The article represents the results of a comparative analysis of the opinions of the population, regional authorities on key socio-economic problems of Primorsky Krai, and these results correlate with the opinions of the participants of the Eastern Economic Forum – 2022 on those areas that should be the focus of attention and funding from the federal authorities. The results of this analysis are disappointing: the population of the region and regional officials, together with the country's political elites (represented by the Forum participants) think in different paradigms. The population cares about solving current vital problems, while officials prefer solving global ambitious tasks to be implemented in the long term. The article proposes measures for the formation of such public agenda in which the choice of a scenario for the investment development of the region would be synchronized with a long-term strategy for the socio-economic development of Primorsky Krai in terms of resources and interests of all major social groups in the region.
