This study examines interfaith dialogue as the basis for the formation of inclusive religious policies through a reinterpretation of A. Mukti Ali's thinking in the context of Indonesian pluralism. The focus of the study is on how Mukti Ali's ideas on dialogue can be translated into principles of religious governance that uphold citizen equality, respect for diversity, and the strengthening of social cohesion. This study uses a qualitative approach based on literature review, combining qualitative content analysis and hermeneutic interpretation to trace the works of A. Mukti Ali, both academic texts and policy documents related to his tenure as Minister of Religious Affairs, in order to critically reconstruct the paradigmatic relevance of his thinking for the development of inclusive religious policy in Indonesia. Based on the analysis, three key elements were found that make Mukti Ali's thinking significant for the formulation of Indonesia's current religious policy. First, he positioned interfaith dialogue as an operational social instrument through the strengthening of interfaith communication forums and the creation of meeting spaces to build mutual understanding. Second, he offered a concept of religious policy that rejected exclusivism by emphasizing inclusiveness as an ethical principle in state-religion relations. Third, the dialogical framework he proposed provides a practical basis for responding to polarization, intolerance, and radicalism that threaten social integration. In conclusion, this reinterpretation of Mukti Ali's thinking shows that interfaith dialogue is not merely a normative idea, but a conceptual foundation that can strengthen the direction of civilized public policy in Indonesia's multireligious society.

This study aims to examine the sharia legitimacy of the Isbat Session in determining the beginning of the lunar month in Indonesia through the perspective of the fiqh principle of Tasharruf al-Imam ‘ala al-Ra’iyyah Manutun bi al-Maslahah. The focus of the study is to analyze the normative basis of this principle as a basis for state authority and to test the effectiveness of its implementation in reconciling differences in hisab-rukyat and realizing the welfare of the people. The study uses empirical qualitative methods with content analysis and critical discourse analysis approaches. Primary data includes official documents from the Ministry of Religious Affairs regarding the results of the Isbat Session for the 2015–2025 period and public responses, while secondary data are sourced from fiqh literature, journals, and related books. The research findings indicate that the Isbat Session has strong sharia legitimacy based on the principle of tasharruf al-imam, where the state acts as ulil amri who ensures the realization of public welfare through collective decisions. Empirically, 82% of the Isbat Session decisions were successfully agreed upon by the government, NU, and Muhammadiyah, proving the forum's effectiveness as a unifying instrument. However, 18% of the differences that occurred—particularly with Muhammadiyah—were caused by fundamental methodological differences between rukyat bil fi'li (NU) and hisab wujudul hilal (Muhammadiyah). This study concludes that the Isbat Session is a form of Islamic jurisprudence that is valid according to sharia and effective in creating legal certainty and social stability, although further efforts are still needed to embrace the remaining methodological differences.

BAZNAS of Tanah Datar Regency has successfully optimized zakat collection through an automated salary deduction system for Civil Servants (ASN). However, a significant challenge persists in the non- ASN sector, where contributions remain remarkably low, accounting for only 1.94% in 2023 and decreasing to 1.77% in 2024. Despite this, the potential zakat from agriculture, trade, and professional sectors is highly significant if managed professionally. This qualitative field research aims to analyze strategies for increasing non-ASN zakat collection, alongside its supporting and inhibiting factors. The results indicate that the strategy is executed through three stages. First, strategy formulation involves mapping potential muzakki and analyzing internal-external conditions. Second, implementation includes establishing fundraising volunteers, optimizing the role of empowerment preachers (da’i), providing zakat pick-up services, and conducting extensive socialization via direct and digital media. Third, periodic evaluations are conducted to ensure program sustainability. Supporting factors include an increasing number of local volunteers and policy support from the Regional Government and the Ministry of Religious Affairs. Conversely, the primary inhibiting factors are low zakat literacy, limited understanding among some religious leaders regarding organizational zakat management, and a strong traditional culture of distributing zakat directly to mustahik without involving official institutions.

This study aims to analyze the role of the principal in curriculum development at MTs Negeri 2 Sukoharjo. The research employs a descriptive qualitative approach through in-depth interviews with the principal and teachers as the primary data sources. The findings reveal that the principal plays a central role as a strategic leader in translating the school’s vision and mission into curriculum policies. Curriculum development is carried out through the formation of a Curriculum Development Team consisting of school leaders, vice principals, and appointed teachers. The school implements curriculum diversification by offering several specialized programs such as Science Class, Tahfidz Class, International Class, KKO Class, and Regular Class, each with distinct competency focuses. The principal also ensures the quality of curriculum implementation through the Internal Quality Assurance System (SPMI) and the School Self-Evaluation (EDM). Meanwhile, teachers contribute by innovating learning strategies and developing technology-based teaching media, such as the SIMAKU digital platform. In conclusion, the effectiveness of curriculum development at MTs Negeri 2 Sukoharjo is strongly determined by the synergy between the principal’s leadership and the teachers’ creativity in implementing curriculum policies aligned with students’ needs and the Ministry of Religious Affairs’ directives.

The prosperity of the mosque refers to managing the aspects of Idarah, Imarah, and Riayah in accordance with the standards set by the Ministry of Religious Affairs, as well as realizing the Indonesian Mosque Council’s/Dewan Masjid Indonesia (DMI) mission to promote the prosperity of mosques. This study aims to assess the achievement of mosque management standards based on the typology of mosques in Kendal Regency and to identify the efforts carried out to meet these standards. The research emphasizes a community-empowerment perspective, considering the crucial role of public participation in supporting mosque prosperity. Using a descriptive qualitative method supported by simple quantitative data, the study describes field conditions obtained through interviews, observations, and documentation. The data were analyzed inductively using a qualitative descriptive approach. The findings show that various mosque types in Kendal Regency—such as Masjid Jami' Baitussalam, Masjid Besar Al Muttaqin, and Masjid Agung Kendal—function not only as worship spaces but also as centers of community empowerment. These mosques have initiated programs in education, including tafsir classes, religious learning, and skills training. They also provide social services, including aid distribution and free medical treatment, and support economic empowerment through bazaars, small enterprises, and entrepreneurship training to enhance community welfare.

This study examines the role of Islamic educational values in the prevention and mitigation of stunting in Subulussalam City, Aceh. The urgency of this study is driven by the high stunting prevalence of 47%, which prompted the local government to conduct integrated interventions through various institutions such as the Health Office, Education Office, and the Ministry of Religious Affairs. Considering that Aceh is an Islamic region with a Muslim majority, a religious-based approach is seen as highly relevant in influencing community behavior. The objective of this study is to describe how Islamic educational values—worship (ibadah), faith (iman), and morals (akhlaq)—are integrated into stunting prevention programs. This research employs a qualitative case-study design using observation, interviews, and documentation as data collection techniques. Data were analyzed using descriptive qualitative analysis involving data reduction, data display, and conclusion drawing. The findings indicate that Islamic educational values are implemented by Islamic religious teachers, religious counselors, and health workers through education, counseling, premarital guidance, and community socialization activities. These values are integrated with Qur’anic verses and hadith related to family responsibility, breastfeeding, and nutritional fulfillment. This approach enhances community knowledge, encourages behavioral change toward a healthy lifestyle, and reinforces the belief that maintaining children’s health is a religious duty. The study concludes that integrating Islamic educational values into public health programs can serve as an effective strategy for stunting prevention, especially in religious-based communities. The implication of this research suggests that policy synergy between religious institutions and health agencies can strengthen the sustainability of stunting reduction programs.

The shift in the meaning and position of the wali mujbir in the marriage of daughters in Indonesia has become an interesting issue to analyze following the enactment of Law Number 12 of 2022 concerning Sexual Violence Crimes. In classical Islamic law, a wali mujbir holds full authority to marry off his daughter without her consent. However, this new regulation, through Article 10 of the Sexual Violence Crimes Law, imposes limitations and criminal sanctions on forced child marriages. This study aims to analyze the position of wali mujbir under Islamic law and Indonesian marriage regulations, the shift in meaning and status of wali mujbir post-enactment of Law Number 12 of 2022, its implementation in the Religious Affairs Offices (KUA), and the maslahah (public interest) values in the UU TPKS regarding child marriage. The research employs normative and empirical/sociological legal methods, using a conceptual and qualitative approach. The data were analyzed qualitatively. The findings reveal that while the concept of wali mujbir in Isla The Minister of Religious Affairs should strictly regulate interview procedures to detect potential coercion by the wali. The government is advised to revise the Marriage Law to explicitly prohibit forced marriage and align it with the TPKS Law and the Child Protection Law. KUA officers should receive gender-sensitive training and be required to provide a private, safe space for prospective brides to express objections without family or guardian pressure.

This study aims to analyze ecotheology as a new direction in the politics and policy of Islamic religious education in Indonesia, particularly in responding to contemporary ecological challenges. This research employs a qualitative approach using library research. Data sources consist of policy documents issued by the Ministry of Religious Affairs, theoretical works on ecotheology, and scholarly articles and books related to Islamic education and ecological studies. Data were collected through a document review and a systematic literature review, focusing on themes of relevance. The data were analyzed using content analysis, which involved data reduction, thematic categorization, and drawing interpretative conclusions. The findings reveal that the integration of ecotheology has begun to appear in national educational policy, as reflected in programs such as Green Theology, forest endowment initiatives, and large-scale tree-planting movements. Challenges persist in the dominance of normative curricula and the limited capacity of educators. Yet, significant opportunities emerge through the roles of pesantren, religious leaders, and faith-based organizations as agents of ecological change. Theoretically, this study expands the discourse on Islamic education by positioning ecotheology as an ethical and political framework for understanding. Practically, the findings guide policymakers and Islamic educational institutions in designing more ecological, transformative, and sustainable learning policies and programs.

This paper examines halal pet food through the lens of hadith, emphasising its ethical, legal, and spiritual dimensions as outlined within Islamic teachings. It underscores the significance of purity, lawful consumption, and animal welfare as foundational principles that guide Muslim pet owners and the halal product industry. The relevance of this study is heightened in light of recent developments in Brunei, where the Ministry of Religious Affairs, through the Department of Shariah Affairs, identified non-halal ingredients in a well-known pet food brand, sparking public concern and regulatory scrutiny. This incident highlights the challenges associated with ensuring halal integrity in the production and distribution of pet food, thereby emphasising the necessity for stringent halal certification and compliance. By synthesising classical hadith guidance with contemporary halal standards and market realities, this paper advocates for increased awareness and responsible practices to uphold halal principles in pet care, thereby reflecting religious obligations and promoting community welfare.

The need to improve the quality of Islamic Religious Education (PAI) in faith-based schools has become increasingly urgent as teachers face challenges of professional competence, administrative burden, and limited supervisory support that hinder effective classroom practice. This study investigates the Islamic Academic Supervision Model (IASM) as an empirically grounded framework for enhancing the quality of PAI learning in Muhammadiyah junior high schools in Malang, Indonesia. Using a qualitative case study design, the research explored supervisory practices, challenges, and their implications for instructional quality improvement. The study was conducted at four Muhammadiyah junior high schools or Sekolah Menengah Pertama (SMP)—SMP Muhammadiyah 1, 2, 4, and 6—between January and June 2025. Data were gathered through in-depth interviews, classroom observations, and document analysis involving principals, Islamic teachers, students, and a supervisor from the Ministry of Religious Affairs. Triangulation of sources and methods and member checking ensured credibility, while data were analyzed using the Miles and Huberman interactive model. Findings show that supervision follows structured, collaborative, and reflective stages: (1) planning and scheduling, (2) classroom observation, (3) evaluation and feedback, and (4) follow-up. Constraints include time limitations, overlapping duties of principals, and inadequate facilities, but effective supervision improved teachers’ pedagogical competence, documentation, classroom management, and student engagement. The IASM emphasizes spiritual-reflective dialogue, contextual evaluation, and collaborative improvement, integrating Islamic values with professional standards. This model strengthens the pedagogical and moral dimensions of teaching, enhances learning quality and students’ religious character, and serves as a replicable framework for faith-based schools pursuing holistic quality assurance.

The Child-Friendly Pesantren (Pesantren Ramah Anak/PRA) policy is a strategic initiative developed as an urgent response to the need for ensuring the protection and optimizing the potential of all students (santri) within Islamic boarding schools. This policy is particularly crucial given the inherent risks present in pesantren environments, which often involve a high incidence of violence, psychological pressure, and the absence of standardized child protection mechanisms. This study aims to comprehensively analyze the implementation of the PRA policy in modern pesantren settings, specifically focusing on internal regulations, caregiving models, learning approaches, and child protection management. The research employed a qualitative methodology using a case study design, conducted in two modern pesantren institutions that have actively embraced and implemented the PRA policy. The findings reveal that the policy’s implementation is actualized through three primary mechanisms: strengthening institutional collaboration, enhancing the capacity and competency of caregivers (musyrif), and improving the physical environment of the pesantren. However, the study also identified several significant operational challenges, including inconsistent supervision mechanisms, a deeply entrenched culture of seniority, and limited competencies among dormitory mentors (musyrif). Overall, this research underscores the imperative need to reinforce integrated and standardized Standard Operating Procedures (SOPs) for child protection. These SOPs must be aligned with the regulations set forth by both the Ministry of Religious Affairs (Kemenag) and the Ministry of Women’s Empowerment and Child Protection (KemenPPPA) to ensure the policy's effectiveness. This study aims to analyze the theoretical principles and practical realities of Arabic textbook development for Madrasah Aliyah published by the Ministry of Religious Affairs in 2020. Using a descriptive qualitative approach through literature review and content analysis, this study focuses on four key principles in Arabic textbook development, that is sociocultural, psychological, linguistic, and pedagogical. The results show that the textbook integrates Islamic values and local Indonesian contexts (sociocultural), presents materials progressively according to students’ development stages (psychological), applies modern fusha Arabic balanced with four language skills (linguistic), and aligns objectives, materials, and evaluations with the national curriculum (pedagogical). Overall, the textbook fulfills the theoretical framework of Arabic textbook design for non-Arab learners while still requiring improvement in communicative and evaluative components. These findings contribute to the development of more adaptive and contextual Arabic language teaching materials for Indonesian learners.

This study critically examines how Tri Kaya Parisudha, the Balinese Hindu philosophical ideas of manacika (right thought), wacika (right speech), and kayika (right action), are used in the internal control systems of religious colleges and universities. It wants to break down a governance model that is based on culture and spirituality and that deals with the limits of the traditional COSO-based internal control framework in terms of knowledge and practice. The study is based on a qualitative, postmodern framework and uses in-depth interviews, participant observation, and documentary analysis. The data is then analyzed using a modified interactive model of Miles and Huberman. The real-world results from higher education institutions governed by the Ministry of Religious Affairs in Indonesia show a change in the way internal controls are done: manacika rethinks risk assessment in terms of moral cognition; wacika changes audit communication into dialogic, non-punitive engagement; and kayika redefines control activities as proactive and value-driven actions. When these native ideas are applied to the Government Internal Control System (SPIP), they create a hybrid governance structure that combines following the rules with moral and spiritual responsibility. This study adds to the body of research on governance by suggesting a localized, ethics-based internal control model that is both theoretically sound and useful in real life. It encourages future research to look into spiritually embedded control systems as valid alternatives to hegemonic governance paradigms and moves the conversation forward on pluralistic, culturally sensitive institutional monitoring methods.

This study examines the transformation of Islamic preaching from traditional spaces to digital platforms, focusing on the experiences of state religious counselors in West Sumatra. The unit of analysis is the group of penyuluh agama (religious counselors) under Indonesia's Ministry of Religious Affairs who are adapting their da'wah practices to the algorithmic dynamics of social media. The study aims to explore their level of digital literacy, the challenges they encounter in online preaching, and how these affect their religious authority in a digitally mediated society. Using a qualitative approach, data were collected through Focus Group Discussions (FGDs) involving 19 counselors across several districts, and analyzed using the Miles and Huberman interactive model. The findings reveal that most counselors possess low digital literacy and rely on informal learning, resulting in limited online engagement and visibility. Challenges include a lack of technical training, inadequate institutional support, and fear of online misinterpretation. However, participants recognize the potential of digital media to expand da'wah outreach if supported by structured literacy programs and creative content strategies. This study contributes to understanding how state religious authority is being reconfigured in the digital age and provides policy insights for strengthening digital competence within Islamic counseling institutions.

The research aimed to analyze the values of religious moderation contained in the SKI student textbook for tenth-grade students of Madrasah Aliyah for the odd semester published by the Ministry of Religious Affairs in 2020, focusing on three main topics: the Development of Islam during the Prophet Muhammad’s period in Makkah, the Development of Islam during the Prophet Muhammad’s period in Madinah, and the Conquest of Makkah (Fathul Makkah). The study employed a qualitative approach with a library research design, using the SKI textbook as the primary source of data. The data were examined through content analysis and discourse analysis, following several stages, including data collection, data reduction, data presentation, and conclusion drawing to obtain a comprehensive understanding of the religious moderation values presented in the learning material. The results of the research indicated that the textbook substantially incorporated religious moderation values in a structured manner, consisting of eight values in the Makkah period topic—Tawasuth, I’tidal, Syuro, Islah, Muwathanah, Qudwah, La’Unf, and ‘Urf; six values in the Madinah period topic—Tawasuth, I’tidal, Tasamuh, Syuro, Islah, and Qudwah; and four values in the topic of the Conquest of Makkah—Tawasuth, I’tidal, Tasamuh, and Islah, all of which demonstrated efforts to strengthen religious moderation through SKI learning at the Madrasah Aliyah level.

Research aims: This study analyzes the contributions of key stakeholders government agencies, the Ministry of Religious Affairs, community leaders, and MSME owners in strengthening the competitiveness of halal MSMEs in Kerinci Regency. Design/Methodology/Approach: The research uses a field-based qualitative descriptive method. Data were collected through observation, interviews, and documentation with purposively selected informants: the Cooperative and Manpower Office, the Ministry of Religious Affairs, community leaders, and MSME owners. Data were analyzed through reduction, presentation, and conclusion drawing, supported by triangulation for credibility. Research findings: The results show that stakeholder involvement is important but not yet optimal. Government initiatives such as training, DUMISAKE capital assistance, and free halal certification through the SEHATI program support MSME competitiveness. However, challenges persist, including uneven assistance, limited socialization, restricted technology access, and weak coordination among stakeholders. The role of community leaders remains minimal. Theoretical Contribution/Originality: This study enriches Islamic economic literature by showing how stakeholder synergy influences halal MSME competitiveness in a regional context. Practitioners/Policy Implications: Enhanced coordination, stronger outreach, improved digital access, and continuous monitoring are needed to increase program impact. Research Limitations/Implications: Findings are limited to Kerinci Regency and qualitative perspectives; broader comparative studies are suggested.

Halal certification and cosmetic notification are two essential regulatory regimes within Indonesia's product supervision system. However, overlapping authority between the National Agency of Drug and Food Control (BPOM) and the Halal Product Assurance Organizing Agency (BPJPH) under the Ministry of Religious Affairs has led to regulatory disharmony, resulting in inefficient licensing procedures and legal uncertainty. This study examines the implications of regulatory fragmentation on consumer protection and the right to public health. Using a normative juridical approach and supported by the theories of legal certainty, health law, and consumer protection, the findings indicate that the dualism of the licensing system leads to high transaction costs, delays in product distribution, and a decline in consumer trust in the safety and halal status of products. From the perspective of health law, this disharmony contradicts the principle of the right to health as stipulated in Law No. 17 of 2023. This study proposes a digital-based integrated licensing model for halal certification and cosmetic notification through a single-window system, which may enhance regulatory oversight, improve bureaucratic efficiency, and strengthen consumer protection by ensuring both product safety and the fulfillment of religious values.

The development of Islamic law in Indonesia represents a historical, sociological, and juridical phenomenon that reflects the ongoing interaction between religious norms, customary practices, and the state legal system. Islamic law functions not only as a set of religious norms but also as a moral and philosophical foundation that shapes Indonesia’s social and legal structures. Since the arrival of Islam in the Indonesian archipelago in the 13th century, Islamic law has become an integral part of local society, particularly in family, inheritance, waqf, and commercial matters. Its influence expanded during the era of Islamic kingdoms, where Islamic law served as the foundation of governance and judicial systems, notably in the Sultanates of Aceh, Demak, and Ternate. During the Dutch colonial era, the position of Islamic law faced suppression under the receptie theory, which limited its validity to cases where it was accepted by customary law. This policy subordinated Islamic law to colonial and customary legal systems. Nevertheless, Muslim scholars and jurists persistently defended the relevance of Islamic law within Indonesia’s legal system. After independence, a new perspective known as receptio a contrario emerged, challenging colonial interpretations and affirming that customary law was valid only insofar as it did not contradict Islamic principles. Subsequent efforts focused on integrating Islamic law into the national legal system based on justice, humanity, and social welfare. The enactment of the Compilation of Islamic Law (KHI) in 1991 marked a significant milestone in codifying Islamic law for Indonesian Muslims. Moreover, institutions such as the Supreme Court, the Sharia Courts, and the Ministry of Religious Affairs have strengthened the implementation of Islamic legal principles within the state framework. Contemporary Islamic legal development in Indonesia also includes modern innovations such as fatwas issued by the Indonesian Ulema Council (MUI), Islamic banking regulations, and family law reforms grounded in the principles of maqāṣid al-sharī‘ah. In the modern era, the expansion of Islamic law encompasses broader areas, including finance, environmental law, and public governance. These developments reflect the adaptability and dynamic nature of Islamic law in responding to societal changes. However, challenges remain in harmonizing Sharia principles with Indonesia’s pluralistic legal structure. Therefore, the development of Islamic law must proceed through gradual, systematic, and dialogical processes that uphold justice, public welfare, and the supremacy of law. This study employs a normative-historical and sociological approach with descriptive analysis based on literature, legislation, and scholarly research. The findings reveal that Islamic law in Indonesia is a living and evolving legal system that continuously adapts to social transformations while maintaining its foundational principles of justice and maslahah (public interest). Ultimately, Islamic law contributes significantly to the creation of a national legal system rooted in religious and moral values while reflecting the unique identity of the Indonesian nation

Globally, the implementation of effective language teaching approaches remains a major challenge, particularly in contexts where curriculum reform and teacher capacity are uneven. This study aims to examine the problems in implementing the Genre-Based Approach (GBA) in Arabic language learning within Indonesian madrasahs, focusing on curriculum analysis and teacher practice. Using a qualitative design, the research was conducted across several madrasahs in Banten Province, where the researcher served as the primary data collection instrument through observation, interviews, and document analysis. The study analyzed Arabic curriculum documents issued under the Decree of the Minister of Religious Affairs (KMA) No. 183 of 2019 and the Director General’s Decree (Kepdirjen) No. 3211 of 2022, complemented by interviews with Arabic teachers. The findings reveal that most teachers have not applied the GBA due to limited training, inadequate socialization, and low comprehension of GBA principles. Additionally, the Arabic curriculum does not fully accommodate the text-based learning process central to GBA, partly due to its complex structure and low readability. These results highlight the need for targeted professional development and curriculum revision to strengthen Arabic language pedagogy and advance quality improvement in Islamic education.

This study aims to design and develop a Marriage Information System that can assist the KUA in managing marriage data more effectively, efficiently, and accurately. The research employs the Waterfall Model approach, which consists of requirements analysis, system design, implementation, testing, and maintenance stages. Data were collected through observation, interviews with KUA staff, and documentation studies of marriage records. The results indicate that the developed information system is capable of managing prospective bride and groom data as well as marriage records in a structured manner, accelerating the recording and retrieval process, and producing more accurate administrative reports. Moreover, the system reduces recording errors that commonly occur in manual processes. Therefore, the implementation of this information system contributes to improving the effectiveness and transparency of marriage administration services at KUA Maro Sebo Ilir and supports the digitalization of public services within the Ministry of Religious Affairs.
