This study aims to analyze the influence of Experience, Task Complexity, and Self Efficacy on audit judgment through Professional Skepticism as an intervening variable. The population in this study is a Public Accounting Firm in Indonesia, which is listed on the Indonesian Public Accounting Firm Directory 2018. The sample in this study was 14 Public Accounting Firm in Sulawesi and using purposive sampling method. Sources of data in this study are primary data collected through questionnaires. This study use multiple linear regression analysis and path analysis.The results showed that experience has a negative and not significant on professional skepticism, task complexity has a negative and significant on professional skepticism, self efficacy has a positive and significant on professional skepticism. Experience, self efficacy, and professional skepticism has a positive and significant on audit judgment. Task complexity has a negative and significant on audit judgment. Professional skepticism can not mediate the relationship between experience on audit judgment. Professional skepticism may mediate the task complexity and self efficacy on audit judgment.

Is Technical Competency Necessary for Client Project Manager? An Empirical Study of Commitment-making Officers (PPK) in Indonesian Public Construction

Public construction in Indonesia still suffering failure in the last few decades. Evidence shows that one of the source factors to public construction failures was a lack of technical-area understanding in Commitment-Making Officers (Pejabat Pembuat Komitmen, PPK). Moreover, since PPK has various academic disciplines, evidence shows that many PPK from local government agencies are reluctant to be assigned as a PPK because they are concerned about their lack of understanding of basic construction knowledge and its consequences. This paper aims to identify the importance level of PPK's technical competency in managing public construction projects. In this study, self-administered questionnaires were distributed to PPK from East Java, Southeast Sulawesi, and Gorontalo provinces, and interviews were conducted to confirm the results. The findings show that having technical competency is necessary for PPK regardless of their academic disciplines. However, they do not need to understand every single detail of the construction project, but they are expected to understand a big picture of construction methods that enable them to act as a knowledgeable contributor in the construction delivery. This study contributes to the existing knowledge of project manager competency by providing insight into project manager from the client-side in the public construction projects.

The Solution To The Ambivalence Of The Presence Of Foreigners To The Indonesian Public Welfare: Inevitability Of Immigration Toward WBK/WBBM

In the era of globalization, the intensity of human traveling between countries is getting higher. It influences the foreigners in Indonesia becoming greater in number every year. This condition creates ambivalent impacts on public welfare. On the one hand, the influx of foreigners spending their money on tourism, not to mention their funds in investment, can help empower the society in Indonesia. On the other hand, it can be a threat to the society if many foreigners commit wrongful deeds like breaking the rules for becoming illegal workers. For their presence in Indonesia, foreigners could contribute to the public welfare, so a bureaucratic reform is needed since a bad bureaucratic caused many foreigners to commit wrongful deeds or even be hesitant about visiting Indonesia. One of the ways to reform the bureaucracy is by building Integrity Zone for Corruption-free Zones (WBK) and the Serving and Clean Bureaucracy Zone (WBBM), especially in the area of Directorate General of Immigration.

IS THE AUDIT PROCEDURE DETERMINING THE AMOUNT OF DETERMINING THE AUDIT FEE?

This study aims to test audit experience, work pressure on the amount of audit fee determination based on the regulation of the Indonesian Public Accountants Association (IAPI) management regulation number 2 of 2016. A total of 112 questionnaires were distributed to auditors in the city of Medan, but only 69 questionnaires were processed. some respondents did not fill out the questionnaire completely. Tests conducted in this study use multiple regression to prove the effect of work experience and time pressure on audit fees. The results of this study indicate that partially work experience has no significant effect on audit fees. The time pressure partially has a significant effect on audit fees.

The Effect of the Implementation of Makassar Healthy City Based on Capacity Building and Sustainability

BACKGROUND: This research analyzed the effect of the implementation of healthy city in Makassar City based on the aspects of capacity building and program sustainability.
 AIM: This research aimed to analyze the implementation of healthy city in Makassar City based on capacity building and program sustainability aspects. 
 METHODS: The research was conducted qualitatively in which the data were collected through direct interview, observation, and field note. Thirteen people were involved as informants consisting of vice mayor of Makassar, two organizers of the healthy city of Makassar City, one member from the forum of the healthy center of Makassar City, and nine community members from nine sub-districts including Makassar, Mamajang, Mariso, Panakkukang, Rappocini, Tallo, Regional Development Planning Agency (Bappeda) of Makassar City, and Indonesian Public Health Bachelor Association (PERSAKMI). 
 RESULTS: The training and socialization are often ineffective since it is only participated by the coordinators from the healthy city itself. The sustainability of the healthy city program of Makassar City has been implemented well. It was proven by various healthy city appreciation obtained since the implementation of the program. Active involvement and participation from the government, community, agency, and all related stakeholders, as well as strong commitment and desire in the program implementation are the main factor of the sustainability of healthy city program in Makassar City. The suggestion given by this research is to improve the quality of healthy city program but is not based on the consideration of the appreciation.
 CONCLUSION: The improvement of the capacity needs to even all forum members of healthy city of Makassar at the level of city, sub-district, and sub-village.

Teacher Professional Development Program in Indonesian Public Elementary Schools: Developing a Mini Course in Basic EYL (English for Young Learner) Teaching Skill

The teaching of English in Elementary Schools in Indonesia have been conducted for decades, but based on literature review and preliminary study, most of the teachers teaching English in Public Elementary Schools, both in the regular local content subject or English extracurricular activities have inadequate English and English teaching skills. In-service training was proposed due to the teachers’ time availability. The training activities will be conducted after school hours and taken place in their schools. The development of the training employs a research and development research method comprising the preliminary study, class observations, interview, the development of materials, instructional media and evaluation that will be validated by the experts. After the expert validation stage, the products which have been revised based on the experts’ suggestions are then applied in the field validation. The last stage is the revision of the products based on field validation. This product is projected to be an example of a teacher professional development program for teachers teaching English in Elementary School.

Humanitarian Diplomacy for Indonesian Public Diplomacy in South East Asia

Human values continue to experience developments in the dynamics of the international community. Indonesia is a country that has a concern for these human values. Many Indonesian diplomacy activities were carried out on the basis of human values, such as in the humanitarian diplomacy scheme. This study aims to look at the relationship between humanitarian diplomacy and Indonesian public diplomacy, especially in Southeast Asia. The method used in this research was descriptive qualitative with a literature study approach. The results showed that there was a positive contribution from the implementation of humanitarian diplomacy towards Indonesian public diplomacy. This positive value is seen from the presence of the governments of the countries in the Southeast Asia region towards Indonesia's foreign policy.

THE EFFECT OF COMPANY ACTIVITIES ON DEBT COMPOSITION AND PROFITABILITY ON PUBLIC COMPANIES IN INDONESIAN FOOD AND BEVERAGE INDUSTRY

This study aims to analyze the effect of company activities which projected in the Total Asset Turn Over (TATO), Inventory Turn Over (ITO), and Fixed Asset Turn Over (FATO) variables on Debt Composition (DAR) and Net Profit Margin (NPM) on Indonesian Public companies in food and beverages sector during 2013-2019. The research data is sourced from 21 issuers, 7 issuers do not include financial statements and losses, therefore the sample size is 14 issuers. Data were analyzed using multiple linear regression analysis and path analysis. The results showed that simultaneous company activities: TATO, ITO and FATO have significant effect on DAR and NPM. DAR has no significant effect in mediating the influence of TATO, ITO and FATO on NPM. Overall, DAR played a role in weakening TATO's influence on NPM. As for ITO and FATO, DAR played a role in strengthening ITO's influence and FATO's influence on NPM.

REMUNERATION JUSTICE IN ISLAMIC HIGHER EDUCATION: A STAKEHOLDER PERSPECTIVE

This study generally intends to analyze perception of remuneration justice from the perspectives of stakeholders in Indonesian Public Islamic Universities (PTKIN) that have acquired BLU status. Specifically, this study aims to measure the level of distributive and procedural justice on the implementation of remuneration at selected PTKIN. The respondents of this study are the beneficiaries and remuneration policy makers from 11 PTKIN that have implemented and paid the remuneration at the time of the study. Additional data are obtained from interviews with nine policy makers from the selected PTKIN. The data are analyzed using descriptive percentages method. The results show that in general the implementation of remuneration at the selected PTKIN in included within “fair” category as perceived by the stakeholders. Partially, respondents perceive procedural justice as tend to be fair, while distributive justice is fair. This shows that in terms of procedures, the selected PTKIN still have to work harder to fulfill a sense of justice, while from the distribution side it has given more sense of justice as perceived by most respondents.

The Effect of Agency Costs on Hedging Policy in Indonesian Public Companies

The purpose of this study is to examine the effect of agency costs on company hedging policies. This study use the concept of hedging policies derived from synchronizing foreign exchange derivatives based on agency theory and hedging with foreign exchange debt based on balancing theory. The novelty of this research is the application of the synthesis of agency theory and balancing theory as indicators of hedging policies. The hedging policy based on foreign exchange derivatives is synchronized with the hedging policy based on foreign debt. The population was companies listed on the Indonesia Stock Exchange (IDX) in 2012-2017. Using the purposive sampling method, 78 companies for each year from 2012 - 2017 were obtained with a total of 468 data. This research used a panel data regression method. The hypotheses were tested with the Hausman Test, which shows the best research model is the Fixed Effect Model. The results of the study concluded that financial distress and underinvestment had a significant positive effect on hedging policies, while business risk did not affect hedging policies because most companies had relatively low foreign sales. The findings of this study have theoretical implications that support agency and balancing theory.

Sustainability Accounting Concept in Higher Education Institution: A Case Study of an Indonesian Public University

The change in the accounting paradigm has now shifted from conventional accounting to sustainability accounting. This study seeks to develop a model for implementing sustainability accounting in educational sector organizations. The object of this research is the Universitas Pendidikan Ganesha, Bali. This research used a qualitative approach. This research is divided into two main stages. The first stage is the stage of observation regarding the current accounting system. At this stage, data will be searched for the development of the sustainability accounting implementation model. The method of collecting data in the first stage is to conduct interviews, observation, and document analysis. The second stage is the stage for designing the sustainability accounting implementation model. The output of this research is a concept or model regarding the application or implementation of sustainability accounting in the activities of educational sector organizations. The results of this study are expected to provide guidelines for educational sector organizations (universities) in the context of applying sustainability accounting concept.

Analisis Perilaku Ibu Berstatus Mahasiswi Pasca Sarjana Kesehatan Masyarakat Universitas Indonesia (Fkmui) Terhadap Pemberian Imunisasi Anak

Imunisasi merupakan salah satu pencapaian terbesar dalam program kesehatan masyarakat yang terbukti signifikan menurunkan insiden penyakit. Tujuan penelitian untuk mengetahui analisis perilaku ibu berstatus Mahasiswi Pasca Sarjana Kesehatan Masyarakat Universitas Indonesia (FKMUI) terhadap pemberian imunisasi anak. Metode kualitatif pendekatan Rapid Assessment Procedure (RAP) berlokasi di FKMUI. Pemilihan informan menggunakan purposive sampling dengan prinsip kesesuaian (appropriateness) dan kecukupan (adequacy). Pengumpulan data dengan Focus Group Discussion (FGD) 2 kelompok masing-masing terdiri dari 6 mahasiswi pascasarjana FKM UI yang memiliki balita yang diimunisasi lengkap. Wawancara mendalam oleh mahasiswi pascasarjana yang memberikan imunisasi tidak lengkap, dan yang tidak memberikan imunisasi serta Pegawai Kementerian Kesehatan Subdit Imunisasi Ditjen P2P sebagai triangulasi sumber. Hasil penelitian menyebutkan sebagian besar informan mempunyai pengetahuan yang baik, sikap yang positif. Seluruh informan sepakat media informasi penting untuk keberhasilan program imunisasi terutama untuk menangkis isu ataupun hoax seputar imunisasi. Sebagian besar informan mendapatkan dukungan dari keluarga untuk memberikan imunisasi anaknya sehingga status imunisasi anak lengkap, namun ada informan yang tidak mendapatkan dukungan keluarga terdekat yaitu suami, hal ini membuat status imunisasi anaknya tidak lengkap. Dukungan keluarga dan media elektronik memiliki pengaruh besar dalam memotivasi ibu untuk memberi imunnisasi kepada anaknya. Disarankan untuk lebih berhati hati dalam memilah informasi yang masuk agar kesehatan anak dan lingkungan tetap terjaga dengan baik

Practical and Cultural Barriers to Reporting Incidents Among Health Workers in Indonesian Public Hospitals.

PurposeThis study investigated the practical and cultural barriers of reporting patient safety incidents in three accredited public hospitals in East Java, Indonesia.MethodsThis study employed a mixed methods approach using a convergent parallel design. We surveyed 1121 health workers and interviewed 27 managerial staff members from the sampled hospitals. A chi-square analysis was performed to evaluate differences in demographic factors, barriers to reporting, and practices of reporting between those who had reported an incident and those who had witnessed an incident but had not reported it. NVivo 11 software was used to perform the qualitative data analysis.ResultsThis study had a 76.53% response rate. The quantitative evaluation identified significant differences in professions and work units and in participation in quality and safety training between the reporting group and the non-reporting group. The analysis of practical barriers displayed significant differences between the groups with the following responses: “did not know how to report,” “did not know where to report,” and “lack of feedback”. For cultural barriers, a significant difference was shown only for the response “did not want conflict.” In the qualitative assessment, most of the interview participants reported lack of knowledge and lack of socialization or training as practical barriers in reporting incidents. Furthermore, reluctance and fear to report were mentioned as cultural barriers by most of the interviewees.ConclusionBecause there were conflicting findings in the barriers of reporting incidents, these barriers must be identified, discussed, and resolved by health workers and their managers or supervisors to improve incident reporting. Managers must foster open communication and build positive connections with health workers. Further research is necessary to focus on possible ways of addressing the barriers to reporting.

The Attributes of Dysfunctional Audit Behavior (DAB): Second Order Confirmatory Factor Analysis

This paper is intended to confirm the attributes of dysfunctional audit behavior (DAB). The attributes of dysfunctional audit behavior consist of under-reporting of time (URT), premature sign-off (PMSO), and time-budget pressure (TBP). We propose task complexity as a new attribute of dysfunctional audit behavior. The data was gathered from 367 senior auditors who work at Big-fourand Non-big four of 140 Public Accounting Firms that registered in Indonesian Public Accounting Association (IAPI). The data was processed using Second Order Confirmatory Factor Analysis (SEM-PLS) – SmartPLS3. The result of the study confirmed that the attributes of under-reporting of time (URT), positively, manifest the dysfunctional audit behavior. The attributes of premature-sign-off (PMSO), positively, manifest the dysfunctional audit behavior. The attributes of time-budget pressure (TBP), positively, manifest the dysfunctional audit behavior. The proposed factor, task complexity (TC) positively, manifests the dysfunctional audit behavior. The premature-sign-off is the most dominant factor reflecting/manifesting the dysfunctional audit behavior. The under-reporting of time (URT), premature sign-off (PMSO), time-budget pressure (TBP), and task complexity (TC) can be used as the predictor of dysfunctional auditor behavior (DAB). The higher the incidence of their attributes, the higher the potential incidence of dysfunctional audit behavior is.

This paper describes how Indonesia’s discursive contention is molded by the power and popularity of Islamic discourses. It will present examples and analysis of appeal to fear as coercive discourses from recently published speech events, debates, edicts, regulations, and publications as well as examine the vital role of Islamic discourses in the Indonesian public sphere and democracy. This paper concludes that coercive religious discourses and some government policies not only marginalize the voices of minority and opposing groups, but also curtail participative critical debates that are necessary for a democratic Indonesia.

Performance Factors for Successful Business Incubators in Indonesian Public Universities

Measuring the performance of business processes is already a main concern for both faculty and enterprise players, since organizations are motivated to reach the productivity stage. Employing a performance achievement framework for the relationship between business incubator success factors will guarantee connection with commercial schemes, which support a high level of performance indicators in successful business incubator models. This research employs a quantitative approach, with the data analyzed using the IBM SPSS version 23 and Smart PLS version 3 statistical software packages. Employing a sample of 95 incubator managers from 19 universities which geographically located in Indonesia, it is shown that the image of business incubator factors has a positive effect on incubator performance. The study investigates the relationship between incubator performance and business incubator success factors in Indonesia. It was found that IT, as part of the business incubators' facets/abilities, partially supports their performance; that the entry criteria directly support the performance of the incubators; that mentoring networks also support the performance, with good infrastructure systems as a moderating factor; that funding supports the performance of business incubators, also with good infrastructure systems as a moderating factor; and that university regulations and government support and protection enhance the performance of business incubators, with credits and rewards as a moderating factor. In addition, a variety of indicators from the local context affiliate positively to promote a community that highlighted the incubators' strategies.

Identifying Ultimate Controlling Shareholders In Indonesian Public Companies: an Empirical Survey

This paper aims to identify the ultimate ownership of public companies that are listed on the Indonesia Stock Exchange (IDX) during 2014-2017 period. Identification techniques used in this study are: (1) tracking the ownership structure; (2) measuring the level of control; (3) determining the majority ownership, and (4) finding the ‘controlling shareholder’ narrative in the annual report. Based on tim research analyze, this paper found that the ultimate ownership of public companies in Indonesia 2014-2017 was concentrated in the ultimate family owners (54.43%), corporations (31.05%) and the state (7.49%). Beside it, 89.43% of families use the indirect ownership structure (pyramid ownership). In addition, more than 50% of the ultimate family ownership place their family members in the Board of Commissioner (BOC) and Board of Directors (BOD).

Muslimah Beauty: Negotiating Veiling, Piety and Commodity in the New Indonesian Public Sphere

This paper explores the veiling issues and the negotiation of piety among women in Komunitas Muslimah Beauty of Detik Forum. This paper examines to what extent this online community discusses hijab as fashion and piety? what the basis of the arguments for negotiating them? and how is piety constructed through commodity by women in that forum? The answers to this question are important to understand because they examine the assumption considering the lack of connection between piety and veiling when both are more materialized in such of commodity fetishism. To do this, I analyze the online discussion within the Komunitas Muslimah Beautiful in detik.com website. The findings of the paper inform both sociological understanding of the rise democracy in terms of the public sphere as well as the negotiation of women in their effort to connect veiling and piety within their online discussion.
