The web-based information resources are any kind of information resources that are received from various websites in the form of verbal, non-verbal, pictorial, auditory, written, video, podcasts, documentaries, movie, e-books etc. The necessity of web-based information resources is felt not only by students and academicians and scholars but by every human on earth, this is because of its easily accessible and “create and share” nature. The educational institutions of all levels are seen accessing and relying upon these web-based information resources. The Ph.D. research scholars are seen using the web-based information resources in abundance for their research purpose. Thus, this study prioritizes to find out the difference between male and female Ph.D. research scholars of Dibrugarh University in their attitude towards using web-based information resources and difference among Arts, Commerce, Science stream Ph.D. research scholars of Dibrugarh University in their attitude towards using web-based information resources. The researcher found that there was no difference between Male and Female Ph.D. Research Scholars of Dibrugarh University in their attitude towards using Web-Based Information resources. There is a significant difference in the attitude of the Arts and Science Stream Ph.D. Research Scholars towards using Web –Based Information Resources. There is a significant difference in the attitude of the Arts and Commerce Stream Ph.D. Research Scholars towards using Web –Based Information Resources. Whereas, there is no significant difference in the attitude of the Science and Commerce Stream Ph.D. Research Scholars towards using Web –Based Information Resources.

A novel heuristic algorithm for solving engineering optimization and real-world problems: People identity attributes-based information-learning search optimization

With the scale and dimension of engineering optimization and real-world problems increasing, it will be difficult to find the optimum solutions. This paper proposes a novel people identity attributes-based heuristic technology, named the People Identity Attributes-based Information-learning Search Optimization (ISO), inspired by people’s psychological assessment and learning behaviors for information resources based on the social status-based identity attribute and the self-survival demands-based identity attribute. For the former, a four-level information delivery mechanism is constructed through leader, manager, executor, and freelancer, emphasizing global optimization. For the latter, the staged transforming model based on random accumulation and directed induction behaviors are constructed according to self-survival demands, emphasizing global optimization and exploration. The dual identity attributes-based search strategy emphasizes psychological assessment and selection for the information loss, including the learning behavior for two kinds of information resources with different identity attributes, and the recovering behavior for the information loss by constructing the information resilience equation, which emphasizes local optimization and exploitation. This paper qualitatively analyzes the swarm behavior, search history, and the exploration and exploitation capabilities of ISO. The optimization performances are quantitatively analyzed for ISO and 9 competitive algorithms on 39 benchmark tests, including the convergence, solution accuracy, robustness, sensitivity, significance, statistical investigation-based Wilcoxon test and Friedman test. The scalability of ISO is investigated on CEC2017 (30Dim, 50Dim, 100Dim) and the latest CEC2022 (10Dim, 20Dim) suites. The results reveal that compared to other competitive algorithms, ISO possesses best computing performance with ranking the first in all competitors. In addition, the proposed ISO and 12 competitors consider 10 constraint engineering optimization problems and the real application of path planning with multiple obstacles, suggesting that ISO possesses significant optimization performance.

Unfair competition and competitive intelligence: problems of qualification

The article deals with the problems of legal qualification of the forms of behavior of economic entities known under the literary names of competitive intelligence and industrial espionage.An analysis of the current Russian legislation shows that in the domestic legal space there are no independent legal concepts of competitive intelligence, as well as industrial espionage. However, both the first and the second take place at the level of actual In order to establish their relationship with the legal concept of unfair competition, a model is proposed, which is based on an objective criterion for the availability of information transmitted, collected or stored for the purpose of transmission. According to this approach, all the specified information can be in three independent modes: public mode, confidentiality mode (limited access mode), secrecy mode (special access mode).Each of these modes can be characterized in terms of the presence or absence of access to various kinds of information resources allowed by the owner of the relevant information.In addition, the article contains critical assessments of certain norms of the current legislation and the position of individual specialists in the field of competitive intelligence.

Assessment of Library and Information Services in Support of Researchers and Librarians at the Federal Institute of Industrial Research Oshodi, Nigeria

The study that directed this article aimed to assess the opinions of industrial researchers and librarians regarding library and information services provided by the research library of the Federal Institute of Industrial Research Oshodi (FIIRO), Nigeria. The library of the modern era is expected to develop naturally, growing bigger to accommodate different kinds of information resources and services for better information provision to its users. This study set out to determine if library and information services at FIIRO were indeed answering this call. A mixed-methods design was adopted with the use of questionnaires, face-to-face interviews and observation for data collection. It was found that both groups, the industrial researchers and the librarians, were not satisfied with the library and information services offered by the institute’s library. Poor funding, lack of political will by the management and government authorities, and the lack of internet connectivity were highlighted as some of the main problems facing library fitness. In order to improve these services of information provision, the study recommends several innovations, mainly that librarians should be involved in management decisions, especially in the formulation of library policies and strategies.

Research on Web Data Mining Based on Topic Crawler

This paper analyzes the method of Web information data mining based on topic crawler. This paper puts forward the architecture of Web information search and data mining, and introduces the key technology and operation principle of the architecture. After analyzing the functions and shortcomings of ordinary crawler, this paper focuses on the working principle, implementation method and performance analysis of this crawler, as well as the functions of this crawler different from other crawlers and its application in Web information search and data mining system. The experimental results show that the crawler can get all kinds of information resources on the world wide web, which is helpful to the monitoring and management of network cultural content.

Electronic resources (ER) for information retrieval of medicinal and aromatic plants (MAPs) research in the Digital Era

With the growing worldwide in internet conservation, cultivation and use of medicinal, aromatic and other related groups of plants, there has been a four-fold increase in the volume of literature published on these crops during last two decades. This dynamic scenario demands constant updated inflow, documentation and management of accrued of knowledge, which is now-a-days largely available on electronic media and can be accessed through E-journals, scholarly databases, information gateway internet, E-Books, E-magazine and E-Newsletters. The current issues in MAPs research largely revolve around the production, post harvest management, value-chain alignments, profitability, efficiency and sustainability. To meet the challenges and requirements of globalization, intellectual property rights, agri-export, market intelligence and related issues adequately and successfully, developing countries like India must reorient their R&D priorities on a real time scale for which tools for fast retrieval of information must be developed for which refined on priority. An organized method for retrieval of nascent information is likely to play a very crucial role in this mission. But most of the information is highly scattered in various kind of information resources and their retrieval is so complex and cost intensive that it may not be affordable by every developing country. Therefore, efforts have been made in this paper to identify and list the electronic resources which are exclusive in nature is and are freely available on internet.

Are healthcare professionals being left in the lurch? The role of structural barriers and information resources to promote physical activity to cancer patients.

Although many cancer patients benefit from physical activity (PA), healthcare professionals (HCP) still do not promote it routinely. Including different groups of HCP, this study aimed to examine how structural barriers are perceived as impeding by HCP for promoting PA to cancer patients, how the perceptions of structural barriers are associated with promoting PA, and how HCP react to information resources. A total of 287 physicians in outpatient care, 242 physicians in inpatient care, and 388 oncology nurses completed our questionnaire (paper-pencil or online). Participants assessed nine different structural barriers (on a 4-point Likert Scale) and reported their PA promotion frequency. Further, they could request three different kinds of information resources about PA in oncological settings. Across professional groups, more than 70% of HCP indicated that they promoted PA to their cancer patients often or routinely. Oncology nurses indicated that they were more impeded in promoting PA by six structural barriers than physicians (all p < .01). "Not enough time per patient" and "lack of an expert contact person" were associated with a reduced PA promotion in two professional groups (all p < .05). Information resources were requested by 69.5% of the participants: mostly physicians working in outpatient care and especially by those perceiving structural barriers. Although a big proportion of HCP reported that they frequently promoted PA, our findings suggest that HCP still perceive structural barriers. The perception and influence of structural barriers differed between professional groups, pointing to the importance of profession specific guidance.

User role identification based on social behavior and networking analysis for information dissemination

Nowadays, along with the high development of emerging computational paradigms, more and more populations have been involved into the social revolution across various intelligent systems, which results in dynamic user connections associated with a variety of social behaviors. The associated users with different properties, who can be regarded as one kind of information resources, have become increasingly important, especially in social knowledge creation and human intelligence utilization processes. In this study, we concentrate on user role identification based on their social connections and influential behaviors, in order to facilitate information sharing and propagation in social networking environments. Following the construction of a dynamic user networking model, we propose a network-aware method to identify four kinds of special users, who may play an important role in information delivery among a group of users, or knowledge sharing between pairs of users. A set of attributes and measures is proposed and calculated to identify and represent these users based on the analysis of their influence-related social behaviors and dynamic connections. Experiments and evaluations are conducted to demonstrate the practicability and usefulness of the proposed method using Twitter data. Analysis results show the effectiveness of our approach in identifying the distinct features of four kinds of users from the user networking model. Comparison experiments indicate that the proposed identification method outperforms two other related works. Finally, a questionnaire-based evaluation demonstrates the accuracy and efficiency of the proposed method in terms of finding these users in a real social networking environment.

Zhengdong New District Smart Government Application System Construction and Its Development Strategy Research

Based on the introduce, basic principle and construct meaning, application system construction, main problems and developing countermeasures and other aspects of smart government to make a comprehensive analysis in the construction of Zhengdong new district smart government, then advise the government departments to speed up the transformation of government management functions and social service mode to integrate the business processes, and promote the construction of service-oriented and smart-oriented government actively.

An Empirical Research on the Ranking of Chinese State-owned Banks in Corporate Social Responsibility

Purpose - This paper aims to provide a ranking of the four Chinese state-owned banks: Industrial and Commercial Bank of China (ICBC), Bank of China (BC), China Construction Bank (CCB) and Agricultural Bank of China (ABC) based on corporate social responsibility by using an assessment model proposed by Zhu so as to test the model and drive the best CSR performance of these leading Chinese banks.Methodology - The paper ranks the four Chinese state-owned banks by using Zhu’s model (see Sect. Appendix), which covers not only the CSR practice of banks but also management system. Furthermore, our ranking is constructed by content analysis, assigning scores manually. To rank the four banks, we adopted four kinds of information resources: corporate annual report in 2013, CSR annual report in 2013, articles of company and website. Our ranking can be a useful instrument for bank’s self-assessment to find out the existing problems, identify their area to improve in CSR and set proper goal and guidelines to enhance their CSR behavior.Findings - The study finds that the four state-owned Chinese banks are ranked in CSR performance as follows: 1. Industrial and Commercial Bank of China, 2. Bank of China, 3. Construction Bank of China, and 4. Agricultural Bank of China. In general, the four banks can protect stakeholders’ interests and their policies conform to sustainable development and national macroeconomic policies. But improvement is needed for information disclosure, etc.Originality/value - The paper is of great theoretical and practical significance. One the one hand, we fill the gap of lacking empirical research on Chinese bank ranking based on CSR in literature. On the other hand, our research provides clues for a boarder range of banks' ranking based on CSR in the future. For further research, we will apply our model to evaluate all Chinese commercial banks based on CSR and report the ranking annually, providing stakeholders with information about CSR to help them to adjust their decision, and simultaneously providing banks with information about the status quo of their CSR performance and promoting their CSR management.

E-learning system design with the focus on knowledge flows and learning objects

The aim of the paper is to propose an e-learning system architecture integrating knowledge flows. Our motivation is to provide the user with some intelligent possibilities of the learning environment used. This could be fulfilled using knowledge management at the operational level. Knowledge management should be a fundamental objective of any educational institution, as learning is its core function and should be reflected in how the organisation operates. In the academia environment, knowledge management and e-learning represent a substantial tuple for distance form of education. For e-learning method, heterogeneous and distributed architecture is one of the most prominent features. In a learning environment, different kinds of information resources are shared. Its demands can be fulfilled by means of local intelligence using multi-agent systems. This paper presents a layered multi-agent architecture of e-learning system including basics of its implementation. Learning objects and learning objects repositories are used for facilitating intended learning outcomes, and can be extracted and reused in other learning environments. Agent structure, general framework and workflow were designed in order to simplify information and knowledge flows with the aim to keep system overhead as low as possible.

Application of digital earth technology in research of traditional Chinese medicine resources

This paper describes the digital earth technology and its core technology-"3S" integration technology. The advance and promotion of the "3S" technology provide more favorable means and technical support for Chinese medicine resources survey, evaluation and appropriate zoning. Grid is a mature and popular technology that can connect all kinds of information resources. The author sums up the application of digital earth technology in the research of traditional Chinese medicine resources in recent years, and proposes the new method and technical route of investigation in traditional Chinese medicine resources, traditional Chinese medicine zoning and suitability assessment by combining the digital earth technology and grid.

A new kind of fuzzy regression modeling and its combination with fuzzy inference

In this paper, a new kind of fuzzy regression model suggested by the author in papers [1] and [2] will be restated more clearly. Then a consistency between the new fuzzy regression modeling and fuzzy inference modeling will be presented, showing its added advantage for application problems. Based on the consistency, a method for combining fuzzy regression and fuzzy inference will be introduced in this paper. This will serve as the starting point for applying the two kinds of information resources, quantitative and qualitative information resources, simultaneously in practical prediction problems.

Art and the Internet: some notes on resources and trends

The Internet is a worldwide network of electronic networks which is growing rapidly. Access to resources is facilitated by a number of ‘systems’, including Gopher and World Wide Web. Improvements in the organisation of and access to Internet resources are certain to be developed, and librarians may have a rok to play. Meanwhile libraries are involved in introducing users to different kinds of information resources including those available on the Internet. Art librarians should be aware in particular of five sites which are useful starting points foi looking at art resources in the Internet: ArtSource, Art Navigator, ArtWorlc Online, World Arts Resources, and Fine Art Forum Online.

The Swiss National Library

This Swiss National Library, which dates from 1894, initially had the function of collecting Helvetica; later the construction of a union catalogue and the creation of a central information service were added to its responsibilities. It achieved much success, but from the 1970s reduced funds and a lack of foresight severely eroded its standing and role. Following the appointment of a new Director in 1990, a team of experts in information and technology was formed, a general review of the library's strengths and weaknesses was carried out, and an automation programme was started. A new policy has had to be defined for the role of a national library in a federal state. It is proposed that the library's responsibilities should include all kinds of information resources, and give equal attention to conversation and the provision of services, the latter particularly as an information centre for material of Swiss interest. Greatly increased funds and staff are being sought. A revision of the law relating to the National Library has been submitted to Parliament; this defines its collection policy (including legal deposit, which the library has not hitherto had) and prescribes its bibliographic services. These developments should lead to the regaining of a prominent position for the library and thence to a national coordination plan for Swiss libraries. The National Library will seek solutions for the problems posed by multilingualism. It will also look for cooperation with other national libraries in Europe.
