal and external threats, conducting a resource-functional analysis, forming conclusions and planning measures to strengthen the economic security of aviation industry enterprises. Strategies and forms of policy for ensuring the economic security of aviation industry enterprises are defined. The author considers such aspects as internal institutional and legal support of security management, institutionalized quality management system in the field of ensuring the economic security of aviation industry enterprises, strategy and tactics, form of security management (contractual, matrix, complex), system of institutional and organizational, economic and information mechanisms and means.

The purpose of the article is to determine the optimal value of the number of vehicles on the route network of Kremenchuk in the interaction of mainline and internal passenger transport by organizing the work of participants in the transport process of moving passengers during the transition from mainline (car, railway, river) to urban (trolley buses, buses, route taxis) transport. Optimization of the interaction was carried out according to the criterion of reducing the total reduced costs. A generalized criterion for assessing the total costs of participants in the transport process is proposed, which tends to be minimized as a result of the organization of transportation. The passenger capacity of a unit of rolling stock of mainline passenger transport differs from the passenger capacity of a unit of rolling stock of urban passenger transport. Taking into account that urban passenger transport operates in conditions of significant fluctuations in passenger flows, there are periods when the loading of rolling stock exceeds the nominal capacity, that is, the static coefficient of utilization of the passenger capacity of rolling stock is greater than one. The greater the number of vehicles of urban passenger transport, which ensures its interaction with mainline transport, on the route, the shorter the waiting time of passengers, which reduces social costs, but the higher the operating costs of the carrier. The combination of these aspects will allow to balance both the economic effect of the provision of transport services and the social aspect, which has a direct positive effect on the development of the interaction of highway passenger transport with city transport and the city as a whole. The search for ways to reduce the total costs can improve the level of quality of passenger transportation in the interaction of highway and urban transport. Using transport services as a generalizing criterion allows you to determine a compromise between the interests of the provider of transport services (carrier) and the consumer of services (passenger). The optimal value of the number of vehicles on the city's route network is directly proportional to the cost of transport service time and inversely proportional to the operating costs of the carrier's enterprise. Also, the increase in passenger turnover, which goes from highway to city passenger transport, and the length of the route, which determines the turnover time, requires an increase in the number of vehicles.

The enterprises of the agro-industrial complex, especially the processing and food industries, have wide connections with the objects of trade. At the same time, the production and delivery of finished products to the retail network can be carried out through various distribution channels, in which the speed of production and distribution directly depends on the demand of end consumers. Therefore, all production and transport and storage processes must be considered in interrelation with each other in a single system of production and promotion of goods to the final consumer. The article discusses the issues of choosing the optimal options for the delivery of alcoholic beverages in the warehouse form of goods distribution in retail trade. The general scheme of distribution of alcoholic beverages is considered, including 2 manufacturers of goods located in Mariinsk and Novokuznetsk, a wholesale warehouse in Kemerovo and 4 shopping centers of the Pyaterochka, Magnit, Maria-Ra, Lenta retail chains, located respectively in Novosibirsk, Yagunovo village, Novoaltaysk and Novosibirsk. The volume of product deliveries per year is analyzed between the wholesale warehouse and distribution centers of retail chains, as well as between manufacturing plants and the wholesale warehouse. In addition, the analysis of the actual intervals between adjacent product deliveries is carried out and a recommendation is given on the preliminary selection of rolling stock for the provision of transport services to consumers. Using a practical example, the optimal size of the delivery batch and the period between the next deliveries are selected using a stock management strategy with a constant order size. As a result of the calculations carried out, vehicles of various carrying capacities with individual flight frequency will be used in each of the 6 transportation directions (2 factories and 4 RC).

Непрерывное образование как условие повышения эффективности контроля (надзора) на транспорте в условиях санкций

The subject of the study is the regulation of the training of officials engaged in control and supervisory activities in transport in the context of the imposition of sanctions against Russia by unfriendly states. The purpose of the work is to identify problems that hinder the organization of effective control (supervision) in transport to ensure the safety of the functioning of the transport complex based on a critical analysis of the organizational and legal foundations of the current training procedure for state civil servants of Rostransnadzor. It is noted in the work that changes in legislation are predetermined by the need to train qualified personnel, which implies guaranteed provision of the transport system with qualified personnel for its stable, safe and uninterrupted operation in conditions of reorientation of transport and logistics chains; import substitution of critically important products and components; changes in the powers of supervisory and control bodies, etc. Based on the results of the study of these problems, it was concluded that the training of qualified personnel should be considered as an essential component of the security system of the transport complex and an indispensable condition for the effective and sustainable functioning of the transport system. The use of tools of linguistic-semiotic, formal-dogmatic and systemic-legal approaches will help to solve the tasks assigned to the Russian transport system for the provision of transport services.

Cluster analysis in the classification of transport infrastructure of large cities

Subject of the research: The subject of the research are transport and transfer hubs in the city of Voronezh (population 1,054,111 people). Transport and transfer hubs ensure the connectivity of the transport network, provide transport services to urban residents, and are an essential element of the system of settlement centers. Determination of classes of TIH in large cities. The role and significance of the TIH in the transport and planning structure of a city is determined by their classification. The node position in the general classification allows to determine its composition, to provide optimal and comfortable for passengers planning solutions, etc., etc. The selection of factors for the formation of TPU is carried out using a single-factor analysis of variance, which allows us to exclude less significant indicators more accurately. The selection left only 6 indicators, which were taken for further analysis. Cluster analysis was performed using a clustering tree. The results are five clusters, from which 4 classes of transport and transfer hubs in accordance with SP 395.1325800.2018 “Transport and transfer hubs. Design rules” and their characteristics are given. Conclusions on the compliance of the obtained clusters with SP 395 are made, the main indicators for the cluster analysis are outlined.

Service Improvement and Minimization of Complaints on Operational Car Transportation Services at PT X

PT X is a cigarette company in Indonesia, the problems that occur with the company are related to the provision of transportation services that are less than optimal because there is no support system to improve services such as service data has not been recorded real time, division of tasks driver and vehicles that are less than optimal, and problems with user complaints because they are not fully met. The average unfulfilled demand during June-December 2022 is 2.54%, while the company's hope is to fulfil all requests. The method used to solve the problem is the DMAIC Method along with several tools like SMART Target, 5 Why Analysis, and RACI Matrix. There are no efforts to deal with the problem support system is to analyze business process early and create a TOSS system framework (Transport Support System) to support transportation services. The effort to overcome user complaints is to use 5Why Analysis and cooperate with external transportation service providers. The implementation of the work was carried out for two months and had a good impact, namely the average unfulfilled demand decreased to 0.47%. Controlling the results of repairs is by following the system work step design and using the RACI Matrix.

This journal article explores the spatial differentiation of transport infrastructure in the Far Eastern Federal District of Russia. The study encompasses 230 municipalities and classifies them into eight groups based on a calculated consolidated index of transport infrastructure development. This composite index is derived from individual density indices of railways, road networks, and civil aviation airports. The findings of the research reveal a significant variance in infrastructure distribution, which forms the foundation for the provision of transport services in the Russian Far East. Significantly, the findings confirm a marked deficiency in transport infrastructure provision across the macro-region, with 56.5% of municipalities falling within the category characterized by the lowest level of infrastructure development. To illustrate these disparities effectively, the study employs cartograms to visually present the results of municipality grouping.

Commitment or rent-seeking? Government incentive policies for ESG reporting in sustainable e-commerce logistics

In the sphere of e-commerce logistics industry, the credibility of Environment, Social, and Governance (ESG) reports by e-commerce logistics service providers (ELSPs) is critical for accurately conveying sustainability initiatives with transparency. Nonetheless, the actions of ESG rating stakeholders can significantly affect the truthfulness and authenticity of these ESG reports. Therefore, it becomes essential to develop comprehensive analytical methods and incentives policies to forestall any rent-seeking behavior that might emerge from potential collusion between ELSPs and ESG rating agencies (ERAs). This study presents a tripartite evolutionary game model to inspect the enduring strategic interplay among ELSPs, ERAs, and government regulators. The model illuminates the collective supervision outcomes molded by these stakeholder interactions. Choices available include ELSPs' decision to offer ESG-committed or basic services, ERAs' consideration to accept or decline rent-seeking requests from ELSPs, and regulators' options for either stringent or lenient supervision. The analysis also explores the influence of government incentives, such as rewards or penalties, in promoting ELSPs' provision of ESG-committed transportation services. Evolutionary stable strategies and conditions are then derived to capture the feature of incentive policies. The findings show that high ESG commitment transportation costs often deter ELSPs due to unpredictable future revenues, leading them to prefer a conservative strategy of providing basic services. Government regulations and incentives, however, can encourage in ESG transport, especially when ERAs’ rent-seeking charges are high. Despite the potential for relaxed supervision as ESG transport services become more widespread, strict government regulation remains crucial in motivating ELSPs to enhance their ESG commitment and adopt ESG transportation services.

Digital public transport in New Economy – contemporary mobility trends

Public transport is treated as a nerve of all city systems. Changing cities need proper transport – contemporary trends play important role in the development of public transport in a requiring environment. In particular, the development of public transport means today phenomena such as IT systems, big data, alternative energy sources, autonomous mobility, transport effectiveness, sharing economy and personal mobility (micromobility). Author presents contemporary trends that affect cities mobility. The macroeconomic context was also taken into account – the COVID-19 pandemia, inflation, migration trends. Changes in the demand and supply of transport services have become one of the challenges for cities in the new, digital, post-pandemic perspective. The purpose of this article is to review current trends in public transport development and mobility changes. The article is an attempt to answer the questions: what is the impact of digitization and technology development on the development of public transport? How are contemporary social, economic and political problems and are they strongly changing public transport? Article is based at critical analysis of literature and selected case studies. The result of research work is the indication of the most important directions for the development of public transport and the related risks and opportunities.

Satisfaction measurement in the sustainable public transport of Budapest

The study examines to what extend the public transport users are satisfied with the service in Budapest. The unrepresentative survey was carried out electronically. The study was meant to be the starting point for the next milestone of the research in which, by using the results of this study and assessing the relative significance of the most important factors, we can make proposals for the decision makers for specific intervention points. Furthermore, this article, as part of a doctoral thesis of one of the discoursers aims to provide assistance to create an assessment system for the public transport service providers. For today we already know that a sustainable metropolis can only exist with sustainable public transport and a fundamental condition for this is that the number of passengers must not fall. It needs investments like any other sectors economic sectors and the first step is to be aware of the expectation of users – here passengers –, which are the most crucial factors, what are the most important factors that make them choose public transport, and what are the factors that make them turn to other transport alternatives because of their absence or low quality. The research results show that respondents consider the following factors to be important: cleanliness and equipment of vehicles and stops, frequency of vehicles and their correspondence to the timetable, passenger information and barrier-free accessibility.

Car Rental is one of the businesses providing transportation services that involves the use of mobile devices to find out information about the services provided by the company. Car Rental is closely related to transportation services to help people who need car rental for various purposes. To use rental services in Manado City, usually the tenant must go to the rental place, and that is less efficient to do. Therefore, the problem found is how to make the Semosemo Vehicle Rental Application in Manado City. With the aim of making the Semosemo Vehicle Rental Application in the City of Manado. This research uses the prototype method and is also assisted by software such as React Native, Figma, and Visual Studio Code. The result is that the Semosemo application can be made to help rent vehicles in the city of Manado and the application can run accordingly.

Evaluation of benefits due to adoption of enablers of unimodal road to intermodal railroad freight transportation

The adverse environmental consequences arising from road-based logistics operations have prompted stakeholders, including transport service providers, logistics managers, and shippers, to initiate a modal shift from unimodal road to intermodal railroad (IRR) freight transportation. However, the adoption pace of IRR in developing nations is slow. Modal shift enablers (MSEs) facilitate IRR adoption, while modal shift benefits (MSBs) signify favorable performance outcomes from MSEs' application. The main objective of this study is to rank the MSBs resulting from the adoption of MSEs in IRR freight transportation. This study proposes an integrated multi-criteria decision-making framework utilizing the spherical fuzzy analytic hierarchy process (SF-AHP) to evaluate MSEs' weights and the spherical fuzzy technique for order of preference by similarity to ideal solution (SF-TOPSIS) to rank the MSBs. The case study performed in the Indian logistics sector reveals that ‘government policies and legislation enablers’, ‘infrastructural enablers’ and ‘strategic and management enablers’ are the most significant MSEs, whereas reduction in vehicular pollution and related negative externalities as well as reduction of the freight transport costs including storage and handling charges are most crucial MSBs realized due to adoption of MSEs. A sensitivity analysis is conducted to assess the stability of the ranking. The results help decision-makers in implementing MSEs for MSBs and develop effective IRR adoption strategies. This study also promotes sustainable freight transportation and provides logistics practitioners, researchers, and policymakers with a precise, systematic, and practical decision-support tool.

THE INFLUENCE OF E-WORD OF MOUTH AND E-COMMERCE ON CONSUMER DECISIONS IN CHOOSING THE INDRIVE ONLINE TRANSPORTATION APPLICATION (CASE STUDY OF MARINDAL I, PATUMBAK I DISTRICT)

The development and progress of information technology has now penetrated the field of transportation to facilitate human activities. With the increasing need for fast and easy transportation, online transportation service businesses using applications have emerged. The use of technology in the transportation sector provides convenience in ordering, time and cost efficiency, making it a distinct advantage for online transportation service providers compared to conventional transportation. InDrive is a ridesharing application platform (online transportation service provider) which is similar to Grab and Gojek, this application allows users to order cars/motorbikes at prices that can be negotiated between the driver and passenger. This research was conducted to determine and measure the influence of E-Word of Mouth and E-Commerce on the Decision to Choose the Indrive Online Transportation Application with a case study of Marindal I, Patumbak I District. This research uses a quantitative approach by determining a judgment sampling sample with criteria where the customer is age productive work using the indrive application which was used as a research sample. Using the Slovin sampling technique with a confidence level of 90% and an error rate of 10%, the sample used in this research was 100 people. Proving the hypothesis in this research is assisted by using the SPSS version 25 application. The results of this research are that the E-Word of Mouth variable partially has a positive and significant effect on the decision to choose Indrive online transportation. Partially, the E-Commerce variable has a positive and significant effect on the decision to choose Indrive online transportation. Simultaneously, E-Word of Mouth and E-Commerce have a positive and significant influence on the decision to choose Indrive online transportation. And 60.5% of voting decisions are influenced by E-Word of Mouth and E-Commerce.

Truthful online double auctions for on-demand integrated ride-sourcing platforms

Integrated platforms are an emerging model of business that integrates ride-sourcing services provided by multiple companies on a single platform. It reduces market fragmentation and brings benefits to both travelers and participating independent transport service providers. To ensure the sustainability of such platforms, the main challenge lies in efficient matching between travelers and ride-sourcing companies, so that both sides obtain non-negative utility. In this study, we propose a double auction based framework to solve the matching and pricing problems for on-demand integrated ride-sourcing platforms. To solve the real-time matching problem, we develop two online mechanisms with a critical price dynamic updating algorithm and a greedy algorithm. The proposed mechanisms are guaranteed to achieve the desired economic properties, and their efficiency is evaluated through numerical studies.

Performance Assessment of a Rehabilitation Transportation Reservation Matching Service with Market Design Mechanisms

Government agencies provide huge amount of subsidies to support the rehabilitation transportation service over the past decade in eastern Taiwan; however, low demand request fulfillment rate, limited medical and transportation resources, long travel distances, and an extremely high percentage of dead mileages are still the main challenges faced by rehabilitation transportation service providers. This study applies the market design theory to match the rehabilitation buses with the requests of patients, so as to improve resource utilization efficiency in rural areas. The developed market design mechanisms aim to allocate resources to those who need them most in a matching manner, by using the deferred acceptance algorithm and the top trading cycle approach. The model is initialized with the requests of those who choose the rehabilitation bus based on their desired boarding time slots. On the other hand, the service providers of the rehabilitation bus would determine patients’ schedule based on their disability level, willingness to share the ride, number of fulfilled appointments during this month, and the travel distance of this trip as the order of preference. Since the current vehicle dispatching rule is to reserve seats of a rehabilitation bus on the “first-come-first-served” basis, and it cannot fully satisfy patients need. In accordance with the historical data, 63 of 72 demand requests could successfully reserve the seats. In the “first-come, first-served” mode, 48 requests obtained the first-ranking shift (i.e., their desired time slots), and the sum of their disability level score is 155. In the market design matching mode, 57 requests obtained the first-ranking shift, and the sum of their disability level score is 170, which demonstrates that the proposed market design matching mechanism outperforms than the conventional rules.

Strategic development of the national road network

Strategically developed transport infrastructure is a basic prerequisite for efficient, effective, and sustainable transport. The transport infrastructure is essential for economic growth, for the mobility of labor resources, for the supply of transport services and for the competitiveness of the bulgarian economy. A major problem identified in relation to the characteristics and qualities of the infrastructure along the main routes is the lack of continuous, consistent, and permanent transport networks to ensure fast and safe movement over longer distances. The development of the national road network must follow the principles of continuity and synergy with the national and European strategic documents. The main strategic priorities in the development of transport are effective maintenance and modernization of the transport infrastructure, as well as increasing the security and safety of the transport system.

IMPLEMENTATION OF GO RIDE PASSENGER INSURANCE IN ONLINE TRANSPORTATION DUE TO ACCIDENTS

The presence of online transportation is considered to really help the community in the process of mobilizing goods or people. Online transportation is currently very popular among the public, because online transportation is considered cheap and practical. Transportation is a system consisting of facilities and infrastructure, supported by management and human resources which form a service network that functions as a driver, driver and supporter of development. Protection by providing compensation for losses is an important basic basis in insurance, requiring the company to have a legitimate financial interest in the object or event being insured. In the context of online transportation, it is important for companies like Gojek to apply this principle in passenger accident life insurance. This research is a legal research using a normative juridical approach. The specifications of this research are analytical descriptive, because this research can provide a comprehensive, systematic picture and analysis of the realities in the field, especially regarding liability and insurance protection contained in legislation. Data collection is carried out by making observations and using applicable legislation. In carrying out transportation activities other than carrying out passenger trips, the transportation service provider is obliged to insure its liability, meaning that the public transportation company is obliged to compensate for losses suffered by passengers or goods senders due to negligence in carrying out transportation services. Based on article 237 paragraph (1) of the Road Traffic and Transportation Law, it is stated that public transportation companies are obliged to participate in an accident insurance program as a manifestation of their responsibility for insurance coverage for victims and public transportation companies are obliged to insure people employed as vehicle crew. The form of insurance protection provided by Gojek to passengers who use its services is the application of Article 302 of the Criminal Code. The online transportation service provider company Gojek provides insurance to passengers to ensure that travel is protected because passenger safety is Gojek's priority. The form of insurance protection for passengers in Gojek online transportation is stated in the GoRide Pasangger Insurance provisions.

Reconstructing mobility from smartphone data: Empirical evidence of the effects of COVID-19 pandemic crisis on working and leisure

Identifying daily mobility patterns of commuters can be of great importance to researchers, authorities, operators and transportation service providers. Further, in the light of the global COVID-19 pandemic, understanding the changes of mobility patterns induced by the imposed restrictions to the general public, may have significant impact on how we conceptualize, design and operate the future transportation systems. However, such analyses may require extensive mobility related datasets that are very difficult and expensive to acquire using traditional data collection approaches. In this work, we aim at proposing a methodology to identify and characterize users’ mobility patterns and augment the information captured by classical travel surveys. We apply this framework on anonymized raw smartphone sensors data gathered in Athens (Greece) to identify changes in mobility chains as an effect of COVID-19 restrictions. The methodological framework is based on a mixture of clustering and rule-based approaches. The proposed methodology is able to consistently detect the most frequently visited locations of each user, identify the related primary and secondary activities and finally, construct their daily trip chains. Findings reveal that people travel less frequent, but for longer especially on weekends. During lockdown periods, home-related activities have significantly increased, both in weekdays and weekends. In addition, COVID-19 regulations resulted in a significant reduction of the spatial randomness of the conducted trips. Finally, work-study trip chains have seen evident growth, as an aftermath of tele-working and tele-studying regulations.

Laos’ Social Health Insurance (SHI) program’s impact on older people’s accessibility and financial security against catastrophic health expense

Laos has introduced various SHI schemes for multiple groups of the population, such as government officials and other population groups under the NHI schemes. There is no specific health insurance policy for this group of people who need special health services and may have a higher possibility of entering financial catastrophe. This study aims to assess the impact of SHI schemes on accessibility and financial catastrophe against catastrophic health expenditures for older people in Laos. A structured questionnaire has been used to retrieve information from 400 older people across 39 villages in Kaysone Phomvihane District, Savannakhet province, the largest province in Laos. In the analytical process, this study used a cross-sectional study design and binary logistic regression models to predict the likelihood of accessing health facilities and experiencing financial catastrophe. The study outcome shows that the increase in age, occupation, number of older people within a household, and presence of chronic conditions increase the likelihood of using health services. Despite the existence of various SHI schemes, this study found that 74 out of 165 households reported using health services experienced catastrophic health expenditure. Several characteristics are associated with catastrophic health expenditure: age, income level, and gender are prone to suffer from catastrophic health expenditure. The difficult problems stem from the absence of comprehensive legislation regarding the older population. Recommendations for policymakers in various timeframes have been made, which cover short- and long-term policy proposals, including providing a specialized lane or fast-track for an older population, building health facilities exclusively for older people, and providing transportation services for older individuals living alone.
