The Impact of Use Social Media in Communication Flow from State House to Traditional Media in Tanzania

The media has historically obtained and disseminated government information to the public through newspapers, radio, and television. Before the advent of social media, Journalists obtained information from the State House through telegraph, telephone, fax, and in-person encounters between the President's communication officers and journalists. Over twenty years, the State House Communications Department has enhanced its communication methods and effectively utilized social media platforms to engage with journalists and the public. However, little focus on scientific research has been done to assess the impact of social media on communication flow from Tanzania’s state house to traditional media. Therefore, the study evaluated the application of new media in the Presidential Communication Directorate in disseminating news to the mainstream media. The study used a descriptive design and mixed-methods approach, combining qualitative and quantitative methodologies. The qualitative delved into individual viewpoints on news collection using new media, while the quantitative evaluated respondents' perspectives. The State House Communication Unit has shifted its use of social media platforms enhancing networking among journalists, providing quick information access, and being cost-effective. However, the shift has led to decreased personal communication, a decline in exclusive news, an increase in false information propagation, and the emergence of citizen journalism. Journalists should improve their social media skills to maintain high-quality media reporting. The Statehouse should enhance its 24/7 media unit operations. The study highlighted the challenges and significance of using social media for news dissemination and gathering. The study involved media professional practitioner’s and President's communication officers who identified significance and challenges and suggested how to improve media production and contents.

Presidential Communication and Its Impact on the Mexican Stock Market: Evidence Using a Sentiment Analysis Approach

This research paper addresses the impact of the positive or negative polarity of the presidential messages contained in the stenographic version of the daily conferences issued by the president of Mexico, obtained by means of semantic and machine learning text mining techniques, on the performance of the Mexican Stock Exchange’s Price and Quotations Index (Índice de Precios y Cotizaciones-IPC). Our results provide evidence of the existence of a negative and significant relationship of the polarity of presidential messages with IPC performance, i.e., as the positive polarity of messages increases, IPC performance decreases.

Political Communication in an Emerging Democracy: A Framing Analysis of President Akufo-Addo’s 2021 Inaugural Address

President Akufo-Addo’s (Ghana) 2021 inaugural address is analysed from a framing perspective. A theory-guided approach anchored by framing as the conceptual framework and framing analysis as the methodological approach were employed. Five major frames were unearthed: (a) “The can-do spirit”, (b) “Ghana beyond aid” (c) “maturing democracy”, (d) “social and economic justice” and (e) “unity, confronting COVID-19 and seizing destiny”. The Presidential inaugural address is the first and most significant speech the President will give after he is sworn in. This research offers insights into the underlying meanings that the president seeks to communicate to the nation beyond linguistic or rhetorical considerations. The research contributes to understanding as well as appreciating the role and nature of presidential communication in a contemporary and emerging democracy such as Ghana.

Presidential communication during the pandemic: a longitudinal examination of its relationship with partisan perceptions and behaviors in the United States

Abstract Partisanship played a key role in shaping individuals’ responses to the COVID-19 pandemic in the United States. The current project applies the extended parallel processing model (EPPM) to examine how the content features of White House press conferences were associated with the partisan gap in perceptions and behavior during the early stage of the pandemic. Using supervised machine learning, Study 1 analyzes the White House press conferences regarding the pandemic during 2020. The results demonstrate that the White House focused on efficacy but included minimal threat information. Study 2 uses the threat and efficacy information in White House press conferences to predict perceived threat and efficacy as well as self-quarantine behavior measured by longitudinal surveys using nationally representative samples of U.S. adults. Time-series analysis shows that an increase of threat information from the White House was associated with a subsequent decrease in the partisan gap between Democrats and Republicans on perceived threat and self-quarantine behavior by increasing perceived threat and self-quarantine behavior among Republicans. This study contributes to presidential communication research by systematically examining specific message features and linking them to public perceptions and behaviors in the context of a public health crisis. The study also extends the EPPM to a dynamic model, estimating the asymmetric effects and self-continuity of positive (i.e., efficacy) and negative (i.e., threat) information on perceptions and behaviors.

When the President Endorses the Nation’s Next Leader: Detecting the Concept of Power in Javanese Culture Through Presidential Communication

This article examines how President Joko Widodo (Jokowi) exercises his power through his presidential communication. It focuses on Jokowi’s statement when he endorses presidential candidates by using simple language, codes, and symbols. The purpose of this study is to decipher the possible meaning within the statement of Jokowi regarding his endorsement of presidential candidates. It also attempts to contextualize it within the larger setting of political public relations by using soft propaganda techniques. This study uses a qualitative case study approach that uses the lens of Benedict Anderson’s concept of power in Javanese culture and Eric Louw’s premise about the hype maker or messenger. Researchers argue that Jokowi's communication, in this case, can be interpreted as a political game where the president tries to show his power by deliberately violating political procedures to remove uncertainty among the political elite. The president’s power may also be seen in his soft propaganda communication, which employs “oversimplification” and “logical fallacies” techniques to stir up public emotion and resonance in the media and political elite. This article offers some critical insights on presidential communication strategy from different perspectives, particularly through the concept of power in the Javanese culture, the president’s role as a hype maker, and how political public relations strategies can be harnessed to modify a political process.

Commentary—Much ado About Something Else. Donald Trump, the US Stock Market, and the Public Interest Ethics of Social Media Communication

We analyze Donald J. Trump’s Twitter activity over the last months of the 2016 presidential campaign, his period as President Elect, and his Presidential term until Fall 2019, shortly before the outbreak of the pandemic. Trump weaponized social networks as a communication tool to build influence on the financial market and the public opinion. We relate Trump’s communication on Twitter to the dynamics of the NASDAQ100 trend over the whole period of study as well as two subperiods, pre-presidential versus presidential. We find that Trump’s hyperactivity on Twitter is followed by a negative market trend, and that tweets covering politically, and economically sensitive topics seem to negatively impact the market, except for real economy-related tweets. Some topics positively received by the market in the pre-presidential phase (e.g., China) become anticipators of negative trading days during the presidential one. We also consider the emotional tone of Trump’s tweets and find an unexpected reversal of the communicative valence of the tweets as to their expected impact on the stock market. Positive sentiment tweets seem to be followed by negative market performance and, maybe more surprisingly, vice versa. It seems that, during the period of observation, the market has learnt to interpret the emotional tone of Trump’s tweets as instrumental to Trump’s political strategy. In particular, the market seems to have realized that negative sentiment in Trump’s communication was entirely functional to political consensus building and not meant to convey market-relevant information. This is at odds with the idea that presidential communication should reflect the public interest, and especially so when it has major implications for the economy. Trump’s use of social media during both his presidential campaign and term questions the principle that institutional responsibility in the digital realm implies treating the infosphere as a commons. We discuss the implications for the functioning of the stock market and the emerging public interest ethical issues related to the breakdown of such principle.

ABSTRACT
 Objective
 The aim of this study is to determine the complaints of patients and their relatives, to provide necessary measures and to find solutions.
 Material and Methods
 It was retrospectively analyzed and conducted as a single-center study. The complaints of patients and their relatives who applied to the Patient Rights Unit, Ministry of Health Communication Center, Prime Ministry Communication Center, Presidential Communication Center from the hospital medical records between 2018 and 2019 were examined. Data were analyzed on IBM SPSS Statistics 22.0 package program.
 Results
 1385 applications were examined. Most of the complainants were men (66.1%). The most frequent complainants were between the ages of 20-40 (56.3%), high-school graduates (56.3%), in the self- employed/artisan group (24.2%). The most of the complaints were made application to the Patient Rights Unit (58.7%). Complaints were most common for physicians who in charge of primary care of the patient (49.5%) and least common for consultant physician (0.2%). The most common complaints were about poor attitude (26.9%) and long waiting time (21.7%). Most of the complaints were made in 2019 (n:835), July (n:239) and on Friday (n:326), and also most of the complaints were made against the Department of Pediatrics (n:190 (13.7%)) and Emergency Medicine (n:129 (9.3%). When the complaint-patient ratio was examined, it was perceived that the most complaints were from the laboratory and pathology departments.
 Conclusion
 It is concluded that patient rights units are very crucial and they have an important role in evaluating the quality of institutions and determining the existing deficiencies as well as increasing patient satisfaction.

La configuración del populismo en México mediante la comunicación presidencial. Un análisis del discurso político de AMLO

Since his arrival to the presidency, Andrés Manuel López Obrador (AMLO) has maintained a particular communication strategy never seen before in those who preceded him in power, marking a before and after in terms of presidential communication in Mexico. A preponderant place in said strategy has been occupied by his political discourse, which has significantly permeated those who support his project of the Fourth Transformation, by virtue of the fact that his rhetoric is direct and uses simple words with a vanguard political symbolism, taking up the problems that have damaged the Mexican people for decades, among which the corruption in public institutions, the control of power by the elites and the inequality between social classes stand out. Derived from the above, this research is approached through a qualitative approach, based on the political analysis of Ernesto Laclau's speech.

Constelation Of Power Behind Communication Presidential In Intolerance Issues (Critical Discourse Analysis of the President's Statement in the case of Meliana in Tanjungbalai)

Presidential communication has a role in carrying out the political function of the president as head of state or government. In practice, presidential communication pays attention to efforts to maintain power with ideological dominance through direct statements of the president, media quotes, or official social media accounts. This power is related to how the president manifests statements, attitudes, and actions as a practice of power carried out by political leaders. In the package of identity politics that is getting stronger, cases of intolerance are suspected to be very influential on the way the president conducts political communication. This study will focus on efforts to uncover hidden ideologies in presidential communications that contain power practices in cases of intolerance in Indonesia. Through a paradigm with an approach, this research uses Van Dijk's critical analysis method to find the presidential communication text related to the Meliana case in Tanjungbalai and to understand aspects of the president's cognition and social context in several related statements. This study concludes that the president's communication strategy has a double meaning behind the foundation of constitutionalism, embracing conflicting groups to get resources from their supporters and opposing groups. The president also used a political strategy to raise the issue in Tanjungbalai in what Walter Benjamin called a state of emergency with security and nationality but at the expense of marginalized groups.

Intertextuality as a Rhetorical Device in American Politicians’ Inaugural Addresses: Functional-Linguistic Analysis

The present article aims to identify stylistic figures, providing intertextual connections of American presidents’ inaugural addresses with other texts which are of great importance to the USA and the American nation. Stylistic figures are figurative and expressive means of connecting texts of the past with texts of the present. The stylistic figures “allusion”, “application”, “paraphrase”, and “citation” have been analysed in the inaugural addresses delivered by four American presidents (2001–2021) – George Bush Jr., Barack Obama, Donald Trump, and Joseph Biden. These stylistic figures determine intertextual contacts of the inaugural addresses with the texts which characterize the country’s historical and modern development – the United States Declaration of Independence, John Page’s letter to Thomas Jefferson, the Constitution of the United States, the past Presidents’ speeches, patriotic songs. Inaugural addresses form a well-established genre in political discourse, and this genre is aimed at integrating and inspiring the people as well as at performing and establishing President’s and his administration’s general policies. The analysis of the genre of the “inaugural address” is an integral part of political discourse research. Political discourse is perceived as a system of communication that has real and virtual measures. The analysis of stylistic figures which provide intertextual connections belongs to the study of the virtual measure of political discourse – its semiotic area. The analysis conducted in the article is based on political discourse research, intertextuality theory, critical discourse analysis theory as well as on practical papers on presidential communication. This article’s methodology includes methods of observation, deduction, induction, controlled sampling, and the method of discourse analysis. Having analyzed the inaugural addresses and having identified the stylistic figures which incorporate other texts into the inaugural addresses, the author concludes that, firstly, the ideas and principles formulated in the past and implemented in the country’s development concept are sacred and unshakeable, and secondly, these ideas and principles have a great impact on the American nation’s consolidation and integration.

Presidential communication approaches and the impact on public health: a comparative analysis of three South African presidents’ communication on AIDS and COVID-19

The HIV response in the African continent over past decades demonstrates the potency that the words and actions of political leaders have in either expediting or impeding the implementation and adoption of preventive measures at the individual and community levels. The article explores the health communication approaches employed by two South African past presidents (Thabo Mbeki and Jacob Zuma) in responding to the HIV epidemic, and contrasts these with the communicative approach of President Cyril Ramaphosa during the COVID-19 pandemic. Approached from this understanding, this article provides a comparative analysis of the communication approaches of these three presidencies across the two pandemics, and considers the variously trusted sources of top-down, government-driven and bottom-up, community-informed approaches to health communication. Critical lessons that emerged in South Africa during the HIV epidemic regarding the need to include communities in communicating about risks and behaviour change have not been adopted into the COVID-19 response. Political leaders are not best placed to communicate about these issues, and, in the context of pandemics, there is a clear need to reconsider top-down communication approaches that are designed without the participation of communities and ignore the interconnected nature of health and other social determinants of health.

The Power of a Tweet? Social Media, Presidential Communication, and the Politics of Health

AbstractSocial media holds the potential to transform presidential communication and leadership. We test whether presidential tweets affect public opinions about the Affordable Care Act (ACA) as well as partisan reputations for handling health policy using a survey‐based experiment. We find that negative tweets about the ACA from President Trump reduced favorability toward the ACA among Republicans and increased the partisan gap. Support was particularly reduced among Republicans with low levels of racial resentment, with a corresponding opposite effect among Democrats with high levels of racial resentment. We found only limited effects on opinions about party handling of health policy more generally.

The public communication practices of U.S. and Russian presidents are built on the basis of legal norms, political culture and established national traditions. The key genres of public communications of presidents in both the U.S. and Russia are: messages to parliaments, inaugural and crisis speeches, press conferences, and interviews. In the practice of the United States and Russia, the genres of messages and inaugural speeches practically coincide in this case. This is not coincidental, since the institution of the presidency in Russia is much younger and the key genres of public communications have been borrowed from Western practices. However, there are also certain specifics. In particular, the genre of crisis speeches is quite often used in the public communication practices of American presidents. In Russia, the practice of crisis speeches is used as a rhetorical tool of presidential communication much less frequently. The exceptions include presidential speeches about the most critical events; as a rule, they are broadcast on record. The know-how of presidential communication in Russia is the format of multihour direct lines with the president, which are broadcast by federal TV channels. The genre of press conferences is used by Russian presidents much more frequently. The rhetoric used by specific presidents adds to the peculiarity of their communication practices.
