Обеспечение безопасности пенитенциарной системы в условиях режима военного положения (организационно-правовой аспект)

The article is devoted to the legal and organizational problems of the functioning of the penitentiary system under martial law. The author notes that the complexity of the organization of activities under this legal regime is associated with insufficient legal regulation, which leads to a decrease in the quality of ensuring their safety. Hence, the author suggests measures to improve legislative regulation by making amendments to federal laws, as well as the creation of a special regulatory legal act that regulates the procedure for the actions of employees of penitentiary institutions.

Beyond Digital Literacy: Exploring Factors Affecting Digital Performance of University Staff

Digital literacy is essential but doesn’t guarantee digital performance. Many researchers consider factors such as attitude, cultural environment, or institutional setting in their frameworks when researching digital literacy. Yet, their significance often gets lost in a catalog of required skills and knowledge. Here we develop a model outlining factors influencing university personnel’s digital performance across diverse tasks, and we discuss associated challenges. The model derives from literature and insights from 20 qualitative interviews with academic staff in teaching, research, or consulting roles. Results show that institutional settings and employee empowerment are pivotal in shaping openness to digital tools. Intentions fail due to resource constraints and lack of recognition, leading to limited experience with digital opportunities. Well-being significantly influences willingness to embrace digital resources amidst the balancing act of anticipating future efficiency against investing time and resources. Maintaining a team atmosphere often results in alignment with the least digitally competent. With appropriate conditions, time resources, and support, staff could efficiently utilize digital resources, even with only basic skills, which fosters the integration of all workforces. We argue for comprehensive assessments of university employees’ digital performances, considering context and holistic aspects beyond personal skills and knowledge. Our model encompasses digital literacy, openness to digital developments, digital culture, primary conditions, services/empowerment offerings, and mindfulness.

Strategic Vigilance in Sports Clubs: Insights and Practices

Objectives: This study explores the reality of strategic vigilance practices in sports clubs in Oman. Methods: A questionnaire was administered to a random sample of 162 participants which included members of boards of directors, club managers, sports activity directors, coaches, and players in Oman. Result: Institutions show significant gaps in competitor analysis and communication with authorities, leading to a shortage of technological expertise that negatively impacts service promotion. Sports institutions prioritize continuous service development to retain existing clients and attract new ones. Conclusions: The study revealed a need to promote a culture of strategic vigilance among all employees in sports institutions in Oman. It emphasizes the necessity of engaging marketing specialists to address weaknesses within the institutions and contribute to the development of marketing vigilance

Enhancing The Usage Of Microlearning System In Public Sector

This study explores the factors influencing the use of microlearning in the public sector by applying the DeLone and McLean Information Systems Success Model (DMISM). The study focuses on the role of overall quality, compatibility, and transformational leadership in shaping the actual use of microlearning systems. Using a quantitative approach, data were collected from 317 employees of Indonesian Government Financial Institutions (Lembaga Keuangan Pemerintah) through an online survey. The data were analyzed using covariance-based structural equation modeling (CB-SEM) in LISREL 8.8. The results indicate that overall quality, compatibility, and transformational leadership have significant and positive impacts on the actual use of microlearning systems. Among these factors, compatibility emerged as the strongest predictor of use. The findings suggest that improving the quality of microlearning content, aligning it with employee preferences, and developing a supportive leadership environment are key to increasing the adoption and effectiveness of microlearning in public sector organizations. Further research is recommended to explore other potential factors and expand the scope to other government sectors

QUIROPRAXIA E ALÍVIO DAS DORES DE CABEÇA: EXPLORANDO AS CORRELAÇÕES ENTRE AJUSTES CERVICAIS E BEM-ESTAR

Objective: to analyze, using the Borg scale, the effects of cervical adjustment techniques on reducing headache complaints among employees of a private higher education institution in western Santa Catarina. Methods: this is a cross-sectional study, in which six chiropractic appointments were performed over a three-week period, and headache complaints (pain intensity) were assessed using the Borg Scale. Results: eight employees participated in the study, predominantly female (87.50%), with a mean age between 20 and 34 years. The results showed a significant reduction in the mean on the Borg Scale, from 7.88 (±1.73) at the beginning to 0.75 (±1.49) at the end (p = 0.001), with 75.00% of the participants achieving values equal to zero. Conclusion: Despite the low number of participants, the data suggest that chiropractic care may be an effective intervention for headache, and further research with a larger sample size and use of a control group is needed. It is concluded that chiropractic care is beneficial and can improve the quality of life of individuals suffering from chronic pain such as headache.

Factors Affecting the Adoption of Electronic Procurement Systems in Public Institutions in Tanzania: Evidence from Tanzania Prisons in Morogoro Municipal

The study investigated the factors affecting the adoption of electronic procurement systems in public institutions in Tanzania, evidence from Tanzania Prisons in Morogoro Municipal. A survey research design and mixed research approach were utilized. The target population included procurement employees in Tanzania public institutions represented by Kingolwira Prison, Mkonowa Mara Prison, Kihonda Prison, and Remand Prison in Morogoro Municipal Municipality. The study involved 52 respondents. Purposive sampling technique wase used in selection of respondents where all respondents with knowledge on electronic procurement systems were used. Data was gathered through questionnaires with likert scale statements and analysed using descriptive statistics. In addition to that, data deduction techniques whereby conclusions were made by logically reasoning from general principles or theories to specific instances or outcomes based on the available data. User opinions on e- procurement adoption in Tanzanian public institutions highlight significant concerns about technological infrastructure, including hardware availability, software support, and internet reliability. While many acknowledge benefits such as reduced paperwork and enhanced efficiency, opinions vary on its effectiveness in reducing lead times and corruption. Security remains a critical issue, with mixed views on data accessibility and sharing safety. Overall, addressing infrastructure challenges and security concerns is crucial to ensuring successful implementation and broader user acceptance of e- procurement systems.

Effective prevention of early resignation of newly graduated nurses: a transactional analysis

BackgroundNew employees often exhibit stress reactions to changes in their environment and some of these may result in resignations. Employees in medical institutions are no exceptions. Considering the shortage of nurses in Japan, countermeasures are needed against the resignation of newly graduated nurses. Many studies have indicated that multifaced factors affect the resignation of newly graduated nurses. Even though individual characteristics are important factors in this regard, training and support for newly graduated nurses do not focus on the nurses’ characteristics. The purpose of this study is to examine the characteristics influencing the early resignation of newly graduated nurses and suggest ways to support them and prevent their early resignation based on their characteristics.MethodsWith the approval of the Ethics Committee, various characteristics of 353 newly graduated nurses (personality, interpersonal relationships, trait anxiety, nurse orientation, desire to be a nurse, and self-proclaimed academic ability) were assessed using a transactional analysis, the State-Trait Anxiety Inventory, and self-reporting numerical rating scales. The characteristics of those who resigned within 1 year (case group) and those who did not (control group) were compared using chi-square test and logistic regression analysis.ResultsOur sample of 353 participants included 32 nurses from the case group and 304 nurses from the control group. Most participants showed similar personality traits. However, the control group had a significantly lower percentage with negative self, strong trait anxiety, negative self and strong trait anxiety, and low orientation compared to the case group. Our logistic regression analysis showed that strong trait anxiety and low nurse orientation are significantly related with the early resignation of nurses.ConclusionsThe early resignation of newly graduated nurses may be prevented by understanding their characteristics at the time of gaining employment and implementing early intervention programs, such as education programs to reduce anxiety, and helping those with strong trait anxiety and low nurse orientation to find meaning in work.

Leadership in the Employees of a Public Institution, Cajamarca

The general objective of this research was to understand the manifestations of managerial leadership in the employees of a public institution in Cajamarca. The research is qualitative in nature, based on the analysis of scientific research obtained from the review of various studies and academic documents. The main results revealed the coexistence of different leadership approaches within the institution, highlighting transformational leadership and systemic leadership, characterized by fostering skills development, promoting a shared vision, and stimulating innovation; however, the presence of autocratic leadership was also identified, suggesting the persistence of more traditional and centralized approaches in some aspects of management. The research concluded that the perception of employees regarding these leadership styles is crucial to understand their impact on motivation, satisfaction, and performance; therefore, more participatory and adaptable leadership styles should be prioritized in order to avoid feelings of dissatisfaction among workers, phenomena that manifest in autocratic or less participatory styles.

Analysis of the Variation in Salaries of Employees of Government Ministries in Iraq by Using of The Lorenz Curve and The Gini Coefficient*H.

The disparity in the distribution of income is one of the main reasons for the failure to achieve social justice among members of society, which creates an unhealthy environment for workers in government sectors and institutions and also works to reduce the quality of work and lower the level of productivity. Conversely, reducing disparity leads to increased productivity and creates a suitable environment. It contributes to increasing productivity rates and improving the quality of institutional performance. The research discussed an important topic related to the extent of the discrepancy between the salaries of employees in Iraqi government institutions using the Lorenz curve and the Gini coefficient through a presentation of the research problem, which is the extent of the discrepancy in the salaries of state employees according to the approved salary scale, and what impact this has on social justice in the distribution of income, assuming that the adoption of A salary scale set by the authorities is based on reducing financial disparities between state employees with equal qualifications, such as educational attainment and work tasks, and reduces disparities of discrimination between workers in various government sectors and achieves social justice in income distribution. The research concluded that the actual distribution curve was very close to the symmetry line curve, in addition to the presence of a very small gap between the two lines, which indicates fairness in the distribution of monthly salaries among workers in government ministries who are in the fourth degree/first stage of the approved salary scale. The value of the Gini coefficient complementary to the work of the Lorenz curve was about (0.4), which means that the value of the Gini coefficient is close to zero. This indicates that the distribution of salaries of employees of government ministries is close to equitable distribution.

Employees’ perception of supervisors’ interest in their professional development in financial institutions in the republic of Croatia

Organizations today need leaders who understand the complexities of a rapidly growing and changing business environment. The subject of this research is employees’ attitudes on the interest of their superiors in their professional development in financial institutions in the Republic of Croatia. The objective of the study is to explain the attitudes of employees of financial institutions in the Republic of Croatia about the interest of their superiors in their professional development. The survey was conducted online. The sample size is 3141 respondents/ employees. The hypothesis “There is an interest of superiors in the personal and professional development of subordinates” is to be rejected. The obtained results show that in the financial industry in Croatia, employees find that superiors have no interest in their professional development. Through further analysis, research results provide differences in the respondents’ attitudes about the interest of their superiors in the professional development of employees in financial institutions. The interpretations are explanations of why certain groups of examinees have the attitudes they expressed, which represents the objective of the research.

Carbon emission characteristics and carbon reduction analysis of employee travel-taking a research institute as an example

This paper adopts the “baseline scenario method” to construct a comprehensive model for calculating and reducing carbon emissions generated by employee travel, including the accounting of carbon emissions from commuting and business travel, as well as the assessment of green travel for carbon reduction. The study employs methods such as questionnaires and on-site interviews to collect travel data from employees of a research institute in Beijing as a case study. The results show that employees’ commuting methods are diverse, with the subway being the primary mode of travel; however, business travel generates higher carbon emissions, particularly among employees with higher education levels. The research concludes that the model proposed in this paper provides a framework for preliminary carbon emission estimation, but to improve the accuracy of the estimates, more variables and factors need to be considered, and the limitations of the model are pointed out. The research findings have significant implications for policy and institutional practices, suggesting the adoption of more targeted measures to reduce the use of high-carbon-emission travel methods and to encourage the use of green travel options. With the continuous advancement of data collection technologies in the future, it will be possible to further establish a more refined carbon emission accounting model and obtain more accurate and comprehensive travel data, thereby providing solid data support for the development of more effective carbon reduction strategies and policies.

Development of occupational well-being measurement model in the employee of Abadan University of Medical Sciences

BACKGROUND: Given the importance of healthcare centers and the employees of medical centers and affiliated institutions in providing comprehensive health services to the community, especially patients, as well as training the students in health-related fields, it is crucial to address the occupational well-being of university employees who are prone to physical and mental disorders. Therefore, this study aims to develop a model for the occupational well-being of employees at the Abadan University of Medical Sciences. MATERIALS AND METHODS: Two hundred Abadan University of Medical Sciences employees were selected using stratified sampling. All the selected participants responded to the Demo and Paschoal Well-being at Work Scale (2016). The model parameters were estimated using partial least squares regression based on the collected data. Afterward, the measurement model of occupational well-being was tested using fit indices. Moreover, data analysis was performed using Smart-PLS software. RESULT: The primary results showed that based on the positive correlation indices and t-test results for the factors of occupational well-being, the Demo and Paschoal measurement model had an acceptable fit; moreover, significant internal correlations were observed among the questionnaire items. The composite reliability and Cronbach’s alpha coefficients of the factors indicated a high reliability of the occupational well-being measurement model. CONCLUSION: The measurement model of occupational well-being was examined, and it is recommended that future researchers employ the current questionnaire to assess occupational well-being.

Social worker as an implementer of solutions introduced by lex Kamilek

The Act of July 28, 2023 amending the Act – Family and Guardianship Code and certain other acts (Journal of Laws 2023, item 1606), in force since February 15, 2024, introduced new solutions aimed at increasing the protection of minors against harm. The changes covered several legal acts and apply to all institutions whose activities are related to the care of children, their education, upbringing, developing their interests or providing them with support. One of the entities performing tasks for a family raising a child is a social worker. Some of the legal solutions introduced by so called lex Kamilek are reflected in his daily work. First of all, as part of the procedure for ensuring protection for a child in the event of a threat to his life or health in connection with domestic violence, a social worker will be obliged, together with a police officer and a doctor, paramedic or nurse, to complete a questionnaire assessing the risk of threat to the child's life or health. Moreover, in the case of employment in institutions dealing with child care, the person must be verified in terms of information from the Register with limited access or in the Register of persons in relation to whom the State Commission for Counteracting the Sexual Exploitation of Minors under 15 years of age has issued a decision on entry in the Register and the National Criminal Register. It is also obliged to implement standards for the protection of minors.As an employee of a specific institution, he or she may be obliged to provide the Team of Experts for the Analysis of Events as a result of which a minor died or suffered serious bodily injury, certain information and documents without the obligation to maintain professional secrecy.

Некоторые особенности документирования финансовой деятельности учреждений власти и самоуправления Нальчикского округа в начале ХХ века

The article focuses on studying some features of documenting the financial activities of govern-ment and self-government institutions of the Nalchik district in the early twentieth century. The paper considers the records of government and local government institutions that were entrusted with financial functions (district and district boards, Treasuries, including Nalchik, Stavropol Treasury Chamber, Congress of Trusted Rural Societies of Greater and Lesser Kabarda and Five Mountain Societies, Kabardian public Sum and its treasurer, rural boards, rural public funds). The informative impact of such clerical documents as prescriptions, resolutions, reports, relations, re-ceipts from residents of villages, bills from various institutions to the treasurer of the Kabardian public sum and the head of the Nalchik district, statements, receipts, certificates, etc. is deter-mined for the study of various areas of the economic history of the Kabardian and Balkarian popu-lation of the district. The exchange of information between the subjects of financial relations oc-curred through telegrams and notices, and their description is given. It is concluded that the rec-ords of the institutions of government and self-government of the Nalchik district in financial ac-tivity contain information about how, in what form and on what issues they interacted with each other and with other non-financial institutions, what the hierarchy of financial institutions of the Nalchik District looked like during the period under study; and also reflected information on the composition of employees of financial institutions, authorities and self-government and their em-ployees, including representatives of the Kabardian and Balkarian population.

A new approach to assessing the consequences of radiation on the eye

The authors propose a new approach to assessing the consequences of exposure to ionizing radiation on the structures of the eye. The approach is based on the results recently obtained by the authors together with employees of the Joint Institute for Nuclear Research in Dubna, according to which radiation exposure causes oxidation of the bisretinoids contained in the structures of the eye - the retina and retinal pigment epithelium. As a result of this oxidation, the fluorescence spectrum of bisretinoids shifts to the blue region of the visible spectrum. The shift in the fluorescence spectrum can be recorded non-invasively using the method of recording fundus autofluorescence, which is currently generally accepted in ophthalmology. Since the oxidation of bisretinoids occurs during radiation exposure, it becomes possible almost immediately after irradiation to assess the degree of impact of ionizing radiation on both the structures of the eye and the body as a whole. There is no analogue to such a non-invasive assessment of the effects of radiation on the body. The proposed approach may become important for assessing the radiation safety of nuclear industry workers, astronauts, and patients undergoing proton or gamma therapy.

The perception of HRM, trust between employees, and organizational satisfaction in public institutions: The case of Korea

This study examined the factors influencing the organizational satisfaction of employees in public institutions. In the case of public institutions that must provide stable public services on behalf of the government, the organizational satisfaction of employees will be more important. In this regard, this study includes the perception of HRM and trust between employees as affecting factors, and the perception of HRM consisted of sub-components such as fairness of evaluation and excellence of education and training. Moreover, this study considered trust between employees as a mediator. In more specific, online surveys were conducted with 705 employees of public institutions in Korea, and the Structural Equation Model (SEM) was performed. The results indicated that the perception of HRM affected organizational satisfaction directly or indirectly. In addition, trust between employees mediated between all sub-components of perception of HRM and organizational satisfaction. Particularly, trust between employees has been verified to increase the influence of the perception HRM. Meanwhile, in the case of Korea, there are more public institutions than other countries, and many other countries are showing high interest in Korea’s public institution operation system. In this respect, dealing with Korean public institutions as examples provides important international implications.

NARRATIVE TECHNOLOGIES OF PERSONNEL MANAGEMENT IN SOCIAL SERVICE INSTITUTIONS ON THE EXAMPLE OF A GERIATRIC DEPARTMENT

The article examines the role of narrative interviews as a method of personnel management in geriatric departments, which is an effective tool for identifying and analyzing problematic issues in the work of staff, as well as improving the efficiency and introspection of employees. Based on the results of the sociological research presented below, it can be concluded that narrative technologies in personnel management in institutions effectively contribute to improving the quality and efficiency of the work of employees of a social institution.

РЕЦЕНЗИЯ НА УЧЕБНИК «УГОЛОВНО-ИСПОЛНИТЕЛЬНОЕ ПРАВО УЗБЕКИСТАНА И РОССИИ. ОБЩАЯ И ОСОБЕННАЯ ЧАСТИ» ПОД РЕДАКЦИЕЙ Н. С. САЛАЕВА, А. П. СКИБЫ

The review of the textbook on penal enforcement law of Uzbekistan and Russia indicates a number of positive conclusions emphasizing its relevance, theoretical and practical significance, set out by the author’s team (H. M. Abzalovoj, T. P. Butenko, I. A. Davydovoj, I. A. Efremovoj, Ju. A. Kashuboj, I. N. Korobovoj, N. S. Maloletkinoj, N. S. Salaevym, A. N. Sirjakovym, A. P. Skiboj, P. V. Tepljashinym, etc.). A way to improve its content is highlighted by further studying the shortcomings of the penal enforcement and other legislation of Russia and Uzbekistan. The reviewer states that the textbook reveals numerous theoretical and applied issues (regarding the specifics of the use of basic means of correction of convicts, the execution of various punishments, the implementation of types of early release from serving a sentence, etc.), is an actual work intended for researchers, teachers, employees of institutions and bodies executing punishments, and other government agencies, members of the public, adjuncts, graduate students, cadets and students of educational organizations, worthy of being published.

Legal Protection for the Employment Status of Judicial Commission Liaisons

The discourse on the status of liaisons and institutional employees is not recognized in the Law on State Civil Servants or the Law on Employment, thus giving rise to problems, namely the recognition of the employment status of liaisons in each region. The formulation of the problem raised is legal protection of the employment status of liaisons. The method used in this research is the normative legal research method. The approach used is a statutory approach (statute approach) and conceptual approaches (conceptual approach). In conclusion, the absence of norms explaining the employment status of liaisons has implications for the absence of liaison personnel management arrangements, indicating that legal protection for the employment status of liaisons is not yet effective. The suggestion that can be given is that countries can convert liaisons into part of ASN through a series of tests, regulations and policy regulations as guidelines.
