Research on Internal Control and Financial Management of Administrative Institutions and Public Institutions under the New Situation

With the development of modern society, the functions of administrative institutions and public institutions are constantly evolving. Under the background of comprehensively deepening reform, higher requirements are put forward for the financial management of administrative institutions and public institutions. The financial management status of administrative institutions and public institutions will directly affect the quality of public services. Therefore, it is necessary to strengthen the internal control of financial management. By leveraging the constraints and supervision mechanisms of internal control, the transparency and credibility of financial management can be effectively enhanced. However, in the actual internal control and financial management of administrative institutions and public institutions, there are still some problems, which make it difficult to improve the level of financial management and affect the sustainable development of administrative institutions and public institutions. By analyzing the internal control and financial management of administrative institutions and public institutions under the new situation, this article proposes plans such as strengthening the construction of professional management teams, deeply using information technology means, and improving the internal control system, effectively enhancing the management efficiency of administrative institutions and public institutions and better adapting to the development of the times.

The relationship between healthcare workers’ perceptions of epidemic management and manager support in a healthcare institution during the COVID-19 pandemic: scale development study

IntroductionThe aim of the study is to determine the relationship between epidemic management and manager support in healthcare institutions during the COVID-19 pandemic through the perception of healthcare workers. In the research, a scale development study was conducted for the “Epidemic Management Perception Scale”. This scale determines the epidemic management practices in health institutions through the perceptions of healthcare professionals during the COVID-19 pandemic.MethodsThe study is a methodological quantitative research. The data were collected from 365 healthcare workers using a systematic random sampling method. Exploratory factor analysis and confirmatory factor analysis were performed for the validity of the “Epidemic Management Perception” Scale. Cronbach’s Alpha value was used in the reliability analysis of the scale. The theoretical model was tested using the Structural Equation Model.ResultsEpidemic Management Perception Scale was introduced to the literature as a valid and reliable assessment form. In the research, relationships between variables were modeled using structural equation modeling. As a result of the research, a high positive and significant relationship was found between healthcare workers’ perception of epidemic management and manager support in the healthcare institution during the COVID-19 pandemic (r = 0.606; R2: %36). In addition, a highly positive and significant relationship was found between healthcare workers’ perception of manager support and epidemic management sub-dimensions. (Planning R2: 30.8%, Organization R2: 26. 2%, Management R2: 21.9% and Control R2: 36.2%).DiscussionIt was determined that manager support played an important role in healthcare workers’ positive response to epidemic management practices in healthcare institutions. The supportive attitude of managers in health institutions is the most important factor in overcoming the epidemic process. It is important to inform health managers about the importance of manager support and to organize the necessary training activities.

Association of risk management practices and financial performance of microfinance institutions in Ethiopia: A two-step system generalized method of moments approach.

This study aims to analyze the relationship between risk management and performance of microfinance institutions (MFIs) in Ethiopia. An explanatory research design was employed by collecting secondary data from the financial statements of 24 sample MFIs from 2013/2014-2022/2024. The study utilized STATA version 15 software to address dynamic endogeneity bias, unobserved heteroskedasticity, and autocorrelation within individual units' errors in dynamic panel data using the generalized method of moments (GMM) estimator. According to the results of this study, both lagged variables, namely return on assets and return on equity, have a positive effect on the financing performance of Ethiopian MFIs. Financial leverage, interest rate risk, and cash-to-total deposits are negatively related to MFIs' returns on assets and return on equity. The relationship between loan loss provisions, loans and advances, and returns on assets is negative and significant but not with returns on equity. Loan-to-deposit ratios are positively related to financial performance indicators, but nonperforming loans are not significantly related to performance indicators. Thus, this study highlights strategies to enhance the financial performance and sustainability of Ethiopian MFIs. To do so, policymakers should foster an enabling environment for MFIs through financial literacy, risk management, and addressing financial challenges. In addition, MFI managers should focus on profitability, liquidity optimization, and effective credit evaluation to enhance performance.

PROPOSIÇÃO DE APRIMORAMENTO DO SISTEMA DE GERENCIAMENTO ACADÊMICO DA FAETERJ-RIO: UMA REESTRUTURAÇÃO INTEGRATIVA ENTRE PLATAFORMAS DE GESTÃO

This study focuses on improving the academic management system Coruja, used by FAETERJ-Rio, with the aim of making it more efficient without changing its structure or database. The proposal focuses on reviewing and improving report generation, creating new display models and applying advanced data query and presentation techniques. This approach seeks to optimize the use of information already in the system, expanding its usability and offering greater support for decision-making by managers and users. By developing more intuitive and detailed reports, the aim is to transform the user experience, facilitating access to strategic information without compromising the stability of the platform. The research shows that it is possible to achieve significant improvements in an academic system without resorting to invasive modifications, prioritizing functional, intelligent and easy-to-implement solutions. With this, it is expected to promote relevant operational gains, demonstrating that small changes in the way data is organized and presented can have a major impact on institutional academic management.

The Performance of Indonesia’s Election Organizers in a Collaborative Management Framework

The purpose of this study is to determine the performance of the organizers of the 2024 Indonesian elections within the framework of collaboration management. This research is important because the facts on the ground show a series of varied problems that obscure the quality of the organizers, namely the KPU, Bawaslu, and DKPP. The further substance of this research is to find out the level of organizers who are actually still far from ideal. Moreover, in the framework of institutional collaboration, which is actually part of an effort to realize public policy, but has not been matched by the competence of election institutions. This research method uses a literature study, whose urgency focuses on the researcher's ability to combine references, theories, and other supporting literature to strengthen the analysis to the findings. The use of the literature study method is important in building a scientific framework, because it utilizes scientific elements from (1) books, (2) journals, (3) newspapers, (4) media news, (5) survey reports, etc. The results of the study show that the performance of the organizers of the 2024 elections is still weak. Weaknesses are evidenced in the pre-election and post-election stages. There are driving and inhibiting factors that weaken performance, one of which is the absence of institutional collaboration management. KPU, Bawaslu, and DKPP still seem to work individually, and a lot of time is spent focusing on internal problems, morals, and codes of ethics of each institution.

Implementasi Manajemen Berbasis Mutu dalam Lembaga Pendidikan Islam

This study stems from the limited research on the implementation of Total Quality Management (TQM) in Islamic educational institutions at the district level, despite its significant impact on the competitiveness and relevance of Islamic education in responding to both local and global dynamics. The aim of this research is to descriptively analyze the planning, implementation, evaluation, and the supporting and inhibiting factors in the application of TQM. A qualitative approach was employed using a multi-case study design involving one Madrasah Aliyah and one modern pesantren, both selected purposively. Data were collected through in-depth interviews, participatory observation, and document analysis, and then thematically analyzed. The findings reveal that both institutions have implemented TQM principles with distinct approaches: the Madrasah Aliyah emphasizes compliance with the National Education Standards (SNP) integrated with Islamic values, while the pesantren fosters a holistic quality environment covering academic performance, student self-reliance, mastery of classical Islamic texts (kitab kuning), and foreign languages. Key supporting factors include visionary leadership, an adaptive organizational culture, and active teacher involvement. Conversely, the main challenges lie in budget constraints, resistance to change, and difficulties in assessing non-academic quality indicators. The study concludes that synergy between the institutions' internal values and external demands is essential for effective TQM implementation. The implications highlight the need to strengthen evaluation systems and provide contextual, sustainable training for human resources to drive holistic quality improvement.

Emerging Technologies in Process Management and Educational Quality: A Bibliometric Analysis of Public Institutions

This study provides a bibliometric analysis of research on process management in public educational institutions, examining trends, collaborations, and dominant themes between 2000 and 2023 using data extracted from Scopus. Tools such as VOSviewer and Bibliometrix were employed to visualize research patterns and thematic clusters. Findings show growing research on process optimization, enhancing institutional efficiency, equitable access, and student learning environments in public education. Key challenges identified include the ethical integration of emerging technologies, such as artificial intelligence and blockchain, and the need for localized adaptations in developing countries. The analysis highlights gaps in interdisciplinary approaches and insufficient studies addressing cultural resistance to process changes. Moreover, it underscores the importance of advancing quality assurance practices and leveraging digital transformation to optimize workflows. Future research should prioritize context-specific strategies and evaluate their impact on student performance, organizational adaptability, and equity. This study contributes to the theoretical foundation for process management and provides insights for policymakers and administrators to enhance educational systems through evidence-based practices and technological innovation. This article explores the paradoxes surrounding prisons and drug use from a clinical perspective grounded in psychoanalytic and institutional frameworks, taking as its point of departure the phenomenon of death by withdrawal among incarcerated individuals in Ecuadorian prisons. It argues that the coexistence of prohibition and tolerance regarding drug use within prisons reflects a structural contradiction—a mirror of broader cultural and social tensions. This paradox is analyzed not merely as dysfunction but as a systemic symptom and a clinical opportunity. The methodology employed is qualitative, based on action-research conducted by a team of clinical psychologists. Group-based clinical interventions were implemented with both incarcerated individuals and prison staff, aiming to create humanizing spaces within environments marked by desubjectivation. The information gathered was then processed through analytic seminars and a systematic review of key learnings. Findings indicate that the militarization of prisons, coupled with an ambiguous approach to drug use, turns institutional neglect into a form of violence. Drugs in prison serve as regulatory mechanisms for psychic distress, thereby becoming a paradoxical tool of institutional management. The article concludes by advocating for a shift in focus—from the crime to the subject—arguing that death by withdrawal is not accidental but rather a predictable consequence of an institutional structure that denies the right to mental health. Drawing from clinical and psychoanalytic insights, the article proposes treating paradox not only as contradiction but as a gateway to critical intervention within the penal system, enabling the emergence of practices that restore social bonds.

A Radical Monopoly on Sapience

This paper examines the notion of species uplift—the process by which non-human species may be “uplifted” to human levels of consciousness through technological means—by way of a conversation between the fictional world of David Brin’s Uplift series and the social critiques of philosopher and historian Ivan Illich. Instead of taking a moral perspective focused on “animal rights” or concerning myself with the nature of the “human,” my argument considers the effects that institutional management of the development of sapience in any species might have on that species’s ability to engage in poesis—the self-directed creation of one’s reality. Illich’s decades-long critique of the dangerous effects of institutional management of everything from education to healthcare is, in my analysis, dramatized in Brin’s series, in which a formal chain of uplift functions as the sole path to sapience across five interlinked galaxies. My Illichian analysis of the series considers the novels as a sort of narrative experiment testing the effects of institutionally managed sapience and suggests that they and their characters’ perspectives should be a part of any conversation about the possibility of real-world uplift in the future.

Strategic Alignment for AI Success: Vocational Education in Thailand’s Eastern Economic Corridor

Background and Aim: AI plays a significant role across all sectors, and applying AI in vocational education administration is key to enhancing efficiency, transparency, and responsiveness to labor market demands quickly and accurately. The objectives of this research were: 1) to study the organizational strategic factors affecting the success of AI tools utilization and 2) to propose guidelines related to the development of models and methods for using AI tools for educational management in vocational education institutions in the EEC of Thailand. Materials and Methods: A mixed-methods approach was employed. The quantitative sample consisted of 376 personnel from vocational education institutions in the EEC, obtained through multi-stage random sampling. The qualitative sample comprised 15 experts in vocational and technical education. Research instruments included questionnaires, interviews, and observation forms. Quantitative data were analyzed using multiple regression analysis, and qualitative data were analyzed using inductive content analysis. Results: The research findings revealed that factors influencing the use of AI tools are related to organizational strategy, including: 1) organizational policy, 2) support from administrators, 3) users’ experience and competence in using AI tools, 4) users’ knowledge of using AI tools for management, and 5) the development team’s ability to coordinate with users. Guidelines for developing models and methods for using AI tools comprise: 1) Considerations for using AI tools, which include (1) alertness and awareness of the necessity, (2) capability of personnel and the organization, (3) procurement of suitable tools, (4) participatory planning and development of work systems, and (5) performance evaluation and error management. 2) Five steps for maximizing the efficiency of AI tool utilization, which include (1) defining strategic objectives, (2) selecting and procuring appropriate AI tools, (3) preparing personnel and data, (4) implementation, planning, and system development, and (5) evaluation, improvement, and maintenance. 3) Suitable AI tools for efficient vocational education institution management, which include (1) AI for student information systems, (2) AI for curriculum development and teaching and learning, (3) AI for assessment and feedback, (4) AI for resource and facility management, and (5) AI for student services and support. Conclusion: The research concludes that five organizational strategic factors drive the success of AI tools implementation in Thailand’s ECC vocational education: organizational policy, administrative support, users’ AI experience/competence and knowledge, and the development team’s coordination ability. Guidelines for development, including considerations and steps for effective AI usage, and suitable AI tools, were also identified.

Hal-Hal yang Mengganggu, Menggoda, atau Tantangan Bagi Manusia dalam Manajemen Pendidikan Islam (Telaah Ayat-Ayat Al-Qur’an, Hadis)

This article aims to identify and analyze the factors that disturb, tempt, or become obstacles in the implementation of Islamic education management, by referring to verses of the Qur'an and the hadith of the Prophet Muhammad SAW. This research employs a qualitative approach using literature review methods, where data is collected from tafsir books, hadiths, books on Islamic education management, and relevant scholarly journals. The data analysis technique is conducted in a descriptive-qualitative manner with a thematic approach, which involves grouping and interpreting religious texts based on the theme of worldly temptations in the context of leadership and educational management. The results of the study indicate that wealth and position have the potential to obscure the trust of leadership, family can become a trial that hinders justice, while worldly games and the temptations of Satan can lead to neglect and conflict in the management of educational institutions. Therefore, Islamic educational management needs to be built upon spiritual values and Islamic leadership ethics that emphasize trust, justice, and responsibility. This study recommends strengthening faith, internalizing Qur'anic values, and developing a spiritually-based management system to tackle these challenges professionally and with integrity.

Perioperative Anemia Management in Patients Undergoing Gynaecologic Procedures: A 12-Year Multisite Study.

Perioperative anemia is a risk factor for adverse outcomes in surgery. The purpose of this study was to characterize perioperative red blood cell (RBC) transfusion and intravenous (IV) iron use in patients undergoing gynaecologic procedures. This was a retrospective cohort study using data from a multihospital database in Ontario, Canada. Patients aged ≥15 years who underwent gynaecologic surgery with a hospital admission between April 1, 2010 and March 31, 2022 at 3 academic hospitals were identified. The primary outcomes were perioperative (90 days before to 30 days after surgery) RBC transfusion and IV iron utilization in patients undergoing gynaecologic surgery. Secondary outcomes included hospital length of stay, intensive care unit admission, and in-hospital mortality. Of the 5572 patients in our cohort, 27.6% had preoperative anemia and 18.7% received RBC transfusion during the perioperative period. A perioperative RBC transfusion was administered to 29.7% of patients with underlying malignancy and to 7.8% of patients without a diagnosis of malignancy. Of the 60 patients with hemoglobin <80 g/L, 91.7% had an RBC transfusion. Regarding iron therapy, 0.6% of patients received IV iron during the perioperative period. In our cohort, preoperative anemia was associated with increased intensive care unit admissions and hospital length of stay, with patients with hemoglobin <80 g/L at the highest risk. Preoperative anemia was common in this gynaecologic surgery cohort and was associated with adverse clinical outcomes. Our results highlight the importance of implementing an institutional patient blood management program.

The article studies the theoretical and methodological foundations of improving the functioning of the mechanisms of the health care institution management system. The relevance of the topic of the study is due to the fact that one of the main tasks facing the heads of health care institutions is the formation of effective effective mechanisms of the management system capable of providing solutions to the managerial financial and economic problems of a medical institution in modern dynamic conditions. In general, in modern conditions, the very concept of management of medical institutions is changing, it requires new approaches and the application of new principles functioning, which would make it possible to ensure the formation of mechanisms for managing health care institutions in the new market conditions of a high level of competition, the need to actively cooperate and interact with other stakeholders and society as a whole. The article is aimed at studying the theoretical and methodological foundations of improving the functioning of the mechanisms of the management system of a health care institution. The methodological basis of the study was the methods of analysis and synthesis, observation, comparison; system approach, process, complex, functional, logical-dialectical scientific approaches. The scientific results obtained consist in identifying the action and influence of a number of external and internal factors: organizational and legal; financial and economic factors; personnel; purposefulness with the definition of the purpose, goals and objectives of management; communication factors; factors of organization of effective interaction of communications and processes of providing medical care and services to patients of a medical institution; factors of motivation, interest of employees in the results of work; implementation in a medical institution of the process quality management system. Prospects for further research are to consider the institutional factors of regulatory and financial support, which will contribute to the possibilities of further effective functioning of health care institutions, ensuring their further development with the growth of technical, technological, personnel, financial capabilities and strengthening the resource base necessary for the improvement and effective operation of mechanisms and systems of management of health care institutions.

The article studies theoretical and conceptual issues and practical aspects of quality assurance of the development of the management system of a health care institution. The relevance of the topic of the study is due to the fact that ensuring the provision of high-quality medical care at an appropriate, modern and technical level, the organization of patient care at a high level in order to preserve the life and health of people is the primary goal facing the heads of health care institutions in the organizations and development of the management system of a health care institution. However, the achievement of such goals is impossible without the introduction of a quality system at all levels of management of a medical institution, both at the level of direct provision of medical care, and at the level of organization and implementation of control of patient care processes, and at the level of organization of the entire management system of a health care institution. The article is aimed at considering theoretical and conceptual issues and practical aspects of quality assurance of the development of the management system of a health care institution. The methodological basis of the study was the methods of analysis and synthesis, observation, comparison; system approach, process, complex, functional, logical-dialectical and methodological approaches. The scientific results obtained consist in the fact that the article identifies the main components of quality assurance for the development of the management system of a health care institution. These include: purpose, goals, tasks, objects and subjects of management that have a direct impact on the objects of quality management of a medical institution; principles of systematic, purposefulness, comprehensiveness, evidence, patient orientation, implementation of continuous improvement, involvement of all staff of the institution in quality assurance processes; quality management functions, namely: planning, organization, motivation, regulation and control; criteria for the quality of medical care, in particular: patient orientation, science, efficiency, accessibility, timeliness, safety. The main goal of such research is to develop the basic principles of building an effective quality system capable of adapting to modern conditions of functioning, informatization and digitalization processes of all areas of a medical institution. Particular attention should be paid to the analysis of trends and opportunities for the introduction of innovative therapeutic technologies while ensuring the appropriate level of safety and quality of medical care. This, in turn, will contribute to the further effective development of health care institutions in a dynamic external environment.

Epic Leadership Theory: Basis for School Management in the Higher Education Institutions (HEIs)

The study aims to identify the description of EPIC leadership theory in the success management of the Higher Education Institutions in the area of excellence leadership, passion leadership, integrity leadership, and consistency leadership. Descriptive quantitative research design is utilized in the study where purposive sampling is employed in the selection of the population size of the respondents. The study comprised thirty (30) respondents only. Results show that excellence empowers leaders through trust and autonomy role, responsibility, professional development, new knowledge, skills, and collaboration to foster leadership function, show that passion inspires and motivates leadership to foster shared responsibility and purpose for effective management success in the school system, show that integrity fosters positive culture, trust, and enhances well-being of the employee in the school organization success and process, and show that compassion influences trust, communication, and collaboration on conflict resolution, decision-making, instructional leadership, communication, strategic vision, and emotional intelligence necessary for team cohesion. Findings show that there is a significant correlation on the description of EPIC leadership theory in the success management of the Higher Education Institutions as observed by the respondents.

Development of Educational Institution Management Model for Educational Quality Enhancement in Primary Educational Service Area Offices in Northeastern Thailand

This research aimed to (1) investigate current conditions, desirable conditions, and needs assessment of educational institution management for quality enhancement, and (2) develop management approaches and a comprehensive model for educational institutions in Primary Educational Service Area Offices in Northeastern Thailand. The study employed a three-phase mixed-methods design. In Phase 1, institutional management conditions were examined through questionnaires administered to 760 school administrators and department heads selected via multi-stage sampling. Phase 2 developed management approaches based on structured interviews with 10 experts from high-performing institutions. Phase 3 created and validated a management model with input from seven educational experts through connoisseurship evaluation. The findings revealed moderate current implementation levels across all management dimensions, with leadership ranking highest. Desirable conditions were rated at high levels, with leadership achieving the highest rating. The needs assessment identified eight priority areas requiring development: performance focus, outcomes, process management, leadership, knowledge management, strategic planning, student/stakeholder focus, and workforce focus. The resulting educational institution management model comprises five components: principles/concepts, objectives, operational processes, measurement/evaluation, and implementation conditions. The operational framework integrates seven essential dimensions: leadership, strategic planning, process management, knowledge management, workforce focus, student/stakeholder focus, and performance focus. Expert evaluation confirmed the model&amp;rsquo;s highest-level appropriateness and utility with high feasibility for enhancing educational quality.

저출산 고령사회 미래인재 육성을 위한 일본의 고등교육 혁신 방안 : 그랜드디자인 2040 구상

The Central Council for Education of Japan promoted a variety of higher education policies to address the declining birth rate and revitalize local communities, following its response to the Grand Design for Higher Education 2040 in November 2018. In particular, the “Higher Education Reorganization Initiative through Knowledge Generalization,” confirmed in January 2025, significantly redefined the concept of higher education learners and the nature of educational research in the era of low fertility. This initiative represents a new reform policy in which higher education institutions engage with and contribute to local communities through strategies aimed at expanding international mobility in higher education and enhancing both research and education. In other words, Japan’s vision for future higher education reform emphasizes that strategies for building community through educational research, student support, and institutional management are closely aligned with global innovation strategies. Higher education should evolve through graduate-level reforms that promote learner-centered education, enhance the quality of educational research, and strengthen research capacity by attracting a diverse student population, including international students and working professionals. The system should also flexibly accommodate university consolidation, maintain an appropriate institutional scale, and improve access to higher education based on students’ geographical and socioeconomic backgrounds—for example, through the development of national and public institutions and the articulation between universities and junior colleges. Ultimately, future higher education should promote new innovation strategies grounded in the concept of ‘total knowledge,’ aiming to improve the quality of educational research while ensuring socially equitable opportunities and comprehensive access to higher education.

Compensation in the system of human capital reproduction in higher education institutions – theory and realities in Ukraine

The article is dedicated to identifying the challenges associated with personnel management in higher education institutions, with a particular focus on issues related to the remuneration system for academic and teaching staff at Ukrainian universities. Historically, salary levels in Ukraine’s education sector have remained relatively low since the Soviet era. The article examines the essence of remuneration and its interpretation within various economic approaches, as well as presenting the primary functions of wages. The purpose of this paper is to highlight the significance of remuneration within the system of restoring the academic and pedagogical potential of universities. The article identifies the main issues and challenges related to current methods and levels of salary formation for academic and teaching staff in higher education institutions. The analysis reveals that salaries in Ukraine’s education sector fail to fulfil their fundamental functions. This situation is a significant reason why talented young professionals often opt to leave the education sector. It underscores the need for reforms in the remuneration system. The study concludes that the issue of salary formation in education pertains both to the methodology and the structure of wages. Emphasis is placed on the method of determining wages in the higher education sector and the current wage levels in Ukraine. The article examines the tariff coefficients and scales applicable to higher education lecturers in Ukraine as of 2023. By comparing the salary levels of academic and teaching staff in national universities with the minimum social wage and average household expenditures, the study concludes that lecturers’ financial liquidity is critically low.

THE INFLUENCE OF NATIONAL CULTURE ON LEADERSHIP STYLE IN PROJECT MANAGEMENT

This study examines the impact of leadership styles and organizational culture on project management efficiency in NLB Bank. Findings indicate that democratic leadership, collectivism, and gender equality positively influence productivity, emphasizing teamwork and participation. Formal processes and standards create a stable environment essential for project success. However, areas for improvement include consistent goal-setting and greater employee involvement in decision-making. The study highlights the importance of leadership adaptability and the role of organizational culture in shaping leadership effectiveness. Future research should explore leadership styles' impact on team performance, emotional intelligence in leadership, and cross-industry comparisons. The findings provide insights into how organizational culture influences leadership and offer recommendations for enhancing project management in financial institutions.

Innovative strategies in islamic education management facing the era of global disruption

The era of global disruption characterized by rapid technological advances, socio-cultural paradigm shifts, and dynamic economic changes, presents significant challenges and opportunities for Islamic education. This research explores innovative strategies in the management of Islamic education institutions that aim to adapt to educational transformation while maintaining Islamic values. Emphasizing on strategic leadership, curriculum innovation, digital integration and stakeholder collaboration, this study highlights how Islamic education can remain relevant, competitive and transformative. Through qualitative analysis and case studies, this research identifies best practices that align the goals of Islamic education with the demands of a globalized and digitized world. The findings suggest that a proactive, adaptive and visionary approach to education management is essential to cope with disruption and sustain students' holistic development in accordance with Islamic principles.
