IMPLEMENTASI KEPUTUSAN WALIKOTA BATU NO. 180 TAHUN 2010 TENTANG PEMBENTUKAN, PEMBINAAN DAN KEPENGURUSAN KELOMPOK INFORMASI MASYARAKAT DESA/KELURAHAN KOTA BATU (STUDI PADA DINAS KOMINFO KOTA BATU)

The Community Information Group (KIM), formerly known as KELOMPENCAPIR (Reader and Pirsawan Listening Group), is still needed by the community until now, other than as a Distributor or Community Information Agent. It functions as a Negative Information Filter (Hoax). This research began in September 2018 until December 2018, the research was conducted at the Communication and Information Office of Batu City. The informants of this research are the Head of Partnership and Collaboration in the Field of Communication and Information Communication Batu, and the Chairperson of KIM Batu City. The data validity checking technique used in this study is to use the Triangulation Technique. The results of this study indicate that the Implementation of Formation, Development and Management of KIM in the Village / Village in Batu City has been going well according to the duties and functions of each Implementer. Supporting Factors in Implementation are clear Legal Regulations / Umbrellas, Enthusiastic and Good Community Participation. Inhibiting Factors in Implementation are Facilities and Infrastructure, Education level, Limited Operational Cost Budget.

Budget-Constrained Edge Service Provisioning With Demand Estimation via Bandit Learning

Shared edge computing platforms, which enable Application Service Providers (ASPs) to deploy applications in close proximity to mobile users are providing ultra-low latency and location-awareness to a rich portfolio of services. Though ubiquitous edge service provisioning, i.e., deploying the application at all possible edge sites, is always preferable, it is impractical due to often limited operational budget of ASPs. In this case, an ASP has to cautiously decide where to deploy the edge service and how much budget it is willing to use. A central issue here is that the service demand received by each edge site, which is the key factor of deploying benefit, is unknown to ASPs a priori. What's more complicated is that this demand pattern varies temporally and spatially across geographically distributed edge sites. In this paper, we investigate an edge resource rental problem where the ASP learns service demand patterns for individual edge sites while renting computation resource at these sites to host its applications for edge service provisioning. An online algorithm, called Context-aware Online Edge Resource Rental (COERR), is proposed based on the framework of Contextual Combinatorial Multi-armed Bandit (CC-MAB). COERR observes side-information (context) to learn the demand patterns of edge sites and decides rental decisions (including where to rent the computation resource and how much to rent) to maximize ASP's utility given a limited budget. COERR provides a provable performance achieving sublinear regret compared to an Oracle algorithm that knows exactly the expected service demand of edge sites. Experiments are carried out on a real-world dataset and the results show that COERR significantly outperforms other benchmarks.

PENGARUH RETURN ON EQUITY, RETURN ON INVESTMENT, LOAN DEPOSIT RATIO, NET INTEREST MARGIN, BIAYA OPERASIONAL PENDAPATAN OPERASIONAL, NET PROFIT MARGIN TERHADAP HARGA SAHAM

This research aimed to test the positive or negative influence, as well as whether the Return on Return On Equity,Return On Investment, Loan Deposit Ratio,Net Interest Margin, Operational Budgeting of Operational Income, Net Profit Margin towards investment value is significant or not, both simultanously and partially. Data used in this study were secondary data which are obtained from ICMD for go-public-banking-companies at BEI with sample from the year of 2010-2014. Sample taking used the method of purposive sampling and obtained as 25 samples that fulfilled the criterias. Technique of data analysis used the SPSS 21 method. Result showed simultanously that Return On Equity, Return On Investment, Loan Deposit Ratio, Net Interest Margin, Operational Budgeting of Operational Income, Net Profit Margin positively and significantly influenced the investment value. The result also showed partially that Return on Equity, Return on Investment positively and significantly influenced the investment value, Loan Deposit Ratio partially influenced negatively and was not significant towards investment value, Net Profit Margin influenced positively and was not significant towards investment value and Operational Budgeting of Operational Income, Net Profit Margin influenced negatively and significantly towards investment value.

Funding advancement growth: Taking control of your own destiny

Advancement leaders often find themselves complaining about limited resources. They see potential for significant growth in fundraising results but feel constrained by available funding from the university’s operating budget. There are ways to fund operational growth without competing with faculties and departments for a greater share of a shrinking operating budget. It requires advancement leaders to think differently about the ‘business’ of advancement and to apply common lessons from other business development enterprises. This paper will explore a range of principles and practices in use across North America and how stepping up to greater accountability and transparency can attract the funding required to fuel growth.

The Budget in the Financial Management of the SMEs Assisted by the Administrative Process as a Competitive Tool

The life expectancy of micro, small and medium enterprises in Mexico according to official data is 6.9 years, a worrying fact considering that they generate more than 70% of the jobs in the country, thus having important participation in their economy. This research paper has the purpose of making an analysis of strategies that contribute to the productivity and competitiveness of SMEs, which positively impacts their life cycle. For this, the adoption of better administrative practices is proposed, such as the implementation of operational and financial budgets linked to the administrative process as a means to ensure an efficient and reliable process. The above hypothesis is based on field information collected in the present investigation.

School laboratories and equipment in primary schools in Jeddah and the extent of their use in the educational process according to McGraw-Hill syllabi: المختبرات المدرسية وتجهيزاتها في المدارس الابتدائية بمدينة جدة ومدى الاستفادة منها في العملية التعليمية وفق "مناهج ماجروهل"

The study aimed to identify the reality of school laboratories and their equipment in primary schools in Jeddah and the extent of their use in the educational process according to the " McGraw-Hill syllabi ", and the researcher used the descriptive analytical approach, and the tool was a questionnaire; it was applied to a sample of (150) teachers in primary schools in Jeddah , The study found a number of results, the most important of which are: that the activation of the school laboratory helps in the growth of creativity and scientific innovation for the student, so it is a necessity in the primary stage. However, the deficiencies from the consumables in the science curriculum are not filled from the operational budget according to the controls mentioned in this regard, and the deficiency is not addressed if any of the tools and devices are borrowed or transmitted, and the materials and tools available in the school laboratory are insufficient, and based on the results, some recommendations has been presented, the most important of which are: increasing the number of laboratories, and holding training programs for school laboratories for male and female teachers of natural sciences so that they are scientifically and technically prepared. And conducting complementary studies on the subject.

Identification and ranking of effective factors on operational budgeting of Municipality of Golestan province

The purpose of this study was to identify and rank the factors affecting the operational budgeting of Municipality of Golestan province.Methodology:The research method used is a descriptive, survey-correlation type. The research data were collected by library and field method and the instrument used was a researcher-made questionnaire. The reliability of the questionnaire was confirmed by Cronbach's alpha method and the validity of the tool was confirmed by the content method. The AHP test was also used to analyze the data using Expert Choice and Excel software.Results:The results show that among all components of existing software tools with a relative weight of 0.182 in the first place, priority was given.Conclusion:Finally, according to the research, the ranking of factors affecting the operational budgeting of the Municipality of Golestan province requires planning and implementation at micro and macro levels.

A Nationwide Snapshot of the Predictors of and Barriers to School Garden Success

ObjectiveTo explore the degree and predictors of and barriers to school garden integration (termed success). DesignA 30-item online survey consisting of demographic, garden characteristic, and barrier questions, as well as the School Garden Integration Scale, was conducted in 266 school garden organizations (13 national, 8 regional, and 245 state or local). ParticipantsA total of 414 school gardeners from 38 states and Puerto Rico. Main Outcome MeasuresSchool garden success using the GREEN Tool. AnalysisDescriptive statistics were used to determine the degree of success of school garden programs and explore barriers. Multiple regression analysis was conducted to determine independent predictors of school garden success. ResultsThe average score was 37 (range 1–53, of a possible 57 points), indicating moderate success. Operating budget (P < .001), operating time (P < .05), and planting in-ground (P < .01) had a positive significant influence on success score, whereas rural location (P < .01) and lacking community interest (P < .01) had a negative significant influence, controlling for race/ethnicity, region, total garden investment, and Community Need Index score (a proxy for socioeconomic status). Conclusions and ImplicationsResults indicate that success of school garden programs may be more difficult for the schools located in a rural area or in the absence of school or community-at-large interest. This study found that race/ethnicity of students and socioeconomic status are not related to success score, which is promising as other research indicates that successful school gardens may be especially impactful for low-income people of color. Causal research is needed to identify strategies that increase school garden success, with a focus on engaging key stakeholders (administrators, teachers, parents, the community at large, and garden coordinators).

A Study of affecting contexts on operational budgeting establishment in the local register offices of Iran

The aim of this study is investigating the context affecting on the establishment of the operational budgeting system in Civil Registry Organization. Methodology: Present research in terms of purpose is functional and the method of study is a descriptive survey. The statistical population in this research include all financial accounting and budget and financial experts in Civil Registry Organization. According to statistics received, financial accounting and budget and financial experts are 120 people that 113 questionnaires analyzed. For analyzing data is used descriptive and inferential statistics by using the SPSS software. Validity of questionnaire measured through the content validity. Reliability of questionnaire measured on previous research. Results: Research findings are as follows: Environmental factors affect the establishment of the operational Budgeting in Civil Registry Organization; Conclusion: Organizational factors affect the establishment of the operational Budgeting in Civil Registry Organization and human factors affect the establishment of the operational Budgeting in Civil Registry Organization.

Cold War Books: George Minden and His Field Workers, 1973–1990

The article deals with the history of the so-called Book Program—a joint effort of the US government, the East European diaspora, and readers of books prohibited behind the Iron Curtain. This was one of the most brilliant smuggling operations in the history of Eastern Europe. In 1956– 1989, the operational budget was used for the purchase and delivery to the population of Soviet-dominated Europe of about ten million publications in an effort to undermine communist rule there. This study adds new things to what is already known about the cultural Cold War. Concentrating mostly on Polish cases, the author examines relations between state and non-state actors inside the network of the book program. Using historical materials, he captures the complexity of the grassroots activists–US government interactions, which were finally successful, but this communication also proved difficult for both parties. Contributing to the discussion of hegemony and autonomy in state–private networks, the author points out cooperation and negotiation, not the co-optation of diaspora communities by the US government.

Perencanaan Dan Pengendalian Anggaran Operasi (Studi Pada PT Berlian Laju Tanker Tbk. Tahun 2006-2017)

Penelitian ini meneliti pengendalian biaya operasi pada PT Berlian Laju Tanker Tbk. periode 2006-2017. Adapun masalah yang diteliti adalah apakah anggaran biaya operasional berperan dalam menunjang efektivitas pengendalian biaya operasional di PT Berlian Laju Tanker tahun 2006-2017. Penelitian ini merupakan penelitian deskriptif kuantitatif. Data yang diteliti dalam penelitian ini berupa data sekunder. Teknik pengumpulan data yang digunakan adalah metode dokumentasi dengan metode analisis deskriptif kuantitatif. Penelitian menemukan bahwa anggaran biaya operasional tidak berperan dalam menunjang efektivitas pengendalian biaya operasional di PT Berlian Laju Tanker tahun 2006-2017 (hipotesis tidak terbukti). Penyebab tidak berperannya anggaran biaya operasional dalam menunjang efektivitas pengendalian biaya operasional di PT Berlian Laju Tanker tahun 2006-2017 disebabkan anggaran yang ditetapkan perusahaan memang lebih rendah dari kebutuhan yang sebenarnya. Hal ini disebabkan perusahaan berusaha menghindari biaya-biaya yang tinggi, sehingga jumlah yang dianggarkan tidak sesuai dengan kebutuhan. Padahal anggaran tersebut sangat dibutuhkan, sehingga akhirnya perusahaan terpaksa tetap mengeluarkan biaya tersebut. Hal inilah yang menimbulkan terjadinya penyimpangan realisasi dari anggaran operasi.

Operation and intrinsic error budget of a two-qubit cross-resonance gate

We analyze analytically, semi-analytically, and numerically the operation of Cross-Resonance (CR) gate for superconducting qubits (transmons). We find that a relatively simple semi-analytical method gives accurate results for the CNOT-equivalent gate duration and compensating single-qubit rotations. It also allows us to minimize the CNOT gate duration over the amplitude of the applied microwave drive and find dependence on the detuning between the qubits. However, full numerical simulations are needed to calculate intrinsic fidelity of the CR gate. We decompose numerical infidelity into contributions from various physical mechanisms, thus finding the intrinsic error budget. In particular, at small drive amplitudes the CR gate fidelity is limited by imperfections of the target-qubit rotations, while at large amplitudes it is limited by leakage. The gate duration and fidelity are analyzed numerically as functions of the detuning between qubits, their coupling, drive frequency, relative duration of pulse ramps, and microwave crosstalk. The effect of the echo sequence is also analyzed numerically. Our results show that the CR gate can provide intrinsic infidelity of less than $10^{-3}$ when a simple pulse shape is used.

Quality Management of Madrasah Diniyah Takmiliyah in the Era of Regional Autonomy (Case Study in Tasikmalaya Regency)

This study aims to investigate the policy implementation on Madrasah Diniyah Takmiliyah (MDT) in the era of regional autonomy in Tasikmalaya regency. This study is qualitative in nature and it applied descriptive method. Data were collected through interview techniques, observation and documentation studies. This study found that educational program policy for MDT in Tasikmalaya was supported by the legal basis issued by regional regulation on religious education. Other findings concern the problem that occurred in the policy implementation. They include: organizational structure was not uniform, educational provider and the community had not shown the culture that appreciates the importance of quality education, human resource both quality and quantity were not sufficient, infrastructure quality and quantity were inadequate, the curriculum had not met the standard since it was still centralistic and overcrowded, educational quality management had not been implemented by MDT since the management of madrasa was still traditional, the ownership of madrasah was mostly still controlled by the family, the operational budget was limited, social support was low, and local government assistance was limited.

Analisis Strategi Peningkatan Pendapatan Asli Daerah dalam Pelaksanaan Otonomi Daerah di Kota Bandar Lampung

In estimating the potential of the region, information and benchmarks are needed that are real in the field and are desired by the community concretely. One of the financial benchmarks that can be used to see regional readiness in implementing autonomy is to measure how far the financial capacity of a region is. While the regional financial capacity is usually measured by the amount of contribution of Regional Original Income (PAD). Data collection techniques used were interviews and documentation and data analysis techniques using qualitative descriptive. The results of the study using SWOT analysis showed that the strength of Bandar Lampung City Revenue Service in an effort to increase local revenue is to have qualified human resources (quite competent), the potential of the Bandar Lampung City Revenue Office is quite high quality in carrying out its main tasks and functions, there are job descriptions clear in carrying out their main tasks and functions and supporting adequate operational budget. The weaknesses are the weak function of coordination between and inter agencies, the weak monitoring function, inadequate office facilities and infrastructure and the weak application of sanctions for violators of taxes and levies. Potential objects as well as high taxpayers and retributions and strong political support for the elected Mayor and Deputy Mayor are opportunities for the Bandar Lampung City Revenue Service in an effort to increase local revenues and challenges or threats of Bandar Lampung City Revenue Service in an effort to increase local revenue is the scope of the area of potential that is quite broad and the low public awareness of taxpayers and levies.Keywords: Increased PAD, SWOT Analysis

Analisis Optimalisasi Anggaran Penjualan dalam Peningkatan Kinerja Perusahaan

Condition Assessment of Water Infrastructures: Application to Segura River Basin (Spain)

The paper deals with the condition assessment of water management infrastructures such as storage facilities, water mains and water distribution facilities. The objective is to develop a methodology able to provide a fast, simple assessment of present asset condition, that can also be used for predicting future conditions under different investment scenarios. The authors investigate the use of different methodologies to assess condition with focus on simple, indirect condition indices based on maintenance records, such as Infrastructure Value Index (IVI) and Asset Sustainability Index (ASI). The novelty of the approach presented is the development of a methodology that combines an asset inventory together with maintenance data, that can be integrated hierarchically, delivering an assessment of condition of elements, assets and groups of assets in a bottom-up fashion. The methodology has been applied to a group of water management infrastructures of the Segura River Basin in Spain. The main conclusion is that the proposed methodology allows to assess assets’ sustainability based upon past and current trends in operation and maintenance budgets, providing a baseline for planning future maintenance actions.

Investment on wheat research and its effect: A case of Nepal

Abstract. Although the agriculture sector markedly contributes to the Nepalese economy, very little is known about the government’s investments in agricultural research activities and how these investments have impacted the sector. In this study, we picked a case of wheat crop as it is the third largest crop of Nepal in terms of total annual production. We took government’s annual wheat research investments of Nepal from Fiscal year 2005 to 2016 to analyze the effects of investment on wheat research based on the availability of data. We used compound growth rate, averages, trend line, and bar diagram to present the data and interpret the results. Results revealed that the share of operational budget was lower than supposed to be allocated for the development of wheat research. The pace of increment of wheat production and productivity were observed due to improved wheat investment and technologies. Result shows the negligible spillover effect from neighboring countries in wheat production. Even though the Nepal Agricultural Research Council (NARC) has fulfilled source seed target by producing a surplus, private sectors should involve proactively in coordination with NARC to meet the projected demand of wheat seed in national seed vision. The huge gap was observed between yield potential and average national productivity. To achieve greater impact of wheat research in Nepal, it is necessary to bridge the gap by awareness program, making the availability of improved seed with an improved package of practices.

A decision-making method to assess the benefits of a semi-mobile in-pit crushing and conveying alternative during the early stages of a mining project

Abstract A significant cost in the operating budget of most mining operations arises from purchasing and maintaining haulage trucks. Recently, in-pit crushing and conveying (IPCC) has been subject to research because of its potential to reduce haulage costs. The objective of this study is to identify early on in a project, by means of a decision-making method, whether or not the semi-mobile IPCC (SMIPCC) is an appropriate alternative to the conventional truck haulage method on the loading and hauling approaches. This method is based on cost analysis and the evaluation of environmental impacts, being successfully tested at an existing open-pit mine, where the results indicated that the IPCC was the most cost-effective option for the operation. Although the IPCC's initial CAPEX was 60% higher than the conventional approach, the IPCC's OPEX was 43% lower, resulting in a 28% reduction of the life-of-mine net present cost (NPC).

Budgeting school operational assistance in Central Java using three spatial process modelling

The formulation of Indonesian school operational assistance is a complex issue, as each region has different characteristics. The aim of this research was to find out the mapping of the distribution of school operational assistance budget in Central Java Province, to develop the equalization model of Indonesian school operational assistance of Central Java Province using spatial through three spatial processes namely spatial lag X (SLX), spatial autoregressive (SAR), and spatial error model (SEM). Spatial modeling is expected to be a tool of educational development planning so that the development is more directed to equitable distribution of Indonesian school operational assistance in Central Java. The distribution of funds for the program is one form of government expenditures in the form of subsidies for the education sector as the compensation from reduced subsidies for fuel oil. The research results show that the SEM model is the best model, and the estimation results show that the school development budget, school management and human development index can significantly be a determinant of the distribution of Indonesian school operational assistance.
