This paper analyzes the current trends and prospects of innovative development in the Northwestern Federal District (NWFD) of Russia. The authors consider the key factors influencing the innovative activity of the region, such as infrastructure, government support, human capital and cooperation between scientific and industrial enterprises. Particular attention is paid to evaluating the effectiveness of ongoing programs and initiatives to stimulate innovation, as well as identifying barriers to their development. The article presents examples of successful projects and initiatives, analyzes the problems that need to be solved to increase the competitiveness of the region at the national and international levels. In conclusion, recommendations are given for further improvement of the strategy of innovative development of the Northwestern federal district with the aim of sustainable economic growth.

Development of innovative potential of agriculture in the southern regions of the Kyrgyz Republic

Agriculture has a huge impact on the economic indicators of development of the Kyrgyz Republic, but faces several difficulties, the most serious of which are population growth, land degradation, poor financing of the industry, which significantly affects the insufficient volume of products produced and affects the development of the regions. The work examines the possibilities of implementing agrarian-economic policy on a scientific basis, examines indicators and current development tasks in theoretical and practical aspects, in areas such as the creation of innovative competitive industries. The main research method used was data from official statistical information of the Kyrgyz Republic on economic indicators, the direction of exports by type of agricultural products. The criteria for the production specialization of the southern regions are highlighted; it is clear that the economic potential of the regions is far from being fully used and has prospects for innovative development. The study used methods of economic-statistical and legal analysis, the theory of the regional economic system, and gave the level and structural analysis of the development of territories. As a further improvement of the agrarian and economic development of the regions and based on the results of the study, some problematic fragments of regional policy were identified and directions for improving agricultural development were recommended.

Проблемы и перспективы инновационного развития региона в современных условиях

One of the most pressing problems of the regional economy is innovative development. Due to the fact that there is significant differentiation of regions in the Russian Federation in terms of socio-economic development, there is an increasing need to form a qualitatively new national innovation system. In modern conditions the innovative development of the territory is influenced by such fundamental indicators as availability of innovation potential, creation of innovation infrastructure that promotes innovation activity, the degree of state support. The formation and improvement of the region’s innovation system is becoming an important task due to the process of transition to a knowledge-based economy. In turn, innovation activity is defined as a competitive advantage, contributes to economic modernization and is a factor in smoothing the differentiation of the country’s regions by the pace of innovation transformation. Development of the innovation system involves the spread of available innovations to all sectors of the domestic economy and a shift in the focus of innovation development to other areas of scientific and technological development. The task of wide introduction of innovations and modernization of the Russian economy on this basis is only achievable if cooperation and coordination of interests of the state, science and business, as well as public participation in the discussion of problems and prospects of innovative development are achieved.

Innovations in the economic development of river tourism as the basis of the multiplier effect in the development of small towns

The article considers the prospects for innovative development of water transport in the field of river tourist transportation, proposed on the basis of the use of foreign experience, determines the scope of implementation of a potential innovative transport project and quantifies the possible economic effect. The purpose of the research is to determine the ways of organizing tourist river transportation using innovations to achieve a multiplicative effect in the development of the economy of small towns in the coastal zone. As the main research methods, the authors identified: analytical method, observation, abstraction and generalization. The result of the study is the justification of the need to apply innovations in the economic development of river transport in order to optimize transport flows within the country and the development of the economy of small towns located on the route of passenger ships, as a multiplier effect of the development of domestic tourism.

The purpose of this article is to study the prospects for innovative development of the Russian region, namely the Republic of Tuva, not only with the state budget, but with the help of attracting foreign capital. The main sources are information on the socio-economic development of the Republic of Tuva, as well as materials from researchers of this problem. The article uses a statistical method, which assesses the socio-economic data of the region and gives the appropriate conclusions and recommendations for the prospects for innovative development. In the work, the author analyzed socio-economic data, investment activities in the region, strategies for socio-economic development, official information from structural divisions on the development of the region's economy. Based on the analysis, the possibilities of attracting foreign investors to the region were assessed. The current investment projects of the republic are shown, including with the involvement of Chinese companies where innovations can be introduced into the work. Statistical data on China's investments in the Russian economy are presented. Russia and China cooperate productively and attracting foreign capital for the innovative development of the economic systems of the Republic of Tuva can be effective. Proximity to the China and the availability of natural resources make the Republic of Tuva potentially attractive for china investment.

Prospects of innovative development of water supply and sewerage en-terprises as one of the Sustainable Development Goals

The article points to the need for innovative development of water supply and sewerage due to the content of the sixth Sustainable Development Goal (SDG 6), established by the UN General Assembly – affordable clean water and proper sanitation for all inhabitants of the planet. Sustainable development as a holistic set of guidelines and directions for developing national development programs allows building a strategy for the country's development under the generally accepted needs of humanity. The issue of access to water resources is relevant for Ukraine, especially in insufficient funding for water supply and sewerage in recent decades. The authors analyzed the current state of water supply and sewerage in Ukraine to meet the objectives and achievements of SDG 6. In particular, following the first task – the market of drinking water supply, availability and quality of drinking water for residents of settlements of the country, including according to the type of settlement and region. The technical condition of water supply networks is analyzed, the issue of uncontrolled water losses due to the unauthorized abstraction of drinking water from centralized networks and leaks is studied, the technical condition of centralized drainage networks under tasks 2 and 3 of SDG 6. The issues of water use efficiency, in particular, the water intensity of Ukraine's GDP and the importance and expediency of implementing integrated water resources management systems, have been studied. This analysis aimed to identify the main reasons that hinder the innovative development of water supply and sewerage, highlighting the main problems in the field of water supply and sewerage. The authors have developed recommendations and a set of measures to correct negative trends in the field of water supply and solve problems that meet the Sustainable Development Goals.

Prospects of Innovative Development of Agricultural Production on the Example of the Republic of Kazakhstan

The relevance of the study is conditioned by the need to revise the methods of farming with a focus on the use of innovative technologies to improve the quality and quantity of output. The purpose of the study is to analyse the problems and prospects of agricultural production in the Republic of Kazakhstan to create a comprehensive innovative model for the further development of the agro-industrial sector. The study of the prospects for the modernised improvement of the agro-industrial complex of the Republic of Kazakhstan was carried out in three stages based on the functional and logical, systemic, and structural approaches using methods of analysis, synthesis, comparison, systematisation, SWOT analysis, and statistical data processing. The analysis of research papers of Kazakhstani and foreign researchers was carried out to separate the problems and opportunities of agriculture of the Republic of Kazakhstan. It is determined that the agricultural complex of the state is represented by three forms of management, including farming, cooperatives, and the main business. The features of innovative activity and types of innovations in agriculture are considered. The possibilities and strengths of agriculture of the Republic of Kazakhstan are substantiated in accordance with the statistical data of gross output for 2012-2019. The organisational model of further development of the agro-industrial complex of the state in the context of the application of innovative technologies and the establishment of relationships with state information systems is proposed. The practical value of the study consists in providing a general analysis of both the problems and prospects of agriculture in the Republic of Kazakhstan, as a result of which a comprehensive model of innovative development was compiled

ТЕНДЕНЦИИ И ПЕРСПЕКТИВЫ ИННОВАЦИОННОГО РАЗВИТИЯ ОТРАСЛЕЙ И СФЕРЫ УСЛУГ В РЕГИОНАХ РЕСПУБЛИКИ КАЗАХСТАН

According to the authors, the Republic of Kazakhstan has prospects for innovative development of industries and services in the regions. The trend of innovative development is aimed at the development, first of all, of agriculture, mining and services. Innovation is becoming a specialized area of development and humanitarian aid, combining new technologies with user-centered, behavioral and lean approaches. Structural transformation has been an important driver of economic development in recent decades. And since digital technologies have become a critical factor in economic growth, national security and international competitiveness, the digital economy has a profound impact on the trajectory of the world and the social well-being of ordinary citizens. It affects everything from resource allocation to income distribution and growth. However, in modern conditions, the possibility of enhancing innovation should be considered from the standpoint of the growth of its investment support, since the establishment of interaction between investment and innovation processes, whether in the agricultural sector, in the industry and services, creates the appropriate conditions for the effective development of the country's economy as a whole.

Innovations and scientific and technological progress in the agroindustrial complex and agriculture

The article is devoted to modern innovation activity in the agro-industrial complex. The author considers the main types of innovations (scientific and technical, organizational and managerial) and prospects for innovative development during the pandemic. The author comes to the conclusion about the heterogeneous innovation activity in agriculture, as well as the great importance of organizing cooperative associations on an innovative basis.

Аналіз основних тенденцій розвитку сфери інноваційної діяльності в Україні

The article notes that in modern conditions of the transitivity of the economy, the basic component of the mechanism for forming the foundations of sustainable development is to ensure the competitiveness of domestic goods and services in the national and international markets. For the purpose of analyzing the state, pressing problems and prospects of innovative development in Ukraine, quantitative and qualitative indicators of innovative activity have been investigated. It was revealed that during 2010-2019 there was a decrease in the number of organizations engaged in research activities and the number of employees engaged in research and development. It was found that, according to the State Statistics Committee of Ukraine, there is a tendency to an increase in expenditures (in million UAH) on research activities, but this was due to the depreciation of the hryvnia, because in dollar terms, there has been a decrease in the level of funding since 2014. It was revealed that in accordance with the ratings of the European Innovation Scoreboard 2020, Ukraine loses its positions every year – 34th place in 2014, 35th place during 2015-2018, 36th place in 2019 year and the penultimate 38th in 2020, ahead of only Romania. Taking into account the fact that the financial support of innovative activity in Ukraine is still very limited, in order to form the prerequisites for its increase, it is necessary to introduce a set of measures to mobilize existing and potential financial resources, including by attracting investments.

ИНТЕЛЛЕКТУАЛЬНЫЕ РЕСУРСЫ КАК ФАКТОР ИННОВАЦИОННОГО РАЗВИТИЯ РЕГИОНА

In modern conditions of development of economy an innovative way – a necessary condition of competitiveness in the long-term period. The basis of a national innovative system is made by a scientific and technological complex which unites institutions of science, educations, productions, directs to creation of knowledge, development of modern technologies and new values. The innovative economy is created and develops in interrelations with growth of quality of the saved-up intellectual capital which is an intensive factor of its growth. The defining value of intellectual resources as most effective factor of innovative development of economy explains relevance of studying of the intellectual capital and processes, related. The purpose of the present article is assessment of prospects of innovative development of the Republic of Mordovia on the basis of the analysis of theoretical and methodological aspects of formation of the intellectual capital and scenario approach allowing to reveal and estimate possible risks at design of regional policy. The research object is the scientific, technological and innovative development of the region on the example of the Republic of Mordovia. The study used the methods of factor and system analysis, expert survey, planning and forecasting, comparison. The information base of the study is the data of Rosstat, Rospatent and Statistical service of Mordovia. The features of the development of the region’s intellectual capital have been determined. An analysis is given of the conditions for the functioning of fundamental and applied science, as well as the infrastructure of scientific, scientific- technical and innovative activities based on the scenario approach, which makes it possible to assess possible risks in the design of regional policy. The forecast of the development of the sphere of science in the Republic of Mordovia for the long term has been made. Assessment of the scientific and technological development of the region in terms of intellectual potential makes it possible to predict the impact of intellectual capital on innovative development and sustainable economic growth, the results can be used in the development of strategies and tac- tics of regional policy.

Innovative Development of Public Policy on Food Security in the Period of the Covid-19 Pandemia

The purpose of the article is to analyze the prospects for innovative development of public policy in the sphere of food security and to develop practical recommendations regarding the use of cultivated and wild plants in the sphere of food supply to improve the population’s immunity during the pandemic. The article analyzes the impact of the COVID19 pandemic on the reformatting of public food security policy. The destruction of traditional food stereotypes of the population certainly took place. The emergence and development of innovations in the sphere of nutrition of Ukrainian citizens are considered. The tendency to increase the nutritional value of wild plants has been determined. Such plants are used to improve the immunity of the population and overcome the problem of lack of usefulness of food. The main barriers and problems of changing food stereotypes of the population and food policy of public authorities are substantiated. It is established that there is an insufficient level of support of public authorities in modern conditions of the development of the newest gathering in the sphere of food security in Ukraine. It has been revealed that the cost of manufacturing food products is relatively low in the modern world. However, the nutritional value and benefit to human health are minimal. There is a tendency to increase the number of diseases caused by the use of low-quality products. Alternative solutions to this urgent problem are considered. The influence of natural food additives and a return to the natural way of eating are investigated. The public authorities’ importance of a broad information campaign regarding the dissemination of information to the public and food safety has been proven. As a result of the emergence of a pandemic, the public authorities must follow clear, consistent measures to improve the situation that has developed. It is definite that in addition to economic measures, attention should be paid to psychological measures aimed at changing the behaviour of the population. The necessity of destroying the industrial food traditions of the population was substantiated. The importance of actualization of the process of implementation of ecological food innovations was found out. Awareness of growing wild and gathering for food takes a prominent place. Ukraine has excellent opportunities for development in these areas. Reforming the state food security in today’s conditions is necessary to preserve the health of the nation. The need to strengthen the role of public authorities in creating favourable conditions for environmentally sound use of food potential of wild-growing plants has been noted.

Prospects for digitalization of the economy of Ukraine: opportunities and threats

Today in some countries there is more and in others - less effective digital transformation in the direction of introduction and use of modern digital technologies in the field of tangible and intangible production. Its goal is to increase the productivity and competitiveness of enterprises, as well as the national economy as a whole. The subject of the article is the process of creation and development of the digital economy. It is he who in the future must bring material production to a new level and ensure the solution of the problems of international competitiveness of domestic production and national security of Ukraine. The aim of the article is to study the prospects of innovative development of Ukraine in the context of digitalization of the economy, as well as related opportunities and threats to the Ukrainian economy. General scientific methods are used, such as systems analysis, synthesis and abstract-logical analysis to study the essence of the digital economy, which creates conditions for efficient production of material goods, determines progress in all areas of the national economy. The following results have been obtained: in the modern sense, the digital economy is an infrastructure of economic activity based on information and computer digital technologies, cyberphysical systems, and artificial intelligence. This process dictates its own rules for the further development of material production, management and regulation, the system of social relations, the legal system and society as a whole. Conclusions: among the main tasks of the national program to create a digital economy in the emerging global digital space, should be highlighted digitization of material production, services and society as a whole, as well as ensuring effective participation of the country in all processes of global ecosystems of the digital economy and the global digital space. Today, Ukraine has a unique opportunity to make a "digital leap" in the main sectors of the economy. The development of digital infrastructure will guarantee new jobs, which will help reduce unemployment. It is the timely transition and massive digitalization that will help Ukraine integrate into the global trend.

Prospects for Innovative Development of International Trade Cooperation for the Population Economic Security

The paper reveals the analysis of modern trends of increasing global risks, the preservation of dangers and threats of natural, man-made and bio-social disasters, the emergence of new challenges on a global scale that can lead to global crisis situations. The methodological base of the study includes theories of constructing a new system of economic interstate humanitarian interaction. In this case, there have been applied analysis methods and synthesis, analogies, observations and expert assessments. The study considered the experience of creating institutional joint companies in public security at the international level. There was formed a mechanism as well as methodological recommendations have been prepared for innovative development in the field of crisis management and implementation of the framework program for disaster risk reduction. The analysis of the stages of building an international humanitarian response system with different countries is carried out. The directions of innovative development of international cooperation for the purpose of economic security of the population are proposed. The study of the experience of creating institutional joint organizations allowed to propose an economic model that meets the principles and spirit of international law. The developed recommendations will provide the Russian Federation with an innovative and technological breakthrough in the international humanitarian sphere. The results of the research can be used by public authorities in the formation and implementation of national international policiy for the development of humanitarian bilateral and multilateral cooperation in the field of humanitarian projects, economic security of the population and the prevention of disasters and crises.

Prospects of Innovative Development and Structural Modernization of the Luhansk Region Economy Based on Smart Specialization

The article presents the results of the Luhansk region economy analysis and highlights the directions of its structural and innovative renewal, which are determined by using the smart specialization approach. The dynamics of the main economic indicators of the region, the value-added structure and export of goods are analyzed. It has been studied that deindustrialization and the transition to an agrarian economy continue in the region. That is a consequence of the influence of systemic and situational factors, as well as the lack of effective state regulation of socio-economic processes. Attention is drawn to the need for an early modernization of the regional economy, aimed at diversification and ensuring the competitiveness of the Luhansk region. It has been determined that despite the loss of a large number of scientific personnel by the region, it still has the ability for innovative development in certain areas. Further implementation of the smart specialization approach at the regional level is required to enhance innovation. The importance of searching for development prospects for traditional industries is emphasized, as well as new sectors/activities, that may arise as a result of intersectoral and inter-regional collaboration. Two directions of the regional smart priorities identification are presented. The first is based on unlocking the strategic potential of the chemical industry, in which a significant number of the employed population, business structures are concentrated, and strong scientific and educational resources are still preserved. The development of this direction is seen through the use of cluster technologies and the use of European integration prospects. The second area involves cooperation between the chemical, agricultural and ICT sectors, which is aimed at achieving Sustainable Development Goals and, in particular, the implementation of the Precision Farming concept.
