Mission Critical Safety Functions in IEC-61850 Based Substation Automation System - A Reliability Review

The use of Substation Communication Networks (SCN) in power distribution centres of thermal power plants for protection, control and monitoring is increasing as industry’s confidence grows in the application of the IEC-61850 based Substation Automation Systems (SAS). IEC-61508, which is the standard for functional safety, addresses Electrical/Electronic/Programmable Electronic (E/E/PE) safety based technologies in so far as safety lifecycle as well as reliability and verification of safety related systems are concerned. It follows therefore, that Substation Communication Networks (SCN), as well as associated substation equipment that forms part of the overall safety system should satisfy the requirements of functional safety standard IEC-61508. In this paper, Substation Automation System standard (SAS) IEC-61850, Substation Communication Networks (SCNs) as well as dependability evaluation methods are reviewed and discussed.

A service interruption free testing methodology for IEDs in IEC 61850-based substation automation systems

This paper presents a methodology for the testing of intelligent electronic devices (IEDs) in IEC 61850-based substation automation systems (SAS), without any service interruption to the end users, during the testing process. IEC 61850-based SAS provides opportunities for a new level of substation operation, enhancing operating efficiency, and protection reliability based on Ethernet-based communication networks. Due to these changes to the conventional substations, importance and dependency on IEDs is increasing rapidly. Frequency of faults occurring in the power systems is random in nature and is unpredictable. It is necessary to test and maintain the IEDs to ensure their proper operation at crucial times. This paper presents a novel methodology for testing the IEDs, without compromising the service reliability during the testing process. The proposed methodology exploits the inherit characteristics of IEC 61850 standard i.e. Network - based communication, interchangeability between multivendor IEDs, and engineering based on substation configuration language (SCL) files. The feasibility and robustness of the proposed method has been verified by performing several performance verification tests with different performance metrics.

Electrical energy supply interruption degrades reliability of power supply as well as social costs and economic loss. It is important to assess the reliability of the power system. Nowadays IEC61850 based substation automation system(SAS) has been developed for an updating of automation and interoperability. In this study, three kinds of reliability block diagram(RBD) were proposed to examine of network availability of the three types SAS. And reliability and unreliability of the SAS was formulated using the RBD. Finally, while varying the value of reliability and unreliability, the reliability and the unreliability of the overall system were evaluated.

Design of a Backup IED for IEC 61850-Based Substation

The IEC 61850-based substation automation system (SAS) provides opportunities for a new level of substation operation, enhancing operating efficiency and protection reliability with a new environment based on an Ethernet-based communication network and high-performance intelligent electronic devices (IEDs). With these changes, importance and dependence on IEDs are increasing rapidly in IEC 61850-based substations. While consideration of protection device faults has so far been infrequent, IED faults will become increasingly important in the future. Thus, this paper proposes a design of a backup IED for protection IED faults in IEC 61850-based substations. The proposed backup IED can be remotely converted into any type of protection IED without IED exchange, firmware update, or field control. The backup IED was designed through SCL engineering and file transfer functions in IEC 61850 and implemented by Windows programming with a commercially available IEC 61850 library.

Performance Analysis of IEC 61850 Sampled Value Process Bus Networks

Process bus networks are the next stage in the evolution of substation design, bringing digital technology to the high-voltage switchyard. Benefits of process buses include facilitating the use of nonconventional instrument transformers, improved disturbance recording and phasor measurement, and the removal of costly, and potentially hazardous, copper cabling from substation switchyards and control rooms. This paper examines the role a process bus plays in an IEC 61850-based substation automation system. Measurements taken from a process bus substation are used to develop an understanding of the network characteristics of “whole of substation” process buses. The concept of “coherent transmission” is presented, and the impact of this on Ethernet switches is examined. Experiments based on substation observations are used to investigate in detail the behavior of Ethernet switches with sampled value traffic. Test methods that can be used to assess the adequacy of a network are proposed, and examples of the application and interpretation of these tests are provided. Once sampled value frames are queued by an Ethernet switch, the additional delay incurred by subsequent switches is minimal, and this allows their use in switchyards to further reduce communications cabling, without significantly impacting operation. The performance and reliability of a process bus network operating close to the theoretical maximum number of digital sampling units (merging units or electronic instrument transformers) was investigated with networking equipment from several vendors and has been demonstrated to be acceptable.
