Effectiveness of Poster Presentation Method for Vocabulary Enhancement of International Information Technology University Students

This paper investigates the impact of employing poster-making activities on the vocabulary proficiency of intermediate-level International Information Technology Students. The study focuses on a sample of four groups, each comprising 15 students, randomly assigned to either the treatment or control condition. The treatment group engages in structured poster-making exercises centered around IT-related terminology, while the control group receives conventional vocabulary instruction through traditional methods. Pre- and post-assessments, consisting of standardized vocabulary tests, will be administered to all four groups to measure vocabulary acquisition. Statistical analysis will be employed to compare the pre- and post-test scores between the treatment and control groups, while controlling for any initial differences in vocabulary proficiency. This article strictly adheres to a quantitative methodology, focusing on objective measurements of vocabulary gains. The study aims to provide empirical evidence regarding the effectiveness of poster-making activities as a supplementary tool for vocabulary enhancement in the context of Information Technology education. The findings of this study will contribute to the growing body of literature on innovative language learning strategies tailored to specialized fields like information technology. Additionally, the results will offer practical insights for educators and curriculum developers seeking evidence-based approaches to address the unique language learning needs of students in technical disciplines.

Development of the Software agent «AIA» in the framework of IITU MetaUniversity Design

Metauniversity represents an innovative educational concept due to its ability to integrate different educational fields, providing students with unique opportunities for in-depth and multidisciplinary learning. The relevance of the Metauniversity is manifested in its ability to adapt to the rapidly changing needs of the labor market and society as a whole. Adaptability, versatility, and emphasis on diversified development make the Metauniversity an important element of the modern educational system. Metauniversity’s AIA software agent provides an innovative means of effective and personalized support to students, faculty, and staff. This intelligent assistant works based on advanced technologies and artificial intelligence, providing a unique interaction experience in the educational environment of the Metauniversity. The article provides an overview of the Metauniversity concept, including opportunities and limitations. Development of Metauniversity using augmented and virtual reality in the International Information Technology University (IITU, Almaty, Kazakhstan) is presented. The model of Metauniversity and the architecture of the software agent are presented. It is shown that the developed concept of a Metauniversity emphasizes the importance of combining various educational disciplines and fields of knowledge. Also important is the integration of modern technologies, including artificial intelligence and immersive reality.

Analysis of the evolution characteristics of international ICT services trade based on complex network

Digital technology has brought profound changes in the services trade, particularly accelerating the growth of the international Information and Communications Technology (ICT) services trade. Understanding the evolving characteristics of the ICT services trade is pivotal for trade participants to formulate effective policies and enhance their competitive advantages. This study used the data from UN COMTRADE to construct ICT services trade networks spanning from 2004 to 2020. Using complex network analysis methods, it delved into several aspects of ICT services trade, including trade patterns, trade relationships, and participating countries. The findings revealed that central countries in ICT services trade are progressively dominating trade relationships. Moreover, many countries in the middle and lower tiers of the ICT services trade system tend to engage in bilateral trade with major economies or form trade alliances with a select few nations. Examining the evolution of trade participants, early adopter countries such as the United States, Ireland, and the United Kingdom have solidified stable competitive advantages in ICT services trade. Building upon these findings, the study puts forth several recommendations to enhance the competitiveness of the ICT services trade. This study not only enriches the existing knowledge base on ICT services trade networks but also provides valuable insights for shaping policies in this domain. The outcomes offer crucial guidance for interpreting cooperation and conflicts within the realm of ICT services trade.

The epistemic ethical concerns involving algorithms in intelligent communication

With the development and application of algorithms as catalysts, the changing modes of information production, dissemination, and consumption have also given rise to a myriad of serious ethical challenges. This study employs a multi-case approach and semistructured in-depth interviews to examine three prominent international information technology companies, namely, Meta, Sina, and Byte Dance. By investigating the utilization of algorithms in content creation and distribution and adopting an epistemic, ethical framework, this paper analyzes the phenomenon of information cocooning resulting from inconclusive algorithmic evidence, the presence of algorithmic black boxes stemming from inscrutable evidence, and the issue of algorithmic bias caused by misguided evidence. Consequently, this paper proposes three fundamental ethical principles for algorithmic systems: certainty, interpretability, and reliability.

Export performance in four ASEAN countries: The role of international quality certification, information and communication technology capability, and innovation

AbstractThe aim of this paper is to examine empirically the relationship between international quality certification, and information and communication technology (ICT) capability with the firm's export performance by considering the variables of the firm's innovation as a mediator. The data used in this research is derived from the Enterprise Survey from the World Bank involving total more than 4000 firms' respondents from four countries in the Association of Southeast Asian Nations (ASEAN) including Indonesia, Malaysia, Philippines and Vietnam. Analyzed using the Partial Least Square (PLS) technique, the findings show that both international quality certification and ICT capabilities, mediated by innovation, has a significant effect to export performance. The study's findings can help managers and policymakers in developing economies, particularly in ASEAN, improve their firms' export performance.

Foundations for English for specific purposes: improving student’s vocabulary

The article deals with the problem of development of lexical skills at the lessons of English language and it gives an overview of the experience of teaching General English course as a foundation English course for specific purposes to the first-year Elementary level students of International Information Technology University (IITU). This academic year, there were about 778 students who were enrolled to the General English Elementary course. Students of IITU have to study General English and Academic English courses before studying “English for Specific Purposes” courses in order to improve their levels of English. As we know, the purpose of English language teaching is the ability to communicate. In this process, learning vocabulary plays a vital role in all language skills. Learners cannot understand others or express their own ideas without enough vocabulary. Accordingly, we will outline some activities, tools for teaching vocabulary in this work. The article encompasses the activities for improving the vocabulary of learners. The activities were used in teaching English language to the first-year Elementary level students at International Information Technology University, Almaty. Forty students studied online for four weeks. They studied online using Microsoft Teams, Moodle and other platforms. Students worked with different textbooks which were listed in the syllabus. The aim of this article is to focus on improving students’ vocabulary skill and analyzing what results have been achieved in four weeks. For this purpose, every week students had to work with new vocabulary topics which were indicated in the academic program. As a result, most students have achieved the aim of the syllabus and students were able to recognize familiar words, interpret and understand authentic oral speech on the studied topics and express their opinion on them

Urban entrepreneurialism 3.0 and the export of urban expertise: The case of South Korea’s international information and telecommunication technology program

Several modes of urban entrepreneurialism, variously composed of central-local, state-market, state-civil society, and domestic-international relations, have been apparent since the 1970s. Drawing inspiration from East Asian developmental states, we argue that it is under the most recent mode of urban entrepreneurialism 3.0 that the urban sources of exports and national economic development have been most fully mobilised by states. We illustrate this export of urban expertise with the case of South Korea’s International Information and Telecommunication Technology Program (ITTP), offered by Korea Advanced Institute of Science and Technology (KAIST), which trains future ICT and city leaders from developing countries. We trace the history and effects of the ITTP through original empirical research involving interviews and a survey of graduates from the program. The ITTP is revealing of state intrapreneurialism in the export of sector-specific urban expertise with effects on national brands, new markets and the formation of new institutions. The case of the ITTP is one among a variety of means by which East Asian states in particular have projected urban expertise internationally. It also points to these states’ struggle to coordinate institutions involved in, and generate consensus around, national models of urban expertise to be exported.

Governing digital circulation: the quest for data control and sovereignty in Germany

ABSTRACT How is the circulation of digital data to be governed? This question is the subject of often conflicting political rationalities. Focusing on internet and data politics in Germany, we identify fundamental problematizations in governing data circulation on the basis of a mixed-methods analysis of the public–political discussion. In doing so, we elaborate the genealogy of a tension between two political rationalities. On the one hand, there are the political rationalities of a global information society since the 1990s. These have propelled the free circulation of data across national borders and Germany’s integration into an international and competitive telecommunications and information technology market. In these rationalities, state intervention in the circulation of data is seen as a dangerous obstacle to economic competitiveness and social prosperity. On the other hand, there are the political rationalities of a digitally sovereign statehood since the early 2010s. These consider state intervention in data circulation as a guarantor of economic prosperity, democracy and the ability to govern. We argue that prominent political technologies of territorial regulation of data circulation currently discussed and experimented within Germany can be interpreted as attempts to harmonize this field of tension.

PROFESSIONAL-ORIENTED ENGLISH LANGUAGE TEACHING TO THE SECOND-YEAR STUDENTS OF INFORMATION SYSTEM SPECIALITY

This article describes the current state of the formation of foreign language professional-communicative competence of IT students at International Information Technology University (IITU) and teaching English for professional purposes (EPP) using Information and Communication Technologies (ICT). This work outlines the purpose of teaching English language as the development of students' communicative skills, which means the development of practical knowledge of English language. The analysis of EPP teaching methods related to its usage in oral and written communication, both in the process of future professional activity and for further self-education is given in this work as well. It is proved that the main advantage of using ICT in teaching professional oriented English is the shift of emphasis from traditional verbal ways of transmitting information to audiovisual methods. The article offers a set of exercises using digital educational resources in teaching professional oriented English course. An experiment which was carried out with twenty-seven students who were studying offline is presented in the work. There were two STEM (Science, Technology, Engineering and Math) groups who were studying professional oriented English language course in this study. According to the academic calendar of the course, they had EPP classes three hours a week and they had to complete some activities using educational tech tools, such as Padlet, Microsoft Teams, Socrative, blogs, etc. After completing the tasks, an online survey was conducted, and students had to leave their feedback on the usage of tech tools while learning professional oriented English language. This article also provides an overview of student performance in a continuous rating without midterm exams. The analysis of the study results confirms the correctness of the chosen methodology to achieve the objectives of the curriculum, and the usage of practical methods in teaching EPP make learning at the university didactically effective and valuable.

Abstract Advances in information technology (IT) have not only become the subject of international negotiation, but also an important channel by which the international negotiation process operates. International agreements have been negotiated to regulate and govern e-commerce, technology transfer, cybersecurity, and electronic communications. As well, IT applications using the internet offer a vehicle for real-time cyber diplomacy, especially when parties cannot gather face-to-face. IT-based analytical tools have also been developed to enable negotiators to better analyze the context and their options for upcoming talks, in addition to testing and simulating the possible implications of alternate strategies and tactics. This thematic issue of International Negotiation updates earlier studies, addressing the impact of IT on negotiation from various angles.

International information security: In search of consolidated approaches : Interview with Andrey V. Krutskikh, Special Representative of the President of the Russian Federation for International Cooperation in the Field of Information Security. Interviewed by D. A. Piskunov

Andrey Vladimirovich Krutskikh is the Special Representative of the President of the Russian Federation for International Cooperation in the field of Information Security since 2014, and a leading expert in this field in Russia and around the world. He served as Chairman of the UN Panel of Government Experts on Advances in Information and Telecommunications and the SCO Member States Panel of Experts on International Information Security (IIS). Since 2020, A.V. Krutskikh holds the position of Director of the Department for International Information Security (DIIS) of the Ministry of Foreign Affairs of Russia, since 2017 he is Director of the Center for International Information Security, Science and Technology Policy of MGIMO University. Andrey Vladimirovich is the author of fundamental works devoted to IIS issues, the scientific editor of the three volume comprehensive textbook “International Information Security: Theory and Practice,” prepared by the CIIS team of authors. During the interview A.V. Krutskikh spoke about Russia’s approaches to international information security, the role of our country in developing the rules of the responsible State behavior in the global information space.

The importance of innovative ideas in increasing the effectiveness of education

In today's globalized world, the issue of upbringing a harmoniously developed spiritually enlightened person is becoming more and more urgent. In turn, the process of globalization affects human spirituality. The process of globalization is mainly characterized by the development of international economic relations, information technology and science and technology. Globalization imposes new requirements on the rapid development of production and the training of appropriate personnel. This is due to the fact that the development of the economy is inextricably linked with the training of qualified personnel.

Analysis on the Promotion Effect of Logistics Industry Development on China Tobacco Foreign Trade

Objectives: The international logistics market is very broad and the system is also very large and complex. It depends on international information science and technology, and has high requirements for standardization. International logistics can realize trade between countries. Its development puts forward higher requirements, higher standards and higher development for international transactions, This paper focuses on the impact of the development of the logistics industry on China tobacco foreign trade in order to promote the development of international logistics and provide practical significance for the globalization of China tobacco foreign trade. In the research, the methods of literature review and case analysis are used to analyze theimpact of the international logistics industry on China tobacco foreign trade. The results show that international logistics is conducive to the adjustment of China tobacco foreign trade demand and supply, mobilizing the international consumption flow, improving the national GDP, and allowing the economic cooperation of various countries to make each country together and interdependent. Therefore, the research on international logistics is conducive to international cooperation and exchange.By studying the development of the logistics industry, this paper analyzes the promotion of China tobacco industry foreign trade, improves the impact of the global tobacco industry on China tobacco trade deficit, and provides practical significance for the globalization of China tobacco trade.

Access Digital Divide in the Kingdom of Saudi Arabia (KSA): Current State and Measures for Improvement

In this age the emergence of information and communication technologies (ICTs) has been identified as a major step toward solve the problems challenged the nation development. Problems such as corruption, delays in service delivery, lack of public sector accountability can be overcome with ICT. Furthermore, ICT are the key factors in improving government business and human sustainable development in all life aspects. Whilst the ICT considered the key to these problems but owning these technologies was facing many obstacles staring from bought them to continuous use, and create a gap between countries and within a country from the perspective of who does have computer and networks communication and who doesn't, and this refers to the digital divide. Some aspects of the digital divide exist everywhere and not only related to developing countries but also the size of the gap, which is different in countries and within a single community. This study focuses on the digital divide problem by exploring the current state of the access digital divide in Kingdom of Saudi Arabia (KSA) based on three main research questions. And to achieve that, Data collected from International Telecommunication Union (ITU), Communications and Information Technology Commission (CITC), and World Bank were used. The study found that Saudi Arabia is suffering from the access digital divide, and there is a strong link between household income and the access digital divide resulting from unaffordable prices in both ICT and broadband services and this gap tends to be larger in the regions where the inhabitants have the lowest income level. The study recommends that the government should give improving household income the highest priorities and at the same time offering affordable prices for broadband services. Also, the study finds that mobile penetration represents a valuable resource for the Saudi Arabia government to be investing in delivering government services through mobile platforms. Finally, the study recommends that public-private partnerships with promoting and encouraging the private sectors to invest in ICT is one of the most important measurements in bridging the access digital divide.

Deciding how to decide: Using the Digital Preservation Storage Criteria

The Digital Preservation Storage Criteria (hereafter, the Criteria) grew out of a community discussion at the 12th International Conference on Digital Preservation (iPRES 2015) on the evolving landscape of digital preservation storage approaches. A Working Group convened to develop guidance for organizations that either use or provide digital preservation storage. The first version of the Criteria was presented at an iPRES 2016 workshop and outlined the Working Group’s preliminary results and sought feedback. The Working Group has shared iterative versions over the last three years that have been informed by community feedback gathered through conference sessions, online review and a survey. Possible uses of the Criteria include helping organizations to develop requirements for their digital preservation storage, evaluating digital preservation storage solutions, raising awareness about digital preservation storage, and providing training materials to inform practitioners and others, including a game to demonstrate how the Criteria might be adapted for use. A Usage Guide accompanied the release of the current public iteration of the Criteria to help apply the Criteria. This iteration of the Criteria contains 61 criteria grouped into categories: Content Integrity, Cost Considerations, Flexibility, Information Security, Resilience, Scalability and Performance, Support, and Transparency. The unreleased draft, Version 4, includes an additional category: System Security. In addition to introducing the Criteria and providing background about their evolution, this article highlights new areas of development. First, the preliminary results from an ongoing effort to map the Criteria to relevant international digital preservation and information technology standards are presented. Second, updates to the Usage Guide are discussed. The Usage Guide is a supplement to the Criteria that provides the contextual information necessary for implementing the Criteria and includes sections on considerations such as risk management, cost, understanding independence and ensuring bit safety. Finally, examples of using the Criteria in various contexts are provided to encourage organizations to apply the Criteria to their own situation. The Criteria, the Usage Guide, the Criteria game and related documents are open and available for review at https://osf.io/sjc6u/ , where future additions and updates will be shared.

The European Union’s General Data Protection Regulation (GDPR) and its Implications for South African Data Privacy Law: An Evaluation of Selected ‘Content Principles’

After a lengthy legislative process, South Africa implemented the Protection of Personal Information Act 4 of 2013 (POPI Act) on 1 July 2020. The POPI Act is an omnibus data-protection Act that conforms to the former benchmark for data-protection laws worldwide, namely, the 1995 EU Data Protection Directive. At the time of drafting the proposed Bill that would later become the Act, the South African Law Reform Commission emphasised the importance of a South African data-protection Act that complies with international standards on data protection, especially with the EU’s Directive. The Directive, in Article 25, imposed a prohibition on the transfer of personal data to non-member countries that do not ensure an adequate level of protection when personal data of their citizens are processed. South Africa’s Act needed to comply with the standard set in the Directive for the protection of personal information if South Africa wanted to remain part of the international information technology market. In 2016, the EU adopted the General Data Protection Regulation (GDPR) that replaced the 1995 Directive with effect from May 2018. The question now arises whether the South African Act still meets the minimum standards for data protection set out by this Regulation and whether amendments to the Act are needed. This article compares certain provisions of the GDPR with similar provisions of the POPI Act in order to establish whether the South African Act meets the standard set in the GDPR.

ANALYSIS OF ICT COMPANIES’ NEEDS FOR THE ENHANCEMENT OF ICT HIGHER EDUCATION AT MASTER LEVEL: THE CASE OF KAZAKHSTAN

The correspondence between ICT master programmes and requirements of ICT companies is shaped via needs analysis. The research aim: The aim of the present article is to analyse the empirical results of the study of needs of ICT companies, underpinning the elaboration of implications on ICT master programmes. The primary methods used: Exploratory research has been implemented within the present work. The representatives of four ICT companies, namely CISCO, KAIB, Kaspersky Lab and Soft Com, took part in the focus group interview organised at International Information Technology University, Almaty, Kazakhstan, in October 2019. A brief description of the main research results: The theoretical findings of the present research allow concluding that ICT companies and the universities belong to the local or regional community. The structuring content analysis allows identifying the areas of universities-companies cooperation, namely academic staff training, students’ training, provision of universities with modern equipment, joint elaboration of the content of ICT master programmes, organisation of joint laboratories including virtual laboratories, ensuring practice and internships for students, etc. The summarising content analysis highlights the need in cooperation between universities and companies to strengthen the sustainable development of the digital economy in the region. The novelty of the present work is formulated in the implications on ICT master programmes. Directions of further research are formulated.

Mediating effect of perceived organisational support on authentic leadership and work engagement

Orientation: High levels of employee engagement are critical in the current globally competitive landscape. Scholarly research suggests that authentic leadership (AL) increases trust and ultimately work engagement. Several recent studies called for more research into the moderating and mediating variables influencing this relationship.Research purpose: Employee perceptions about the support offered by their organisations have been associated with engagement. This study explores the mediating effect of this variable on the relationship between AL and work engagement.Motivation for the study: This study focuses on the interaction between perceptions of support from the organisation, AL and engagement of employees.Research approach/design and method: The data was collected from 202 employees from an international information technology organisation. Regression analysis was employed to test for mediation impact. The model fit was analysed to know whether the suggested model was a good fit.Main findings: The study established that the mediated model was partially significant, which indicates that the relationship between AL and engagement is, in part, contextually dependent on whether employees perceive organisational support.Practical/managerial implications: The presence of perceived organisational support (POS) provides space for an interaction between organisational processes and employee engagement, or, in the absence of an existing POS, an authentic leader transforms organisational resources into positive POS.Contribution/value-add: This study contributes to the literature through specifically examinating the interaction between the variables of employee engagement, POS and AL. Engagement does not rely on the ‘right’ leadership theory or model to address problems with performance or motivation, but rather on developing an organisational climate that could enable individuals and organisations to thrive.

Numerical Study of Heat Transfer Enhancement of Turbulent Flow Using Twisted Tape Insert Fitted with Hemispherical Extruded Surface

Heat transfer enhancement of heat exchangers is an important matter of concern to achieve more effective thermal energy conversion systems. The use of modified twisted tape (TT) inserts as passive technique of heat transfer augmentation are effective way to improve heat transfer. In this study, a numerical analysis is performed to investigate the heat transfer performance enhancement and flow behavior in a circular pipe using TT insert fitted with a hemispherical extruded surface (HES). The study is carried out for the turbulent flow regime (4000�Re�10000) at a twist ratio of 4.0 using ANSYS FLUENT. A flow domain is designed and mathematically modeled applying boundary conditions and using governing equations for turbulent model. The plain tube data is validated with established correlations. The achieved numerical results reveal that for TT fitted with HES leads to increment in heat transfer rate up to 69.4 compared to plain tube due to effective swirl flow and better mixing caused by the insert. Corresponding increase in friction factor is found relative to plain tube. The impact on the thermal performance factor has obtained a maximum of 1.24 at constant pumping power for Reynold number 4000. © 2020 International Information and Engineering Technology Association.
