The article is devoted to the legal and organizational problems of the functioning of the penitentiary system under martial law. The author notes that the complexity of the organization of activities under this legal regime is associated with insufficient legal regulation, which leads to a decrease in the quality of ensuring their safety. Hence, the author suggests measures to improve legislative regulation by making amendments to federal laws, as well as the creation of a special regulatory legal act that regulates the procedure for the actions of employees of penitentiary institutions.
