The phenomenon of high employee turnover in the Micro, Small, and Medium Enterprises (MSMEs) sector, including at the Gurilem Tofu Factory in West Bandung Regency, is the main focus of this study. The high rate of employee turnover is considered to have a negative impact on operational efficiency, internal stability, and overall business sustainability. High turnover creates uncertainty in production rhythms, increases training costs for new employees, and decreases productivity. Based on these conditions, this study was designed to answer three main research questions: what communication patterns are implemented by business owners, to what extent is the relationship between effective communication and employee turnover, and what strategic recommendations can be implemented to improve communication patterns in order to reduce turnover rates. The purpose of this study is to identify, analyze, and evaluate the communication strategies of business owners in building more stable, harmonious, and productive work relationships. This study is based on the theory of effective communication which includes five main indicators, namely: understanding, enjoyment, influence on attitudes, improving interpersonal relationships, and encouraging action. In addition, the theory of employee turnover is used as a foundation to understand the factors causing resignation intentions, such as job dissatisfaction, lack of recognition, and limited development opportunities. The approach used in this study was descriptive qualitative, with data collection methods including in-depth interviews, direct observation, and documentation with the owner and two employees. Triangulation techniques were applied to ensure the validity and reliability of the data. The results indicate that the communication patterns implemented by the business owner largely met the criteria for effective communication, such as delivering clear instructions and using polite language. However, obstacles remained, such as a lack of firmness regarding disciplinary violations and a lack of initiative in building team cohesion, which contributed to the high turnover rate.

The objective of the operational audit is to analyze whether the disbursement process and the cost accountability for official travel and study assignments have been running effectively and efficiently in accordance with the Standard Operational Procedure (SOP) in the university, and identify problems that arise as a result of the inefficiency and ineffectiveness of the accountability process at XYZ University. The research method used in this research is descriptive analysis by collecting data so that it can provide a fairly clear picture of the object under study to make conclusions. In addition, researchers collect and process the results of questionnaires related to internal control and conduct interviews with related parties. From the research conducted, it is known that the costs of official travel and study assignments are uncollectible advances that arise because there is no responsibility for these costs. Internal control over the provision of official travel costs and study assignments is considered effective, but accountability for these costs is considered less effective. Apart from this, the accountability for costs that have been incurred but canceled by means of returning the down payment is deemed inefficient. The main cause of the ineffectiveness and inefficient of this procedure is the lack of firmness in imposing sanctions on employees who do not carry out accountability for the costs of official travel and study assignments. The recommendations put forward by researchers need to be implemented by the university as a step towards improving the procedure for giving and accounting for costs for official travel and study assignments. Keywords: Operational Audit, Cost, Down Payment.

ABSTRACT CEOs play a vital role in formulating corporate digital transformation and their cognitions and behaviours are often shaped by their experience. However, few studies have explored the impact of CEOs’ experience, especially foreign experience, on firms’ digital transformation. Drawing on upper echelons theory, we examine how CEO foreign experience affects corporate digital transformation. Since CEO foreign experience is one valuable human capital resource, we also examine how it interacts with other firm resources to affect digital transformation. Using a large sample of Chinese listed firms from 2007 to 2019, we find a significantly positive effect of returnee CEOs on corporate digital transformation. This effect is also strengthened by firm slack but weakened by the presence of digital leaders. Overall, our study suggests that returnee CEOs matter for corporate digital transformation, offering important implications for firms and government in emerging economies.

The issue of discipline among civil servants is considered one of the bureaucratic pathologies. This can hinder the progress and effectiveness of government, leading to delays in decision-making and a lack of accountability. The Regional Personnel and Human Resource Development Agency (BKPSDM) of Sukabumi City has implemented a reward and punishment system in an effort to improve employee discipline. This study aims to explore the extent to which the application of reward and punishment impacts the improvement of employee discipline in the Sukabumi City government. The method used is a descriptive research approach with a qualitative perspective, employing instruments such as observation, interviews, and documentation. The results of this study indicate that the implementation of the reward and punishment system in the Sukabumi City government has been effective and has had a positive impact on employee discipline. Governments around the developing world face pressure to intervene actively to help jobseekers find employment. Two of the most common policies used are job training, based on the idea that many of those seeking jobs lack the skills employers want, and job search assistance, based on the possibility that even if workers have the skills demanded, search and matching frictions make it difficult for workers to be hired in the jobs that need these skills. However, reviews of the first generation of evaluations of these programs found typical impacts to be small, casting doubt on the usefulness and cost-effectiveness of these programs. This paper re-examines the arguments for whether, when, and how, developing country governments should undertake job training and job search assistance policies. We use our experience with policy implementation, and evidence from recent impact evaluations, to argue that there is still a role for governments in using these programs. However, success depends critically on program design and delivery elements that can be difficult to scale effectively, and in many cases the binding constraint may be a lack of firms with job openings, rather than a lack of workers with the skills to fill these openings.

Legal protection for children has not been effective and there are still children who are victims of bullying. Bullying is an action that hurts the victim both physically and psychologically. The occurrence of bullying is a form of violation of children's rights which is regulated in the Child Protection Law, so perpetrators must be dealt with firmly by imposing criminal sanctions which are also regulated in the Child Protection Law. The purpose of this writing is to find out legal protection for children who are victims of bullying, especially repressive legal protection. It uses a normative juridical method that prioritizes primary legal material of the Child Protection Law. The final result is that the regulation of criminal sanctions in the Child Protection Law is cumulative and there are regulations for minimum and maximum criminal threats, so that judges in giving decisions on criminal sanctions can be minimal. This lack of firmness in setting sanctions does not provide a deterrent effect for perpetrators and other people who continue to carry out bullying actions against children.

Researchers conducted research at the Southwest Sumba Regency Environmental Service. This research aims to determine the implementation of government policy in the provision of regional waste final disposal sites in Southwest Sumba Regency along with the inhibiting factors. This research method is qualitative, with data collection techniques using observation, interviews, and documentation. The results of the research show that: (1) the implementation of the Southwest Sumba Regency Regional Regulation policy Number 12 of 2019 concerning Final Disposal Sites for regional waste in Southwest Sumba Regency has not been implemented, this is due to the communication and socialization aspect of reducing regional waste. Consistency is also still minimal because there have been no firm efforts to implement administrative sanctions for business actors who do not pay fees or people who throw rubbish at illegal waste dumping sites. Based on the research results, most of the human resources implementing this policy, especially supervisors, only have a bachelor's degree or equivalent at the Environmental Service of Southwest Sumba Regency. Limited budgets make it difficult to procure machines for waste recycling, considering that the price per unit is expensive and it is not yet possible to provide them to villages, sub-districts, and the, entire community in Southwest Sumba Regency. Facilities and infrastructure are also limited, as many tools are in a damaged condition. Temporary disposal sites in several sub-districts have limited waste capacity. In terms of organizational structure, there are Standard Operating Procedures related to the provision of Regional Waste Final Disposal Sites and fragmentation involving the Southwest Sumba Regency Environmental Service. (2) Factors inhibiting the implementation of policies regarding final waste disposal sites in Southwest Sumba Regency, low public awareness of waste disposal, lack of firmness in implementing sanctions, lack of human resources, and budget limitations.
