This paper analyzes the existing problems in the management of private colleges and universities by expounding the relevant concepts of the balanced scorecard, an effective tool in enterprise performance management, and makes a feasibility analysis of the application of the balanced scorecard in the performance management of private colleges and universities. Suggestions are put forward to improve the performance management of private colleges and universities by using the balanced scorecard.

Retracted] Design of Moral Education Management System for Higher Vocational Students Based on Multisource Sensing Data Fusion

Based on the specific circumstances of colleges and universities, this study presents the moral education management system and leverages multisource sensor data and other technologies to develop an information system in line with the moral education management of modern college students. Using multisource sensor data fusion and learning data definition, the fused education data is expressed in a standardized way, resulting in a common and standard data interchange format. This foundation is used to build a shareable and reusable data management system that enables data sharing and interchange across multiple heterogeneous data sources, aids the intelligent education system in obtaining more comprehensive and complete recorded data, and improves data sharing timeliness. As a result, learning behavior analysis results are more objective, immediate, and accurate, allowing the intelligent education system’s response to be more prompt and intelligent. This study, which is based on multisource sensor data fusion, also discusses platform selection, system architecture, database design, and methods and suggestions for overcoming critical challenges and can be used as a reference for other university information management systems with vast amounts of data.

Evaluation of Teaching Quality on IP Environment Driven by Multiple Values Theory Based on Big Data.

Despite the fact that big data technology has been applied in education, there are no studies and cases that combine big data with ideological and political (IP) teaching quality. At the same time, the existing methods of IP teaching quality evaluation lack the consideration of multiple values, and the system is not complete and systematic. The use of big data analysis technology can improve the rigor of teaching quality assessment and make the data analysis more scientific, so as to improve the management system of universities and enhance the education quality. Therefore, this paper fully considers the background conditions of large data at this stage, on the basis of studying the methods of evaluating the quality of IP teaching in colleges. The big data about teaching quality is obtained by distributed algorithm, and multiple value indicators are drawn into the quality evaluation system as a main driver to emphasize the multiple value theory. Hierarchical analysis (AHP) method and fuzzy comprehensive evaluation (FCE) method are selected as the data analysis methods to provide evaluation basis for the proposed model. This model can further test the evaluation index system of education and further verify the rationality of the distribution of the weight of indicators at all levels. The evaluation results based on the large educational data and research data of a university show that the IP teaching quality of the university is excellent. The comprehensive evaluation model overcomes the limitations of traditional evaluation methods and provides a more comprehensive analysis about the teaching quality of IP teaching in colleges. Meanwhile, the conclusions obtained by the proposed evaluation model can be used for both the overall comprehensive evaluation of teachers' teaching quality and a single comprehensive evaluation of the single factor affecting teaching quality. Using the evaluation results obtained by the model, we can set up advanced models and encourage backward students to have evidence. With the single-index evaluation, we can know what advantages the IP teaching or a certain teacher has and what aspects need to be strengthened. Therefore, we can put forward reasonable suggestions to progress instructing strategies and educating quality.

Optimized Automatic Course Timetabling Service Architecture for Integration with Vendor Management Systems

Generating university course timetables is a complex problem, especially in large environments such as institutions. Currently, some universities in Saudi Arabia manually generate timetables for classes because they use Vendor Management Systems (VMS) for registration and management. Manually generating course timetables is time-consuming and laborious for the academic staff. Although various methods have been proposed to generate timetables, they address specific environments or systems that can be extended to or work as separate components of the university management system. In this paper, we propose a service-based system with a decentralized architecture that can fully automate the process of course timetable generation and can be easily integrated into VMS. The proposed service-based system employs a genetic algorithm to optimize the process of scheduling courses and generating timetables. The system was implemented using JAVA RESTful web services, and the algorithm was tested by generating various course timetables with various constraints. The results showed that the proposed decentralized architecture is applicable to and can be fully integrated with any VMS. Furthermore, the use of genetic algorithm set up to 200 generations and iterate 1000 times produces acceptable timetables without violating any of the defined constraints.

How to Strengthen the Party’s Overall Leadership in the High-Quality Development of Higher Education

Combing the academic research, we can find that the research on the high- quality development of higher education rarely involves the Party’s overall leadership in colleges and universities. At present, the overall leadership of the Party in colleges and universities has not been fully implemented. The main problems are the lagging development of Party building in colleges and universities, the lack of willingness and ability to serve the major strategic layout of the Party and the state, the incomplete implementation of the Party’s educational policies, the failure of the university governance system to fully implement the Party’s leadership, and the implementation of the Party’s leadership in the evaluation system of higher education. The main reasons for these problems can be attributed to the dual structure of university management system, irrational competition of universities, and imperfect higher education system and regulations. Therefore, it is suggested to improve the Party building work system and enhance the leadership of the Party organizations in colleges and universities;deepen education reform and enhance the service of higher education; improve the system of moral education and strengthen the responsibility of higher education; improve the governance system of colleges and universities, and enhance the endogenous force of high-quality development of higher education; reform the education evaluation system and enhance the incentive force of high-quality development of higher education.

An exploratory research on the performance management system of Japanese national corporate university

본 연구는 우리나라 국립대학 성과관리체제 모형 개발 및 운영을 위한 정책적 시사점을 도출하기 위해 일본의 국립대학법인평가에 대한 사례 연구를 실시하였다. 이를 위해 일본 국립대학법인평가에 대한 문헌을 중심으로 일본 국립대학법인평가 도입 배경, 실시 경과와 함께 현행 국립대학법인평가의 평가 구조 및 체제, 평가 과정, 평가 항목 및 척도, 평가 방법을 살펴보았다. 그 결과 본 연구에서는 일본 국립대학법인 성과관리의 특징으로 첫째, 사회 환경의 변화를 반영하기 위한 성과관리 시점의 변화, 둘째, 개별 국립대학법인의 특성을 반영한 성과관리, 셋째, 성과관리를 통한 대학개혁과 운영에 대한 자율성과 책임 강조, 넷째, 성과관리 목적과 활용 간 간극 발생, 다섯째, 성과관리체제의 지속적인 개선 위한 자체 노력 실시 등을 확인하였다. 또한 재정지원 기반 성과평가 및 관리에 따른 문제점이 우리나라와 같이 일본에서도 유사하게 발생하고 있음을 파악하였다. 이를 토대로 첫째, 국립대학의 성장과 발전을 이끌기 위한 중장기적 접근과 함께 사회변화에 대응할 수 있는 유연한 접근의 필요성, 둘째, 국립대학 간 차이를 반영하고 자율성에 근거한 혁신 역량 제고를 위한 개별화 접근의 필요성, 셋째, 대학의 사회적 역할을 확장적으로 반영한 접근의 필요성, 넷째, 대학의 부담 경감을 위한 데이터 기반 접근의 필요성, 마지막으로 국립대학을 대상으로 하는 다른 정책과의 연계의 필요성 등과 같은 국내의 국립대학 성과관리체제를 위한 시사점을 도출하였다.

Research on the Scientific Research Efficiency of Provincial Universities Based on the DEA Model

As the main factor of China’s higher education, effective evaluation of the scientific research efficiency of domestic universities is extremely significant to improve the scientific research management system of local universities, optimize the allocation of scientific research resources, and promote regional economic development. Based on the ten-year statistical data of the compilation of science and technology statistics of colleges and universities, this paper adopts the data envelopment analysis (DEA) model to study the scientific research efficiency of 31 provincial universities in Shandong Province from three dimensions: level, type, and region. The results show that, first, the overall scientific research efficiency of the sample universities is not high and takes on a downward trend; there are some differences, changes in the same direction, and level convergence in each dimension of scientific research efficiency. Second, there is a positive correlation between the comprehensive scientific research strength of the sample universities and the technical efficiency. Third, the level of regional economic development has a positive impact on the scale efficiency of scientific research, which is closely related to the technical efficiency, and there is no positive correlation between these two. Thus, the research suggests that, in the future, colleges and universities should formulate differentiated management policies, build a “Government University” two-level scientific research performance evaluation system guided by scientific research quality, change the concept of scientific research managers, and improve the ability of personnel to improve the efficiency of scientific research in colleges and universities.

The author notes that in HR management, business processes can be distinguished: personnel planning and marketing, evaluation of its effectiveness based on KPI, employee potential management, professional development, employee motivation. In the personnel policy, it is necessary to use modern digital technologies that provide a system for monitoring key and operational indicators of the university. It explains the need to create an electronic educational service that will contribute to changing the corporate culture and optimizing processes, including such services as digital marketing, research project management, a digital portfolio of teachers, a system for evaluating the activities of teaching staff based on KPI, etc.

Post-Pandemic Education: Falling or Preparing for a Jump?

Abstract. Relevance. The article provides an overview and analysis of the consequences of changes in the global educational space during the period of action of measures to counter the spread of the new COVID-19 coronavirus infection.The aim of the work was to understand the current state and identify possible trajectories of developmentof educational systems in the “post-pandemic” era. Research methodology and methods. The main methods used in the preparation of the work were methods of analysis and synthesis. The review and understanding of various standpoints on the educational organizations functioning in the situation of emergency introduction of quarantine measures and the uncertainty of their consequences allowed us to summarize the main challenges facing the education system today. The forecasting method was used to systematize the capabilities of universities in overcoming crisis phenomena and determine the strengths that can be used as the basis for the transformation of University management.Results. The analysis of the trajectories of the prospective organization of the educational process at the University of “post-pandemic” time is carried out. The article highlights the main ways of the educational system adaptation to work in the conditions of an unpredictable crisis consequences and presents the authors’ vision of the future of higher education in Russia, which is inextricably linked with the country’s attractiveness in the global educational space.Scientific novelty. The authors systematize the impact of the pandemic on various sectors of the economy, including the education sector. The results of the analysis of the practical experience of educational systems in the new conditions are presented. Scenarios of educational organizations development in an unfavorable dynamic uncertain environment are shown.Practical significance. The results obtained will be useful in adjusting University management systems and developing strategies for universities to overcome the crisis caused by COVID-19 and its consequences.

Chatbot for College Management System

Nowadays, Artificial Intelligence is being used extensively in a wide range of sectors, from product production to customer service in public relations. Artificial Intelligence (AI) chat bots play a vital role in helping solve their problems in any aspects. So, we implemented a virtual assistant based on AI that can deal with any query related to College Management System. A chatbot uses information stored in its database to recognize phrases and make decisions on its own in response to a query. The college inquiry chat-bot is built using the Rasa NLU framework that analyzes user's queries by understanding user’s text message. The response principle is matching the input sentence from a user. The college management system involves public user portal and student/staff portal. It keeps track records of all the information regarding students and the college. In the public portal, the user may use the chat-bot to ask any college-related questions without having to physically visit the campus. The Bot analyses the query and responds with a graphical user interface that makes it appear as though a real person is conversing with the user. The system's accuracy is estimated to be 95% and the time it takes to create responses corresponds to the number of lines of response.

A CONCEPTUAL MODEL AND PROCESS MANAGEMENT METHOD OF THE PLANNING AND MONITORING OF THE WORKLOAD IN THE EDUCATIONAL ENVIRONMENT

The article formulates the aims of HEI's activities, as well as approaches to managing all actions that ensure the achievement of the stated aims. The process approach is defined as the main one in the university management system. It is shown that the main directions of improving the activities of the university are the transition to the application of the process approach to the management of HEI and its informatization. On this basis, it is necessary to develop new, more modern university management systems that meet the contemporary requirements for the governance of multifunctional facilities and implement them in the form of process systems. We propose a conceptual model of the implementation of the functions to plan the educational process. The effects on planning functions are presented and the interrelation of these functions in the traditional form of planning is described. The tasks are formulated that need to be solved for modeling and optimizing business processes of planning and monitoring the academic workload to create an effective information technology for automating the functions of information processing. We propose a structural model for the implementation of information and procedural components of IT for planning and monitoring the educational environment. The implementation of this model in software provides the calculation of the optimal planned workload of students and teachers, considering the conditions in which the educational process is implemented.

College Management System

This paper is aimed at developing an Online Application for students and college management. The main theme of the project is to develop an application that enables the students to perform the activities like fee payment, downloading learning materials, and get notifications about the attendance, results, etc; in a mobile application, It provides a simple interface for the maintenance of the student records. In the previous system, all the details have to view in a file or on a website. At the same time while searching for information it takes a long time to get the results. To overcome this an Android Application can be used to make this process much better. All the important data such as passwords are securely stored with the help of hashing techniques. The users of this application are students, Faculty, and Admin. The Faculty can log in to the application and can update the Attendance and Marks of the student. In case of any events or exams in the college, the students will be notified by Admin. As we are college students we know about these problems that we are facing due to the lack of this kind of application. So we thought of extending and solving some of the problems in our project so that it could be more useful for the students and they can easily use the application which is also very compatible for the teachers and students. The data relating to students is stored in Firebase. A web-based portal is designed for the faculty to upload the marks, results, and upload materials.
