Spectrum flexibility and mobile telecommunications development

We study the effects on the mobile telecommunications market from three specific spectrum policies: the presence of a secondary market, a technological neutrality approach, and the possibility of sharing agreements among operators. We find that when these policies are jointly adopted, investment is 35.9% larger than when that is not the case. After two years, network coverage and service penetration can be increased by 9.8% and 0.9%, respectively, and prices can be reduced by 5.8%. When considering an extended period, dynamic effects result in enhanced outcomes. The findings support policies that promote flexible approaches towards spectrum management for mobile development.

MHealth in cardiology

The development of mobile telecommunications and multimedia technologies has resulted in providing one segment of medical services when a patient and a physician are at remote locations. Mobile health (mHealth) is a system of remote monitoring the health status during the 24/7 and is primarily designed for patients with chronic diseases, but also those who are at home care after acute events and/or emergency medical intervention, patients involved in programs for the improvement of health status or for clinical trials. The basis of the mHealth is supported by enthusiasm of a growing use of technologies in the community that keeps up with the 21st century developments and medical equipment that gathers information from the body (the sensor for a patient, communication device, medical application), and accessories. Blood pressure, heart rate, electrocardiogram, blood glucose, oxygen saturation and other variables are collected by sensors and can be simultaneously or in a certain period of time transmitted to the server, enabling the option of integration with electronic medical record and signaling in case of any disorders. In addition to the unequal development of broadband communication networks, the main problems of mHealth are: • Lack of technical skills of medical professionals, particularly middle-aged and elderly ones; • Technical problem of sensors — devices dependent on the size, design and battery life; • The need for interoperability — linking diverse technologies for the purpose of exchanging and using information (from textual to complex multimedia messages), technology (WLAN, Bluetooth, satellite communications, etc.) and connectivity (wireless, wired, PC, PDA devices); • Necessity of certifying the devices — the credibility of procedure (information of mobile monitoring are credible medical information or additional indicators), data protection, lack of standards and unclear legislation; • Lack of financial incentives for the application of mHealth technology.

Simulation Study on Regulation Effects Based on Multi-Agents

Based on the Swarm platform and adaptive multi-agents of complex system, the simulation model of mobile telecommunications market’s regulation has been developed with the aim to simulate the effects of regulatory policies. Through the different simulation results, the implementation of regulatory policies having impact on the mobile telecommunications market can be analyzed, which provides theoretical support and basis for the future development of mobile telecommunications market’s regulatory policy, in order to avoid the unpredictable and potential risk of the regulatory policies in the effective implementation process.

Economic growth, telecommunications development and productivity growth of the telecommunications sector: Evidence around the world

This paper studies the relationships between economic growth, telecommunications development and productivity growth of the telecommunications sector in different countries and regions of the world. In particular, this study assesses the impact of mobile telecommunications on economic growth and telecommunications productivity. The results indicate that there is a bidirectional relationship between real gross domestic product (GDP) and telecommunications development (as measured by teledensity) for European and high-income countries. However, when the impact of mobile telecommunications development on economic growth is measured separately, the bi-directional relationship is no longer restricted to European and high-income countries. This study also finds that countries in the upper-middle income group have achieved a higher average total factor productivity (TFP) growth than other countries. Countries with competition and privatization in telecommunications have achieved a higher TFP growth than those without competition and privatization. The diffusion of mobile telecommunications services is found to be a significant factor that has improved the TFP growth of the telecommunications sector in Central and Eastern Europe (CEE).

The transformation of the mobile telecommunications industry in Pakistan: A developing country perspective

This paper offers a rare insight into the reality of the mobile telecommunications market transformation in Pakistan. Our analytical framework treats the mobile telecommunications market as a complex socio-technical system. Specifically, we define the telecommunications market as being composed of technology standards and three sets of social actors that include government institutions, network and service providers, and users. In the case of Pakistan, these social actors together determine the adoption of standards and services, and thus shape the trajectory of the market change. Our case study provides evidence that a pro-competition policy is imperative for mobile telecommunications development in developing countries, and an independent regulator is critical in promoting technological innovation.

A demand for spectrum resources, especially in the low frequency bands, is ever increasing with the development of mobile telecommunications and so is their economic value as other national resources. Also, development in mobile broadband require more bandwidth with excellent propagation characteristics, such as those frequencies in the 700/800/900 MHz bands. As a way to enhance the economic efficiency of using spectrum resources, many countries including the U.S., the U.K. and Japan, have recently focused on the refarming plan of the low frequency bands according to the transition from analogue to digital TV. By the way, as a result of WRC-07, those parts of the band in Region 2 and the band in Regions 1 and 3 which are allocated to the mobile service on a primary basis are identified for use by administrations wishing to implement International Mobile Telecommunications (IMT). Therefore, after analogue to digital television switchover, some administrations may decide to use all or parts of the band for other services to which the band is allocated on a primary basis, in particular the mobile service for the implementation of IMT, while in other countries the broadcasting service will continue to operate in that band. And to conclude, bands already identified for IMT-2000 will also be able to be used for IMT. This work will help establish a policy direction for spectrum refarming in the low frequency bands in Korea(Rep. of).

Relationships between Environmental Values and the Acceptability of Mobile Telecommunications Development in a Protected Area

This paper seeks to enhance understandings of underlying reasons for attitudes towards a recent landscape phenomenon— mobile telecommunications development— in a protected area. A public questionnaire survey was conducted, using photographs of mobile telecommunications development installed in the Peak District National Park, England. Building on existing theories about landscape perceptions and environmental values, the study examined the factors influencing the acceptability of such development: a) the degree of human influence in landscape; b) the purpose of development; and c) environmental values. The study highlights the fundamental influence of environmental values on people's attitudes towards incremental landscape change. The paper discusses the implications of people's generally high level of sensitivity to landscape change in a protected area and the predominance of ecocentric values for landscape planning and management.

Perceived landscape impacts of mobile telecommunications development in the Peak District National Park, England

This study explored the public perceptions of mobile telecommunications development – new landscape elements installed to deliver new technology – in a protected area. It examined: (1) the perceived landscape impacts of such development; (2) the importance attached to the socio-economic value of mobile telecommunications; and (3) the factors underlying the perceived landscape impacts of mobile telecommunications development. A postal questionnaire survey was conducted in the Peak District National Park, England with 420 respondents drawn from National Park residents and visitors, urban dwellers and members of environmental organisations. The study suggests that: (1) there was a prevailing antipathy towards the landscape impacts of mobile telecommunications development in the National Park; (2) apart from emergency uses, the other socio-economic benefits of mobile telecommunications technology were thought to be relatively unimportant in the National Park; and (3) rather than socio-demographic characteristics, it was respondents' understandings of protected areas' needs for the technology and potential health risks that had significant effects on the perceived landscape impacts. Overall, this study suggests that the significance of National Park landscapes is respected by the public, even when setalongside the convenience of modern technology, which has substantial implications for landscape planning and management in protected areas.

Balancing landscape and development: A case study of mobile telecommunications development in the Peak District National Park, England

Patterns in global fixed and mobile telecommunications development: a cluster analysis

In recent years, global mobile telephony has experienced spectacular demand growth that is unmatched by anything in the long history of fixed network-based telecommunications. The International Telecommunications Union estimates that, in 2002, the number of mobile subscribers worldwide (over 1.15 billion) surpassed the number of fixed main lines in service (nearly 1.13 billion) for the first time. Yet, as recently as 1991, there were only 16 million mobile subscribers as compared to 546 million fixed main lines worldwide, a ratio of 1-to-34. Are there patterns to the spread of mobile telephony, alongside conventional fixed telephony, in different parts of the world? In this paper, cluster analysis and related statistical techniques are used on a panel of 61 countries (representing different regions and levels of socio-economic development) to answer that question. The paper concludes that technological substitution in some countries, and economic substitution in others, may explain the observed patterns of development in global fixed and mobile telephony.

Standardisation in the construction of a large technological system—the case of the Nordic mobile telephone system

In this paper, we analyse the standardisation and building of the Nordic mobile telephone system (NMT) as practical design work. The NMT was designed and constructed by four Nordic public telephone operators (PTTs) in the years 1969–1982. In Europe, the NMT was a significant phase in the development of mobile telecommunications both from the perspective of operators, manufacturers, and standard-setting processes. We analyse how the concept of the NMT and the system itself evolved, what kinds of critical problems were confronted, and how they were dealt within design work. We put a special emphasis on how division of labour developed among the PTTs, and how telecom manufacturers were involved in the design work. Finally, we discuss the effect of the NMT on the Nordic mobile telephone industry, and how unique the NMT system building was.
