STUDYING THE FAMILY EDUCATION GUIDANCE SERVICE SYSTEM OF PRIMARY AND SECONDARY SCHOOLS FROM THE PERSPECTIVE OF POSITIVE EDUCATION

The article is devoted to the study of the family education guidance service system in primary and secondary schools in China. The analysis of the activities of family education counseling services, which have become a sphere of educational services, is presented. The country attaches increasing importance to them. The article examines the state of family education and counseling service systems in primary and secondary schools using Guang'an City, Sichuan Province, as an example. The results of a survey of 500 families to identify the needs and preferences for professional guidance of family education are presented. The survey shows that most parents of primary and secondary school students attach great importance to family education. It is concluded that the family education counseling service system should actively implement the concepts and methods of positive education to provide families with better educational support and guidance. However, the shortage of professional personnel in the family education counseling service system needs to be solved. In addition, the family education counseling service system should organize special training courses to help parents understand and solve their children's psychological problems, and improve parents' attention to children's mental health. In this way, it is necessary to provide personalized services and guidance according to the needs of different families. It is also necessary to publicize and promote the family education counseling system to improve parents' awareness and participation, and finally, it is necessary to strengthen the supervision and evaluation of the family education counseling system to ensure its effective implementation.

Ecology and safety in the field of national economy

This article addresses the important issue of the interrelation between ecology and safety in the national economy. The authors analyze the influence of environmental factors on production processes and the livelihoods of the population, as well as examine measures to ensure environmental safety in various economic sectors. This article serves as valuable research for specialists in the fields of ecology, economics, and management, as well as for anyone interested in the issues of environmental safety at the national economy level. The work thoroughly analyzes the impact of environmental factors on production processes, economic activity, and the social sphere. It also discusses the importance of ensuring environmental safety for sustainable societal development and the preparation of relevant personnel. Domestic education has recently faced a shortage of personnel in the management system and has organized training based on colleges and universities; however, this approach has not yielded the desired effect. The paper presents scientific approaches to this problem (N.A. Zarubova, D.A. Pastukhova, T.N. Melnikova, V.K. Vittenbek, M.E. Kiryagina, and others) and addresses approaches to personnel training. Special attention is paid to issues of corporate and state social responsibility in environmental protection, as well as the interaction of various stakeholders in the process of forming an environmentally friendly national economy.

Аспекты управления кадровым обеспечением проектов в организационной системе

Purpose. The ongoing global changes have a significant impact on all areas of the world economy as a whole, including the domestic economy. Solving the problem of personnel shortages and the ever-increasing need of industry for qualified personnel can be achieved by improving the mechanisms of staffing management in project implementation across industries without involving intermediary firms. The purpose of the study is to increase the efficiency of decision-making in staffing management for the functioning of an organizational system by improving methodological tools. Methods. The study uses the parametric method of data analysis, the method of mathematical modeling, and also the method of structural and functional analysis. Findings. The article provides a description of the authors' model for staff selection management in the implementation of specific projects or work, while maintaining the current personnel in the organizational system. Production chains are considered and the need for localizing some parts of production chains on the territory of the Russian Federation is outlined. The possible causes and main consequences of personnel shortages in the Russian Federation are shown. The analysis of the main existing HR technologies allowed us to formulate an original approach to the rotation of existing human resources, which enables to rotate employees between projects, bypassing direct interaction with intermediaries and the labor market. The authors considered the specifics of forming a unified information base, which ensures unambiguous interpretation of the concepts used and the unity of means and methods for assessing the compliance of candidates with qualification requirements. It should be noted that the proposed management approach incorporates the redistribution practice successfully proven in the IT and consulting fields. Research application field. The developed model makes it possible to select candidates for project roles, taking into account the possibility of choosing candidates who do not strictly meet the initial requirements. Conclusions. A mathematical model for project staffing management in an organizational system is proposed. It differs from the known models by utilizing competencies and employee rotation in organizational systems. Competencies are represented as an original set of interchangeable elements (knowledge, skills, abilities), allowing for the selection of employees based on specified qualification requirements.

EFEKTIVITAS PENYIMPANAN ARSIP BERBASIS DIGITAL DALAM MENINGKATKAN KEAMANAN DATA DI MADRASAH TSANAWIYAH

Digital-based archive storage is a storage system as well as archive management using digital media. In its application, this storage, in addition to requiring electronic media or tools, also requires competent and technologically literate human resources. If digital archive storage is not managed by competent human resources in their fields, then it is not impossible that the security of the data will also be threatened. This study aims to determine the level of effectiveness of digital-based archive storage in Islamic Junior High School 1 Cirebon City. This research uses qualitative methods with data collection techniques through in-depth interviews, observations, and documentation. This study uses several stages, namely: Data collection, data reduction, data presentation and drawing conclusions. The results of his research are: (1) Islamic Junior High School 1 Cirebon City has implemented digital-based archive storage since the Covid-19 pandemic a few years ago. (2) In its management, digital archive storage uses several websites or applications such as EMIS (Education Management System), SIMPATIKA (Information System for Educators and Education Personnel), SAKTI (Institution Level Financial Application System), and RDM (Madrasah Digital Report Card). (3) In terms of security, the level of security there is still relative even though it is indeed more helped by using this digital-based storage. (4) There are advantages and disadvantages in implementing a digital-based storage system. Based on the results of this study, it could be concluded that the effectiveness of digital-based archive storage there is quite good in improving data security, but there needs to be an improvement in the management system, especially for operators who manage

Forging New Instruments of Mass Social Control from Traditional Materials: The Disciplinary Role of Catholic Church Personnel in Franco's State Prison System of the 1940s and 1950s

Francoism's repression of its civilian population was based on a massified prison system and parallel system of punitive parole. At their core were religious personnel who fulfilled key disciplinary functions for the new state. By the latter stages of the civil war (1936–1939), church and lay Catholic personnel had already produced the legal justifications to underpin the repression. They blended older quasi-theocratic and anti-egalitarian philosophy to meet the disciplinary needs of the new moment where a politically mobilized society was challenging older forms of traditional order and hierarchy (before and during the war). This church–state symbiosis in Spain was already explicit by the early-twentieth century. After World War Two, as before it, Franco's ‘National-Catholic’ dictatorship deployed religious personnel speaking an antiquated language of ‘re-Christianization’ and ‘religious conversion’ to impose a modern, state disciplinary project – i.e., the sculpting and close surveillance of its population. Given the Church's full participation in this ‘divine totalitarianism’, it was paradoxical that by the time of Cold War ascendancy in the mid-1950s, it would be the same Church providing an alibi for Franco's state – in which judicial and penal systems remained militarized, and the everyday lives of its population closely controlled – to reassure Western interlocutors, who were themselves mostly socially conservative and/or Christian-Democratic, of Francoism's ‘non-totalitarian’ nature.

КИТАЙСКО-РОССИЙСКОЕ НАУЧНО-ТЕХНИЧЕСКОЕ СОТРУДНИЧЕСТВО: ИСТОРИЯ, ТЕКУЩЕЕ ПОЛОЖЕНИЕ И ПРОБЛЕМЫ

In 2019, China-Russia comprehensive strategic partnership of coordination entered a new era. Science and technology cooperation is seen as a key pillar of the partnership and one of the most promising areas of cooperation. However, both China and Russia are facing unprecedented pressure in the field of science and technology. On the one hand, Russia has been subjected to harsh Western sanctions and technology export controls following its extraordinary military action in Ukraine. On the other hand, with the continuous improvement of China's comprehensive national strength, the United States has strengthened its containment of China, especially in the field of science and technology, and launched a technological confrontation against China. China and Russia need to work together to break the Western technological blockade. Therefore, it is of great practical significance to study Sino-Russia science and technology cooperation. For the high-quality development of Sino-Russian science and technology cooperation, this paper will use methods of analysis, information synthesis, historical method and system method to review the history of Sino-Russia science and technology cooperation, research the current situation of the cooperation, and analyze the problems faced by Sino-Russia science and technology cooperation. This article argues that the most important thing for Sino-Russian science and technology cooperation is to improve strategic mutual trust and give play to the advantages of "complementarity" between China and Russia, while establishing a system for training versatile personnel. In addition, China and Russia also need to expand cooperation areas and upgrade the level and scale of cooperation by relying on such platforms and mechanisms as the Shanghai Cooperation Organization (SCO), BRICS and the Belt and Road, so as to enhance the scientific and technological strength of China and Russia in the world.

Effective motivation, effective personnel management in rehabilitation centers of Kazakhstan

This article discusses effective personnel management in rehabilitation centers in Kazakhstan. In modern business, with its inherent volatile competitive environment, the implementation of effective activities is impossible without effective personnel management. As a result of sociological research, the degree of satisfaction with the incentive system for medical personnel of the Rehabilitation Center Kokshe was revealed. From these data it can be seen that for the employees of the rehabilitation center, the most significant motivational factors are economic methods, and among the preferred motivational methods are socio-psychological ones. To substantiate the importance of applying socio-psychological methods in the system of medical personnel management and the formation of a personnel management model, methodological approaches of classical theories of motivation were considered: a questionnaire according to A. Maslow's theory and F. Herzberg 's tests. The effectiveness of the organization's activities is determined by the ratio of the results achieved and the resources expended on this and is made up of the efficiency of using various factors, one of which is motivated work. The success of healthcare institutions, including rehabilitation centers, depends on the extent to which medical workers realize their professional potential. We have proposed a more advanced and effective management approach – the KPI method for motivating medical personnel in Kazakhstan, which allows us to organically combine material and non-material incentives with the motivational impact of all healthcare workers. The presented calculations showed that the introduction of personnel assessment according to the KPI system for all medical services will provide a multiplier effect and improve the competitiveness of rehabilitation centers and healthcare in general.

ИННОВАЦИОННЫЕ ПОДХОДЫ К СТРУКТУРИРОВАНИЮ И АНАЛИЗУ СИСТЕМЫ ТРУДОВОЙ МОТИВАЦИИ ПЕРСОНАЛА ПРЕДПРИЯТИЙ

The article emphasizes the influence of the structure of labor motivation on the effectiveness of personnel management and the efficiency of the company’s employees, confirming the relevance of the declared topic. The validity of the delineation of known approaches to the analysis of the structure of labor motivation of enterprise personnel into three conditional types (determinant, parametric, typological) is justified. An object approach to structuring the labor motivation system of personnel is proposed, the concept of which is adequate to the target targets of motivational monitoring, associated with ranking the objects of motivational monitoring (OMM) by the level of well-being and with assessing the effectiveness of management (targeted impact) of specialized divisions of the enterprise. The original methodological toolkit for monitoring the labor motivation system is presented and illustrated on conditional examples, the key elements of which are the development of a Map of expert assessments of the current state of IMM profile indicators and the formation of a summary matrix that accumulates the results of TSTI (current state-trend of change) — analysis.

The Construction of the Measurement Model of Balanced Development of Compulsory Education Resources based on the Hierarchical Analysis Method

The balanced development of compulsory education is an important measure to fully implement the equalization of basic education public services, promote education equity, and maintain social justice. Among the paths to the realization of balanced development of compulsory education, the most crucial is to ensure the balanced development of compulsory education resources, so it should attract high attention. The purpose of this paper is to construct a measurement model of the balanced development of compulsory education resources, to explore the key factors affecting the balanced development of compulsory education resources, and to find a scientific path for the balanced development of compulsory education resources. Based on this, this paper uses the method of hierarchical analysis to construct a measurement model of the balanced development of compulsory education resources, analyzes the measurement model of the balanced development of compulsory education resources in a certain region, and concludes that the main factors include school conditions, teacher quality, and education funding. Accordingly, this paper further proposes effective strategies for the balanced development of compulsory education resources from the aspects of increasing education funding, refining the assessment indicators of relevant staff, improving the personnel system of teachers, implementing the mobility policy of teachers, and strengthening the construction of basic resources. The research of this paper, on the one hand, can provide a guarantee for the development of balanced compulsory education resources in a certain region, and on the other hand, it can also provide certain references for the solution of the problem of balanced development of compulsory education resources in other regions with similar situations, and it has strong practical significance for the effective realization of balanced development of compulsory education.

FIRING EFFICIENCY OF ANTI-AIRCRAFT MISSILE COMPLEX “STRILA-10” IN TARGET DETECTION THROUGH THE OPTICAL VISOR AND AUTOMATED TARGET POINTER

When preparing for and conducting combat operations of the “SA-13 Gopher” anti-aircraft missile system, commanders and combat personnel of the system must know the missile firing efficiency indicators [1–4]. As an indicator of missile firing efficiency, the probability of hitting a target with one missile is usually used. Massive homing is carried out via the contrast channel or the infrared channel of the missile homing head. Under various conditions of use, it is necessary to evaluate the detection ranges that are realised and the probability of timely target detection, launch range and missile launch probability. It is also necessary to imagine the possible values of the inclined distances to the far edge of the kill zone of the complex. The probability of hitting a target with a single missile is affected by the geometric dimensions of the targets, their colour and contrast in the infrared wavelength range, the presence of target designation, meteorological range of visibility etc.
 The task of determining the firing efficiency of the “SA-13 Gopher” anti-aircraft missile system when detecting targets through the optical sight and automated targeting is therefore relevant and important.
 Research presented in the published [1–4; 12–13] do not allow determining the value of the probability of hitting different air targets in various conditions of the complex’s use. This literature provides only general approaches to solving this problem for typical conditions of use of an anti-aircraft missile system. A numerical modeling technique for determining the firing efficiency indicator in the form of values of the probability of hitting targets by a missile has been developed. The modeling took into account the speed of the targets, their plane in the shooting picture, their radiating capabilities and meteorological visibility range, the quality of the combat work of the operators of the combat vehicle, the sun exposure and the closing angles of the combat vehicle. Found possible detection ranges and detection probabilities of a typical target and a small unmanned aerial vehicle (UAV). A high probability of the operator of a combat vehicle missing a typical target at low and medium flight altitudes was noted. Considered launch ranges of missiles that are implemented and the probability of launching a missile when targets are captured in the contrast and infrared channels of the homing head. The largest inclined ranges to the far boundary of the zone of damage of the complex were calculated. The values of the probability of hitting a typical target and UAV in various firing conditions are determined. Sufficient firing efficiency has been proven when capturing and launching a missile in the contrast guidance channel and firing at a typical target. A comparison of the contrast and infrared channels of the homing missile head when firing at UAVs was carried out. Analytical expressions for the calculation of missile firing efficiency indicators and corresponding graphic material are presented.

군 조직에서 신 인사제도 수용도의 영향요인 연구

In general, since the new personnel system can be settled in the organization only when the members of the organization sympathize, the leaders of the military organization are required to make efforts to improve the acceptance, which is essential for forming a consensus. Therefore, it is essential to identify which factors have a significant impact on the acceptance of the new personnel system and to take appropriate actions to increase the acceptance. Against this background, this study aims to present factors influencing the acceptance of the new personnel system, verify how the influencing factors directly affect the acceptance, and whether the interaction between the influencing factors has a significant effect on the acceptance. To this purpose, we first understood the acceptance of the new personnel system of military organizations, and derived institutional fairness, LMX, and self-efficacy as major factors influencing acceptance through existing literature research results and analysis of the characteristics of military organizations. Subsequently, research hypotheses on the relationship between influencing factors and acceptance were established and demonstrated based on organizational fairness theory, social exchange theory, and job demand-resource theory.
 A survey of 570 military officers was conducted, and then 388 valid data was obtained, and the following research results were obtained based on the regression analysis of this. First, it was confirmed that institutional fairness, LMX, and self-efficacy had a significant effect on the acceptance of the new personnel system. Second, in the relationship between institutional fairness and acceptance of the new personnel system, LMX did not have a significant moderating effect, but self-efficacy was proven to have a positive moderating effect. The meaning of this study is that it has provided an opportunity for military organizations to recognize the importance of the acceptance of the new personnel system and to expand their understanding, and proved the direct and moderating effects between influencing factors and acceptance. Finally, the implications, limitations, and future research directions of the study were presented.

The Evaluation of Sustainable Professional Development Program to Enhance English Teachers’ Ability

This research is made based on the teachers’ problem in learning process. There are some problems emerged such as teachers lack of understanding in learning steps and how to write and read for the beginner. On the other hand, teachers also do not understand how to make the appropriate lesson plan. The intentions of this research consist of knowing the implementation of the ministry of religion affair program towards students’ learning outcome and the improvement of teachers’ skill. However, this study is using CIPP evaluation model which is developed by Stufflebeam. This research conducted to English teachers at Islamic school in Serang city. There are twenty-seven teachers who followed this program. The choosing of participants is based on the data from the Information System for Educators and Education Personnel or we called SIMPATIKA. The data is got from the participants’ test, instruments and the documentation. It shows that the program gives the good impact for teachers and students’ learning outcome. There are 47% very good response and 53% good response from students related to this program and there is an increasing teachers’ ability about 27% in taking pretest and posttest. Besides, the category of teachers’ ability is very good based on smile face instrument and bull eyes.

A framework for occupational health risk assessment of nursing personnel in Indian healthcare system

Nursing personnel are exposed to different kinds of health hazards because of various job characteristics and complex work systems. The objective of this study is to identify and analyze the risk factors related to occupational health hazards of nurses in the Indian healthcare system. A three-phase methodology is used to assess occupational risk factors. Through literature review and opinions of experienced nursing personnel, the risk factors such as biological, chemical, ergonomic, physical, and psychosocial are identified and evaluated based on three parameters i.e., the effect of exposure, exposure period and exposure probability. The weights of the parameters are determined by Best-Worst Method (BWM) and the Fuzzy VIKOR method is considered to rank the risk factors in accordance with their level of severity. Biological and ergonomic risk factors are found to have higher levels of adverse effects in all the wards of Indian hospitals whereas, impact of chemical, physical and psychosocial risk factors varied from ward to ward. The risk assessment framework as developed helps to categorize risk factors from high degree to moderate degree, which might help to prepare an action plan to mitigate the risks associated with nursing activities in order to improve their health and safety status at the hospital.

ЭПИДЕМИОЛОГИЯ РАКА ЛЕГКИХ И ОРГАНИЗАЦИЯ ОКАЗАНИЯ МЕДИЦИНСКОЙ ПОМОЩИ В КУРГАНСКОЙ ОБЛАСТИ

Current. The level of primary morbidity, prevalence and mortality of the male and female population of the Russian Federation from lung cancer remains high, despite the measures taken to prevent population and improve the organization of cancer care. A significant impact on the level of these indicators is caused by a decrease in the number and aging of the population. The population of many territories has risk factors for the development of the disease, socio-economic problems leading to late diagnosis, restrictions on the availability of specialized medical care due to a shortage of personnel in the healthcare system. The aim of the study is to estimate the dynamics of primary morbidity and mortality of the population of the Kurgan region from lung cancer over the past decade with the definition of the features of providing specialized medical care to patients and prospects for further work and improvement. Materials and methods. The information materials of the Federal Statistical Observation, the Unified State Interdepartmental Information and Statistical System of the Federal State Statistics Service were used. The dynamics of morbidity and mortality from lung cancer over the past 10 years has been traced. The results of the study. The level of morbidity and mortality of the population of the Kurgan region with lung cancer over the past 10 years has remained high; in comparison with the average Russian values, it exceeded those by 20-25%; some positive trends have been identified, but they are still insufficient in comparison with the all-Russian indicators and have not reached a solution in the goals and strategic objectives of the development of the Russian Federation. Conclusion. The measures introduced aimed at combating oncological diseases have outlined positive trends in the early diagnosis of the disease and the reduction of mortality from it. High levels of morbidity and mortality in the studied region of the Russian Federation require the search for their individual causes, and the improvement of the health care system.

Accessing voluntary assisted dying in regional Western Australia: early reflections from key stakeholders.

Most Australian jurisdictions have passed voluntary assisted dying (VAD) laws, with some regimes already in operation. Inequitable access to assisted dying in regional communities has been described internationally. Although regional access to VAD has been identified as a concern in Australia, to date it has been understudied empirically. Western Australia (WA) was the second Australian jurisdiction to pass and implement VAD laws. Due to the vast geography of WA (and the potential for such geography to exacerbate regional access inequities) several initiatives were introduced to try to mitigate such inequities. This article aims to explore the effectiveness of these initiatives, and report on regional provision of VAD in WA more generally, by drawing on the early experiences and reflections of key stakeholders. A total of 27 semi-structured interviews were conducted with 29 participants belonging to four main stakeholder groups: patients and families, health practitioners, regulators and VAD system personnel, and health and professional organisation representatives. Interviews were transcribed verbatim and analysed using inductive thematic analysis. Data analysis led to the description of four main themes: the importance of the Regional Access Support Scheme, the need for local providers, the role of telehealth in VAD provision and the impact of distance. Early experiences and reflections of key stakeholders suggest that while many of the regional initiatives implemented by WA are largely effective in addressing regional access inequities, challenges for regional VAD provision and access remain.

The Gender gap in the Tuscany Regional Health System

Abstract Background According to the Italian Ministry of Health, the presence of women in the National Health System has increased. While women now represent the majority (69%) of healthcare workers (HCW) in Italy, and females make up 50% of medical doctors, only 18% of health unit directors are women. In Tuscany, there are 56.207 HCW, 72% of which are women. The objective of this study was to investigate the role of gender in the healthcare workforce, taking into account the issues of sharing caring responsibilities. Methods Between January and February 2022, the Tuscany Regional Institute for Economic Planning conducted a cross-sectional study among its HCW. An internally validated questionnaire was sent to the HCW to investigate working life, in particular schedule shift (fulltime or parttime) and night shifts; data were collected online anonymously and then analyzed with STATA. We performed logistic regression adjusting for age, gender, having children (<14 yo) and caring for a family member. Results 15.631 HCW answered the questionnaire: 76% were female, 23% were male and 1% preferred to not specify their sex. 73% of women and 65% of men have at least one child. 18% of women and 13% of men have at least one child and care for a family member. Those who have at least one child (adjOR=1.52 95%CI 1.26-1.83) or care for a family member (aOR 1.49 1.27-1.75) are more likely to work part-time, especially women (aOR 2.33 1.87-2.91). Moreover, those who have at least one child (aOR=0.90 0.83-0.97) or care for a family member (aOR 0.89 0.82-0.96) are less likely to work the night shifts, especially women (aOR 0.90 0.83-0.98). Conclusions Our analysis shows that under the same conditions, women end up sacrificing their work more than their male colleagues. It is necessary to implement policies that encourage equitable sharing of caring responsibilities, fostering fairer work opportunities for women in the health system, including in positions of leadership, to overcome the gender gap. Optimizing medical personnel speech recognition models using speech synthesis and reinforcement learning

Text-to-Speech synthesis (TTS) can be used to generate training data for building Automatic Speech Recognition models (ASR). Access to medical speech data is because it is sensitive data that is difficult to obtain for privacy reasons. Speech can be synthesized by mimicking different accents, dialects, and speaking styles in a medical language. Reinforcement Learning (RL), in the context of ASR, can be used to optimize a model. A model can be trained to minimize errors in speech-to-text transcription, especially for technical medical terminology. In this case, the “reward” to the RL model can be negatively proportional to the number of transcription errors. The paper presents a method and experimental study from which it is concluded that the combination of TTS and RL can enable the creation of a speech recognition model suited to the specific needs of medical personnel, helping to expand the training data and optimize the model to minimize transcription errors. The learning process used reward functions based on Mean Opinion Score (MOS), a subjective metric for assessing speech quality, and Word Error Rate (WER), which evaluates the quality of speech-to-text transcription. Synthesizing medical terms—Quality and naturalness of the deep Text-to-Speech algorithm

The main purpose of this study is to develop a deep text-to-speech (TTS) algorithm designated for an embedded system device. First, a critical literature review of state-of-the-art speech synthesis deep models is provided. The algorithm implementation covers both hardware and algorithmic solutions. The algorithm is designed for use with the Raspberry Pi 4 board. 80 synthesized sentences were prepared based on medical and everyday language employing the TTS algorithm developed. For tests, an application is built, containing a questionnaire allowing for evaluating the quality and naturalness of the synthesized speech, for both types of language. It is followed by the algorithm efficiency tests. A presentation of the performed tests, along with the results obtained from 30 respondents, is shown. The discussion consists of a statistical analysis of the obtained results and a comparison with other speech recognition solutions used as a reference. Finally, in the summary section, there is an overall conclusion of this approach and promising directions for future development. THE ROLE OF EDUCATIONAL PROGRAMS ON TOURISM IN THE DEVELOPMENT OF TOURIST DESTINATIONS OF THE REPUBLIC OF KAZAKHSTAN

In this article we will consider the role of educational programs on tourism in the development of tourist destinations. Tourism is one of the fastest growing sectors of the world economy and plays an important role in the development of tourist destinations. One of the key success factors in this industry is the quality and competence of the staff working in the tourism sector. Educational programs on tourism are important for the training of highly qualified specialists who will contribute to the development and improvement of tourist destinations. In order to improve the existing system of training tourist personnel in Kazakhstan, it is necessary to develop and implement in-depth educational trajectories within the group of educational programs in the direction of «Tourism» in order to more effectively train professional, competence-oriented and practical specialists in the tourism industry.

Development of practical measures to improve the qualifications of university teachers in a changing educational environment

The growing change in standards in higher education is a consequence of the improvement of technologies, social trends, and growing digitalization. Professional development, which is becoming increasingly important in the field of higher education, is aimed at adapting to such a dynamic development, especially affecting teachers. The purpose of this article is to consider the demand for advanced training of university teachers and efforts aimed at meeting the increased requirements for advanced training of personnel in the higher education system. Thus, the authors consider the process of professional development in the field of improving subject knowledge. The authors conclude that professional development becomes a strategic necessity for teachers in a specific context and can be implemented, on the one hand, by considering the expectations and wishes of the participants and, on the other hand, by ensuring the sustainable institutionalization of the concept of professional development.
