Employment training for disadvantaged or dependent populations.

The vocational rehabilitation process is viewed as having two dominant work-related components: the actual work-training experience and employability skills. The paper argues that both components are critical and must be integrated. The major role of the vocational rehabilitation agency is viewed as that of provider of employability (or job-seeking) skills programs. These programs consist of: (1) employability skills courses, (2) work performance demand standard setting, and (3) on-the-job rotational task schemes. Actual work skills can only be provided in the "real world" of work. Centralized work-training programs are viewed as creating inappropriate socialization and only moderately transferable skills.

Deaf-Blind Children with Maternal Rubella: Implications for Adult Services

The rubella epidemic of the early 60's has been a catalyst for the development of educational services for deaf-blind children. As these students near the end of their mandatory educational experience, it becomes apparent that a gap exists in the traditional service delivery continuum. This paper provides data on the numbers and developmental functioning levels of this low incidence population, and it discusses the ramifications of their future needs on the traditional vocational rehabilitation process.

The Assessment of Vocational Motivation of Physically Disabled Clients

The assessment of vocational motivation is a concern that is central to the primary goal of the vocational rehabilitation process. An analysis of the Work Values Inventory (WVI) profiles of 445 physically disabled clients revealed that: (a) they are motivated by intrinsic as well as extrinsic values; (b) their work values are independent of age, education, and intelligence; and (c) their profiles of work values provide relatively unique information for counseling purposes. Three approaches to the interpretation of the WVI that may be used by the rehabilitation counselor are outlined: the normative strategy, the individualized strategy, and the predictive strategy. It was concluded that the WVI is a potentially useful instrument for assessing the vocational motivation of physically disabled clients.

Time and money for vocational rehabilitation of clients with psychotic and psychoneurotic disabilities

A random USA national sample of 300 psychotic and 300 psychoneurotic clients, with half the sample closed ‘rehabilitated’ and the other half closed ‘non‐rehabilitated’, was investigated in connection with two time variables (months in rehabilitation process and training) and two cost variables (dollars for all services and facilities) in vocational rehabilitation process. As compared to psychotic clients, psychoneurotic clients tended to require more time in vocational rehabilitation process and training and less money for rehabilitation facilities. Rehabilitated clients were found to be in the vocational rehabilitation process for less time than non‐rehabilitated clients. There were no appreciable differences between the psychotic and psychoneurotic groups on such outcome variables as work status at closure, occupational level at closure, and weekly earnings at closure. The findings suggest that different strategies are used to bring these clients differing in dysfunctional reactions to similar desirable outcomes.

Rehabilitation counselors must utilize many skills so that clients may be provided with an optimal opportunity for successful rehabilitation. The construction of a profile of occupationally significant transferable skills and its use in the rehabilitation process is discussed.

A Study of Counselor Time Utilization for Medically Disabled and Culturally Disadvantaged Clients

The purpose of this study was to compare rehabilitation counselor time utilization for medically-disabled and culturally-disadvantaged clients. Two research questions were: Is there a significant difference in the time spent on counseling services? Is there a significant difference in the number of counseling contacts required between the two handicapped groups? First, the researchers found that rehabilitation counselors spent similar amounts of time in providing counseling services and in related activities for medically-disabled and culturally-disadvantaged clients; but counselors spent significantly more time withculturaIly-disadvantaged clients. Apparently the culturally disadvantaged seemed to require a redistribution of total time. Counselors made about the same number of contacts for both handicap groups. Thus, the results indicated that culturally-disadvantaged clients, as a group, do not require additional or markedly different counseling functions and can be easily included in the traditional vocational rehabilitation process without major role changes. They do, however, appear to require more time in a one-to-one relationship with the counselor.

Arch Phys Med Rehabil 2004;85(4 Suppl 2):S68–72.To describe the Program Without Walls (PWW), a person-centered, community-based approach for state rehabilitation counselors to provide vocational rehabilitation (VR) services to people with traumatic brain injury (TBI).Nonrandomized posttest only matched control group design using existing state VR data.Community-based within 2 district offices of the state-federal VR program in New York State.VR consumers with TBI (N=42); 21 received PWW services, and 21 matched controls received traditional VR services.All participants experienced the initial VR process: eligibility determination and the development of an individualized employment plan. Participants receiving the traditional approach were referred to various organizations for services and monitored by their state VR counselor. Those receiving PWW services were never “handed off” to outside agencies. Instead, they received person-centered, community-based services from a team of freelance consultants who were recruited, trained, and supervised by the state VR counselor overseeing the PWW team.Data were gathered from VR central files for all consumers with a primary or secondary disability of TBI. Outcome variables were case status at closure, weekly earnings at closure, hours working at closure, and cost of case services.The PWW successfully placed more consumers who worked a greater number of hours per week and earned more per week than those who received traditional VR services without increasing the cost of case services.The PWW showed promise as a systems change effort to improve VR services for people with TBI.
