The burden of premature adult mortality associated with lack of access to electricity in India.

The impact of electricity access on all-cause premature mortality is unknown. We use a national dataset from India to compare districts with high access to electricity (>90% of households) to districts with middle (50-90%) and low (<50%) access to electricity and estimate the effect of lack of electricity access on all-cause premature mortality. In 2014, out of 597 districts in India, 174 districts had high access, 228 had middle access, and 195 had low access to electricity. When compared to districts with high access, districts with low access had higher rates of age-standardized premature mortality in both women (2.09, 95% CI: 1.43-2.74) and men (0.99, 0.10-1.87). Similarly, these districts had higher rates of conditional probability of premature death in both women (9.16, 6.19-12.13) and men (4.04, 0.77-7.30). Middle access districts had higher rates of age-standardized premature mortality and premature death in women, but not men. The total excess deaths attributable to reduced electricity access were 444,225 (45,195 in middle access districts and 399,030 in low access districts). In low access districts, the proportion of premature adult deaths attributable to low electricity access was 21.3% (14.4%- 28.1%) in women and 7.9% (1.5%- 14.3%) in men. Poor access to electricity is associated with nearly half a million premature adult deaths. One out of five premature deaths in adult women were linked to low electricity access making it a major social determinant of health.

Rural access to electricity and welfare outcomes in Rwanda: Addressing issues of transitional heterogeneities and between and within gender disparities

The literature on the impact of electricity access are generally inconclusive. Potential causes include geographical differences, limited external validity (due to the focus on small-scale projects) and self-selection bias (due to not accounting for observed and unobserved heterogeneities) of some studies. Moreover, a large part of the literature on energy-gender nexus addresses between-gender instead of within-gender disparity, which is considered relevant because socio-economic characteristics do differ within a particular gender group. We address some of these concerns in the literature, using the endogenous switching regression (as identifying strategy) and the Rwanda national fifth Integrated Household Living Conditions Survey data of 2016/2017 to examine electricity adoption decision and impact of electrification on welfare outcomes in rural Rwanda. We find that having access to electricity impacts positively on equivalised consumption and labour force participation by 3.097 percent and 22 more days, respectively. We find significant positive transitional heterogeneity effects, suggesting that unobserved factors do inflate the estimated impacts. Further, the result reveals significant male – female gap (both in terms of vertical and horizontal changes) in the impact of electrification on labour force participation and equivalised consumption expenditure. We discuss the policy implications.

Revisiting the Energy-Happiness Paradox: A Quasi-Experimental Evidence of Electricity Access in Indonesia.

This study revisits the energy-happiness paradox hypothesis using the context of a developing nation. We used Indonesia as a case study, a unique archipelagic country with sparse subnational energy infrastructure, leading to the persistent regional energy access gap. We employed an instrumental variable technique to obviate conventional bias in the happiness regression. The model utilised a newly available national-level household survey on life satisfaction and historical data on digital maps of Indonesia’s electricity infrastructure conditions in 1985. Unlike the phenomena known as the energy-happiness paradox found mainly in the developed countries that suggest the null relationship between having energy access and people’s happiness, our finding reveals a positive effect of electricity access on people’s happiness. We also show that the mechanism in which the effect operates is through individuals’ satisfaction with housing conditions. The heterogeneity analysis shows that the impact of electricity access on happiness is more prominent in the lagging region. It justifies the placed-based policy strategy by the government in developing countries for expanding electricity access in favour of disadvantaged areas.

Household electrification, food consumption and welfare nexus in Sri Lanka: an intertemporal analysis

A growing body of literature suggests that access to electricity has a positive impact on household’s living standards and social welfare. This paper sheds new light on this discussion. Using expenditure dependent equivalence scales, this paper examines the impact of electricity access on food consumption economies of scale (FCES) and thereby the poverty measurements of households with and without access to electricity in Sri Lanka during 1990-2016. Results indicate that a low-income household of four adults with access to electricity spends about 20% less on food compared to a similar household without access to electricity. The results also reveal that although the incorporation of FCES into poverty measurements reduces the overall poverty levels considerably, the reduction in poverty levels is about 1.2% higher for households with electricity at the national level. These observations are consistent across the national and sub-national levels, however, with varying magnitude.
