Scholars of marine leisure sports and researchers, officials, and businesspeople who suggest measures to promote them all claim that the development of marine leisure sports is being hindered by regulatory-centered legal systems. In particular, the most discussed regulations are the various permits, licenses, and registration systems that correspond to entry regulations related to marine leisure sports, and since they are closely related to general administrative laws and regulations such as permission for use of public waters and permission for use of natural parks, the burden seems to be increasing. In addition, looking at the recently implemented 「Marine Leisure Tourism Promotion Act」, this law only contains slogans for simple support and promotion efforts, and does not present a correct understanding of regulations and a direction for deregulation based on them. However, considering the risks and dangers that inevitably accompany the use of the ocean for leisure or sports, it seems fundamentally proportional from a safety law perspective that it is subject to greater regulation than that on land. The problem is not the regulation itself, but the fact that the concepts of the permit and registration system based on relevant positive laws are not properly understood in the marine leisure sports field is considered to be one of the causes of the problem. ① The pilot license should be designed to resolve overlapping issues and unreasonable unlicensed penalties. ② The water leisure business registration system should not be operated in a positive manner, such as a permit. ③ The term ‘registration’ in the water leisure laws should be understood in various ways as a concept of various administrative laws, and should be understood and operated so that the significance of the negative method can be highlighted. ④ In the establishment of a marine space plan that includes marine leisure sports, marine leisure sports, water leisure activities on the sea surface, and especially in the case of natural parks or natural conservation areas, whether they affect the protection of various environments, ecosystems, and species diversity pursued under the natural park laws or natural environment protection laws, should be implemented through a cost-benefit analysis through risk assessment and communication. In addition, this plan should move in the direction of recognizing legal binding force in the ‘consultation on the suitability of marine space,’ but there is a diagnosis from maritime administrative law scholars that it is still just an ‘inductive plan.’ This is because there is no legal basis to prevent or force the government or local government from using or developing marine space without the consent of the Minister of Oceans and Fisheries after consultation. In this regard, the administrative plan confirmation procedure under administrative law and the discussion on its concentrated effectiveness should be applied. ⑤ The issue of ‘abandoned boats’ should be the subject of environmental law discussion, and in the future, it should be developed into a discussion on state responsibility and its limitations under safety law.

Tourism is a worldwide industry that is associated with global risks. Tourists from various countries are susceptible to diseases that are transmitted as a result of ecological, genetic, and human-related causes. Presently, the escalating spread of viruses, epidemics, and pandemics exemplify the adverse repercussions of globalisation, resulting in fatalities and substantial economic downturns due to their detrimental effects on the tourism sector. During the COVID-19 pandemic, unique and long-lasting risks made many tourism-related companies very difficult to run; they even risked survival. Because of this, we need a better understanding of the factors that affect or improve supply chain resilience. Addressing the public health sector of tourists is a pressing concern in such a scenario. This study seeks to examine the management of tourism, specifically focusing on the role of top management support, communication, and organisational culture in supply chain resilience. A particular focus is made on the impact of top management support, communication, and organisational culture on supply chain resilience, as well as the impact of supply chain resilience on supply chain performance. A total of 128 pieces of information were collected from various tourism sector organisations to analyse the potential relationship between the variables. Among respondents, there were 35 females and 93 males. SPSS 23 and SmartPLS, both based on structural equation modelling, are used to perform tests on the obtained data. The investigation findings indicate that the support of top management, communication, and organisational culture substantially improves supply chain resilience in the tourism sector. Furthermore, research has demonstrated that a higher level of supply chain resilience positively impacts the overall performance of firms engaged in providing tourism services. Enhancing the efficiency of the supply chain can decrease the health hazards faced by tourists, leading to an overall improvement in public health within the tourism and leisure business.

This article analyses the socio-spatial reconfigurations of a specific Pyrenean tourism area, the Ax valleys in Haute-Ariège, within a “transition” context of an economic model that is gasping for life, that of ski resorts. Through the prism of radical geography, namely relying on the works of Henri Lefebvre and David Harvey, it questions the opportunity that this pivotal moment could very well represent in terms of a geographical restructuring of capital which tends to (re)produce a space of its own. Using the results of a field survey carried out among inhabitants of the Ax valleys and actors in the Pyrenean mountains tourism development process, this article highlights the gap between the conceived space, designed by the actors of said planning, and the space that is actually lived by its inhabitants. On the one hand, the conceived space resembles a leisure business in which public and private partners join forces to make the necessary investments in order to run it while also having a tendency to absorb each resource for profit. The image of the territory, its “collective symbolic capital” linked to tourist imaginaries, is also exploited to boost its attractiveness and bring in new tourists, residents and businesses from the cities. We show how this territory acquires a certain centrality, representing a reserve for the city, both in terms of land and in a symbolic sense. On the other hand, the conceived space overrides the lived space by limiting inhabitants’ opportunities to appropriate their territory, especially those who are less privileged. The logics of tourism development challenge the liveability of the territory, especially given the subsequent difficulties of access to housing, but also due to the lack of places for social bonding and collective organisation of the inhabitants.

Purpose: The purposes of this study are to estimate the economic value of a marine healing project using the contingent valuation method (CVM) and to present the validity of investment for government and municipalities in marine sports and tourism.BR Method: In order to achieve the purpose, this study used CVM to a total of 297 residents of B Metropolitan City over the age of 20 who were able to pay taxes. Th deata were analyzed through SPSS 24.0. A binary logistic regression model was conducted with a dichotomous dependent variable, willingness to pay (WTP) and independent variables such as demographic data andn tierest, support, and awareness of the relevant policy were input in the logistic model. The economic value of marine healing project incorporating marine leisure business was also estimated by using the CVM model suggested by previous studies.BR Results: The following main results were derived from this study. Firts, the logistic regression mode l for analyzing WTP determinants was statistically significant, Χ²(31, N=297)=79.781, p=.000. The model explained between 23.6% and 31.5% of the variation in WTP. Amogn the independent variables, education, occupation, income, and support in the policy were foundto be significant factors to WTP. Second, the amount of WTP mean was calculated as 5,167 won per person and the percentage of WTP was 52.5%. The annual economic value of the marine healing project was eismt ated at KRW 41.948 billion. For nonpayment reasons, ‘No thought’ was most frequently mentioned, followed by ‘No financial leeway’, ‘Lack of fairness in payment’, etc.BR Conclusion: Therefore, this study shows that higher public goods value is estimated if a project is carried out in a form fused with tourism for the purpose of healthcarbe y using these marine contents rather than simply enjoying tourism.

Currently, sharing economy business models play a significant role in the economy (Quang, 2021). The emergence of such models has generated new business opportunities, such as Airbnb and Uber, which are well-known global leisure businesses (Lee et al., 2021; Tseng & Chan, 2021). Using binary regression analysis, this study investigated the factors influencing the leisure business-sharing economy in Thailand. Since there are few studies on the sharing economy in Thailand, this research could be beneficial to Thai sharing economy leisure enterprises. The findings revealed that the sharing economy (online music — Spotify) could be described using Twitter and Line. The sharing economy (online accommodation — Airbnb) could be described using Facebook, Twitter, and YouTube. The sharing economy (online taxi service — Grab) could be described by being a student and Line. Because more service providers will appear, businesses must adapt significantly, and everyone has an equal opportunity to enter the sharing economy through simple and easy social media. To strengthen community cooperation, create a sense of security and peace of mind, and reduce the gap in consumption of goods and services in the sharing economy, comprehensive and consistent relevant laws are required for the development of the next phase in resource sharing.

The article considers the impact of physical activity during fitness classes under the program Healthy Back on the functional and psychological state and indicators of physical fitness in 30-35 year-old women. The fitness pro-gram Healthy Back for middle-aged women has been theoretically justified and developed; the effectiveness of the program has been evaluated. There were used the following research methods: analysis of scientific and methodological literature, testing women’s functional and psychological state, level of their physical fitness, pedagogical experiment, methods of mathematical and statistical data processing. Healthy Back is a fitness program designed for rehabilitation and prevention of spinal diseases. A set of special physical exercises for developing the mobility of the spine and strengthening the back and abdomen muscles were selected individually depending on the diagnosis and are recommended for men and women regardless of age and physical development. The main objectives of the fitness program are: strengthening the muscular corset of the spine, muscles of the buttocks, developing the spine flexibility, forming correct posture, strengthening the deep muscles of the back, developing coordination. Training sessions on the developed complex are conducted in several stages in accordance with the principles of physical culture. At the first stage (from 3 to 10 classes depending on the disease) the Healthy Back program proposes stretching exercises for the back and abdomen muscles, which help prepare the body for the upcoming work, relieve excessive tension and relax the sedentary areas of the back. At the second stage muscle-strengthening exercises with yoga elements are recommended. And at the third, “supporting” stage the musculoskeletal system and the ligamentous apparatus of the spine undergo the complex impact of the program. The study was conducted as practical training in the form of recreational activities in leisure business. The developed complex including both generally adopted and newly developed exercises, can be recommended to the trainers and instructors of fitness clubs for structuring the coach activities. The research data can be used in developing the programs of physical culture and sports.

The purpose of this article is to explore risk management analysis for the sport and leisure business in Malaysia during a Novel Coronavirus assault. The Wuhan Municipal Health Commission reported 27 instances on December 31, 2019 in Wuhan, China. According to reports, the virus originated in the Wuhan South China seafood market and spread around the world (Wuhan Municipal Health Commision, 2019). Until February 2020, the number of patients increased on a daily basis all across the world, including Malaysia. According to data from the Malaysian Ministry of Health, the total number of deaths is 37 as of June 6, 2020. (Ministry of Health Malaysia, 2020). The research method used is through observation from refereed sources and related to the field of sports associated with the covid pandemic 19. In addition, this study also evaluates risk management practices for the sports sector especially in the field of sports and recreation conducted in Malaysia faced of the Covid-19 pandemic until now. Various obstacles and issues related to management practices are discussed in this study. As a result of this study, we can see the sports sectors affected by the covid -19 pandemic and risk management practices that can help athletes and coaches avoid covid 19 infections during matches. Through this study as well, can be used as a reference to the sports industry and athletes during sports matches during this covid -19 pandemic.

The position of cultural regeneration to develop social and economic growth in a post-black economy district like a former sex leisure business is becoming a thought-provoking investigation. This research focuses on a specific observation to find the relationship between regeneration and former prostitution in culture-led urban reinforcement to develop through the creative industry? What are the influences behind the rise of culture-led borough redevelopment in such a place of ex-prostitution? This research used the post-positivism paradigm with qualitative method approach. Some of the opinions behind the growth of culture-led urban regeneration have linked not only in cultural icon and urban identity but also in community consolidation to support the creative industry elaboration. Further, the products of culture-led urban renewal, we can say youth movements, has the assumption to potentially advance the local cultural policy discourses within creative industry outcome. This research presents the effect of accepted place in Dolly, the ex-biggest well-organized prostitution in southeast Asia located in Surabaya, Indonesia. It implication is to show the result of observations and experiences conducted with the local youth community, Melukis Harapan, as a cultural flagship development subject that successfully transform Dolly into an education-tourism-based creative village.

The sale of services is a determining factor in the leisure business, because it is the company's main source of income. In order for maximum income to be obtained, an effective and efficient Internal Control System (SPI) is needed to reduce fraud that occurs in the company so that revenue can be maximized. SPI at Bandung Giri Gahana Golf & Resort is still ineffective because it lacks supervision and does not implement Standard Operating Procedures (SOP) by the frontliners. Therefore it is necessary to conduct an evaluation to assess how effective and efficient the existing SPI is and what recommendations are needed to improve it. This study aims to evaluate and analyze and design SPI at Bandung Giri Gahana Golf & Resort. The research was conducted using a qualitative descriptive method with a case study approach. Data collection was carried out by documentation, observation and interviews.

수상레저 분야의 발전과 다양화 그리고 이용자 범위의 제한 없는 영역으로 남녀 노소 구분 없이 누구나 쉽게 접근이 가능해 졌으며, 특히 수상레저사업의 경우 수상 레저기구와 콘텐츠의 다양화 그리고 개인의 수상레저기구 관리 및 유지의 어려움 등 현실적 제약의 문제 등으로 인해 모든 수상레저 활동 범위의 약 80% 이상을 차지하 고 있다. 그럼에도 불구하고 1999년 제정되어 2000년 2월 9일부터「수상레저안전법」이 시행된 이후 현재까지 「수상레저안전법」의 수상레저사업장과 관련된 안전관리 규정 은 급변하는 현실을 충분히 반영하지 못하고 있음을 인지하여 이를 위한 개정 방안 을 연구하고자 진행 되었다. 특히 수상레저사업장에서 조종면허를 소지하지 않은 자에게 동력수상레저기구를 들려주는 행위의 위험성과 실질적 안전관리에 공백이 발생하는 원인으로 보이는 영업구역의 범위 및 안전요원의 배치 형식에 대한 문제, 수상레저기구의 출입항 통제 및 관리 방법의 부재로 인한 안전상태 확인 및 구조 대응의 어려움 등 수상레저사업 장 이용객의 미흡한 안전관리 문제점 등을 확인 하였다. 또한 안전관리 강화를 위해 다른 법령 등에서 제시하고 있는 사항들에 대하여 확 인하고 수상레저안전법과의 차이점 등을 연구하여 국민의 생명과 안전을 보장하기 위한 실질적 안전관리를 위해 현행법의 개정 방안과 정책적 제안을 통해 동법이 나 아가야 할 방향을 제시하고자 한다.

The tax is a compulsory contribution of citizens to the government and is imposed on the public based on the provisions of applicable law. Consideration of the cost of goods sold for a product and how to calculate restaurant taxes is one of the crucial things in a restaurant business, in an era where UMKM have been increasingly prioritized by the government to build a stronger national economy, pricing and tax calculation for a product is very important by the business of the people or companies. One type of tax whose potential is growing along with the increase in the leisure or tourism business is restaurant tax. This study aims to determine the application of restaurant taxes on the main cost of selling at geprek jo restaurant. The analytical method used in this thesis research is a qualitative descriptive method. Geprek Jo restaurant is a restaurant with a mainstay menu of Chicken and Tuna in Geprek with special chili seasonings Geprek Jo restaurant which was established in September 2018. Calculation of cost of goods sold consists of raw material costs, direct labor costs and costs restaurant overhead, and calculate initial inventory, ending inventory, purchases and production in progress. The results of the calculation of cost of goods sold which require inventory elements get a smaller figure than the selling price of the product after classification. Then there are still benefits for the company. The results obtained that the cost of goods sold at Jo Geprek Restaurant is influenced by restaurant taxes.

Leisure agriculture is a new industry that applies agricultural resources to leisure and recreational activities to meet the needs of tourists, increase farmers’ income, and then increase the value of agriculture. The purpose of this research is to develop structured evaluation indicators to analyze the comprehensive development of leisure agricultural management, and becomes a business model that can be quantitatively replicated. The study after screening by the Delphi Method, the five evaluation aspects of “corporate organization operation”, “leisure agricultural resources”, “maintenance of the operating environment”, “maintenance of surrounding facilities” and “operating performance” and 21 evaluation criteria are established. The research results show that leisure agriculture enterprises can be used as the evaluation aspect and evaluation criteria for leisure agricultural operations. Besides, according to the technical analysis of Delphi method, leisure agricultural operations should pay attention to the smoothness of internal operations and key processes of the enterprise organization, and strive to integrate resources inside and outside the enterprise. Only with the concept of integrated development can we create sustainable management of leisure business.

La animación turística es considerada uno de los elementos importantes dentro de la concepción estratégica de cualquier instalación; las entidades de ocio y recreación juegan un papel esencial para el disfrute de los visitantes y la planificación de actividades de animación las convierte en un factor diferenciador con respecto a la competencia local existente. La ausencia de programas de animación, o la existencia de estos, pero basados en actividades repetitivas y poco novedosas para el cliente, constituyen problemáticas evidentes en muchas entidades de ocio de Cuba. Tal es el caso del club de jazz La Zorra y El Cuervo, entidad que cuenta con una programación artística basada únicamente en las presentaciones diarias de grupos de jazz conocidos por los amantes del género. De ahí que, el propósito fundamental de este trabajo es diseñar un proyecto operativo de animación turística basado en actividades interactivas vinculadas al jazz para el club La Zorra y el Cuervo. Para dar respuesta a este objetivo se utilizaron tres procedimientos dentro de los métodos teóricos: abstracción e integración; inducción y deducción; análisis y síntesis; en los empíricos: el método de la encuesta como: la observación científica, la entrevista y el cuestionario dirigidas a clientes, permitieron determinar las actividades recreativas que conforman el proyecto operativo de animación de la entidad objeto de estudio, junto a un análisis de pre-factibilidad del mismo.

Even though coopetition in the context of tourism is not new, research lacks concrete examples within the leisure business and about its effects on local communities. Hence, this study investigates a super-regional alliance of tourism and leisure suppliers as well as its effects on the community in the region of Tyrol, Austria. In the framework of 60 guided interviews, all organizations engaged in the Leisure Card Tirol (LCT) were contacted and questioned. The analysis of the qualitative data shows the motives for joining the alliance are either economic or non-economic in nature, and thus the alliance is evaluated differently by the various suppliers. Several corporations including swimming pools, ice skating rinks, museums, a football stadium (limited access), and mountain railway companies attract more locals to consume leisure (a partly merit good) due to their membership in the LCT alliance. However, the suppliers’ heterogeneity in respect of their management (governmental, private, and mixed forms) is suggested to be the reason behind the LCT’s financial survival. In summary, intentional coopetition in the context of a super-regional year-around pass may be a sustainable model of increasing a local community’s welfare by providing affordable leisure activities, although some minor and major issues on the part of the suppliers might occur.

“Frontier tourism” or tourisme de partage is a genuine typology of tourism which has these four features: space (geographic), time (historic), experience (motivations and behaviours) and sharing cultural heritage (material or immaterial). The border lands of Alto Vinalopó (Alicante-Spain) have a paradoxical and dual element in the sense that they operate as a territory with common customs and traditions which share many similarities with other territories, but at the same time they show a number of contrasts and peculiarities. Reorganized now as potential tourist attractions, these deep-rooted ethnographic displays are becoming consumable products, which are struggling to find a differential position in the leisure business. This article is aimed at illustrating this process, analysing its sociocultural, economic and promotional variables by considering a particular event: the Moors and Christians festival in Villena. These ancient celebrations convey their own values and signs of identity which have also served to stimulate and diversify the local economy. Besides, after being officially declared in 2015 a national tourist attraction, with the “4th September, All Mad” campaign, this festival has generated challenges, uncertainties and opportunities for tourist development which will demand the right creative strategies and economic management to succeed.

ABSTRACTAs the “hot topic” of tourism and leisure activities, hot springs are gradually becoming the development direction in integrated resorts. Compared with other regions in central China, Henan has unique conditions of hot spring resources, but relevant industries have developed slowly due to their development time limes and mode. In this paper, the spatial & temporal distribution of resources, star ratings, themes and the influence of new media use are discussed, based on the temporal and spatial evolution of integrated hot spring resorts in Henan province from 1993 to 2014. The satisfaction factors of resort customers were analyzed through empirical investigation. The results show that there are five key satisfaction factors; namely, the quality of hot springs and service regime, the sightseeing & leisure environment, business services, catering services, and sport and recreation opportunities. IntroductionChina maintains a special relationship with North Korea, because of the traditional friendship that was first established by Mao Zedong and Kim Il-sung during the Korean War in the 1950s. Although North Korea's first nuclear test in 2006 caused uncertainty regarding bilateral relations, high-level official visits continued (see Table 1). Table 1 shows the mutual visits by top leaders between North Korea and China since 2006. Every year for the past seven years, there has been at least one ministerial-level visit from one side to the other. On the Chinese side, former Prime Minister Wen Jiabao, current Prime Minister Li Keqiang (vice prime minister at the time of the visit), current President Xi Jinping (vice president at the time of the visit) and current Vice President Li Yuanchao have all paid visits to North Korea. Despite fluctuating tension between North Korea and South Korea, relations between China and North Korea have entered a different stage, especially noticeable when new leaders came into power in both countries. Xi Jinping was elected president of China during the 18th Plenary Conference of Chinese Communist Party (CCP) on November 15, 2012. After the death of his father, Kim Jong-il, in December of 2011, Kim Jong-un became the 1st Chief of Committee of National Defense Committee on April 13, 2012.Since 2006, the United Nations has authorized four rounds of sanctions on North Korea, which mainly limit the import of nuclear- and missile-related equipment and technologies.1 As a result, trade between North Korea and the rest of the world has been affected. The trading of goods and services that were excluded from the sanctions still continue between North Korea and the outside world, including China. Tourism is also an important sector that has not been stopped by the sanctions.From the demand side, China is the neighbor of North Korea, and being a large market, China's economic environment provides a sound basis for tourism. China's per capita GDP reached about 6,000 USD at the official exchange rate and about 9,000 USD in purchasing power parity in 2012. According to empirical research, the tourism and leisure industry of a country will have strong growth when per capita GDP reaches 3,000-5,000 USD. Consequently, customers will have high expectations of service quality.2As more Chinese citizens travel abroad for sightseeing, more destinations are being approved by the Chinese government, after examination of mutual diplomatic relations and the security situation in those destinations. A destination must have unique value to offer to tourists. Several aspects of North Korea are attractive to Chinese tourists. The war in the 1950s left a deep impression on many Chinese, as well as on their relatives and friends, particularly those who served as voluntary soldiers. These individuals go to North Korea hoping to revisit former battlefields to see how they have changed.Members of the younger generation, born after the 1970s, grew up during the fast economic development and all around policy reform that has taken place across China in recent decades. The outlook of China changed, or became modernized, greatly after the 1980s. This makes it hard for members of the younger generation, especially those living in urban areas, to understand China's past, as they cannot find tangible elements or memories from China's history. North Korea's slow change and growth since the 1950s, plus its isolationist policies, make it a showpiece which resembles China's history. For younger Chinese, North Korea is an ideal place to learn about China's past, due to its centrally planned economy, egalitarianism, and strictly managed society. For these individuals, the main attraction is related to the spiritual, rather than the material, side. On the other hand, some Chinese investors are trying to find business opportunities in North Korea and they also join tours of the country.Curiosity will drive people to tour new destinations. …

본 연구는 수상레저 활성화를 위한 선진국의 관련규제 분석 및 개선 방향을 제시하기 위해 수행되었다. 이러한 연구목적을 달성하기 위해 수상레저 선진국인 미국, 영국, 호주 및 일본의 수상레저 면허 및 교육, 등록 및 검사 그리고 사업에 대한 사례 분석을 실시하였고 국내 수상레저 활동자와 종사자들에게 면허 및 교육, 등록 및 검사 그리고 사업의 애로사항에 대한 인식도를 실증적으로 분석하였으며 다음과 같은 결론을 도출하였다. 첫째, 수상레저 면허제도에 대한 필요성은 '필요하지않다'가 높게 나타났으며 그 이유로는 '교육으로 대체가능'하기 때문이라는 응답이 가장 높았으며 반대로 면허제도가 필요한 이유로는 '수상레저 활동의 안전' 확보로 나타났다. 또한 수상레저 면허 제도의 문제점으로는 '운영제도의 어려움'과 '운영기관의 부족' 등의 순으로 나타났으며 면허제도의 개선방향으로는 '교육기관 및 인력확대', 그리고 '단계별 교육 차별화' 등의 순으로 나타났다. 둘째, 수상레저 등록 및 검사제도의 개선의 필요성에서는 '수상레저기구 등록절차 간소화', '수상레저기구 등록 및 검사기관 확대 필요성' 그리고 '수상레저기구 등록범위 확대 필요성'에 대한 인식도가 높은 것으로 나타났다. 셋째, 종사자들이 인식하는 수상레저사업장의 애로사항으로는 '수상레저기구 입출항 신고 절차의 복잡성', '수상레저사업 신고 및 등록 절차의 복잡성' 그리고 '수상레저 활성화 지원 정책 및 제도 미흡'등의 순으로 나타났다. 결론적으로 국내 수상레저의 활성화를 위해서는 수상레저 활동자들에게는 면허 및 교육제도의 접근성과 편리성을 확보하고 종사자들에게는 수상레저사업의 복잡성을 해결해 줄 수 있는 지원정책의 수립이 지속적으로 이루어져야할 것이다. 즉 수상레저 활동과 사업을 규제하고 있는 수상레저안전법은 수상레저 활동자 및 종사자들의 수요와 요구를 반영할 수 있도록 지속적인 개정 작업이 이루어져야 한다. The purpose of this study was to analyze the perceptions to improvement directions of related regulations for water leisure activation. In order to accomplish such study purpose, the study utilized a survey methodology with 205 water leisure participants and 117 water leisure business employees. In addition, this study attempted to review the license and education system, registration and inspection system and business organizations from the advanced countries such as US, British, Australia and Japan. Accordingly, following findings were derived from current study. First, the problems of current license system included difficulty of operating the system and deficiency of operating organizations, and the improvement directions included expansion of education organizations and differentiation of education based on levels. Second, the improvement directions of registration and inspection included simplification of registration procedures and expansion of registration and inspection organizations. Third, difficulties perceived by business employees included complexity of entry and departure, complexity of registrating water leisure business and insufficiency of supporting business policies. In conclusion, water leisure related regulations including Water Leisure Safety Act need to be reformed continuously to reflect changing demands and needs from participants and business sectors.

본 연구는 수상레저 활성화의 제약요인과 발전방안에 대한 인식도 차이를 비교분석하기 위해 전국 6개권역의 수상레저 활동자와 종사자에 대한 설문조사를 실시하였고 다음과 같은 결론을 도출하였다. 첫째, 선행연구를 통해 도출된 20개의 수상레저 제약요인 중 면허제도, 활동제한 규정, 출항신고규정, 전담조직부재, 정보제공미흡, 참여이벤트 부족 그리고 지원정책 제도 등 6개 요인에서 활동자들이 인식하는 제약수준이 종사자들보다 높은 것으로 나타났다. 둘째, 수상레저 활동의 제약요인으로는 출항신고규정, 활동제한규정, 면허제도, 지원정책 부재, 계류시설 그리고 전담조직 부재 등에 대한 우선순위가 상대적으로 높게 나타났다. 셋째, 수상레저 활성화 방안에 대한 인식도 차이에서는 활동자들은 면허 및 연수비용 지원, 프로그램 다양화를 중요하게 인식하고 있었으며 반면 종사자들은 교육인력 배치와 대회유치홍보 요인을 중요하게 인식하고 있었다. 마지막으로 수상레저 발전방안으로는 무료체험활성화, 마리나개발촉진, 면허연수비지원, 프로그램다양화 그리고 사업자지원 등의 요인에 대한 중요도가 높게 나타났다. 이러한 연구결과는 정부와 지자체가 수상레저 활성화를 위한 지원 정책을 수립, 시행에 필요한 수상레저 활동자와 종사자들의 요구를 반영할 수 있는 기초자료를 제공한다는데 의미가 있다. The purpose of this study was to analyze perceptions to hindering factors and development factors for water leisure activation. In order to accomplish the study purpose, this study employed a survey method with water leisure participants and employees from 6 regions(participants=205, employees=117). The data were analyzed using independent t-tests at a=.05 and following findings were derived from current study. First, among 20 hindering factors, water leisure participants had higher levels of perceptions than employees in licence system, limited activation regulation, departure report regulation, absence of exclusive organization, lack of providing information, lack of participative events and support systems. Second, relatively highly perceived hindering factors included departure report regulation, limited activation regulation, licence system, lack of government support, lack of mooring facility and lack of exclusive charged organization, in order. Third, the important development factors perceived by participants included support for licence and education and diversified water leisure programs but those perceived by employees included placement of educated experts and related event host and publicity. Finally, relatively highly perceived development factors included activation of free experience, promotion of marina development, support for licence and education, diversified programs and support for water leisure business. Accordingly, the findings provided fundamental information that both central and regional government can utilize for further activating water leisure. In addition, several development strategies were discussed on financial support, facility support, human resource support, education support and event support perspectives.
