CONCEPTS OF LABOR CHAMBERS IN POLAND. TRADITION AND CONTEMPORARY DIMENSION

The aim of the article is to join the discussion on the crisis of works councils and at the same time initiate a broad debate on the contemporary model of the trade union movement. The concepts of labor chambers in the political thought of the interwar period were presented and from this perspective, a catalog of questions about the contemporary professional movement of workers was posed. The inspirations and motivations for introducing labor chambers into the Polish constitutional order were shown. Labor chambers were recognized as part of economic self-government (Article 68 in the March Constitution; Article 76 in the April Constitution). Until 1939, no labor chambers could be established. Many factors resulted in the fact that self-government of hired labor did not exist in practice. In the 1930s, work began in this area. The discussion resulted in visions and general concepts as well as detailed solutions. He presented full draft bills both by the state and social factors. Pre-war concepts can be an inspiration for solutions in the contemporary professional movement of hired workers in the following matters:– placement of local government in the local government system,– raising the position of work in the economic system and strengthening the organization and representation of employees,– building a community based on the workplace,– softening labor relations by shifting the focus from the class to the solidaristic dimension of labor relations,– showing the role and importance of the state factor in creating structures of the professional movement.

Symbiosis between pilgrimage routes and nearby cultural heritage in Europe: which lessons are learned?

Purpose This paper aims to explore the underutilized potential of pilgrimage routes to contribute meaningfully to the sustainable development of the rural areas they cross. While these routes successfully attract visitors, the impact often fails to benefit nearby communities. The study analyzes how these routes can be leveraged as strategic tools for rural revitalization, cultural heritage promotion and stakeholder collaboration, based on insights from the rurAllure project and its four European pilot studies. Design/methodology/approach The study uses a qualitative methodology, including in-depth expert interviews, SWOT analysis and pilot-based experimentation. Four diverse pilgrimage routes across Europe – Santiago de Compostela, Rome, Trondheim and Csíksomlyó/Mária Út – serve as case studies. Each pilot focused on a specific type of heritage (literary, thermal, ethnographic, natural) and reflected the sociocultural characteristics of its territory. This comparative approach enabled the identification of strategic areas of action and the formulation of context-sensitive recommendations for integrating rural heritage with pilgrimage-based tourism. Findings The research reveals a limited integration between pilgrimage routes and their surrounding rural landscapes. Although these routes generate high visitor traffic, nearby areas remain excluded from the associated cultural and economic benefits. The findings highlight opportunities to develop synergies through slow tourism practices, intersectoral cooperation and heritage-driven programming. The study offers a set of actionable recommendations to enhance the territorial impact of pilgrimage tourism and to support the sustainable transformation of marginal rural regions. Research limitations/implications The research is limited by its qualitative nature and context-specific pilots, which may affect the generalizability of results. However, the comparative framework provides valuable insights applicable to other regions facing similar challenges. Future studies could incorporate longitudinal approaches or quantitative data to assess long-term impacts. The implications suggest that stronger policy support and local capacity-building are needed to replicate successful interventions beyond the pilot territories. Practical implications This study provides tourism planners, local authorities and cultural managers with a strategic framework to strengthen the relationship between pilgrimage routes and rural areas. It offers tools for enhancing community participation, diversifying tourism offerings and designing experiences that connect pilgrims with local heritage. The recommendations also support more equitable distribution of tourism benefits, helping rural communities become active stakeholders in cultural tourism development. Social implications The paper underlines the role of pilgrimage routes in promoting social inclusion and cultural continuity in rural areas. By involving local actors and emphasizing slow, experiential tourism, the approach fosters community engagement and intergenerational transmission of intangible heritage. It contributes to mitigating rural depopulation by reinforcing local identity, pride of place and alternative livelihoods based on sustainable tourism practices rooted in cultural values. Originality/value This research contributes a novel perspective on pilgrimage tourism by shifting the focus from route-centric development to integrated rural revitalization. Its originality lies in combining qualitative, pilot-driven research with strategic policy-oriented recommendations. The rurAllure framework highlights how diverse forms of heritage can enrich the pilgrimage experience while empowering marginalized rural areas. The study offers valuable guidance for scholars and practitioners aiming to align tourism with regional cohesion and cultural sustainability goals.

Reporting on the Fountains and Monuments in Turin Project: A Proposal for the Preventive and Planned Conservation of Outdoor Cultural Heritage

The conservation of cultural heritage increasingly requires a transition from emergency restoration to preventive and planned strategies supported by systematic data management. Within this context, this paper, conceived as a project report, presents the methodological premises, operational framework, and preliminary outcomes of the Fountains and Monuments in the Public Space of the City of Turin project, developed within the CHANGES Project—National Recovery and Resilience Plan (NRRP), funded by the European Union—NextGenerationEU. The project explores the integration of preventive and planned conservation methodologies with digital tools for the sustainable management of outdoor cultural heritage. Five case studies in Turin, identified in collaboration with local authorities, provided the basis for developing a protocol for planned conservation. A digital platform was designed as the operational tool of this protocol, integrating georeferenced data, 3D models, interactive dashboards, and modules for inspection, planning, and monitoring. The platform enables data-driven prioritisation of interventions, traceability of conservation activities, and long-term documentation management. Although still at the demonstrator stage, it shows potential for scalability and transferability. The study concludes that the integration of interdisciplinary expertise and digital innovation can effectively support preventive and planned conservation, strengthening the systematic management of outdoor cultural heritage.

Unpacking regional social entrepreneurship ecosystem: insights from India

Purpose This study aims to examine the influence of the regional social entrepreneurship ecosystem (RSEE) on the functioning of social enterprises (SEs) in India, with a specific focus on Kerala. By shifting the analysis focus from the national to the regional level, it addresses the limited understanding of how social entrepreneurs experience and interact with ecosystem actors. Design/methodology/approach This study uses a qualitative research methodology, drawing on in-depth interviews with 17 social entrepreneurs across the state of Kerala. Thematic data analysis was performed to identify patterns of interaction between SEs and diverse ecosystem stakeholders. Findings This study reveals that SEs are strongly supported and fostered by regionally embedded institutions, such as state and local governments, as well as by locally available actors. The findings emphasise that a strong RSEE is critical for SE growth and sustainability and that research and policy attention should shift from national to regional ecosystems. Originality/value This study contributes to the SE scholarship by focusing on the RSEE and examining how social entrepreneurs experience and engage with ecosystem actors at the local/regional level.

This study aims to determine the impact of the home industry of reyeng bamboo weavers in improving the family economy in Trenggalek Regency. The focus of this study is to understand the role of home industries in meeting household needs and reviewed from an Islamic economic perspective. This study uses qualitative research methods that focus on facts occurring in the field with an inductive and descriptive or explanatory approach. Data were collected through interviews with bamboo weavers in Trenggalek Regency. The findings of this study indicate that home industries in Trenggalek Regency are able to meet family economic needs, reduce unemployment, and provide benefits. From an Islamic economic perspective, this activity does not violate Islamic principles and rules, both in terms of raw materials, production processes, and sales, except for fluctuating selling prices, and the system used is still simple and manual. The results of this study indicate that the home industry of reyeng bamboo weaving can improve the family economy in Trenggalek Regency. The success of home industries for the welfare of the community requires support from the local government in order to develop home industry businesses to improve the family economy and absorb labor.

This study investigates the Correlation between Innovative Leadership practices and Growth of Small and Medium Scale Enterprises in Otukpo Local Government Area of Benue State, Nigeria. The study aimed to identify commonly adopted innovative leadership practices, examine their influence on business growth, and explore the barriers hindering their adoption. It was a quantitative research design which deployed a structured questionnaire that was administered to 120 SME owners and managers via simple random sampling method. Descriptive statistics and inferential analysis was used to analyse data. The results indicated a positive and significant correlation between innovative leadership practices and growth of SMEs, with key practices being strategic decision-making, openness to change and customer oriented innovation. The study recommends targeted training, improved funding mechanisms, and supportive policy frameworks to foster innovation-driven leadership among SMEs. In this study, the literature has been added in terms of the context-specific information about the role of leadership innovation in increasing the performance of SMEs in the semi-urban contexts of Nigeria.

This study investigated the Impact of Adjustments on Academic Performance of Senior Secondary School Students in Jere Local Government Area (LGA), Borno State, focusing on academic, social and emotional adjustments. Three (3) research questions were answered and 1 (one) hypothesis was tested in the study. Descriptive survey research design was used in the study. The target population for the study consists of all the 5,543 SS II and SS III senior secondary school students in Jere LGA. A sample of 500 students were selected using stratified simple random sampling technique in accordance with Kriejcie and Morgan (1970). A researcher-developed questionnaire titled ‘Students’ Adjustments and Academic Performance Questionnaire (SAAPQ)’ was used for data collection. The instrument was validated by three (3) experts in the field of educational psychology from University of Maiduguri and Borno State University. The instrument was pilot tested on 50 students and the reliability was calculated through test-retest method and reliability index of .76 was obtained. The instrument consists of four (4) sections and Eighteen (18) items. Data collected were analyzed using frequency count and percentage scores to assess the demographic information of students, descriptive statistics of (mean, standard deviation, frequency) to analyse the impact of adjustment on students’ academic performance and t-test was used to assess the gender difference in adjustment and academic outcomes. The hypothesis was tested at the 0.05 level of significance using the Statistical Package for Social Science. The findings of the study revealed that academic, social and emotional adjustments significantly impact the academic performance of senior secondary school students in Jere LGA, Borno State. Based on the findings, the study recommended that Ministry of Education and SUBEB should enhance counselling services, life skills education, teacher training on psychosocial support and adjustments and increased involvement from parents, communities and NGOs to foster better adjustment and academic success

Significant issues including dilapidated housing, poor sanitation systems and inadequate provision, operation and maintenance of utility services are underlying factors in the depletion of informal settlements in Pakistan. Furthermore, these issues are exacerbated by institutional inefficiencies in dealing with them. To address the challenges, the Orangi Pilot Project (OPP) was launched in Orangi Town, Karachi, by a non-governmental organisation (NGO) in collaboration with local residents and government agencies, using an internal–external model of participation. The aim of the study discussed in this paper was to better comprehend the methodology used in the internal–external model, as well as to review the sanitation programme implemented as part of the OPP and how it affected urban infrastructure and quality of life. PERCEIVED EFFECTS ON THE USE OF TRADITIONAL MEDICINE AMONG RESIDENTS LIVING IN KANGIRE WARD, BIRNIN KUDU LGA, JIGAWA STATE

This study investigated the perceived effects of traditional medicine use among residents of Kangire Ward, Birnin Kudu Local Government Area of Jigawa State, Nigeria. Traditional medicine remains a first-line treatment for many malaria cases in several African countries, including Ghana, Mali, Zambia and Nigeria. A descriptive cross-sectional design was employed, and a sample of 333 respondents was selected from a population of 2,000 using the Taro Yamane formula with a 5% margin of error. Systematic sampling was applied, and data were collected through self-administered structured questionnaires. Analysis was conducted using frequency distributions and simple percentages. The findings showed that most respondents were male and above 41 years of age, with the majority engaged in farming. Accessibility, affordability and availability were identified as the major factors influencing the use of traditional medicine, with more than half of the respondents strongly agreeing that each of these factors contributed to its widespread consumption. Respondents also reported several perceived side effects associated with traditional medicine, including liver disease and, for some women, infertility. A significant proportion agreed that public health campaigns could reduce excessive reliance on traditional medicine, while many also supported training for traditional healers to improve the preparation, purification and safety of herbal remedies. The study concluded that although traditional medicine remains widely used due to its ease of access and low cost, concerns about safety and potential adverse effects persist. It recommends the integration of traditional and modern medical practices to improve service quality and ensure safer alternatives for the population. Public education is also advised to address misconceptions about the causes of diseases and to promote informed health-seeking behaviours.

Manoeuvring under territoriality: Strategic compliance in China’s micro-regeneration

In the post-pandemic era, China’s urban governance has exhibited a trend of transformation from an entrepreneurial orientation to a territorial logic of managerial statecraft. However, under the strict spatial control of the central state, it remains unclear whether local governments have abandoned their long-standing entrepreneurial means and are instead implementing management-oriented governance, oriented to cultural preservation, social stability and spatial order. This study examines two micro-regeneration projects, namely, Moshikou in Beijing and Pantang Wuyue in Guangzhou. It investigates how local governments balance the central–local tension in practice. We argue that the local governance model is characterised by the notion of strategic compliance, which is reflected in three key dimensions: protection–operation coupling, phased incrementalism and role and funding reallocation. This study refined the understanding of urban governance transformation from state entrepreneurialism to managerial statecraft in post-pandemic China. The finding of strategic compliance brings macro-level debates down to meso-level mechanisms.

Stewarding Persons Deprived of Liberty: Experiences of City Jail Officers Amidst Covid-19 Pandemic

This study aimed to explore the life experiences of City Jail Officers as stewards of persons deprived of liberty amidst the Covid-19 pandemic. Specifically, sought to the following specific problems: the experiences of the informants in the performance of their duties during the Covid-19 pandemic, coping with the challenges encountered in the performance of duties, and aspirations of the informants to improve the quality of jail service. The phenomenological and qualitative approach in this study was utilized through interviews as the key process in the gathering of data. There were ten (10) selected city jail officers. Four (4) of them were individually interviewed while the other six (6) were included in the Focused Group Discussion (FGD). They were selected randomly but met the minimum qualifications. The research location is at Tagbilaran City Jail – Cabawan District, Tagbilaran City. A validated interview guide aided with the voice recorder for the basis of transcribing the responses of the informants. Utilization of Colaizzi's method, a phenomenological analysis procedure in analyzing the responses of the informants during the conduct of the interview. For the experiences of the informants as Jail Officers amidst the Covid-19 pandemic, the themes generated were: Triumph through Unity, Collegial Harmony Initiative, Scarcity of Supplies, and PDL’s Misbehavior. In coping with the challenges encountered in the performance of duties, the following themes were created: Resilience Amidst Scarcity, Synergistic Wellness Renewal, and Virtual Family Reconnection, for the aspirations of the informants, themes created were: Adherence to Protocol and Training for Safety and Security in Innovation. For the Tagbilaran City Jail Personnel, the implementation of several suggestions is recommended to inspire and encourage jail officers for relevant improvements. Firstly, the development of specialized training programs tailored to address challenges unique to the pandemic, emphasizing the significance of humane treatment and effective guidance, is crucial. Introducing mental health support services for jail officers can aid in coping with the stresses associated with their roles during the pandemic. Establishing open communication channels within the jail facility is another key recommendation, fostering dialogue among personnel and creating a supportive work environment. The implementation of recognition programs to acknowledge and appreciate the efforts of jail officers can significantly boost morale and motivation. As for the Local Government Unit (LGU), the following suggestions are proposed to make informed decisions based on the comprehensive overview. In addition, the Department of Interior and Local Government (DILG) to effectively address challenges through education and training, the following suggestions are recommended. Organizing workshops and seminars on relevant topics such as crisis management and adapting to new challenges can equip jail officers with the necessary skills.

Promoting Tax Compliance In MSMEs: The Role of Taxpayer Awareness and Tax Sanctions

Purpose: This study examines how taxpayer awareness and tax sanctions affect tax compliance among MSMEs in Medan City, addressing variability in compliance driven by internal knowledge and external enforcement. Methods: A quantitative explanatory design using multiple linear regression was applied. Data were gathered from MSMEs operating at least one year via validated questionnaires, supplemented by brief interviews and secondary sources. Independent variables include taxpayer awareness, perceived sanctions, tax knowledge, and business size (log omzet). Regression diagnostics (VIF, normality, heteroskedasticity) and robust standard errors ensured model validity. Results: Results indicate taxpayer awareness has the strongest positive and statistically significant effect on compliance. Perceived tax sanctions also positively influence compliance but with smaller magnitude. Tax knowledge and business size contribute significantly as well. The model explains about 56% of variance in compliance (R² ≈ 0.56). Diagnostic checks show no major violations that would undermine inference, though researchers are advised to monitor multicollinearity and condition number in future studies. Conclusions: Improving MSME tax compliance in Medan requires integrated strategies that combine practical tax education and simplified administration with proportional, consistent enforcement. Awareness-building appears most effective for sustainable compliance gains. Originality/value: The study provides recent empirical evidence from Medan MSMEs using a validated regression framework, highlighting the relative importance of awareness, sanctions, and knowledge in shaping compliance and offering actionable guidance for local tax authorities.

Prevalence and Predictors of Adolescent Overweight/Obesity in a Semi-Urban Area, South-South Nigeria

Background/aim: Obesity is one of the most pressing yet often under-addressed public health concerns worldwide. Initially a problem of developed countries, its prevalence has now increased globally with its attendant consequences. This study aimed to evaluate the prevalence and associated risk factors of overweight/obesity among secondary school adolescents in Yenagoa LGA, Bayelsa State, Nigeria. Study Design: A cross-sectional analytical study was done. Place and Duration of Study: This study was conducted in public and private secondary schools in Yenagoa Local Government Area, Bayelsa State Nigeria between March and May 2024. Methodology: Data collection from 877 adolescents aged 10-19 years was by questionnaires containing questions on their socio-demographic characteristics, diet and physical activity pattern. Weight/height were taken using standard measures, their body mass indices (BMI) were obtained and compared with the World Health Organisation’s BMI z-scores for age and sex. Data were summarised as means and standard deviations for continuous variables and proportions for categorical variables. Bivariate and multivariate regression analysis were used to determine the significant risk factors for obesity. The level of significance was set at P <.05. Results: The prevalence of overweight was 9.0% and that of obesity was 6.3% giving a combined prevalence of 15.3% for overweight/obesity. After bivariate and multivariate regression analysis, the associated significant predictors of overweight/obesity in this study were female gender (AOR = 1.79, P=.04), high socioeconomic status of parents (AOR = 6.14, P=.001), private school attendance (AOR = 3.69, P=.02) and having 1 or 2 children (AOR = 2.78, P=.03). Conclusion: The prevalence of obesity in this study is high and the associated predictors are not far-fetched. Concerted efforts from the family, school and community in form of public health awareness on overweight/obesity, enforcement of mandatory physical exercises and other interventions are needed to reduce this global epidemic to the barest minimum.

Illiberal Memory Politics and Its Institutions in Hungary: The Case of Holocaust Museums

A characteristic feature of “illiberal states” is the setting up of parallel institutions whose main role is to challenge the previously existing, democratically established institutional network’s function. In the case of Holocaust museums, this means new exhibitions which reinterpret the past in accordance with the government’s memory politics. As a result, “illiberal” Holocaust museums often gloss over the responsibility of the local government and the non-Jewish population in the Holocaust. Two Holocaust museums were recently established by the Fidesz government in Hungary: the infamous House of Fates, and the House of Jewish Excellences which exhibits the lives of famous Jewish scientists, artists, athletes etc. In this paper I compare the two exhibitions in order to provide an overview of how “illiberal” memory politics transforms and overwrites the existing Holocaust narrative, and to flesh out the complex ideological, political, and social motives behind this process.

This study discusses the evaluation of the governance of the Personnel Information System (SIMPEG) in XYZ Agencies using the COBIT 2019 approach, focusing on the MEA03 and MEA04 domains. The main purpose of this study is to assess the extent to which the personnel system is in accordance with the applicable information technology governance principles and identify aspects that still need improvement. The approach used is a mixed method through the distribution of questionnaires and interviews to employees who play a direct role in the management and supervision of the system. The assessment was carried out based on the 2019 COBIT capability level model and was strengthened by responsibility mapping using the RACI Chart. The results showed that the MEA03 domain was at a level 3 capability level (Established), while the MEA04 domain had reached level 4 (Predictable). Some weaknesses were found in the aspects of documentation, consistency of implementation, and coordination between units that were not fully optimal. In addition, the involvement of leaders still needs to be strengthened so that the evaluation and supervision process runs more effectively. Based on these findings, this study recommends improving governance policies, routine training, and strengthening the capacity of human resources as sustainable steps to improve the effectiveness and efficiency of IT governance systems in local government environments.

A synthetic control evaluation of the use of pulse oximeters in response to the COVID-19 pandemic in England

ObjectivesTo measure the impact of the use of pulse oximeters in early detection of oxygen saturation deterioration for patients testing positive with COVID-19 in preventing emergency hospital utilisation and death. This intervention was rolled out across England (part of the United Kingdom) as the COVID Oximetry @home programme.DesignCausal inference study informed by linked national administrative and surveillance data-sets to detect the difference in impact of the COVID Oximetry @home programme by comparing areas of the country with high uptake of the programme with areas with low uptake of the programme using generalised synthetic controls.SettingThis intervention was rolled out across all Clinical Commissioning Groups (CCGs) in England, administrative geographical areas often aligned with local authorities. All CCGs were invited to submit participation data to the National Health Service in England. Those CCGs that submitted complete data were included in the study.ParticipantsPatients registered with participating CCGs who tested positive for COVID-19, and where either 65 years of age or over, or clinically extremely vulnerable.OutcomesA&E attendances, emergency admissions, admissions into critical care and mortality within 28 days of a positive COVID-19 diagnosis.ResultsNo differences were detected in the rate of emergency hospital use or mortality between CCGs with high uptake and CCGs with low uptake.ConclusionThe lack of impact detected on all outcomes of interest may simply be due to an absence of impact. Factors that may have impacted the ability to detect an effect are the low uptake of the programme, heterogeneity in the implementation of the pathway, or design limitations of the study.

This study examines the effect of capital and business age on MSMEs income in Mataram City. Capital and business age are important factors that are thought to be able to determine the level of income of MSME actors. This study was conducted on 100 MSME actors in Mataram City using a quantitative approach and multiple linear regression methods as analysis tools. The results of the study indicate that capital and business age have a significant and positive effect on MSME income. This means that the greater the capital owned by MSME actors, the greater the income that can be obtained and the longer a business is run, the higher the income generated due to increased experience and business efficiency. This finding strengthens the theory of production which states that capital and skills (in this case represented by business age) are important factors in creating economic output. The implications of this study provide a warning signal that in order to increase income, MSME actors must pay attention to the availability of sufficient capital and long-term business sustainability. Local governments and related agencies are also advised to provide ongoing financing and training support as a form of more effective and sustainable MSMEs empowerment.

Influencing factors and optimization paths of teachers’ fulfillment of school bullying governance responsibilities in China

The effective fulfillment of teachers’ responsibilities is crucial to the governance of school bullying. Guided by Grounded Theory and utilizing NVivo11 qualitative analysis software, this paper used 316 texts from 55 cases of school bullying in China to conduct open coding, spindle coding and selective coding, analyzed the behavior of teachers, explored the impetus factors and resistance factors influencing teachers’ fulfillment of their responsibilities, and constructed a “two-factors model”. The reasons why these factors in the model affect school bullying governance responsibility of teachers were analyzed through Street-Level Bureaucracy Theory. On the one hand, teachers are legally obligated to provide fair and equitable educational services to students. The media and the public are important forces in monitoring teachers’ fulfillment of their responsibilities. Additionally, leaders from school and the local government such as police department utilize interdependency and gaming relationships with teachers to promote teachers’ fulfillment of their responsibilities. Furthermore, the formulation of laws and policies is an important basis for supervising teachers’ behavior. These factors collectively promote teachers’ fulfillment of school bullying governance responsibilities. On the other hand, teachers have discretion and are difficult to supervise and hold accountable. The interests of different governance subjects may diverge or conflict. Moreover, the complexity and diversity of school bullying exacerbate governance challenges. Furthermore, systems such as laws and policies often fall short in restraining undesirable behavior. These reasons present obstacles to teachers’ fulfilling their responsibilities of school bullying governance. In order to strengthen the impetus factors for teachers to fulfill their responsibilities and mitigate resistance, China needs to optimize the governance path. This involves improving the relevant systems, enhancing publicity, providing education and training for teachers, strengthening the supervision of the local government, the media and the public on teachers, and improving the overall governance environment for school bullying. These measures will encourage teachers to hold themselves to higher standards and effectively fulfill their responsibilities in the governance process of school bullying.

An innovative methodology to assess the vulnerability of earthquake-prone heritage buildings to climate-induced floods in New Zealand

Purpose As climate change continues to escalate, the urgent challenge of protecting heritage structures vulnerable to earthquakes in flood-prone areas cannot be ignored. Conducting thorough vulnerability assessments is essential to tackle this pressing issue, aligning with the United Nations’ Sustainable Development Goals 11 and 13 and New Zealand’s National Climate Change Adaptation Plan. Design/methodology/approach This study introduces an index-based approach to evaluate the flood vulnerability of earthquake-prone heritage buildings in Auckland, New Zealand, taking into account the evolving climate patterns. Data collection involved document analysis, on-site observations and mapping of ten earthquake-prone heritage buildings in Auckland. Findings The results reveal significant variations in 11 identified flood vulnerability indicators across the selected buildings, categorised into “Exposure”, “Susceptibility” and “Resilience”. The type of use, surface condition, number of storeys and finishing material of the façades were identified as the most influential indicators affecting the flood vulnerability of the selected buildings. Originality/value The study’s findings offer significant insights for stakeholders involved in the preservation of earthquake-prone heritage buildings in New Zealand, particularly in the context of increasing flooding risks from climate change. By providing a robust decision-making framework, the study enables local communities, heritage organisations and government bodies to collaborate more effectively in safeguarding cultural assets. The introduction of a quantitative intervention priority index is a valuable tool for assessing flood vulnerability, enabling stakeholders to prioritise resources and actions based on specific indicators. Ultimately, these insights will help protect New Zealand’s rich heritage and support its flood resilience efforts.

Eastern Politicians' Viewpoints on Talent and Issue of Developing Talented Civil Servants in Vietnam

In every era, talent is a special human resource, directly affecting the breakthrough development of the country, locality and each organization. Therefore, competition for talent is an objective reality; leaders and managers often consider talent as an important strategy and policy to gain development advantages for each country, locality and organization. In fact, this issue can be implemented more conveniently in the private sector associated with the autonomy of each organization; but it is a difficult issue for public sector organizations due to the influence of political and legal factors. In this study, the author analyzes the views on talent of some Eastern politicians, including President Ho Chi Minh - Leader of Vietnam, and Chairman Mao Zedong - Leader of China. Based on the analysis of the content of Ho Chi Minh and Mao Zedong's views on talent, the author builds a theoretical framework for research on the development of talented civil servants, including a 3-scale model in the direction of assessing the correlation of the independent scales/variables "Civil servants’ outstanding capacity" (CSO), "Policy for civil servants’ capacity development" (PCS) and the dependent scale/variable "Developing talented civil servants" (DCS). The author conducts a survey of 510 leaders of 170 local government agencies at the commune level representing three regions of Vietnam, including Lang Son province (North), Nghe An province (Central), Tay Ninh province (South). From the analyzed survey results, the author draws research conclusions and discusses policy issues to develop talented civil servants in Vietnam in the trend of social change with the development of digital technology and digital society today.
