Disclosure of financial assets in the reporting of State-financed organizations: Comparing Russian federal and International reporting standards

Subject. This article discusses the issues of adapting the Russian Accounting Standard for Government Finance (FSBU GF) – Financial Instruments to the principles of the International Public Sector Accounting Standards (IPSAS). Objectives. The article aims to summarize and systematize the rules for presenting information on financial assets based on the provisions of the FSBU GF) – Financial Instruments, compare them with international standards, analyze the current state and prospects of using international principles of information disclosure, and the practical aspects of applying IPSAS. Methods. For the study, I used observation, comparison, generalization, and interpretation. Practical aspects of applying IPSAS when preparing financial statements regarding the presentation and disclosure of information on financial assets are considered using the cases of higher educational institutions of Russia. Results. The article finds that the methodological basis of the Russian Accounting Standard for Government Finance (FSBU GF) – Financial Instruments consists of three international standards: IPSAS 28 – Financial Instruments: Presentation, IPSAS 29 – Financial Instruments: Recognition and Measurement, and IPSAS 30 – Financial Instruments: Disclosures. Starting with the reporting for 2023, IPSAS 41 – Financial Instruments began to be applied in the public sector, completely replacing IPSAS 29. Conclusions. Based on the analysis and comparison of the provisions of Russian federal and international standards, the article concludes that full synchronization of the standards is not observed. There are significant differences in the principles of presentation and disclosure of information on financial assets under FSBU GF and IPSAS with respect to a number of aspects. The procedure for presenting data in accordance with international standards is associated with a number of difficulties, one of which is the adaptation of many economic categories used in the international accounting system to the Russian accounting practice.

The article examines the transformation of the organizational and economic mechanism of state influence on the economy in conditions of war and post-war recovery. The relevance of the research is determined by the need to develop an effective system of public governance capable of ensuring the resilience of the economic system under large-scale external shocks and structural transformations. Theoretical approaches to the concept of economic resilience and adaptability of socio-economic systems are analyzed. Particular attention is paid to modern interpretations of resilience in economic science, which emphasize the ability of economic systems not only to recover from shocks but also to transform their structure and development trajectory. It is substantiated that the integration of adaptability and resilience principles provides a methodological basis for improving the mechanism of state influence in crisis conditions. The study proposes the concept of an adaptive-resilient mechanism of state influence, which is interpreted as a dynamic system of institutional, economic, social, and security instruments of public policy. The functioning of the mechanism is based on several key principles, including phase transformation, structural flexibility, resource mobility, institutional continuity, social justice, and digital governance. A structural-functional model of the adaptive-resilient mechanism of state influence is developed. The model includes four interacting functional blocks: security, economic, social, and institutional. Their interaction determines the level of economic resilience and effectiveness of public policy implementation. The study emphasizes that the dominance of particular blocks changes depending on the phase of economic development. To ensure methodological consistency, the study introduces a mathematical formalization of the integral efficiency of the mechanism of state influence. The proposed approach considers the variable weights of functional blocks depending on the phase of economic development. This allows the mechanism to adapt to changes in the external environment and ensures structural flexibility in public policy. In addition, a transformation matrix of the mechanism of state influence is developed. The matrix reflects the relationship between phases of economic development, dominant policy instruments, budget priorities, and expected outcomes of state management. The phases include mobilization, stabilization, reconstruction, and strategic development. The scientific novelty of the research lies in the conceptualization of the adaptive-resilient mechanism of state influence and the development of a dynamic structural-functional model that allows adjusting public policy priorities depending on the phase of economic development. The practical significance of the research results lies in the possibility of applying the proposed approach for improving the effectiveness of economic policy in wartime conditions and during post-war recovery.

The article is devoted to the justification of the didactic design of pedagogical technologies in blended learning as a condition for the transition from situational "digitalization" to a controlled, reproducible and diagnostic organization of the educational process in higher education institutions. The purpose of the publication is to provide a theoretical and methodological justification of the didactic design of pedagogical technologies in blended learning and to develop a model for their implementation at the level of the educational component with the definition of quality criteria and performance indicators. The methodological basis is a synthesis of competency-based, activity-based and constructivist approaches, operationalized through the logic of instructional design: designing from expected results and evidence of their achievement to educational activities and resources. The distinction between the levels "methodology - pedagogical technology - digital tool" is clarified, which prevents instrumental reductionism and fixes the priority of pedagogical logic over the choice of platform. The author's implementation model is proposed as a five-stage cycle (context analysis → design → implementation → evaluation and correction → scaling and QA cycle) with feedback loops that provide redesign based on evaluation data. The "core" of the model is defined: quality criteria (consistency of results, activities and evaluation; quality of learning events and interactions; validity of integration of digital tools) and performance indicators (achievement of results by rubrics, dynamics of progress, involvement and repeatability of results in different groups). It is shown that neural networks and generative tools are a new stage in the development of pedagogical technologies in blended learning, however, their educational value is realized under conditions of transparent evaluation, academic integrity and digital pedagogical competence of the teacher. Practical implications include the use of the design matrix "results → evidence → activities → tools" and a regular cycle of course revision based on data.

Replacing Criterion of Creativity with Criterion of Investment for Results Created by Artificial Intelligence

Artificial intelligence plays a significant role in automation, minimizing human intervention in fields such as medicine, art, and law. Despite the historically close relationship between art and technology, generative AI has expanded the potential for creative activity. A sufficient catalyst for this process has been the proliferation of pre-trained AI systems, that have accelerated development of technologies in natural language processing and visual content generation. The development of artificial intelligence determines a revision of established doctrinal approaches in intellectual property. The study aims to provide a justification for the legal protection of results generated using artificial intelligence. The key legal risk in the field is the lack of legal grounds for granting protection to such results under de lege lata regulation. Current “silence” of the legislator regarding objects created by artificial intelligence exacerbates the issue of legal uncertainty. At the same time, there is a significant risk that artificial intelligence itself will infringe the exclusive rights of third parties. Beyond intellectual property rights, objects created by artificial intelligence, may be unreliable and misleading, as well as violate personal data laws. These challenges highlight the need to adapt legal frameworks to new digital realities. The relevance of the study stems from the dilemma facing legislators: to recognize artificial intelligence as sui generis legal personality or to modify the protection mechanism by shifting creativity criterion within copyright law to an investment criterion within related law. The aim of the research is to resolve this dichotomy. The methodological basis of the work is based on comparative legal and formal logical methods. The scholar novelty lies in the comprehensive analysis of the hypothesis regarding the transition from the creativity criterion to the investment criterion. The article demonstrates that modifying the copyright protection mechanism by shifting the creativity criterion within copyright law to the investment criterion within related rights represents the most preferable vector of legal policy.

The article examines sustainable development as a system-forming factor in the transformation of state policy and public administration in the context of modern global challenges and martial law in Ukraine. It is substantiated that sustainable development goes beyond the traditional interpretation as a balance of economic, social and environmental components and acquires the importance of a methodological basis for the formation of modern policy focused on long-term sustainability, institutional capacity and security aspects of development. Scientific approaches to understanding sustainable development as a tool for strategic planning, institutional modernization and digital transformation of public administration are analyzed. It is established that the key areas for implementing the principles of sustainable development are the introduction of innovative management mechanisms, the development of digital technologies, strengthening intersectoral interaction and regional policy focused on reducing disparities and increasing the well-being of citizens. Particular attention is paid to the role of economic security, energy conservation and modernization of the economy as components of sustainable development policy, as well as the importance of the institutional environment in ensuring the effectiveness of public administration. It is proven that the integration of sustainable development principles contributes to increasing the transparency, efficiency and adaptability of state institutions, which is critically important in the context of military and post-crisis transformations. Such integration allows state institutions to respond more quickly to crisis challenges, minimize risks and ensure the continuity of the public sector, which is critically important in the context of military and post-crisis transformations. It is emphasized that sustainable development is not only a concept, but also a practical tool for forming a state sustainability policy consistent with international standards and the Sustainable Development Goals. The need for further research into the mechanisms for integrating sustainable development principles into the processes of forming and implementing state policy in Ukraine is identified.

The article is devoted to the study of structural and dynamic transformations of freight transport logistics in Ukraine under conditions of economic uncertainty, external risks and military challenges. The research focuses on identifying key trends in the development of the transport and logistics system, in particular the formation of an asymmetric model characterized by the dominance of road transport, the declining role of rail transport and the limited use of inland waterways. It is substantiated that such a structure ensures short-term adaptability of logistics processes, but simultaneously increases systemic vulnerability and logistics risks. The methodological basis of the study combines structural-dynamic analysis with a SWOT approach, which made it possible to comprehensively assess the strengths and weaknesses of the logistics system of Ukraine, as well as to identify opportunities for its development and key threats. Special attention is paid to the role of agrologistics as a system-forming segment that generates stable cargo flows and determines the parameters of transport demand, especially in the context of export-oriented agricultural production. The results of the SWOT analysis formed the basis for developing a matrix of strategic directions aimed at increasing the competitiveness and resilience of freight transport logistics. It is determined that the key priorities include diversification of the transport structure, development of multimodal transportation, restoration of the role of rail and water transport, integration into European transport corridors, and implementation of innovative and digital solutions. It is proved that increasing the efficiency of logistics requires not only infrastructure modernization but also the formation of flexible logistics chains capable of adapting to unstable conditions. The proposed strategic directions provide a conceptual framework for improving the transport and logistics system of Ukraine and strengthening its long-term competitiveness and sustainability in the long run under dynamic market conditions.

This article examines the formation, structure, and current status of the legal framework for the socio-cultural rehabilitation of people with disabilities in Russia in the context of the development of inclusive practices in cultural institutions. The relevance of this study stems from the government's increasing focus on accessibility of the cultural environment, the transition to an inclusive model of cultural policy, and the need for regulatory support for comprehensive rehabilitation, in which cultural institutions act not as auxiliary but as fully-fledged components. The aim of this work is to systematize key regulations defining the content, forms, and mechanisms of socio-cultural rehabilitation, identify gaps, duplications, and contradictions in legal regulation, and substantiate a structured system of regulatory information necessary for cultural institution managers to develop, implement, and evaluate programs. The scientific novelty of this article lies in its presentation of the regulatory framework as a holistic, albeit internally heterogeneous, field, including documents of various levels and departmental affiliations. It identifies the stages of its evolution from a predominantly social and medical logic to the recognition of the sociocultural component of rehabilitation. It also emphasizes the specific position of cultural institutions in the system of comprehensive rehabilitation and habilitation. The materials used include a set of federal, regional, and municipal acts for the period 1990–2026. The methodological basis consists of a content analysis of regulatory documents, structural-logical, and comparative legal approaches, which allowed us to identify stable trends, areas of uncertainty, and practical risks for cultural organizations. The article concludes that regulation is dynamic yet fragmented, necessitating the systematization and harmonization of regulatory requirements, clarification of the status of cultural institutions, and the strengthening of interdepartmental coordination and methodological support. The article is addressed to the heads and specialists of cultural institutions, developers of socio-cultural rehabilitation programs, cultural management bodies, as well as researchers dealing with issues of inclusion, accessibility of the cultural environment and legal support for cultural policy.

The choice of an organizational structure is a strategically important managerial decision that largely determines the efficiency of enterprise performance, its ability to adapt to environmental changes, and its capacity for innovative development. The purpose of this article is to compare holacracy with other types of contemporary organizational structures and to identify the key differences between them. The methodological basis of the study includes a systematic literature review and the snowball method. The integration of these approaches made it possible to generalize existing theoretical and empirical findings and to develop a comprehensive understanding of the advantages and risks associated with the implementation of holacracy in modern organizations. The study reveals that teal organizations represent a new stage in the evolution of management, based on three key principles: self-management, wholeness, and the evolutionary purpose of the organization. Holacracy is considered a system of organizational governance in which authority and responsibility are distributed among roles rather than fixed hierarchical positions. The main objective of this system is to delegate authority to lower organizational levels and to form self-managing teams capable of responding quickly to environmental changes. The findings indicate that the main advantages of holacracy include increased organizational flexibility, decentralized decision-making, higher employee engagement, improved internal communication, and enhanced innovation, productivity, and team effectiveness. At the same time, the major challenges of holacracy include the complexity of its implementation and difficulties in defining responsibility within distributed roles. Effective functioning of holacracy requires a high level of organizational culture maturity and well-developed self-management skills among employees. It is substantiated that teal organizational models are based on common principles of self-management, decentralization of power, and increased employee autonomy; however, they differ in the degree of formalization of management processes and coordination mechanisms. The study also shows that teal organizational structures in Ukraine are still in the early stages of development and are most often implemented in the IT sector, innovation-driven companies, and the creative economy, where organizations seek to increase flexibility, speed of decision-making, and employee engagement.

The 2030 Russian Presidential Election: A Matrix Analysis of Hypothetical Scenarios for Candidate Nomination and Election Outcomes

This article examines potential scenarios for the candidacies’ nomination in the upcoming 2030 Presidential Election of the Russian Federation. The authors analyze the architecture of the political process through the lens of the country’s political elite. Based on comparative analysis, hypothetical models of candidate nomination are formulated, examined through the prism of succession strategy. The research is prognostic in nature and relies on open sources. The methodological foundation is the authors’ proprietary matrix model, the “Matrix of Russia’s Political Prospects,” which enables a structured comparison of political figures against key criteria. The study is of a predictive nature and is based on open sources. The methodological basis is the author’s matrix model “Matrix reflecting the political perspective of the Russian Federation,” which allows for a structured comparison of political figures based on the key criteria introduced by the authors. The theological perspective on this issue is observed as well in the presented study. The main conclusions of the study are distilled into two fundamental scenarios. The most probable is recognized as the scenario involving the participation and victory of the current President of the Russian Federation, V.V. Putin, which ensures maximum stability of the political course. The alternative scenario considers a possible transfer of power, analyzing key representatives of the political elite as potential candidates: M.V. Mishustin, D.A. Medvedev, A.R. Belousov, A.G. Dyumin, S.V. Kiriyenko, L.E. Slutsky, A.G. Nechaev, and S.A. Gavrilov.

Digitalization tools and methods in program and project management: analysis and authorial approach

In the context of rapid development of digital technologies and the increasing turbulence of the external environment, traditional approaches to program and project management demonstrate limitations: low flexibility, weak adaptability, and limited integration with digital platforms. The purpose of the study is to systematize the methodological foundations of program and project management digitalization and analyze the management models transformation in digital economy. It has been shown that the classical models (Waterfall, cascade, and hybrid) are effective only in a stable environment, but lose relevance when conditions are highly variable. Modern methodologies (Agile, Scrum, and Kanban) provide flexibility and iterativity, but require integration with digital tools. Special attention has been paid to business intelligence, collaboration systems, artificial intelligence technologies, and digital twins as key elements of digital management. The methodological basis of the study has been made up of systematic, functional-analytical, and comparative approaches, which made it possible to identify contradictions between traditional schemes and the digital environment requirements. It has been established that successful digitalization of program and project management involves proactive risk management, real-time monitoring of metrics, end-to-end transparency of processes, and adaptive management architecture. The study results can be used in developing conceptual models of digital program and project management, forming digital transformation strategies in government and corporate structures, as well as improving management practices in the face of constant change.

The role of leaders of informal groups of convicts in the penitentiary subculture system

The functional role of leaders of informal groups of convicts in the penitentiary subculture system and their influence on intra-group norms, the institution manageability, and the re-socialization processes have been studied. The purpose of the study is to identify the mechanisms of forming and maintaining informal leadership and describe its functions and ways to counter destructive influence. The methodological basis of the research was the analysis, synthesis, comparison, and generalization of scientific sources, content analysis of publications and dissertation research, as well as systematic and structural-functional approaches. The working definition of a leader of an informal group of convicts has been clarified. A typology of leaders has been proposed by functional role (organizational, regulatory-arbitration, informational, and economic), sources of authority (status-traditional, resource, power, and communicative-charismatic), and the scale of influence (local, intergroup, and general management). The stability of leadership status is ensured by a combination of reputation, resource control, authorization, and mediation, which increases the resistance of convicts to official demands and reduces involvement in correctional programs. The practical significance of the study is related to the substantiation of a set of measures – regime – organizational, psychological-pedagogical, and personnel-training, – aimed at reducing the resource and regulatory monopoly of informal leaders. The prospects of the research are the typology empirical verification and evaluation of the proposed measures effectiveness in various types of institutions.

Methodological foundations of the study of a police officer’s social portrait

The issue of methodological support for the study of a police officer’s social portrait has been studied. The presented results of sociological research clearly reflect the dynamics of trust in the police and understanding of its role in society, as well as the police career attractiveness among the Russians. The author states that the methodological basis for a comprehensive study of a police officer’s social portrait is insufficiently developed. For a deeper and more complete study of a police officer’s social portrait, a generalized model has been proposed that includes the main structural elements. These include the research paradigm, object and subject, methods of data collection and processing, analysis, ethical principles, validity and reliability, as well as results interpretation. The formulated structural elements of the methodological research provide an integrated approach to the study of a police offi ’s social portrait. Paradigms for the study have been proposed: objectivist, based on quantitative methods, subjectivist, based on personal experience and qualitative methods, and mixed. The emphasis has been placed on the need to carefully choose a paradigm that has a key impact on the entire course of research activities. The present study is a valuable contribution to research methodology development in the law enforcement sphere, which makes it possible to optimize the processes of selecting, training, and managing law enforcement agencies personnel.

ORGANIZATION OF THE NATIONAL PUBLIC HEALTH SYSTEM IN THE CONTEXT OF CANCER PREVENTION AND BURDEN REDUCTION

Introduction. Cancer remains one of the leading causes of premature mortality and loss of quality of life worldwide and in Ukraine. Traditionally, the fight against cancer has been primarily associated with the development of oncology services, as well as the improvement of diagnostic and treatment methods. Contemporary scientific evidence convincingly indicates that the decisive contribution to the cancer burden is determined not by clinical medicine, but by the system of health determinants formed within social, behavioral, and environmental contexts. According to the World Health Organization (WHO), 30–50% of cancer cases can be prevented by addressing modifiable risk factors at the population level. This necessitates a rethinking of the role of the national public health system as the main mechanism for managing oncological risks and reducing the cancer burden. Aim. To substantiate the organizational, institutional, intersectoral, and cause-and-effect characteristics of the national public health system capable of ensuring cancer prevention and reducing the cancer burden. Materials and methods. The study employed methods of system analysis, comparative analysis, generalization, and conceptual modeling. The methodological basis includes Ukrainian legislation, WHO documents, IARC materials, M. Lalonde’s “health field” concept, M. Marmot’s theory of social determinants of health, A. Antonovsky’s salutogenic approach, and the life-course approach. Results. The study substantiated a multi-level logical model of the national public health system, in which cancer burden reduction is viewed as the result of coordinated influence on fundamental, environmental, behavioral, and psychosocial health determinants, rather than solely the outcome of the development of oncology services. The theoretical understanding of cancer as a socially determined phenomenon has been expanded, deepening the concept of public health as an intersectoral mechanism for managing population health. Conclusions. Scientific research substantiates the role of the national public health system as a key instrument for cancer prevention and burden reduction. It has been demonstrated that the majority of cancer incidence is shaped by social, behavioral, and environmental health determinants, which lie beyond the direct activity of oncology services. A multi-level logical model of the public health system has been proposed, emphasizing primary cancer prevention. It is argued that effective reduction of the cancer burden is possible only through intersectoral management of health determinants, whereas oncology services primarily perform compensatory and clinical functions.

Optimization of repairs in damaged steel pipelines using composite materials and a Taguchi–GRA approach: influence of putty properties and defect geometry

ABSTRACT To ensure pipelines integrity, composite wraps have emerged as an effective repair strategy, however, current ASME and ISO standards do not adequately address influence of defect geometry, defect dimensions, or putty type on repair performance. Therefore, this study proposes a systematic optimization of composite repairs for damaged steel pipelines by employing the Taguchi method, Grey Relational Analysis (GRA), and ANOVA to identify the optimal combinations of putty type and defect geometry that maximize burst resistance. Finite element analysis was used to evaluate the effects of these parameters on the structural response. The model was validated through comparisons with experimental, numerical, and analytical reference data from the literature for both repaired and unrepaired pipelines. The results show that systematically selecting repair parameters is essential. The GRA revealed substantial performance variation among configurations, with GRG values ranging from 0.335 for the least effective combination to nearly 1.00 for the best. This corresponds to a potential performance improvement of 198%, and the ANOVA analysis confirmed that complex non-linear effects and interaction terms predominantly govern the overall behaviour. Ultimately, this systematic optimization approach provides methodological basis for improving the reliability of repaired infrastructures beyond the provisions of current standards.

A study of regional economic security (using the Central Federal District as an example)

Relevance. This article provides a comprehensive study of the economic security of mesoterritories, which is considered as the qualitative state of regional socio-economic systems that ensure sustainability, development and the ability to withstand internal and external threats in conditions of global instability. The relevance of the topic is due to the strengthening of regional asymmetry, sanctions pressure and the need to ensure import independence in key sectors of the real sector of the economy. The purpose of the work is to develop a conceptual approach to the study and assessment of the economic security of the region based on systematic analysis, which makes it possible to determine the place of the subject in the economic space ‒ the federal district. Objectives. As the objectives of the study, factor signs were identified and formed, which served as an effective tool for identifying (based on the rating and indicative index) the economic state of the regions. Methodology. The methodological basis of scientific research was the methods of analysis, synthesis, clustering, as well as the use of statistical methods that determine indicators and indices of the development of territories, taking into account spatial characteristics. Scientific novelty lies in the formation of an integrated system for the study and assessment of mesoterritories, which makes it possible to diagnose the stability of socio-economic systems, and is distinguished by the possibility of using a number of indicators to determine the rating of subjects from the point of view of economic security, which takes into account the resources and potential of territories based on the statistical significance of factors, the level of relationship between them, which makes it possible to weed out and not take into account a sufficiently large combination of them. The results are an effective methodological tool for monitoring and diagnosing the economic security of mesoterritories, tested on the example of the regions of the Central Federal District. Conclusion. The main conclusions of the study are the formation of a rating comprehensive assessment of the safety of regional systems, which makes it possible to determine their place in the federal district on the basis of socio-economic significant characteristics.

Ontological crisis and epistemological reflection: cognitive practices of the precariat in conditions of fragmentation

Relevance. The problem of the fear of death and spiritual awakening of the individual occupies a central place in the religious and philosophical heritage of Leo Tolstoy and remains relevant in the context of the contemporary crisis of values and meanings. Turning to the existential experience underlying Tolstoy’s anthropology makes it possible to reconsider the nature of human freedom, responsibility, and nonviolence as an alternative to social and ideological violence. The purpose is to analyze the role of the fear of death in the formation of Leo Tolstoy’s philosophical and religious anthropology and to identify the mechanisms of spiritual awakening of the individual in his religious philosophy. Objectives: include identifying the significance of the existential experience of death in Tolstoy’s worldview crisis, analyzing the opposition between «animal» and «spiritual» life, revealing the role of the internal moral law of love in overcoming the fear of death, as well as determining the connection of these ideas with the formation of Tolstoy’s ethics of nonviolence. Methodology. The methodological basis of the study includes historical and comparative methods, as well as critical analysis. Results. It is established that the fear of death in Tolstoy’s philosophy acts as a key existential impulse initiating the spiritual transformation of the individual. It is shown that overcoming this fear is achieved through the transition to a spiritual mode of life based on love, conscience, and the rejection of violence. Conclusion. The existential comprehension of death constitutes a system-forming element of Tolstoy’s religious philosophy and determines his understanding of the human being as a creature capable of inner moral awakening and spiritual freedom.

The purpose of the study is to examine the concept of «family» as a legal institution that is characterized by a state-established form (state registration of marriage and legal registration of relations between parents and children) and content (family relations) based on the family values that have been established in society. The methodological basis was formed by general scientific methods and special methods of family law science: dialectical, axiological, analysis and synthesis, formal-logical. With their help, the essential features of the family as a legal phenomenon were revealed. Research results. A family as an institution of modern Russian law is a unity of the state-established form of family relations and the family relations themselves, which constitute its content. In a legal sense, a family is not only a special kind of relationship between its members, but also a form that gives rise to the legal status of a subject as a family member and presumes the existence of family relations. The formal characteristics of a family, such as the state registration of marriage and the established legal relationship between parents and children, cannot be ignored. They are primary, and without them, the family does not exist legally. However, the essential characteristics of the family as a legal institution are also determined by family relations, which are based on family values. Therefore, it is necessary to combine the axiological approach to defining the essential characteristics of the family with the legal approach. The normative consolidation of the system of family values in Russian society, including the concept of the family form, will be one of the factors contributing to the strengthening of the family. The prospects for research suggest further study of the essential characteristics of the family as a legal institution based on the analysis of Russian legislation and materials of law enforcement practice.

This article is devoted to a comprehensive study of the mechanisms of inter-enterprise cooperation as a key determinant of value-added creation in Ukraine’s agri-food sector, as well as to a systematic assessment of the impact of cooperative processes on the profitability of economic entities and the enhancement of their export potential in wartime conditions and the prospects for post-war recovery. The relevance of the study is determined by the structural paradox of domestic agricultural exports: despite the preservation of significant foreign exchange earnings, the share of value-added products remains critically low compared to its potential, which leads to the chronic underutilization of the sector’s resource and technological potential. The intensification of this contradiction amid the volatility of global food markets creates an urgent need for scientifically grounded approaches to building effective cooperative systems. The methodological basis of the study consists of statistical and comparative analysis of foreign trade data for 2023–2026, structural analysis of the commodity composition of agricultural exports, and geo-economic analysis of the diversification of export markets. The theoretical propositions were verified using official customs and statistical reports. The study found that product groups with developed cooperative chains demonstrate leading positive dynamics: the growth in exports of vegetable oil was +27.5%, and for meat and meat products, +11.1%. A two-speed nature of the structural transformation of agricultural exports was identified, in which the processing-cooperative track is gradually displacing the raw material track. Geographical diversification indicates growing competitiveness of processed products in the markets of Turkey, China, and the EU. The practical value of the study lies in establishing an analytical foundation for developing state mechanisms to stimulate cooperative processes and the structural transformation of the agricultural value chain in the context of Ukraine’s European integration strategy. Prospects for further research are linked to the development of quantitative models for assessing the effect of cooperation on the level of value added and the study of institutional mechanisms for supporting cooperative structures.

The purpose of the research is to explore the possibilities of structuring the process of developing a business strategy and analyzing the conceptual framework of managers involved in its formation. The methodological basis of the research. The research is based on an empirical information base, which was formed using expert interviews of specialists in the field of strategy development and a questionnaire survey of the management staff of commercial companies. Methods of comparative, structural, logical, and semantic analyses were used to process the information received. Methods of tabular and graphical representation of information, construction of conceptual models are used to present the results. The results of the study. As part of the research, a «reference» (theoretically sound) approach to creating a business strategy was developed, which served as the basis for further analysis of practical experience. A conceptual model of the relevant process is proposed as a tool for structuring management actions in the formation of a business strategy. It is based on a consistent analysis of the most important factors of the external and internal environment, which makes it possible to systematize the key stages of strategic planning. The elements of the «reference» conceptual framework of managers involved in the process of developing a business strategy are identified. To analyze the relationships between these elements and the components of the «reference» process, a matrix tool has been developed that allows you to evaluate these relationships. Its application makes it possible to identify the elements of the conceptual apparatus, practical managers, which have the most significant impact on the quality of the results of the business strategy development process. Based on the matrix analysis, «gaps» in the structure of the conceptual apparatus of practical managers are identified, which have the most significant impact on the quality of the results of the business strategy development process implemented in practice. The prospects of the research are related to the further study of the interrelationships of the conceptual apparatus of managers with the specifics of the implementation of various aspects of their activities, as well as the analysis of the adjustment of the structure of the conceptual apparatus in improving the effectiveness of corporate training programs implemented in companies.
