CRITICAL FACTORS INFLUENCING EFFECTIVE COMMUNICATION AMONG STAKEHOLDERS FOR PROJECT DELIVERY IN JIGAWA STATE

Communication plays an important role in project delivery in terms of relationship, trust and collaboration among internal stakeholders. This research aims to examine the relationship between factors influencing effective communication among stakeholders and construction project delivery with a view of improving communication among stakeholders in construction project delivery in Jigawa State. Questionnaire was used for data collection in Dutse capital of Jigawa state, various factors influencing effective communication among stakeholders are identified from literature review, experts and professionals working in public and private building project in Dutse capital of Jigawa state were selected using a probability sampling technique, a total of one hundred and eight (108) respondents were selected and interviewed using structured questionnaire which represent 90% of response rate. The data are analyzed by descriptive (frequencies and percentage,) and inferential statistics (spear’s man correlation, ANOVA and regression coefficient) are conducted using SPSS 25 version software. The Findings shows that Leadership, trust, communication tools, communication skills, stakeholders involvement, cultural differences and communication technology have strong correlation with successful project delivery and understanding the factors influencing effective communication among stakeholders can foster better collaboration among stakeholders, minimize conflicts and disputes, and can lead to improved project outcomes, reduced delays, and increased customer satisfaction. Marker Assisted Selection (MAS) and It's Application in Vegetable Crop Improvement

Vegetable crop breeding has changed dramatically since the early 1980s due to technological breakthroughs, especially high-throughput sequencing and molecular marker technologies, which have made it possible to sequence many plant genomes, create dense genetic maps, and identify important genes and QTLs linked to traits like yield and disease resistance. ..These instruments have expedited genetic research and breeding programs in crops including tomato, pepper, eggplant, and cucumber, establishing marker-assisted selection (MAS) as a crucial component of contemporary breeding. The use of these technologies has improved crop characteristics significantly and is still influencing the development of vegetable crops in the future. .. For instance, in the majority of private and public tomato breeding projects, major-gene disease resistance traits like verticillium wilt and anthracnose are selected for using PCR-based markers such as SCAR and CAPS.Bs5 and Bs6 have broad-spectrum resistance against Xanthomonas spp. against chilli leaf spot thanks to marker-assisted gene pyramiding. Major QTLs associated to SSR marker CAMS451 on chromosome 1 (from Capsicum accession LS2341) and marker ID10-194305124 on chromosome 10 (from C. annuum BVRC1) have been mapped for resistance to Ralstonia bacterial wilt.Constantly searching crop germplasm for new resistance genes or alleles is essential to diversify the gene pool and stop resistance from breaking down. By using marker-assisted selection (MAS), it is possible to combine genes for resistance to different pathogens or several sources of resistance to the same pathogen to create novel cultivars.

Main contents and revision direction of the Urban Complex Development Act

The Act on Support for Urban Complex Development was enacted and promulgated on February 6, 2024. It is scheduled to take effect on February 7, 2025. This new law encourages private project implementers to actively participate in urban complex development, unlike the urban public housing complex project (under the public housing special law) that was introduced in accordance with the government’s plan to drastically expand the supply of 3080+ publicly led metropolitan housing announced on February 4, 2021. The urban public housing complex project is a system designed to establish a new business model for station areas, semi-industrial areas, and low-rise residential areas that are underutilized and aging because of difficulties with redevelopment and reconstruction projects. Public institutions have become project implementers instead of existing cooperative-centered redevelopment and reconstruction projects. The urban public housing complex project is a development project that utilizes comprehensive acquisition (including land expropriation) to quickly promote the project and supply new buildings in the form of compensation in kind if the landowner so desires. However, the complex development project introduced in the Act on Support for Urban Complex Development differs significantly from the plan described above in that the private sector, including landowners, trustees, and real estate investment trusts (REITs), become the main project implementers, promoting the project by utilizing management, disposal plans, and sales claims. In this article, I examine the concept and characteristics of complex development projects, procedures, and special provisions for these projects and identify problems and revision directions for relevant laws. Since complex development projects utilize management, disposal plans, and sales claims as business methodsand the project target is an urban area with a high concentration of old and substandardbuildings, I describe such projects by comparing them with the provisions of the Urban and Housing Environment Improvement Act, which regulates redevelopment and reconstruction projects. Finally, I suggest that necessary actions to smoothly implement complex development projects include securing differentiation from other development projects, supplementing specific provisions on REITs as the newly introduced project implementers, and improving the sales claim system and consent rate centered on land area.

Participation and Perception of Project Affected People in SIA Process under RFCTLARR Act 2013

Undoubtedly, growing urbanisation, increasing of infrastructure requirement and rapid economic development has imposed high pressure on land in India. Private land is regularly acquired for both State-sponsored development and private projects, which is increasingly become contentious. Compulsory acquisition of land till the end of December 2013 is primarily governed by the Land Acquisition Act, 1894, which is century-old legislation enacted in the very different social, economic and political milieu. Post-independence period Indian Government has not fundamentally changed the acquisition policy to reflect the values and needs of our times, which has resulted in legal, social, cultural, economic and political fallouts. Land Acquisition Act, 1894 is needed for public purpose and economic development, but it is deficient in many respects. In this background the colonial Land Acquisition Act, 1894 was repealed and replaced by the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act.2013. It is now settled that whatever State or Government acquires land from its citizens for public purpose, it has power to do so. The jurisprudence that has developed around colonial Land Acquisition Ac, 1894 over the years on this subject has made the citizen, a subject. The colonial mind-set is that all pervasive under the Act was reflected in practice and even the judiciary in some cases has inadvertently furthered this notion. Thus, it becomes imperative to scrutinize the law and test it, against the contemporary democratic values. However, the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 made an attempt to balance within the larger political context of land acquisition in India. Through the land acquisition how people be affected to be estimated by SIA study suggested in The RFCTLARR Act 2013. But the entire SIA process can be succeed when all the stakeholders in general and the project affected people or families in particular to be participated fully during the implementation of the project. The current paper have studied the participation and perception of project affected families in different projects implemented by Government of Odisha.

The Effect of Applying Business Incubators on Enhancing the Innovative Performance of Investment and Privatization Projects in Saudi Sports Clubs

The importance of the new business systems that work on developing the concept of institutional support for the new projects has emerged. Within this context, business incubators are considered one of the most effective and successful systems in implementing development programs and supporting creativity and innovation. Therefore, business incubators have become on the list of development priorities and the formation of new projects. The purpose of the study was to identify the effect of applying business incubators on enhancing the innovative performance of investment and privatization projects in Saudi sports clubs, to achieve the objective of the study, the descriptive approach (survey study method) was used. Some officials of the Ministry of Sports, chairmen and members of sports club councils, executive directors, activity managers, financial managers, and members of various committees participated in the study. The study population categories were used to select the study sample intentionally. Two questionnaires were used to obtain data from (430) participants in the study. The results showed that there is an effect of applying business incubators on enhancing the innovative performance of investment and privatization projects in Saudi sports clubs. Business incubators can be applied to support the innovative performance of investment and privatization projects in sports clubs. However, the study also highlighted challenges and barriers faced by business incubators in the Saudi sports sector, such as a lack of awareness, insufficient logistical support, limited resources, and a shortage of skilled individuals. The absence of regulations governing incubator operations further hampers their progress. The study also provides insight into the implications of the application of business incubators to enhance innovative performance and future directions.

Impact assessment of critical success factors (CSFs) in public construction projects of Saudi Arabia

PurposeThere is a limited number of research work on critical success factors (CSFs) in public construction projects in Saudi Arabia. In response to this knowledge gap, the objective of this paper is to assess the impact of CSFs on the government construction projects in Saudi Arabia. The success factors are investigated from a broader consideration of failure criteria, from consideration of most effectiveness in successful project completion and also from consideration of the impact of implementing control processes for successful project completion.Design/methodology/approachThis study has analysed the impact of success factors on construction projects in Saudi Arabia using a descriptive methodology. An exhaustive literature survey is undertaken to identify the success and failure factors related to government construction projects in Saudi Arabia. The survey data are sorted out and analysed by cost, schedule, technical, context and finance dimensions of the projects based on project types, engineering complexity, size, modality, jurisdictional control and funding approach. To evaluate the influence of success factors implementation, qualitative data were collected in a survey via a web-based questionnaire that was sent to officials working and occupying a responsible position in national project guidelines organizations and in government construction organizations in Saudi Arabia. In all, 28 CSFs were identified, ranked and evaluated for their impact on project success. The four identified factors belong to process categories of construction projects, nine factors belong to management of construction projects and 15 success factors are identified for impact assessment of implementation in construction projects.FindingsThe study's findings have identified and ranked the top five CSFs that significantly influence project outcomes, including meeting time targets, adhering to financial budgets, delivering desired outcomes for all stakeholders, effectively managing risks and assembling the appropriate team while optimizing resource allocation. Additionally, the research indicates that hindrances to projects primarily stem from execution, economic, human and political factors. The study advocates for strict controls over incomplete engineering designs and advises against contractors independently handling design work to ensure project success. Additionally, addressing contractors' qualifications and financial matters is crucial for project success. By highlighting these CSFs and challenges, the research provides actionable insights to enhance project management practices in the construction industry.Research limitations/implicationsThis study is limited to the infrastructure projects constructed by governmental bodies with the participation of officials from government organizations. Further study, including private projects and officials working on private projects, may be needed to generalized the research outcome.Originality/valueNumerous studies have investigated CSFs in construction projects, but few have examined their relevance to Saudi Arabian government projects. This study aims to fill this gap by identifying key CSFs specific to Saudi Arabian public sector construction projects and assessing their impact on project success. It advocates for stringent controls in the Saudi Arabian construction sector, emphasizing the importance of preventing incomplete or altered engineering designs by contractors to increase the success rate of public sector projects. This research offers practical insights to stakeholders, advancing project management practices in Saudi Arabia's construction sector for improved outcomes and resource utilization.

Dynamic investment strategies for a folk sports tourism destination under uncertain demand

More research should shed light on discovering the optimal investment strategy for folk sports tourism destination (FSTD) projects. Therefore, in this paper, we develop a dynamic game model of FSTD considering the dynamic characteristics of FSTD investment, the mode of division of labor and cooperation between public and private operators, and the uncertainty of consumer demand. Public capital is responsible for constructing infrastructures such as venues, and private capital is responsible for services such as catering and accommodation. To promote the development of the FSTD project, the higher-level government subsidizes public investment. Consumer demand for the program is affected by factors such as the size of the two types of capital, the price and quality of services, and demand uncertainty. The study finds that the subsidy leads to an increase in the quantity of public investment and consumption demand, but private sector investment and the prices of both public and private projects are unaffected by the subsidy; the public sector’s net return varies in an inverted U-shape with the rate of subsidy, but the private sector’s net return rises monotonically. Demand disturbances widen the gap in the net returns of operators between the subsidized and unsubsidized scenarios.

Typically, three types of incentive arrangements have been used: incentive/penalty for superior/under performance; risk/reward sharing; and future business opportunities. This study found that there are significant differences in the choice of incentive arrangements between private and public projects in Hong Kong. It is uncommon for public projects to use future business as a performance incentivizer, whereas private developers often signal repeated business together with heavy penalties to tie with their contractors. This study further identified various attributes affecting the use of incentives in both private and public engineering sectors of Hong Kong. The respective preferences were unveiled through a literature review, semi-structured interviews with industry experts, and a survey. The findings reveal that the public and private sectors consider the implementation issues regarding various performance targets critical to the type of incentives to be used. Whilst the primary concern of the public sector is accountability, the private sector is skeptical about the need to provide extra for the contractors for what they have already contracted for.

SITUACIÓN ACTUAL, DESAFÍOS Y PERSPECTIVAS DE LA FUSIÓN NUCLEAR CONTROLADA: LA TECNOLOGÍA

This article objectively discusses the potential of development of nuclear fusion as a profitable energy source for the society of the future. After a brief exposition treating the physical foundations on which nuclear fusion is based – that are known for a century -, attention is drawn to the formidable difficulties that have been encountered when trying its practical implementation in a controlled device, and to the different proposals for reactors which have been conceived with the aim of overcoming them and demonstrate its scientific-technical feasibility. Information is provided regarding the most relevant (public and private) projects that are currently being developed in this field, which exhibits a situation characterized by the strong irruption of private initiative in recent years, and by diversification in terms of concepts and reactor designs, without it being clear at the moment which solution will prevail in the commercial stage, or whether the path to that goal will be completed by several models that will coexist. It is estimated that, in the most optimistic case and thanks to the impetus given by private initiative, the first commercial fusion energy plants could be available in the 2040s, making it plausible that public-private collaboration mechanisms will proliferate. The enormous advantages that this resource would bring to society are pointed, taking account of its virtues as a clean, safe, almost unlimited and cheap energy. This article will be continued by another devoted to exploring the economic viability of fusion technology, assuming the high level of uncertainty associated with both the vagueness of the details in the design and operation of the plants, as well as the lack of knowledge in the energy environment, economic and social in the coming years. Roles of stakeholders for adopting sustainable design in buildings

Buildings account for the highest carbon dioxide emissions during their operation stage, primarily due to high energy use for heating, cooling, and lighting, which in turn contribute to global warming and climate change. Such impact can be considerably reduced through crafting sustainable design (SusD) in buildings. So, availability of relevant information, professional guidance to clients, and appropriate decision-making are crucial. A study summarized the findings from a questionnaire survey conducted in Brunei with 122 responses. The results revealed that architects, consultants, and government are more important stakeholders to assist with SusD adoption, while clients and developers are important stakeholders in decision-making. The results appreciate the roles of clients and architects to a higher degree, despite a comparatively higher number of private projects in Brunei with relatively more influence of contractors. This was interpreted as having a good degree of awareness of the survey participants towards the role of SusD and who actually can better contribute to SusD adoption. However, the outcome also revealed inconsistent perception among the respondents, both within and between different groups based on their affiliations and nature of job. This inconsistency implies the need for appropriate training or education to enhance awareness of SusD, make pertinent information available, and develop appropriate skills.

Digital Marketing Strategy of Heavy Equipment Rental Services During the COVID-19 Pandemic

This study aimed to find the right marketing strategy for the business of selling heavy equipment rental services during the COVID-19 pandemic. The research method used was qualitative. Data collection was carried out through interviews with all employees of CV Aneka Tractors. The data analysis process used an analysis tool, namely Nvivo 12 Pro to obtain factors that influenced both internal conditions and strategic steps taken by CV Aneka Tractors. The results of the research showed that CV Aneka Tractors, which initially focused on working on government projects (B2G) and private projects (B2B), had to switch to the individual/community sector (B2C). The B2C sector was an open opportunity during the COVID-19 pandemic. The results showed that during the COVID-19 pandemic, not all consumer sectors were able to make the best contribution, especially in the heavy equipment rental service industry. With a strategy of shifting the target focus to the B2C sector by adjusting the pattern of services offered, establishing cooperation and reducing payment deadlines, companies can survive. From this research, we also saw how important marketing planning is in keeping the company operating.

Determination of the Knowledge Level of the Technical Staff about Arbitration

Türkiye has become one of the world's leading countries in the construction sector in the international arena. Today, the use of FIDIC and similar standard contracts is increasing in Turkish contractor companies. In parallel with this situation, it also becomes more common to prefer arbitration in the settlement of disputes in the international construction sector. In the literature, there is no actual publication about the knowledge level of technical staff on arbitration. By taking this deficiency into consideration, the purpose of this study is to measure the awareness of the groups working in the construction sector about the possibility of applying to arbitration as a result of the disputes that they encounter, by measuring the arbitration knowledge level of the technical staff. Accordingly, an empirical field work was conducted with a total of 100 (one hundred) technical staff working in the public and private sector transportation projects in Istanbul. The data collection tool that was used in the research is a questionnaire developed by the researchers and consisting of 25 questions. In the survey analysis, the data were analyzed with the SPSS 28 package program. In the study, a reliability test was conducted for each statement and the Mann-Whitney U test was used. As a result of the analysis, it has been determined that 84.4% of the participants do not follow up the actual developments in the field of arbitration in the world and in Türkiye, and do not have sufficient knowledge about arbitration. However, it has been determined that the arbitration knowledge level of the participants, who follow up the actual developments in the world and in Türkiye and have sufficient knowledge about arbitration, is high. In addition, it has been determined that 93.8% of the participants would like to participate an information training to be held on arbitration. To increase awareness about arbitration, it is necessary to introduce undergraduate-level arbitration courses for technical staff in engineering and architecture faculties at universities, and to organize periodic in-service training programs by the arbitration centers in our country.

Search for ways to systematize spiritual laws in the practices of the Holy Governing Synod (1820-30s)

The article examines the first attempts to streamline legalization in the field of church law in the processes of systematization of legislation in Russia in the 1820–30s. The place of systematization of spiritual legalizations in the legal policy and plans of M. S. Speransky to restore order in the legislative body of Russia after the publication of the Complete Collection and the Code of Laws of the Russian Empire is shown. The activities of the Holy Governing Synod, the highest state body for the affairs of the Russian Orthodox Church, are covered in streamlining church laws and attempts to create collections of laws based on the initiative private projects of Bishop Augustine and the Secretary of the Synod Chancellery Y. M. Ginovsky. An analysis of the concept, the progress of preparation and the results of consideration in 1835-1836 is also given. the main interdepartmental project of the Holy Governing Synod and the Second Branch of the Own and. And. V. office for the creation of the Collection of Laws on the Spiritual Section, which was headed by A.P. Kunitsyn.

Evaluation of Health and Safety Status of Public and Private Building Construction Projects in Pokhara

Health and safety (H&S) in the construction industry encompasses a set of principles, regulations, practices, and measures designed to safeguard the well-being and safety of construction teams within construction environments. Developing countries like Nepal lag in establishing and implementing robust H&S regulations, impacting overall project performance. This research assesses the H&S status in public and private building construction projects within Pokhara Valley, Nepal. One private and one public project were selected for the investigation. After conducting a thorough literature review and consulting key informants, a structured five-point Likert scale questionnaire was developed for efficient data collection. Findings revealed that H&S aspects in privately and publicly owned building construction projects. Privately owned projects underscored effective ventilation, hard hats, and daily safety briefings are significant factors. Slip, trip, and fall incidents are major accident causes, highlighting the importance of proper lighting. Public projects emphasized ventilation, hard hats, and safety rules, with toolbox talks and qualified team members deemed critical. Slip, trip, and fall incidents remained the primary accidents, and safety signs played a pivotal role. These findings offer essential guidance for policymakers and construction managers to enhance H&S practices in diverse construction environments.

Infrastructure financing in Africa

We explore current development and constraints on infrastructure financing in Africa. We examine how infrastructure development in African countries affects ownership and capital structure choices of private and public–private partnership infrastructure projects. Using data from 33 African countries over 17 years, our findings suggest that infrastructure projects in African countries with better infrastructure development tend to have more private investment, more long-term investment, and they tend to use more debt financing, including more commercial debt, and less equity in their capital structure. For the least developed African countries, where debt financing is scarce, equity investment is vital for infrastructure financing.

Integrated Operational System Enterprise Architec-ture Designing Using TOGAF-ADM Method Case Study at PT. XYZ (Construction Company)

XYZ is a construction company that belongs to the civil sector of construction, especially in the field of water management and waterwaste management in private and public projects. In its journey, PT XYZ continues to grow following the development of existing technology. However, in its development in the implementation of information systems, it turns out that some of the main processes at PT XYZ are still carried out manually. So that problems arise and disrupt the business processes of PT. XYZ. These problems include problems with data integration, communication and loss of information due to certain things. Especially in processes that are still done manually such as warehouse and project management. From this problem, an analysis will be made that will identify the problem in detail with company XYZ. So the idea of developing an integrated operational system emerged that would be built according to the Enterprise Architecture (EA) method. EA can be analogous to when building a building, a model, design and design of the building is needed. These things are needed as models and foundations for the design. Similar to the implementation of information systems, before its development, the basis and foundation of the design are needed in the form of information system models or architectures. In this research, the EA method that will be used is TOGAF-ADM. This method was chosen because TOGAF ADM is a complex method that can meet all EA development needs, so it is used based on organizational needs.

Long-run asymmetric effects of financial risks on Sukuk market development: empirical evidence from Malaysia

Purpose The purpose of this study is to empirically investigate the asymmetric effects of financial risk on Sukuk market development for a sample of Malaysian countries over the period of 2010–2021. Design/methodology/approach This study refers to the International Country Risk Guide (ICRG) in determining the financial risk factors to be studied in addition to the Malaysia financial stress index (FSI) to capture changes in financial risk level. The authors use the nonlinear autoregressive distributed lag (NARDL) model to tackle the nonlinear relationships between identified financial risk variables and Sukuk market development. Findings The results suggest the existence of a long-run relationship between foreign debt service stability, international liquidity stability (ILS), exchange rate stability (ERS) and financial stress level with the Sukuk market development in Malaysia. Indeed, higher ILS and ERS will boost Sukuk market size, whereas higher foreign debt services and financial stress are negatively related to Sukuk market development. Findings also indicate that the long-run positive and negative impacts of identified financial risk components on Sukuk market development are statistically different. Taking into account the role of the Sukuk market in facilitating Malaysia’s economic growth, the country should aim to keep the foreign debt-to-GDP ratio at a sustainable level. Research limitations/implications This study points to three possible directions for future research. The first is the differential impact of financial risk components on Sukuk issuance for different Sukuk structures. As more data becomes available in the future, this area could be further explored by conducting the above analysis for different combinations of Sukuk structures and currency denominations. In addition, future researchers could also consider exploring the variability of financial risk impacts through comparative studies of the leading Sukuk-issuing countries to account for differences in regulatory frameworks and supporting infrastructure. Practical implications This study provides valuable practical and policy implications for strengthening the growth of the Sukuk market. While benefiting from the diversification benefits of funding sources to finance private or government projects and developments, Malaysia should remain vigilant to global economic conditions, foreign exchange markets and financial stress levels, as all of these factors may significantly influence investor sentiment and the rate of return offered by Sukuk issuance. Originality/value The use of the NARDL approach, which investigates the long-run effects of financial risk factors on Sukuk market development in Malaysia, makes this study a valuable addition to the literature, as there has been little research into the asymmetric effects of those variables on Sukuk market development using samples from emerging Asian markets.

The modern economic development of any state is largely determined by the effectiveness of banking activities of credit and financial organizations. Currently, banks perform not only the usual functions for most to provide loans or to service customer accounts. Today, banking organizations are one of the main investors in the development of the socio–economic sphere of society. With substantial financial resources at their disposal, they contribute to the development of important public and private projects. Nevertheless, the main source of these resources is still precisely banking, which, due to the growing role of banking organizations in the development of the state, needs to be regularly evaluated for effectiveness.

Challenges in the Implementation of Industrialised Building System (IBS) in Klang Valley

Industrialised building system (IBS) in Malaysia has been expanding extensively where the proportion of IBS implementation in government projects was 84% in 2021, compared to 60% in private projects. It was reported that many top developers are currently successfully adopting IBS in their projects with good outcomes. The advantage of IBS implementation in construction projects is mainly the shorter time for project completion which potentially increase efficiency in housing provision. This paper focuses on developers’ perception on the challenges in IBS implementation in the aspect of management. The objectives of this research are to identify the problems perceived by developers in Klang Valley when implementing IBS projects and to give general recommendations to overcome these problems. Quantitative approach was used and structured questionnaires were distributed to 50 developers in Klang Valley. The research indicated that the most prominent problems agreed by developers is in the category of supervision of site workers and also the aspect of logistic that is site monitoring The least problem perceived are in the design and IBS negative image category. Findings from this research is anticipated to give developers some insights on the implementation of IBS towards a more successful IBS project implementation.
