Assessment of options for the location of railway infrastructure facilities

This article discusses a methodology for assessing optimal cargo facility placement, focusing specifically on evaluating regional attractiveness in Uzbekistan through an integrated attractiveness index. By adapting existing methods to fit Uzbekistan's unique context, the proposed approach becomes more universally applicable to other regions as well. The study introduces a new model that accounts for uncertainty and incorporates multicriteria decision-making, enabling stakeholders to select the most suitable alternatives. A hierarchical goal tree, which clearly identifies weighted factors and equivalent criteria, ensures transparency and validity throughout the decision-making process. This method provides numerous benefits for various stakeholders, including administrators and investors, by clearly outlining potential gains and losses associated with placing logistics centers. The article demonstrates practical application by analyzing placement decisions for logistics facilities within Uzbekistan's railway network, applying a comprehensive, multicriteria evaluation approach. The hierarchical model simplifies the selection process by simultaneously considering multiple parameters and selection criteria, ensuring a thorough assessment. Strategic placement of logistics facilities improves regional competitiveness, stimulates economic growth, and creates new employment opportunities. The methodology presented in this study offers valuable insights for future research and practical implementation, demonstrating its relevance in a modern economy and rapidly evolving logistics sector. Ultimately, the proposed model holds significant potential to enhance logistics infrastructure and support Uzbekistan’s broader economic development goals.

Analysis of the Factors of Spatial Placement of Logistics Facilities

Introduction. The topic of the study is relevant because it examines key aspects of society and the economy, the understanding of which helps to make informed decisions about the location of logistics facilities and contributes to the development of an effective and sustainable logistics system. The aim of the paper is to examine the spatial distribution of logistics facilities, to identify the factors that influence their location and to present the methodological foundations that determine such a distribution. Materials and Methods. The research analyzed scientific publications on the subject under consideration, as well as took into account the practical experience of carrying out research work carried out within the framework of the state assignment. Spatial analysis methods such as buffering, network analysis and suitability modeling were used in the work to assess the availability, interconnectedness and reasonableness of the location of logistics facilities. The use of GIS systems in the course of the study helped to analyze the development of the logistics infrastructure. The main element of the study was the aggregation of data on logistics facilities, which contributed to an empirical understanding of the characteristics, functions and spatial distribution of the infrastructure. Results. The key factors influencing the location of logistics facilities are identified: economic, infrastructure, market access, political, environmental and technological. The role of geographical realities and economic conditions in the formation of logistics infrastructure is determined. The effectiveness of using geo-information systems for spatial analysis of logistics facilities has been demonstrated. A methodological approach to the selection of the optimal location of logistics facilities has been developed. Discussion and Conclusion. The spatial distribution of logistics facilities is influenced by the interaction between geographical realities, economic factors and technological advances. Each factor should be critically analyzed when developing supply chain management strategies. Modern supply chains must adapt to these variables ‒ looking for optimal locations that combine costs with service requirements, while using technological innovations to maintain competitive advantages. With the rapid development of technology, the distribution schemes of logistics facilities are also changing. The article will be useful to logistics professionals, spatial planners, economists and government agencies involved in infrastructure development.

Logistics Hub Surveillance: Optimizing YOLOv3 Training for AI-Powered Drone Systems

Background: Integrating artificial intelligence in unmanned aerial vehicle systems may enhance the surveillance process of outdoor expansive areas, which are typical in logistics facilities. In this work, we propose methods to optimize the training of such high-performing systems. Methods: Specifically, we propose a novel approach to tune the training hyperparameters of the YOLOv3 model to improve high-altitude object detection. Typically, the tuning process requires significant computational effort to train the model under numerous combinations of hyperparameters. To address this challenge, the proposed approach systematically searches the hyperparameter space while reducing computational requirements. The latter is achieved by estimating model performance from early terminating training sessions. Results: The results reveal the value of systematic hyperparameter tuning; indicatively, model performance varied more than 13% in terms of mean average precision (mAP), depending on the hyperparameter setting. Also, the early training termination method saved over 90% of training time. Conclusions: The proposed method for searching the hyperparameter space, coupled with early estimation of model performance, supports the development of highly efficient models for UAV-based surveillance of logistics facilities. The proposed approach also identifies the effects of hyperparameters and their interactions on model performance.

Impact Assessment of Maritime Transportation Infrastructure on Nigeria’s Economic Growth and Development

The study examines the impact of maritime transportation infrastructure on Nigeria’s economic growth and development. Amongst others, the objectives were to assess the impact of port infrastructure on trade facilitation and economic development in Nigeria; investigate the effect of maritime transportation costs on Nigeria’s international trade and economic growth; evaluate the role of maritime transportation infrastructure in promoting regional development and economic growth in Nigeria, and develop a framework for optimizing maritime transportation infrastructure in promoting sustainable economic growth in Nigeria. The study adopted the Taro Yamane formula to determine the sample size of 225 out of 423 and there was 100% response rate. Observation and structured questionnaire were used for the collection of data. Quantitative data was analyzed using descriptive statistics, while qualitative data was coded and analyzed using the 4-point Likert Scale. The study finds, amongst others that Nigeria’s maritime transportation infrastructure is essential for the country’s economic development; Nigeria’s port infrastructure does not make the country competitive in the global market and it is important to develop a comprehensive framework for optimizing maritime transportation infrastructure in Nigeria, considering factors such as infrastructure development, sustainability, and stakeholder engagement. Accordingly, among others, the study recommends that Nigerian ports should be upgraded with modern facilities, equipment, and technology to increase efficiency, reduce congestion, and improve cargo handling capacity and Government can promote public-private partnerships (PPPs) to finance, develop, and operate maritime infrastructure projects, such as ports, terminals, and logistics facilities. PPPs can attract foreign investment, transfer technology and expertise, and improve the efficiency and sustainability of maritime infrastructure development.

Правовое регулирование перевозок импортных сборных грузов в контейнерах: коммерческая практика

High-quality transportation of combined cargoes depends not only on the technology of transportation organization, but also on a clear, non-ambiguous design of accompanying documents. This is important for the delivery of imported goods, including against the background of prevailing geopolitical conditions. The process of customs clearance can significantly slow down the movement of goods, especially when transshipment from one mode of transport to another, and failure to comply with loading and unloading requirements can lead to a violation of safety regulations, which in turn will affect the safety of cargo during transportation. The commercial practice of organizing the transportation of imported bulk cargoes in containers is considered from the point of view of formalizing uniform requirements for transportation technology and identifying the concept of a prefabricated container. A brief analysis of the structure of the required documents, which are used in regulating the transportation of bulk cargo containers, is carried out. Highlighting the stages of the process of organizing combined transportation using sea and rail transport allows us to consider in detail the passage of documents at each stage in conjunction with the technological process. Special attention is paid to the payment process, the need for prior declaration and the reasons for downtime for small cargo owners, as well as the interaction of transportation participants. The undeveloped infrastructure, the lack of a regulatory framework for controlling the transportation of bulk cargoes and restrictions on the formation of complex routes are noted as the main problems of the organization of LCL transportation. The first problem is being solved by increasing the number of transport and logistics facilities, but the other two require an in-depth analysis of law enforcement practice.

Planerische Adressierung von Logistikflächen in der Raumordnung. Eine beispielhafte Auswertung (über)regionaler Raumordnungspläne

Currently, there are reasons for taking logistics up in spatial planning, including the large land consumption of logistics facilities and the urgent implementation of a sustainable transport system. One planning option is to secure suitable land for logistics facilities in formal spatial development plans. To date, only a limited number of studies have been carried out on this specific implementation. This paper uses 17 regional plans as examples to examine the planning instruments and planning focus with which this task is currently being implemented in German regional plans. The analysis of the regional plans at hand shows that half of the regional plans use planning instruments to address logistics facilities. In some regional plans, only defined logistics segments are addressed in planning, e.g. the establishment of port-related industries in the proximity of ports. To term land for logistics infrastructure like ports and inland terminals on the other hand, is much more established and is included in almost all plans. Taking up planning for locations of logistics facilities in regional plans takes place when logistics is defined as an economic focus, logistics is considered relevant for the functioning of the regional economy or planning locations for logistics facilities are required by state planning regulations.

Reliability and efficiency in technology selection in logistics facilities – multi-criteria decision support using the AHP method

Reliability, including on-time delivery, is a key indicator of supply chain efficiency. Logistics facilities like warehouses and terminals play a crucial role in meeting service deadlines. Choosing the right technology, such as equipment for goods flow, is essential to ensuring process efficiency and reliability. This paper highlights the usefulness of multi-criteria decision-making methods, particularly the AHP method, in selecting optimal technological solutions based on efficiency and reliability indicators. The study analyzes modern warehouse technologies, evaluating their impact on cargo flow and operational reliability. Using the AHP method, solutions were compared based on factors like efficiency, reliability, access time, security, and costs. Technologies assessed include advanced high-rack systems, AGVs, and drones. The findings demonstrate the AHP method's value in aiding decision-makers and its contribution to enhancing efficiency and reliability in supply chains.

Analysis Of Transportation Infrastructure In Improving The Welfare Of The Bandar Sri Junjungan Dumai Ro-Ro Port Community

This research aims to identify the strengths and weaknesses of the existing transportation infrastructure, as well as the opportunities and threats faced in improving the welfare of the community around the port. This research was conducted with a descriptive analysis approach using SWOT to explore the experiences and views of the community around the Bandar Sri Junjungan Dumai Ro-ro Port. Based on the SWOT analysis, it shows that the port has strengths in the form of a strategic location that connects the Dumai region with various regions around the Malacca Strait. Opportunities that can be utilized for the development of transportation infrastructure at this port include increasing the capacity of the dock, developing logistics facilities and better road access, and utilizing digital technology to expedite port traffic management and monitoring systems. This port has considerable potential in supporting the welfare of the community around the port.

Shaping the Future of Freight Logistics: Use Cases of Artificial Intelligence

The human–machine interface is increasingly attracting attention. This paper investigates the potential value and impact of using Artificial Intelligence (AI) in the freight logistics industry by defining various use cases. It explores how the logistics industry can use data and AI to improve its economic, social, and environmental sustainability through better decision making. The research methodology involved a systematic literature review, interviews with subject matter experts, facility visits, and generative AI. The SLR showed that none of the peer-reviewed literature offers an extensive exposition of AI use cases in freight logistics. The key findings highlight AI’s untapped potential in the logistics industry, with 77 unique use cases identified across three spheres: holistic supply chain opportunities, transport vehicles, and logistical facilities. The research is expected to contribute to the growing body of knowledge of AI in logistics, inform future research, guide industry practices, and inspire further innovation in logistics technology.

The article offers a comprehensive examination of the conceptual foundations of logistics facility’ resilience’ in the face of significant challenges posed by large-scale conflicts, technological hazards, and environmental threats. It highlights the urgent need to reassess traditional approaches to managing supply chains and logistics infrastructure in environments marked by persistent uncertainty. By drawing on both national contexts and international case studies – particularly those of NATO member states, Japan, and Israel – the research identifies core strategies that facilitate the continuity and adaptability of logistics operations under extreme stress. A central proposition is the establishment of a robust National Logistics Security Strategy. Such a framework would incorporate multi-level risk assessments, real-time monitoring of transport routes, the development of backup logistics centers, and the integration of advanced digital technologies. These measures would collectively enhance the nation’s capacity to detect vulnerabilities early, respond to disruptions promptly, and maintain essential operational tempos. Furthermore, the paper stresses that traditional infrastructure safeguards must now be augmented by innovative, technology-driven solutions, including automated warehousing, smart sensors, and predictive analytics, to ensure seamless functionality under hostile or unpredictable conditions. The role of the educational and scientific community is emphasized as pivotal in developing the specialized human capital necessary to implement these solutions effectively. By promoting interdisciplinary research, refining academic curricula in fields such as logistics, security studies, and information technology, and fostering partnerships with industry, universities can become incubators for the next generation of logistics and crisis-management professionals. These experts, in turn, will be crucial in deploying cutting-edge methods and technologies tailored to the evolving threat landscape. The study concludes that a holistic approach – one that couples strategic foresight with strong collaboration among governmental bodies, private-sector stakeholders, and international partners – forms the cornerstone of maintaining a stable logistics infrastructure. Only through these synergistic efforts can Ukraine reinforce its economic foundation and uphold its national security, ensuring that supply chains remain resilient, dynamic, and responsive even under the most adverse circumstances. Deposit–Refund System as a Strategy to Drive Sustainable Energy Transition on the Example of Poland

This article discusses key aspects of deposit–refund system design in Poland, highlighting the importance of energy-sustainable collection logistics. The main role in this system is played by the operator responsible for collecting and transporting packaging to metering centers and recycling plants. The research focused on the optimal placement of logistics facilities to minimize energy expenditures, using the balanced center of gravity method. It took into account the distribution of collection points and the intensity of material flows to develop an efficient and environmentally friendly reverse logistics model. The most important results of the research are the development of a model for the layout of logistics facilities that minimizes energy consumption, the identification of key factors such as the location of collection points and material flows, the development of a methodology for green logistics, and practical recommendations for system designers. The proposed solutions, although innovative in Poland, are universal in nature and can be applied in other countries. The article makes an important contribution to the development of sustainable bail logistics and promotes a balanced energy transition.

Enhancing freight logistics: overcoming barriers and driving sustainable growth with an integrated grey Delphi DEMATEL approach

PurposeThis study aims to enhance freight logistics by overcoming barriers and driving sustainable growth through an integrated approach. It focuses on the critical role of efficient freight logistics in sustaining economic growth and addresses the challenges hindering the sector’s efficiency.Design/methodology/approachThe research employs the grey Delphi method for a comprehensive literature review and expert evaluation to identify significant barriers in India’s freight logistics sector. Subsequently, the grey decision-making trial and evaluation laboratory (DEMATEL) method establishes causal relationships among these barriers to provide insights into their interconnectedness.FindingsThe findings of the study highlight the importance of addressing these barriers through sustainable strategies and innovative solutions. The study recommends the adoption of green transportation technologies, collaborative efforts among stakeholders and the development of modern logistics facilities. By mitigating the adverse effects of logistics operations on the environment and society, these strategies aim to improve overall efficiency and competitiveness in the freight logistics sector.Research limitations/implicationsThis study is primarily based on feedback from ten seasoned experts; however, incorporating input from a broader range of experts would provide deeper insights and perspectives.Originality/valueThis study offers a comprehensive analysis of barriers and opportunities for sustainable growth in India’s freight logistics sector. The study contributes valuable evidence-based insights and practical recommendations, serving as a guide for policymakers, industry stakeholders and practitioners seeking to enhance the efficiency and competitiveness of the country’s freight logistics operations.

Abstract. The work examines the potential of using solar photovoltaic panels to charge freight electric vehicles of various classes and operating modes. It delves into the key electrical characteristics of freight vehicles manufactured for the European market, including: range per charge, charging device power, voltage, and current as recommended by the manufacturer. To facilitate a comprehensive analysis, the study categorizes vehicles based on their carrying capacity, ranging from small commercial vans to semi-trailers designed for long-haul transportation. The research proposes several strategies for optimizing the charging process, highlighting both their advantages and drawbacks. One approach involves dividing the charging time for large vehicles during the day and smaller vehicles at night. Another strategy suggests allocating separate charging areas for different vehicle types. The study presents a theoretical case study involving the installation of a charging station at a logistics facility belonging to the UPS courier company in Germany. This case study utilizes the European Commission's online program for solar energy analysis and photovoltaic system design to perform relevant calculations. It is shown that photovoltaic panels on the roofs of logistics facilities are an effective way of providing energy to charging stations for electric trucks. This makes it possible to significantly reduce dependence on external energy sources, minimize carbon emissions and simultaneously increase the economic efficiency of the enterprise. Supply and demand prediction by 3PL for assortment planning

To underscore the critical role of predictive capabilities in third-party logistics (3PL) companies for assortment planning, particularly within the rapidly evolving e-commerce sector and business to business (B2B) flows. This study employs a comprehensive literature review on the forecasting capabilities of 3PL firms, enriched by empirical research across nine logistics facilities. It leverages statistical tools and the ARIMA_PLUS algorithm to evaluate the precision and dependability of demand and supply forecasts generated by these companies. The research reveals that 3PLs possess the ability to generate accurate demand and supply forecasts utilizing advanced forecasting tools. The effectiveness of these forecasts is closely linked to the quality of data available, and the expertise of the personnel involved. Challenges arise in forecasting for smaller order volumes, which are more common in e-commerce flows. The study also highlights that technological advancements and investments in data analytics are pivotal in enhancing forecast accuracy. The investigation focuses on a select group of 3PL companies, potentially limiting the generalizability of the findings. Moreover, the study underscores the necessity for further exploration into how technological innovations impact forecasting capabilities. By emphasizing the significance of 3PL firms' predictive abilities, also for e-commerce assortment planning, this paper addresses a notable gap in existing research. Its insights are invaluable for businesses contemplating logistics outsourcing and for 3PL providers aiming to advance their forecasting proficiency. The findings stress the importance of integrating advanced forecasting models and analytics to stay competitive in the dynamic e-commerce landscape.

A Robust Approach to Extend Deterministic Models for the Quantification of Uncertainty and Comprehensive Evaluation of the Probabilistic Forecasting

Forecasting generation and demand forms the foundation of power system planning, operation, and a multitude of decision‐making processes. However, traditional deterministic forecasts lack crucial information about uncertainty. With the increasing decentralization of power systems, understanding, and quantifying uncertainty are vital for maintaining resilience. This paper introduces the uncertainty binning method (UBM), a novel approach that extends deterministic models to provide comprehensive probabilistic forecasting and thereby support informed decision‐making in energy management. The UBM offers advantages such as simplicity, low data requirements, minimal feature engineering, computational efficiency, adaptability, and ease of implementation. It addresses the demand for reliable and cost‐effective energy management system (EMS) solutions in distributed integrated local energy systems, particularly in commercial facilities. To validate its practical applicability, a case study was conducted on an integrated energy system at a logistics facility in northern Germany, focusing on the probabilistic forecasting of electricity demand, heat demand, and PV generation. The results demonstrate the UBM’s high reliability across sectors. However, low sharpness was observed in probabilistic PV generation forecasts, attributed to the low accuracy obtained by the deterministic model. Notably, the accuracy of the deterministic model significantly influences the accuracy of the UBM. Additionally, this paper addresses various challenges in popular evaluation scores for probabilistic forecasting with implementing new ones, namely a graphical calibration score, quantile calibration score (QCS), and percentage quantile calibration score (PQCS). The findings presented in this work contribute significantly to enhancing decision‐making capabilities within distributed integrated local energy systems.

The logistic infrastructure improves employment in direct and indirect ways. Empirical evidence does not favor subsidies, tax exemptions, and credit to the private sector for crop production and food security enhancement. The study recognizes the importance of information technology for food and non-food crop production growth. Moreover, information technology improves the employment opportunities. These findings are based on 14 years data of 187 countries, while fixed and common effect models have been applied to estimate the parameters.

Prospects for the development of Ukraine’s pharmaceutical market in the wartime and post-war economy

The pharmaceutical market of Ukraine has undergone significant changes and challenges due to the ongoing war and associated economic difficulties. Military actions have resulted in substantial damage and destruction of production and logistics facilities, disruptions in the supply of medicines, reduced availability of pharmaceuticals for the population, and challenges in importing raw materials and finished drugs. On the other hand, this crisis situation has revealed new opportunities for the development of domestic production and localization of pharmaceutical products. This could strengthen the pharmaceutical sector, reduce dependence on imported drugs, and ensure long-term resilience of the industry during the reconstruction period. The aim of this study is to assess the current state of the pharmaceutical market in Ukraine, analyze the impact of the war on key aspects of the industry—production, logistics, import, and export of products—and explore opportunities for the sector’s adaptation and development in the post-war economy. Particular attention is paid to analyzing consumer demand, the availability of medicines, as well as the prospects for production localization, the development of generic drugs, strengthening national infrastructure, and improving the competitiveness of domestic products. The review indicates the necessity of strategic state support to create favorable conditions for the development of the pharmaceutical sector. This includes tax incentives for companies specializing in drug production, investment subsidies for the modernization and construction of new pharmaceutical plants, promotion of pharmaceutical clusters, and stimulation of scientific research and development. Key measures also involve supporting small and medium-sized pharmaceutical enterprises through financial and educational programs, creating microfinance opportunities for new manufacturing ventures, and developing training and certification programs to enhance the professional level of industry workers.

Strategi Unggul Penguatan Kapasitas Logistik Perdagangan: Rencana Lima Tahun 2024-2029

Increasingly fierce global economic competition requires countries to develop effective trade strategies. In 2023, Indonesia improved its competitiveness ranking from 44th to 34th place according to the IMD Global Competitiveness Index. However, this position is still below Malaysia (27th) and Thailand (30th). This research uses a mixed quantitative and qualitative approach to analyze competitiveness indicators such as technology, health, labor market, and financial system. SWOT analysis was used to identify strengths, weaknesses, opportunities and threats in Indonesia's trade strategy. Critical success factors (CSF) analysis was used to structure information needs in the management hierarchy. By considering the general and specific conditions of Indonesia's trade logistics, a trade policy and strategy can be formulated. The trade strategy obtained from SWOT and CSF analysis is: 1. Strengthening downstream trade policies, 2. Strengthening multi-sectorregulatory stakeholder cooperation, in integrated logistics and trade marketing policies, 3. Accelerating digitalization and developing a competitive logistics service ecosystem, 4. Reorganizing trade logistics systems and facilities and infrastructure.Therefore, accurate and strategic trade planning is essential to improve economic efficiency and effectiveness, as well as competitiveness in the global market.
