The country's pristine forest requires consistent monitoring from a conservation and management viewpoint. Since colonial times, the importance of forests and their goods and services have been a major thrust area for decision-making bodies. To address these contemporary environmental and societal challenges, the introduction of the National Working Plan Code (NWPC) was a milestone in progressing towards sustainable forestry and forest conservation. The formal working plan code was initiated in 2004. The changing scenario of population dynamics, land use patterns, climatic variations and their impacts on forest resources made the periodic revision of the code necessary. The design of the code is based on Grid-based sampling, which offers systematic and unbiased data collection to strengthen the robustness of nation's conservation efforts. Implementing advanced technologies could enhance sustainable resource management, climate change mitigation, and community participation, including remote sensing and GIS applications, as well as artificial intelligence (AI). In this developing scenario, forest resource management needs a comprehensive forest inventory to oversee various aspects such as resource planning, environment impact assessments, inclusive forest management strategies, and informed policymaking. NWPC for forest management underwent constant revision after 2004, in the years 2014 and again in 2023 by integrating sufficient criteria and indicators for sustainable forest management. The dynamic integration of tools and techniques in forest management will ensure the three pillars of sustainability: Ecological integrity, economic development, and social welfare in a developing nation like India.

Overexploitation of natural resources have caused serious environmental issues, including climate change, biodiversity loss, habitat degradation, and soil and water pollution. The Pan-European criteria and indicators for sustainable forest management offer a tool to monitor progress and report on the sustainability of forest resources at sub-national, national, and regional levels. This paper examines the institutional aspects and possibilities of application of these criteria and indicators in the forestry sector of the Federation of Bosnia and Herzegovina (FBiH), aiming to improve forestry conditions and develop a coherent forest policy. A survey of 360 forestry experts from FBiH revealed that the majority support the positive impact of implementing the Pan-European criteria and indicators in the forestry sector. It was determined that the Ministry of Agriculture, Water Management, and Forestry of FBiH should be responsible for developing and collecting data related to these criteria and indicators. However, the primary barriers to implementation include a lack of financial resources, expertise, and commitment. While the public forest administration is formally prepared to apply these criteria, its current capacities are inadequate for effective implementation. Strengthening the capacity of the public forest administration is crucial to ensure the application of the Pan-European criteria and indicators for sustainable forest management. This would enable consistent and systematic monitoring and improvement of forest resource conditions and the overall state of the forestry sector in FBiH.

Sustainable Forest Management (SFM) can fully use forest resources and improve the economic, environmental, and social sustainability of forest areas. Forestry enterprises play a crucial role in the implementation of SFM. However, the previous literature on SFM pays little attention to the subject of forestry enterprises. This paper aims to extend research on SFM from a macro perspective to the micro level of forestry enterprises. Taking the Triple Bottom Line (TBL) as a theoretical framework and the Montreal Process Criteria and Indicators (MP C&Is) as a basis, this paper constructs an indicator system to evaluate the performance of SFM of forestry enterprises from economic, social, and environmental aspects. Then, we apply the hybrid Multi-Criteria Decision-Making (MCDM) methods, i.e., the Best–Worst Method (BWM) and the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method, to construct the methodological system for SFM performance evaluation of forestry enterprises. Through a questionnaire survey of 68 academics and researchers, we determine the weights of the SFM indicators and select a representative forestry enterprise as a case study. The effectiveness of this SFM performance evaluation model is then demonstrated through its application to the case study of forestry enterprises in China. Through the application of the model, this paper evaluates the enterprise’s SFM performance over the five-year period 2017–2021 and proposes appropriate policy recommendations and improvements. It is found that environmental factors are the primary factors of SFM in forestry enterprises. Forestry enterprises should not only pay attention to economic benefits but also to the use of forest resources and the protection of forest ecosystems to better achieve SFM.

Climate change is recognized as a global threat that negatively impacts biodiversity and forest resources. The use of existing indicators for sustainable forest management (SFM) related to biodiversity and climate change, as well as the development of new indicators, will help assess how forest management practices impact biodiversity enhancement and climate change mitigation. A Pan-European set of criteria and indicators has been developed as a policy instrument for monitoring, evaluating, and reporting on the progress in implementing SFM. In Bosnia and Herzegovina and Western Balkans in general, the Pan-European set of criteria and indicators is an insufficiently researched topic and there is a lack of scientific research conducted regarding their development and implementation. Through the analysis of the current situation in forestry of the Federation of Bosnia and Herzegovina (FBiH), regarding the compliance and importance of the Pan-European criteria for SFM, this paper aims to explain how the international process of development and application of the Pan-European criteria for SFM can contribute to the improvement of the situation in forestry and the creation of a consistent forest policy in FBiH. The survey among forestry professionals (n=360), from the public forest administration and public forest companies in FBiH, included the sets of questions related to socio-demographic characteristics, assessment of compliance and importance of six criteria of SFM. Research results revealed that forestry professionals are mainly males, on average 41 years old, with 13 years of working experience. The majority of forestry professionals in FBiH are not familiar with Pan-European criteria for SFM, and have a low level of their understanding. On average, forestry professionals indicated that the Pan-European criteria for SFM were of high importance, while compliance with current forest management activities were rated lower on average. The large differences between responses regarding the average rating of compliance and importance of the Pan-European criteria for SFM indicate their low level of implementation in FBiH forest management activities. Accordingly, the results indicate that there is a need to organize educational lifelong learning programs in FBiH forestry sector, involving forestry professionals and other interested parties, to generate knowledge related to the Pan-European criteria for SFM and the concept of SFM in general.

Global trends of increasing threat to forests and the environment, as well as the efforts of humanity to achieve greater material and economic benefits have influenced the acceptance of the concept of sustainable development and forest management. Sustainability in forestry is applied as a principle of regulated management that has long been associated with the concept of sustainability (continuity) of production, yield and income. It represents the basic principle of forest management in the Republic of Srpska in which the priority is the production (economic) function. Sustainable forest development is enabled if forests are managed in such a way as to preserve their biodiversity, productivity, natural regeneration, vitality, and their potential so that forests now and in the future perform significant ecological, economic and social functions locally, nationally and globally. level. Regarding indicators of sustainable forest management, there are differences between organizations, so there is a need to achieve widely recognized harmonization in order to facilitate the analysis and adoption of measures to improve sustainable forest management. Forestry is often viewed in the context of overall sustainable development, because the SDGs goals affirmed the economic and environmental component of sustainable development. Strategic development goals in modern European forestry are of a sectoral, social, political, economic and environmental nature. The United Nations has defined 17 basic goals of sustainable development, and almost all of them are directly and indirectly related to forestry. The global goals and measures in forestry that need to be achieved by 2030 are: stopping the trend of forest loss around the world, increasing economic, environmental and social support provided by forests, increasing the area of protected forests and strengthening cooperation and partnerships in scientific and technical forestry. Due to the mutual interaction and contradictions of goals and measures, certain compromises are needed, and due to the pronounced multifunctionality of forests and the manner of their use, the principles of certification of sustainable forest management have been promoted. The Forest Stewardship Council (FSC 1993) and Program for the Endorsement of Forest Certification (PEFC 1999) are mainly applied. In the Republic of Srpska, the FSC FM certificate has been held by JPŠ "Šume Republike Srpske" a.d. since 2008. Sokolac, while private forests are not certified. In the Republika Srpska/BiH, FSC standards for sustainable forest management have been developed, which have been used since March 22, 2020. years (FSC 2019) and have a validity period of five years. The evaluation of the functions of our forests is not always in line with modern trends in the evaluation of forest resources, because the indicators related to productivity from the point of view of raw material base, growth and simple reproduction are quantified. Forestry development guidelines must be strategically focused on priority areas: forest cultivation and protection, development of a sustainable environment, development of human resources and education systems, and business use of information and communication technology. Necessary coherence, complementarity and integration of sustainable development goals have influenced the inclusion of forestry as an important economic activity for achieving human health, access to renewable energy, food, drinking water, the fight against climate change and others. Contemporary intentions that are insisted on when it comes to the importance of forest ecosystems, and current topics in the process of education, forestry science and profession relate to ecosystem services and biodiversity, forest protection, biomass production for energy, new technologies, information systems and monitoring.

Species richness and diversity substantially affect forest structures and function and are critical indicators of sustainable forest management. Sampling surveys are widely used in forest inventories because they efficiently assess forest characteristics. However, an appropriate sample plot design is required. The objectives of this study were to evaluate the effects of plot design on estimating species richness and species diversity using a simulation. A 20 ha census plot was established in a temperate forest to obtain the true values of species richness and species diversity. One single plot design and nine cluster plot designs were evaluated. The results indicated significant differences in forest species richness and species diversity for different plot designs. The cluster plot design with a square subplot configuration (SCONFIG) and extent of ground area covered by a cluster (EGROUND) of 500 m2 exhibited the best performance (accuracy, precision) in estimating forest species richness. In contrast, a rectangular cluster plot with an EGROUND of 1000 m2 was more suitable for assessing species diversity. This study demonstrates that cluster plots outperform a single plot for evaluating species richness and species diversity in temperate forests.

Some regions like Europe have experienced a net gain in forest areas over the last decades, but intact areas of natural forests are declining worldwide, accompanied by changes in forest ecosystem functions and benefits to humans. We conduct a biophysical assessment of trends, condition, and drivers of change of forest ecosystem services in Norway from 1950 to 2020. Four main results are highlighted. First, industrial forestry, large scale measures of re- and afforestation, and infrastructure development (e.g., roads and recreational homes) have been the main direct drivers of forest transformation. Second, deep transformations in the Norwegian economy shaped trends of forest ecosystem services over the study period. Third, with the shifts towards the tertiary (service) sector and the mechanization of forestry, the economic and material relations between forests and local communities are waning. Overall, people’s primary relationships to forests have shifted from livelihood to recreation. Fourth, forest management in Norway has largely favored provisioning services at the expense of supporting services and some cultural and regulating services. Consequently, while Norwegian forests retain strong capacity to deliver provisioning services, the overall ecological condition is relatively poor. Our assessment provides an approach to identify and explain trends of ecosystem services at a national scale, over a long period of time. We argue that growth in forest area and biomass are insufficient indicators for sustainable forest management, and that future forest polices would benefit from improved knowledge on forests ecological condition, resilience against climate change, and socio-cultural contributions to human well-being.

Forest plantations provide a wide range of products. Therefore, it is vital to ensure the sustainable growth and adequate management of forest resources. This study aims to examine the current challenges facing the forest industry, such as the depletion of forest resources, the increasing cost of wood processing products, and intensifying competition in the timber market (caused by the tropical wood supply). These challenges force the world’s leading forest countries to intensify forest cultivation, to consult forest industries in the Far East and to optimize the sustainable use of forest resources. It was found that current distribution of cutting practices threatens the forest ecosystem. The study suggests a scheme where 10–30% of forest area is clear-cut, 70–90% is selectively logged, and 20–35% is exposed to gradual felling. Factors, such as harvesting time, exhaust emissions, the loss of young trees, topsoil degradation, load on the soil surface, and the slope angle are essential for building mathematical models of forest sustainability. The intensity of wood transportation is also a critical factor influencing the above indicators. The study proposes a model for reorganizing regional wood harvesting companies to improve their profitability. The theoretical model is adapted to the Far Eastern context, but is suitable for use in other parts of the world.

Sustainable development and sustainability will be achieved if there is a balance between the human dimension and ecosystem. The purpose of this study is to evaluate the sustainability and resilience of forest ecosystems in the Totshami watershed, which seeks to maintain a balance between the human and ecosystem dimensions. Implementation of this model includes assessing the sustainability and determining the resilience of the basin. ArcGIS software was used to analyze and measure the sustainability of the IUCN method and after the final combination of indicators and criteria to produce the map. Identification of functions of the basin with 54 types of functions and was classified into four major services: provider, regulator, habitat and culture. Based on the research results, the final score was 35 for ecosystem dimensions and 50 for human dimensions. The two main objectives including maximizing the water production and minimizing the annual soil losses, along with responding to local demand, have been achieved in the process of optimizing the functions in this study. According to the projected watershed management operations in the basin, it is expected that the ecosystem sector will reach the desired level of sustainability, and in order for the basin to remain sustainable, the economic and social sections must also be considered, and it can be achieved by taking steps to improve people's living standards. Evaluation of the results of Totshami watershed resilience measurement during indicates low tolerance threshold and flexibility of Zagros forests and the result is a reduction in the resilience of these ecosystems to potential threats and disruptions.

Abstract The multifaceted role of deadwood in forest ecosystems has been widely recognized while it is regarded as an indicator of sustainable forest management. Nevertheless, there are hardly any data on deadwood volume and structure in managed forests in Greece. The study took place in beech forests of the Western and Central part of the Rodopi Mountain Range. The objective was to determine the amount, variability and quality of deadwood and to compare it with data from managed as well as natural forests. Data were collected on 30 randomly distributed circular plots of 0.1 ha. The results showed that the average deadwood amount (13.46 m 3 ha −1 ) was much lower compared to that recorded in other European forests and they highlighted the absence of large dead standing trees due to the management regime. The deadwood quality showed great variation in stages of decay.

Two decades after the pan-European set of indicators for sustainable forest management was adopted, the European Commission published the New EU Forest Strategy for 2030. We compared the documents on the basis of a content analysis to determine whether they share the same understanding of sustainable forest management. We looked at whether, and to what extent, the existing indicator set is fit for purpose to monitor progress towards the Strategy’s objectives, and the delivery of policy commitments. About two thirds of the identified objectives and commitments in the Strategy can be monitored at least partially by the pan-European set of indicators, whereas new indicators or approaches need to be developed for the remaining third. Several of the indicators are not linked to the Strategy, and some of them are only weakly linked to the policy issues addressed in the Strategy. Our comparison shows a few significant differences between the comprehensive vision of sustainable forest management formulated in the indicator set and the scope of the objectives and commitments in the Strategy. In particular, the forest policy concerns reflected in the Strategy address several issues which are not fully covered in the pan-European indicator set.

The development of criteria and indicators (C&I) to generate information about the status quo and measure changes in sustainable forest management (SFM) has become ever more important. Forest Europe has developed C&I as a policy instrument to monitor and report about SFM. Forest Europe signatories considered the definition of SFM and related C&I as the most recognized achievements of the process. The results of our survey verify this statement. C&I for SFM are implemented at the national level in half of the Forest Europe signatory countries. C&I have served as a structure and framework for the national derivations. Our results confirm the importance of C&I for monitoring and reporting on the status and trend of forests and forestry in Europe. However, Forest Europe has failed so far to go beyond description toward target-based assessments. This was originally not envisaged for the indicators but is increasingly requested by decision-makers and stakeholders. The future development of indicators for SFM should focus on their appropriateness for the assessment of objectives, goals, or targets, because the ability to monitor the respective national efforts has become a critical tool of international but also national governance.

We established an evaluation framework for sustainable forest management (SFM) development based on locals’ perspectives using the importance-performance analysis (IPA) method in a rural area of Taiwan. It identified the factors that affected local people’s participation in and awareness of SFM based on local demographics, development factors of SFM, and perceptions of SFM, through the logistic regression method (LRM). Both the levels of importance and performance (I-P) of the SFM indicators were rated by the local residents and the differences between importance–performance among indigenous and non-indigenous people were examined. The factors that affected differentiation of local people’s participation in the SFM program were: (1) forestry workers, (2) indigenous people, and (3) SFM development factors. The findings provide both theoretical constructs and policy implications for SFM mechanisms for the forest stewardship council (FSC) and sustainable development goals (SDGs) in a sustainable rural development.

Airborne laser scanning (ALS) has emerged as a technology capable of generating descriptors of vegetation structure and best available terrain information. Research and operational implementations of ALS data have highlighted their value for characterizing forest structure and generating spatially explicit and objective spatial coverages and mapping products for forest management. Continued emphasis to enhance forest stewardship is promoting novel methods to integrate ALS to detail non-timber ecosystem values like habitat, soil, and water. Standardized criteria and indicator frameworks such as the Canadian Council of Forest Ministers provide a reliable starting point for where ALS has opportunities to characterize ecosystems objectively regardless of location. In this review of primarily Canadian work, we highlight how ALS is becoming an increasingly viable technology for deriving meaningful indicators to meet sustainable forest management criteria. We review and highlight the value of ALS for quantifying indicators of biological diversity, ecosystem condition and productivity, soil and water, and the role of forests in global ecological cycles. We conclude by highlighting the need for increased education, tech transfer, flexible software, and reporting frameworks alongside five key considerations for using ALS to derive meaningful indicators of sustainable forest management.

Today, resource depletion has become a worldwide issue due to the increasing human population and related consumption. Therefore, the sustainability of renewable natural resources has recently gained great importance. To achieve a more sustainable world, sustainable development is needed. In sustainable development, the sustainable forestry holds an important part because of forests' great importance among the natural resources. Thus, the sustainable forest management (SFM) practices have been vital at this point. The present paper aims to contribute SFM applications and literature with the evaluation and interpretation of the National SFM of Turkey by calculating the importance levels (weights) of latest criteria and indicators (C&I). For this purpose, Fuzzy Analytic Hierarchy Process (AHP), a hybrid approach of fuzzy logic and multi-criteria decision-making, was adopted. This adoption is due to the complex and hierarchical framework of sustainability and the suitability of the method to the subject. The present research is a case study from Kastamonu Regional Directorate of Forestry. Kastamonu holds an important part in Turkish forestry, and it has the potential to represent general condition. This study has shown that the importance attached to environment-related C&I is considerably higher than that of other SFM C&I. Furthermore, Turkey focuses more on the sustainability of wood and wood products rather than other sustainability indicators. The research has also identified that there is a classification problem for SFM indicators. The current C&I should be reviewed and localized.

In this paper, we examine the implications of managing for sustained yield in a world characterized by growing risk and uncertainty. We review the history of sustained yield (SY) forestry in North America, with an emphasis on economic benefits and the persistence of the SY paradigm today, despite a publicized shift towards managing for a wider range of forest values called sustainable forest management (SFM). We show that current forest management goals around sustainability as well as SFM indicators are still predicated on maximizing harvest levels and timber flows. We build a simple model to explore the implications of SY under extreme (fat-tailed) risk assumptions to show that maximizing a level of harvest without adequately accounting for risk leads towards the depletion of the forest stock with a corresponding decline in the forest economy. We discuss these results in relation to real-world events such as the increase in catastrophic fires and pest outbreaks like the mountain pine beetle in Western Canada. We then examine the theoretical and practical implications that flow from this model and analysis.
